Major AC improvements to close portions of courthouse The 32-year-old Iberville Parish Courthouse will soon be getting an extensive upgrade of its air conditioning system, which will require closing one floor of the building at a time. Iberville Parish President J. Mitchell Ourso, Jr. said the $2.8 million project includes changing all of the duct work in the building and all of the VAV boxes. The chillers also need replacement and are earmarked for work next year. "This building is the heart of all parish services and needs to be properly maintained. It houses the office of the 18th Judicial District judges, District Attorney, Public Defender, Voter Registration, Iberville Parish Community Services, Parish Council, Sheriff's Office, Clerk of Court and Assessor," he said. "The A/C system needs to be totally replaced. Besides being more energy efficient, the new system will provide computer controls that will allow us more operational flexibility." Ourso said the massive project will require the complete closure of one floor of the courthouse at a time, and the closure will last about two months for each floor. Parish residents will be provided more information as the final plan for the massive undertaking are completed in July. "The second floor, which includes the Parish Council offices, Community Services and the Registrar of Voters office, will be the first to be closed. Ourso and his administrative team will move

New parish and tourism websites go live The parish's website - www.ibervilleparish.com - has a new look and features. And the parish's tourism website - www. visitiberville.com - has also been upgraded and made more visually appealing. The parish website provides vital services for Iberville residents, providing information on upcoming events, department contact information, services and more. It provides information on preparing for emergencies, how to be sure new buildings meet the proper safety codes, pet adoptions, garbage collection, recycling and more. The site is modern and user friendly. The tourism website now has a mapping feature, which allows visitors to customize their locations of interest and track the best routes. Available categories include accomodations, attractions, dining, shopping and more. Once the selections are made, visitors can map it on a mobile device or print it out! Both websites are mobile phone friendly.

Cardboard boats take to pond

Students in the Starship Program of the Iberville Math, Science and Arts Academy utilized the pond at the Iberville-Ochsner Medical Complex to culminate a group project of building a boat that would float for 1.5 minutes. Teacher Josh Danzy required the teams of 6th through 9th graders to use only cardboard, duct tape, foam and 2-liter bottles for the project. It was part of their Introduction to Engineering class, and they will be required to build better boats next year. The project, he said, was a way to provide hands-on geometry lessons. Iberville Parish President J. Mitchell Ourso, Jr. readily agreed to the use of the pond, and provided support; and the Iberville Sheriff's Office helped ensure safety at the site. In the top photo, students try to stay afloat, and in the bottom photo, two boats are raced across the pond.

IBERVILLE PARISH GOVERNMENT

Waterworks District #3 improvements underway

$3 million in parish road patchwork projects to begin Numerous parish roads will be repaired and patched under a $3 million road repair project that will begin later this year. All parish roads were evaluated and rated as to their need of repairs in determining this road project. "This is strictly a road repair project, not an overlay project," noted Parish President J. Mitchell Ourso, Jr.

The $10 million in projects to improve and secure the water for Waterworks District #3 are presently 40 percent complete. The projects include installing a new clarifier at the water district plant, constructing a large diameter water main from the Intracoastal Canal to the plant to provide for more efficient movement of water, and elevation of two water tanks to increase system water pressure and water capacity. The water system serves 3,200 customers in Iberville, and the projects are being funded with $300,000 in water system funds, along with a $6.875 low interest loan from the La. Department of Health and Hospitals (LDHH). Another $1.25 million of the loan principal will be forgiven by LDHH. The parish has contracted with the low bidder, Tullier Services, LLC, for to install 18 miles of 12-inch water main from the plant to Point Pleasant. The water main will provide better water flow from the water treatment plant on the west side of the water district to the east side of the district. This project is just getting underway. The project to raise two of the district's three water towers 20 feet higher is complete. The Choctaw and Belleview tanks were raised so that the district can use the full capacity of the elevated tanks. The parish is also in the final stages of installing a second clarifier at the water plant to remove impurities from river water before it is treated.

