Attracting Ladybugs to your Garden Just Got Easier

With Some Help from River Place Elementary YMCA Adventure Guides

You now have the opportunity to bring lots of beneficial ladybugs to eat predators in your garden -- thanks to a fundraiser from River Place’s very own YMCA Adventure Guide Group, you guessed it, The Ladybugs! This non-profit group, affiliated with the NW Austin YMCA, will be raising money to send donations to the victims of the Haiti earthquake by selling Ladybug Attractors. The group of eight elementary school girls, ages 8 and 9 years old, decided they wanted to do something to help those in desperate need of toiletries, shoes, and other basic items. It was only natural, given the group’s name, to involve ladybugs. Sadly, after learning that buying commercial ladybugs for the garden was not very “PC” (they are harvested in the foothills of the Sierra Nevada while dormant using Shopvacs, they can carry harmful parasites, and most don’t want to eat predators in our gardens since they’re not from Texas anyway), the girls decided they should do something to attract ladybugs already here. Ladybug attractors work by using something like a Love Potion #9, only in this case a vial with pheromones that ladybugs can’t resist. You simply place the vial in your garden by plants that have aphids or plant lice, and bingo, ladybugs can’t wait to come help you out! Ladybugs eat aphids, plant lice, scale insects, and other pests that attack your garden. For more information about purchasing a Ladybug Attractor set with three vials from “The YMCA Ladybugs”, please contact Karla Garrett at 906-0840. Orders will be placed by the first week of March and delivered the following week. Suggested donation is $16.

River Review - March 2010

“Two years ago federal and state laws changed what voters see on their certificate,” said Travis County Tax Collector and Voter Registrar, Nelda Wells Spears. “In the upper left corner of the certificate, the state issues the ’VUID’ number, which stands for Voter Unique Identification.  When voters move within Texas, the state keeps track of where to add or cancel a record.”  Spears estimates 14% of the first-class mailed certificates (74,000) will be returned as undeliverable because the voter has moved and did not update their address.  If a voter moved and provided a forwarding address at the post office, a follow up letter goes out from the voter registration division requesting an address update.  If the voter fails to respond, the record is placed in a suspense file. While this action does not prevent voting, it may cause a delay at the polling place on Election Day.   Address updates can be made online if the voter has moved within the county.  Find the link at www.traviscountytax.org . Anyone who did not receive a voter certificate and needs to update address may download the form at www.traviscountytax. org or call 854-9473 to order by mail.  See http://www.traviscountytax.org/ goNews.do#voters for voter registration statistics and a sample voter certificate.

Spiny Splendor

Often described as unusual and unique, cacti are a family of plants native only to the Americas, and due to its wide Texas Prickly Pear (Photo: variety of habitats, Texas has the Melody Lytle) most diverse cactus population of any state. In the hill country, cacti are abundant and some species are among the early bloomers that characterize the arrival of spring. While all cacti are succulents, not all succulents are cacti. Anatomically speaking, cacti consist of tubercles, areoles, leaves, spines, glochids, and flowers. Tubercles refer to enlarged, nippleshaped structures on the surface of the cactus. When running in vertical lines or aligned spirally along a stem, tubercles form ribs which can aid in species identification and add strength and stability to the body of the cactus. Each tubercle bears an areole, which is a highly specialized structure that can give rise to leaves, spines, flowers, fruits, or other stems. While cacti do not appear

to have typical flat, green leaves, most have tiny ones, which reduce the surface area through which cacti lose water. Lace Cactus (Photo : Spines are modified leaves and Melody Lytle) can vary in number, arrangement, size, and shape. Prickly pears, or Opuntia, are the only family of cacti that have glochids, much shorter and thinner spines that dislodge easily and are difficult to remove from the skin. Perhaps the most stunning feature of cacti is the strikingly beautiful flowers they produce. In proportion to the plant, the flower is generally quite large and can appear in every color except blue. Unlike other flowers, cactus flowers are ‘inside out’, hollow tubes where the ovary is located beneath all other parts of the flower. Maturing from this floral ovary is the cactus fruit, which contains the seeds. These fruits are eaten by several species of (Continued on Page 7)

