Spring is in Full Swing

It is great to see everyone out and about, working on their property. As stated with the yard of the month, many residents are achieving top notch yards and homes. I have noticed that several homes now have sprinkler systems, too. I can’t wait to see those yards this summer when the heat is on. Speaking of heat, remember to keep safety in mind when working with power tools and in the heat. Drink plenty of fluids, use personal protection equipment like safety glasses, and stay alert. When driving through the community, watch for residents grooming their lawns near the curb. They may not be aware of your presence due to noise from the lawn equipment, and other distractions. The playground has been busy too. Thankfully, we have now have fresh mulch and swings that are lowered enough to be safe for the little kids. Remember that we have a maintained Fido Station to keep our common area cleaner. Since installation at the park, there has been noticeably less litter on the ground and in the play area. I also commend those that pick up after their pets, being the father of a four year old. It is bad enough that my little girl’s shoes end up in the strangest places, lucky for us they haven’t been land mined first. What about local wildlife? We have been seeing the little rabbits hopping around, so it must be near Easter, and several types of birds have bee frequenting my lawn (thanks to a feeder that gets emptied every 48 hours). I’m sure that with these oak trees getting bigger that a bumper crop of acorns from a season of rain like 2004 will surely bring in the squirrels. Anyone spotted squirrels on a regular basis? Any other mentionable critters?

Yard of the Month

If was a tough decision this month, many of you have done a great job with spring flowers. We all however can’t have yard of the month so the vote went to Mrs. Tonjalia Green of 16422 Reddingford who will take the honors this month.

Crime Watch

Our first Neighborhood Crime Watch meeting was held on Saturday, April 1, 2006. Five were in attendance. In order for our Crime Watch program to a success we need more resident participation for everyone. If there is anyone willing to serve a block captain in your particular area or as a participant, please contact Josh Berlin at (713) 294-4002. Based on the size of our neighborhood, it looks like a minimum of 14 Block Captains will be needed to get the program started. We plan to bring it to the Board’s attention at the Board Meeting to consider adding a brief discussion and possibly a signup table at the next homeowners meeting to help improve awareness and participation at all levels.

Help Wanted for Playground Slide Repair

We are looking for volunteers in the community willing to help repair the slide in the play area? We are still checking to see if it’s under warranty, but it would cost $4000+ to replace. If we try to repair it first, we could save money. Fiberglass and plastics repair experience desired.

Minutes of a Meeting of The Board of Directors of The Villages of Langham Creek Owners Association, Inc. Held February 20, 2006 at 7:30 a.m. at Bad Ass Coffee, 5517 Highway 6 North, Houston, Texas 77084 Directors Present Kristin Henderson Chris Goetz Celina Lilly IN ATTENDANCE Tammy Felder representing the Managing Agent, Association Management, Inc. CALL TO ORDER Due notice of the meeting having been given and a quorum being present, the meeting was called to order. The managing agent presided and recorded the minutes. GUEST SPEAKER Laura Gorski and Eugene McNeal of Section VI addressed the Board with homeowner concerns regarding several rules in the newly adopted policy resolution. The Board will make a formal response to the homeowners concerns regarding signage and parking in the new townhome sections. HOMEOWNER FORUM Ms. Barrett of Section VI attended the meeting. She addressed the Board regarding the Builder’s policy on housing hurricane evacuees. The Managing Agent updated the homeowner on the plans for Section VI landscaping and park installation. ADOPTION OF AGENDA On a motion duly made, the agenda was adopted as amended. CONSIDERATION OF MINUTES On a motion duly made the minutes of the meeting held January 16, 2006 were approved. FINANCIAL REPORT Financial Statements – The Managing Agent presented the financial statements for the months ending December 31, 2005 and January 31, 2006. In December, the Association had $307,332.76 in the Operating Account and $127,109.49 in the Reserve account. In January, the Association had $294,764.24 in the Operating Account and $130,154.51 in the Reserve Account. The financial statements were accepted. Accounts Receivable – The accounts receivable were reviewed and accepted. The Managing Agent reported that late letters would be sent to all delinquent accounts in the coming week. The Board approved a specific payment plan for an individual homeowner. The Board instructed the Managing Agent to advise the owner to sign the payment agreement to initiate the plan. 2006 Budget – The Managing Agent presented the revised draft budget for 2006. The Board would like to reassign the general ledger code for landscape improvements to the townhome section, as this is where the enhancements will take place. This line item will encompass the installation of parks, landscaping and sprinkler systems in Section VI as well as additional enhancements to the Community above and beyond the contract. Villages of Langham Creek Board Meeting Minutes - (continued from page 2) ADMINISTRATION The Board reviewed and accepted the one-liner deed restriction report. The Board agreed to visit with a homeowner at her home to discuss her violations of the deed restrictions. COMMITTEE REPORT Newsletter: The Board agreed to choose the yard of the month winner by March 1st . Chris Goetz suggested that each Board member submit articles for the newsletter on a regular basis in an effort to further enhance the communication between the Board and the membership at large. ADDITIONAL BUSINESS The Managing Agent reported the annexation of Section VII into Villages of Langham Creek. The legal annexation document has been received by Lennar. Lennar has the right, per the Declaration, to annex at any time, without notice, for twenty years from the date of the initial Declaration, any property within a five mile radius. The new section is being added to the AMI computer system and quotes will be completed immediately. Additional insurance coverage is needed for the new section. The Managing Agent will present the additional insurance quote to the Board when it becomes available. The 2006 budget does not include the expenses for the new section. The Managing Agent presented a homeowner concern to the Board regarding the current meeting day/time schedule. Some homeowners are unable to attend the meetings due to the time of day on which they are held. The Board agreed to meet as early as 7:00a.m., if necessary. Special consideration will also be made for Board members to visit with homeowners in the evenings at their homes, if necessary. The regularly scheduled meeting date and time will remain the third Monday of the month at 7:30a.m. The Managing Agent presented the Board with information from Lennar homes regarding their $1,500 contribution to the landscape improvements scheduled for Section VI. The Board voted to begin the enhancements with the installation of the sprinkler systems. The Board instructed the Managing Agent to provide an additional bid for the irrigation portion of the project. From the three bids, the Board will decide on a contractor to begin immediately. The Managing Agent reported that the monument sign at the front entrance had been repaired by the commercial developer. The Board instructed the Managing Agent to have the name repainted due to fading caused by powerwashing the graffiti from the sign. The Managing Agent reported the completed installation of the

new fido station in the tree park area. Chris Goetz has volunteered to refill the fido baggies while he is in the area. The Board instructed the Managing Agent to write the ARC Guidelines. The Board approved an expense of $75 per hour to complete the task.