Hwy. 3006 reconstruction set, parish to take new road The closed and abandoned La. Hwy. 3006 from the Indian Village Bridge to its intrersection with La. Hwy. 75 (Belleview Road) is expected to be reconstructed and opened for use within approximately 5 years. Parish President J. Mitchell Ourso, Jr. said the La. Department of Transportation and Development (LDOTD) had closed the 3.18 mile section of the highway about 20 years ago. In 2012, the state proposed reconstructing the road and then transferring it to the parish, while also agreeing to keep the White Castle ferry open an additional 6 months. The parish agreed to that proposal. Ourso said the project had been inactive, but the state LDOTD recently contacted the parish and advised that the project was "reactivated," and the state was beginning survey work

and geotechnical testing of the roadway. Ourso was advised that it may be necessary to re-align certain sections of the roadway, but that would be determined after the survey and preliminary design work was completed. The entire project, including reconstructing the road, could take up to five years, and is estimated to cost some $9 million. "The parish will hire an engineering firm to review the plans and make sure the reconstructed road meets our requirements, that proper erosion prevention measures are installed, and the road will serve our residents for years to come," Ourso said. Once the state completes the project, the parish will become responsible for the maintenance of that section of La. Hwy. 3006.

Lock Site hours extended The hours of the Plaquemine Lock Historic Site have been extended to Tuesday through Saturday, 9 a.m.-5 p.m. Previously it was open only Thursday through Saturday. It is open thanks to the efforts of Iberville Parish President J. MItchell OUrso, Jr. and the Parish Council, and the City of Plaquemine, with the assistance of the La. Office of State Parks.

In the photos above and at left, work continues on the installation of 18 miles of 12-inch water main from the waterworks plant to Point Pleasant. The work is being done by Tullier Services, Inc.

State to begin overlay of La. Hwy. 1 on July 5 Parish President J. Mitchell Ourso, Jr. said he was advised by the La. Department of Transportation and Development that the overlay of La. Hwy. 1 from Popeye's Restaurant in Plaquemine to White Castle will begin on July 5. The long-awaited project is expected to be completed in 75 days. The state has contracted with Coastal Bridge Contractors to do the work.

ST. GABRIEL

City clean up initiative gains momentum with projects In an effort to continue the city’s Clean City Initiative that began two years ago with Mayor Johnson, city council members and Police Chief Kevin Ambeau are trying to rid St. Gabriel of old junk cars and appliances. The City declared July as the city-wide cleanup month for St. Gabriel. The City began to expand this effort by ensuring that all grounds are litter free. In March, St. Gabriel competed in the Louisiana Garden Club's Cleanest City Contest and won at the district level, and placed 4th at the state level. Established by the Louisiana Garden Club, competition encourages citizens to keep their communities clean and join the fight against litter. The City has since held a few events to add to the “Clean By 2019” Initiative. The first was the “Tidy Tigers” initiative. Led by Public Services Director Lloyd Snowten and staff, and with the help of East Iberville Elementary & High School faculty and students, city hall staff and council members, a flower bed was added to the signage in front of the school to beautify the grounds and the school vegetable bed was rejuvenated with new vegetables and herbs. Secondly, a city-wide Dumpster Day was held on April 16. The City collected all unwanted goods from citizens, and in exchange for their litter they were offered lunch. The city followed that up with its First Annual Earth Day event on April 22, with the help of sponsor Baton Rouge Green’s “Citra Worx.” Kids in the Youth Challenge Program, city hall staff and Baton Rouge Green planted satsuma trees in Martin Luther King Park. On that day the city also announced the first member of the St. Gabriel Garden Club, Ms. Helen Ambeau. With all of the positive feedback received regarding the Clean City 4

Initiative, the city decided to have a Recycling and Anti-Litter Contest for Students. Young filmmakers were required to make a 30 or 60 second public service announcement (PSA) to encourage recycling or litter prevention in our area. The winner of the contest was Aiden Hebert. Because of the outstanding job he did with his PSA, he was awarded a prize of $250 and lunch with Mayor Johnson. This project and others like it have allowed the city to encourage students and residents to keep St. Gabriel clean. The City is thankful to all who helped and dedicated their time, energy and efforts towards its clean city events.

