Security Electronics Upgrade for Housing Units No. 1 and No. 2 at North Branch Correctional Institution (NBCI)

Scope of Work:

The intent of this work is to provide new DVR’s that can monitor and playback the activity from new cameras and the existing cameras through the new Vicon hardware and software. All activity shall be recorded, for a period not less than continuous 45 calendar days at 7 frames per second. Such activity can be reviewed at their respective unit control center. 1. Conduit and wire (cable) work shall be the responsibility of the Institution’s electronics technicians. They will also install the CCTV equipment as furnished by the Electronics Security Contractor (ESC).. The institution’s technicians will also remove the existing turrets and CRT monitors in the bubbles and install the new Vicon monitors. 2. The ESC shall furnish the Vicon CCTV gear, program the system to meet the play-back, recording and monitoring activity, train three shifts of the Institution bubble operators, furnish shop drawings, furnish Operations and Maintenance manuals, and furnish a 2-year repairs and maintenance warranty. The Pre-Bid meeting is scheduled for January 6, 2015 at 10:00a.m. and will be held at the DCCFM Cumberland Correctional Complex, 12501 Arnel Avenue, Cumberland, Maryland 21502. For directions call Mr. Michael Iser at 301-729-7167. Bid documents are available only online from eMaryland Marketplace (eMM). Those are the only official documents to be used by Bidders from this invitation for Bid (IFB). The Bidders shall print on their own stationary the required documents for submitting their bid (as Construction BID Form, Bid Proposal Affidavit, BID Bond, etc.) and submit to the Owner (DPSCS, Division of Capital Construction and Facilities Maintenance) in a sealed envelope which clearly indicates that it contains a sealed bid for this project, the bid due date and the name and address of the Bidder. INTEGRATOR/BIDDER’S QUALIFICATION REQUIREMENTS A.    Qualification Requirements    1. Electronic Systems Integrator (ESC) Qualification: To qualify as an approved ESC for the work  under this Contract, integrators of the detention CCTV  system, must have NOT LESS THAN  FIVE  (5)  YEARS  OF  CONTINUOUS  EXPERIENCE  in  the  installation  and  design  of  Vicon  CCTV  Analog/IP systems in detention facilities of a minimum of 1,000 beds or other high security  type  facilities  that  require  comparable  complexity  of  system  operation/design  and  performance.    The  tasks  shall  include  but  not  be  limited  to  the  design  of,  installation  of,  testing  and  troubleshooting  of  all  aspects  of  a  CCTV  system.  Further,  they    SHALL  HAVE  ESTABLISHED  THE  REPUTATION  FOR  DEPENDABLE  PERFORMANCE,  QUALITY  WORKMANSHIP,  PROMPT  MAINTENANCE  SERVICE  AND  HAVE  READILY  AVAILABLE  SPARE  PARTS.  The ESC for work under this contract MUST BE PREPARED TO SATISFY THE OWNER  AND ARCHITECT THAT THEY POSSESS ADEQUATE FINANCES, AND CAPACITY NECESSARY TO  COMPLETE  THIS  WORK  WITHIN  THE  TIME  PERIOD  STIPULATED.    Any  candidate  ESC,  who  intends to submit a bid for this  solicitation, shall submit the following qualification data to  the  Owner  in  writing    three  (3)  calendar  days  prior  to  bid  date  and,  if  approved,  will  be  acknowledged  by  Addendum  prior  to  bid  date.  Verbal  approval  will  not  satisfy  the  requirements. All candidate ESC’s shall submit a complete AIA A‐305 form and all additional  information requested in this section.  This information shall be submitted by e‐mail within  three  (3)  days  of  this  announcement  to  [email protected]  .  Grounds  for  disqualification shall exist if it is proven that the information submitted is inaccurate or, in  opinion of the Owner, does not satisfy the qualification requirements.  2. Any firm intending to submit a bid for this work must examine the existing conditions and  bid documents.  Evidence of compliance of this requirement must be submitted along with  the  qualification  package.   Installer  shall  comply  with  the  requirements  outlined  in  the  General Conditions and this project  manual.  3. The  ESC shall submit  the  name of  the  employees in a supervisory capacity indicating  their  area of responsibility and years of experience.  4. A list of the previous  suppliers of products similar to this project under the ESC’s          scope.  5. A list of five (5) projects of comparable size and similar scope to this project, for which    the  prospective  ESC  has,  within  the  past  five  (5)  years,  installed  Detention  CCTV  Analog/IP  systems.  6. The preceding requested information shall include:  a. Name and location of the project.  b. Date of occupancy by the Owner.  c. Name, address and phone number of the Owner, Electronics Security  Contractor,  and Project Manager.  d. The dollar amount of the Detention CCTV  project.  Note: Please furnish your qualifications onto the attached AIA A-305 form.