By far the most common cactus in central Texas is the Tasajillo (Photo: Texas prickly pear (Opuntia Robert C. Duncan) engelmannii var. lindheimeri). A relatively large, sprawling plant, this cactus has green to blue-green pads, mostly yellow spines, and almost circular areoles. Brilliant yellow blooms appear in March through June, opening in the morning and afternoon, and sometimes closing at night. There are several species of prickly pear in Texas, and collectively they are the state plant of Texas. Also called Christmas cholla and pencil cactus, Tasajillo (Cylindropuntia leptocaulis) is a low shrub with pencil-sized branched stems. Its spines are gray tipped with yellow, growing out of broadly elliptical areoles. Small, pale green to yellowishgreen blooms appear in March and continue through August, opening in late afternoon and closing at night. With all but one protruding central spine forming a star at the areole, the Grooved nipple cactus (Coryphantha sulcata) is also known as the finger cactus and the pineapple cactus. Often seen in growing in clumps, its gray spines contrast with its green globular shape, and it blooms at the apex with a golden yellow flower and bright red center from April through May. Identified by radial spines in longitudinal rows along its columnar body, the Lace cactus (Echinocereus reichenbachii) is prolific and probably one of the best known cacti in our area. Elliptical to linear areoles at the base of the spines are close enough together to cause the spines to overlap and mimic fine lace. Its bright pink to magenta flowers appears in April and June, but only last for a day. While they can vary greatly in size and general appearance, cacti have played an important role in ancient civilizations. Tenochtitlan, the earlier name of Mexico City, means ‘place of the sacred cactus.’ Images of this family of plants occur in many forms of historical art, emphasizing its important role in daily life by providing food, wood, fiber, and the spectacular beauty only a cactus bloom can bring! The Year of the Roth IRA This year rings in a new era for Roth IRAs. In 2010, anyone with an eligible rollover distribution from a company plan or IRA can convert that distribution to a Roth IRA, regardless of income or tax filing status. The $100,000 income ceiling for Roth IRA conversions is permanently repealed, so “high-income” clients can now convert their IRAs. Married individuals filing separately can also now convert. It’s true that contributions to Roth IRAs still face income caps. But you can make nondeductible contributions to traditional IRAs, which can be immediately converted to Roths (the pro rata rule will apply). Who can convert?  Traditional IRA owners (individuals with SEP IRAs and SIMPLE IRAs) can do Roth conversions. Just watch for the early distribution penalty from a SIMPLE IRA, in the first two years. Plan participants in 401(k)s,

403(b)s and 457 plans can also do Roth conversions as long as they’re eligible to take a distribution from the plan, and the funds are eligible for rollover to an IRA. See if a plan allows in-service distributions, so funds can be converted now instead of after a client stops working. Spouses who inherit IRAs have special rules. But the big question is: Should you convert?  Here are some questions which need answers to help you make the decision:  First, how long will you intend to keep the funds in the Roth once converted? Since the power of the Roth is its ability to grow the funds tax-free, less than 10 years is not worth it. Next, will you need the funds in retirement? Roth IRAs have no required minimum distributions (RMDs). So if you won’t need their (Continued on Page 9)

River Review Personal Finance - (Continued from Page 8) IRAs for living expenses in retirement you can leave these accounts untouched, passing their income tax-free Roths to beneficiaries. Also, do you believe future tax rates will go up? If tax rates will be increasing, it pays to convert now at lower rates. Moreover, some account values are still depressed, adding to the tax savings on a Roth conversion. If you believe you’ll be in a lower tax bracket in retirement, you might want to stay put and not convert. Lastly, can you pay the tax? Even if conversion makes sense, you still must have the money to pay the income tax on the conversion. If you’re still not sure, consider a partial conversion. The Roth conversion isn’t all or nothing. You can convert part of an IRA or plan to a Roth.  Another way to hedge bets is to undo the Roth conversion. It’s called a recharacterization, which is a reversal of all or part of the conversion.  Check with your financial pro or CPA before converting.

Millions of Window Shades and Blinds Recalled

What Happened All Roman shades and pull-up blinds were recalled voluntarily in the United States by the Consumer Product Safety Commission (CPSC) and Window Covering Safety Council (WCSC) due to the risk of strangulation to young kids. Health Canada also issued an advisory alerting parents to the potential strangulation hazard of Roman shades and pull-up blinds. According to the CPSC, in a single year consumers purchase about 5 million Roman shades and 3 million pull-up blinds. What This Means The CPSC is aware of five deaths and 16 near strangulations in Roman shades since 2006 as well as three deaths in roll-up blinds since 2001. Strangulations in Roman shades are possible when a child pulls the cord out of the shade and wraps it around the neck or when a child places his or her neck between the exposed inner cord and the fabric on the

backside of the blind. In roll-up blinds, strangulations can occur if a child’s neck becomes entangled in a lifting loop that has slid off the side of the blind or if a child places his or her neck between the roll-up blind fabric and the lifting loop. Where This Product Was Sold Major retailers in the United States and Canada, including Walmart (500,000 Roman shades and 600,000 roll-up blinds), J.C. Penney (more than 2.2 million Roman shades and about 340 roll-up blinds), and Pottery Barn (along with Pottery Barn Kids and PBTeen; about 305,000 Roman shades and 45,000 roller shades; an additional 85,000 Roman shades were recalled in August 2009), and online. What to Do Next For a free retrofit kit for Roman-style shades and roll-up blinds, visit www. windowcoverings.org or call the WCSC toll-