IBERVILLE SCHOOL SYSTEM

Search for new schools superintendent begins, D'Amico tapped as interim The search for Iberville's next superintendent of schools is underway. Dr. P. Edward Cancienne, Jr., who has served as the parish's superintendent for the past eight years, resigned effective June 30 to serve as the new head of the St. James Parish school system. The Iberville Parish School Board unanimously appointed Linda D'Amico as interim superintendent until a new permanent superintendent is selected and begins work in Iberville. D'Amico retired from her position as superintendent of the Pointe Coupee Parish school system last year. She assumes the new role on July 1. The Iberville School Board has already begun accepting applications for the position. The deadline for applications is July 5, and the board will begin interviewing applicants on July 18, said School Board President Polly Higdon. D'Amico will not be eligible to apply for the position. Higdon said

the board's goal is to select a new superintendent by August. "Linda D'Amico will be a great fit," Higdon said. "She knows how to open schools, and she's served in many roles in her education career." Higdon noted that the board has hired its long-time special counsel, Bob Hammonds, to guide the selection process. "He has dealt with this dozens of times and has a fair process to guide the board," she said. The selection process is posted on the school system's website: www.ipsb.net. In addition, all applications go to a P.O. Box, not to any individual. The P.O. Box will not be opened until after the deadline for applications expires. "The board is making a great effort to make this process as transparent as possible," she said. "Our school system has made great strides in the last few years, and we want to select a new superintendent who can keep us moving up."

NATIONAL HONOR MSA-West again gets honor for excellence The Iberville Math, Science and Arts Academy-West was again honored as a Magnet School of Merit by the national Magnet Schools of America at its national conference held in Miami, Florida in May. The Magnet Schools of Merit Awards recognizes schools that demonstrate a high commitment to academic standards, curriculum innovation, desegregation/diversity efforts, specialized teaching staffs, and parent and community involvement. "It is the unique culture created at the Academy that has led to the school's many accolades and accomplishments," said Chief Academic Officer Elvis J. Cavalier. "With the guidance of highly productive teachers, our MSA West students have continued to set the bar of magnet school excellence among public school students in Louisiana."

Cavalier has been credited for creating and maintaining the MSA West program that is among the nation's most elite and innovative education initiatives. He credited MSA West staff members Kelli Vaughn Roeten, student assistance coordinator; Jeanne Bass, teacher; Tina Pate, master teacher; and Sheri Bergeron, media specialist, with tireless work to research, gather data and write the application for the prestigious award. MARINGOUIN

Maringouin improvement projects underway Two significant improvements to the Town of Maringouin are underway this summer. Construction of the new town hall is on-going, with anticipated completion by the end of January, 2017. The new governmental building, including 4,274 square feet of air conditioned space, costs $1.1 million. And the Bayou Pavilion project has also begun. The old concrete at the site has been removed and dirt has been hauled in. The project includes a covered sitting area providing a recreational area with scenic views of the bayou. It is located at the corner of Bayou Road and Landry Street. That project is expected to be completed by the end of the summer. In other city news, the City announced that utility rates were increased in June, with an effective beginning date of July 1. Mayor

Demi Vorise noted that the city has not increased utility rates in 24 years, despite the rising costs of maintaining the utility system. Officials are also continuing to hold condemnation hearings of all depilated/overgrown structures in an effort to clean up and beautify Maringouin. Property owners who have these structures are being notified, and will have an opportunity to correct the problems according to time provisions in the city’s ordinances. “We are very serious about getting our city cleaned up,” noted Mayor Vorise.  As a new community event, the Summer Musical Festival has tentatively been scheduled for August 13-14. This event will include one day of rhythm and blues and zydeco music, followed by a day of gospel musicians. It will also include a carnival fair and vendors. More details will be announced later.

GROSSE TETE

Water improvement project to begin in July A $112,000 project to install a 6-inch water line in the south part of Grosse Tete will both increase water pressure and provide better quality water to those residents, said Mayor Mike Chauffe. The new line will loop the water system, instead of having two dead end lines, and will also include installation of three fire hydrants. It will go from the south end of Grosse Tete near the railroad track, go under Bayou Grosse Tete to Sidney Road, where it will tie into another 6-inch line. Chauffe said about 25 to 30 homes will be impacted by the improvements. The village received a $50,000 Community Water Enrichment Program grant for the project, and will fund the other $62,000 cost. "This is a substantial upgrade in both water quality, and pressure, and

Piping for the new 6 inch water line is awaiting installation by Tullier Services, Inc. which was the low bidder on the project. The water line replacement project is expected to be completed by the fall.

helps us with fire protection also," said Mayor Chauffe. "After this project is complete, Grosse Tete will only have a small area with 1 1/2 inch water line." The village has applied for another grant to help in funding that project.

NEW PLAYGROUND EQUIPMENT... The Village of Grosse Tete added a splash pad at its community park last year, and added $14,000 in new playground equipment recently. Union Pacific Railroad Co. provided a $5,000 grant for the purchase. The new equipment, shown above right after its installation, is for young children.

WHITE CASTLE

White Castle activities set DOWNTOWN LOGO CONTEST Mayor Gerald "Jermarr" Williams has launched a logo design contest for area youth for the upcoming Downtown Festival in the Town of White Castle. The logo should cultivate White Castle’s uniqueness and cultural diversity, and provide a visual identity for the Main Street area, to be called the White Castle Downtown District. The design logo should be recognizable, distinct, and mimic the actual area; showing street vendors, face painting, balloon artists, musicians, food courts, plants and garden art, dancers, craftsmen, and resale shops. Catagories for participation are: 6-9 years of age, 10-13 years of age, and 14-18 years of age. Registration forms are available at the Mayor’s Office in Town Hall.

LEADERSHIP ESSAY CONTEST Mayor Gerald Jermarr Williams will send one student, age 14-18, to the Louisiana Leadership Institute at Louisiana State University for a week of leadership classes, governmental visits, and one-on-one training with local, state, and federal leaders. An essay contest will decide the winner. The essay of 300 words or less should focus on what it means to be a leader. This endeavor is being sponsored by Vessel & Landry, LLC. Application forms are available at Town Hall, and are due by 5 p.m. on June 30.

Shown at the Louisiana Municipal Black Caucus meeting held in White Castle on June 4 are, from left, White Castle Mayor Pro Tem Barbara O'Bear, Rev. ROSEDALE

Historic Rosedale - beautiful tranquility The Village of Rosedale was named for the abundance of wild Cherokee roses found by the English-speaking people who settled the area in 1815. The small, rural community is located among beautiful rustic open fields, cropland and winding rural highways that follow meandering Bayou Grosse Tete. While the economy is largely agricultural today, Rosedale’s serene pastures and rural charm also invite tourists. The area became a thriving center of commercial activity by the mid-1800s, with a post office established in 1857. The first mail to the area was carried by skiff up Bayou Grosse Tete three days a week as pioneers eagerly awaited correspondence from friends and loved ones. A railroad depot opened in 1859 and was closed after many years of use. Louisiana Central Railroad made three weekly runs through Rosedale, carrying people and goods that helped cement a strong economy. Rosedale was incorporated in 1955. It has seen much change since its incorporation, including many modernizations. Today, the Village of Rosedale is revered for its quiet, tranquil country life on the bayou. |Imagine Iberville| March 2016