free anytime at 800-506-4636. Additionally, the CPSC and the WCSC suggest taking these measures: Examine all shades and blinds at home to ensure there aren’t any accessible cords on the front, side, or back of the product — and if there are any, make them inaccessible to young children. If possible, install cordless window coverings in homes where kids live or visit. Place cribs, beds, and furniture away from the windows to prevent kids from climbing on them to reach the cords on the window coverings. Install tension devices in shades that have looped bead chains or nylon cords to keep the cords tight. Have You Been Phished? Phishing (sounds just like fishing) is what thieves on the internet do to get your personal information. In fact, it is just like fishing – they use bait (and you are the fish.) What does phishing look like? It can look like an email from your bank. They tell you that there has been suspicious activity with your bank account, and in order to avoid having the account frozen you need to click a link and verify your information on their web site. If you click the link, it will take you to a web page that looks just like your banks login page. You enter your username and password, you may then see a page saying thank you for validating your information, or you may see an error page that says please try again later. The problem is you didn’t actually go to your bank’s web site; instead you just gave your login information to the bad guys. Another scheme frequently seen at this time of year is an email from the IRS and SURPRISE, it’s good news! You are eligible for a tax refund, and all you have to do is click on the link and submit your tax refund request. And oh, if you don’t respond within 48 hours they will assume the refund in invalid and it will be suspended. You’ll be in for another surprise when you later find out that it wasn’t really the IRS, and you gave your personal information, including your social security number to the bad guys.

Who are these bad guys? How come they don’t get caught? Well, you’ll find them in China, eastern European countries and Russia. That’s why you’ll often find these emails filled with poor or awkward grammar. They buy lists of email addresses and send them out by the millions. There are lots of “phish” in the ocean, but you only have to catch a few to make a lot of money. How do you protect yourself from phishing attacks? First and most important, NEVER click on links in email. Even if you get an email from a friend, are you sure they intentionally sent it? Many viruses will scan through an address book and then send an email to everyone with a generic message like “this is so funny, check it out” or “did you see this video of you online?” If you’re not expecting the email, DON’T CLICK. The same goes for attachments. Don’t fall for fake messages from UPS, FedEx, etc. Ask yourself “did I give them my email address?” You probably didn’t, so you can be sure they didn’t send it. The Internet is a big world filled with gleaming cities and dark alleys. As long as you’re aware that there are bad guys who are trying to steal from you, simple precautions and common sense will keep you safe. - Laurie Scott

Devion is only little in physical size. He is convinced he is the biggest kid around and that he can do anything anyone else can do. This little man lights up any room he enters with his smile and personality. Devion loves attending church and enjoys singing in the children’s choir. Devion loves playing with other people of any age but he plays in the manner of a child age 4 to 6. He is showing progress in being able to play independently. Devion loves to do almost anything outside. He loves to swim, ride bikes & scooters, play baseball, basketball & football and has even recently tried to water ski! Devion has played 4 seasons of t-ball and one season of basketball since living in our home and loves telling everyone about it. While Devion has wonderful gross motor skills he struggles with his fine motor skills. While Devion has made much progress emotionally he continues to receive weekly therapy to work on social skills and impulsivity. Devion is very loving and affectionate. River Review Reflections:

New Work from Sergio Rodriguez The Mexican American Cultural Center (MACC) will be hosting Reflections, an exhibit of large scale oil paintings by Sergio Rodriguez. There will be an opening reception Saturday, January 30th at 6pm in the main gallery, and the exhibit will be open to the public from January 30th to March 27th. There will also be a gallery talk about Rodriguez’s work given by the artist February 6th at 2pm. Reflections is a personal exploration of Rodriguez’s experience growing up in the border town of Eagle Pass. Not having visited his place of birth in 22 years, Rodriguez made a special trip back to Eagle Pass, re-immersing himself in the U.S.-Mexico border culture in order to inspire the work for this particular show. Further explaining the concept for Reflections, Rodriguez says, “such were the dreams that being reared along the border fostered; such were the conditions, history, and influences that permeated me, molded me, filled me, and thus sprung veins through which I think, feel and see … I yield what I am, and my roots never abandon me.” Through unique and striking pieces, Rodriguez visually elaborates on the elements of a complicated identity and allows the viewer to engage in his intimate experience. For more information call Herlinda Zamora at 478-6222. About The Artist: Sergio Rodriguez has exhibited work in Philadelphia, Mexico D.F. and all over Texas. His work is part of public and corporate collections in New York, Mexico and Puerto Rico, as well as Texas. After not being personally fulfilled with pursuit of a degree in business at Southwest Texas State University in San Marcos, Rodriguez stumbled upon the art of drawing, where he found his niche. He went on to receive his BFA in painting from Southwest Texas State University and then his MFA in painting from the Tyler School of Art in Philadelphia. He lives and works out of Austin, Texas. The City of Austin is committed to compliance with the Americans with Disabilities Act. FINANCIAL FOCUS

Most investors pay a great deal of attention to the price of their investments —  yesterday’s price, today’s price, tomorrow’s price, next year’s price and so on. And that’s understandable, because we always want the prices of our investments to rise. Yet, if you focus too much on prices, you could end up making some costly mistakes. Why? Because price-driven behavior is emotional behavior — and as an investor, you’re much better off making decisions with your head, not your heart. Suppose, for example, that you’ve seen a steep decline in the price of one of your investments. After a while, you may feel that you just can’t take it anymore and you decide to “cut your losses” by selling the investment.  Conversely, you may have an investment that has gone up and up — and to grab even bigger gains, you buy more shares. Both these decisions could backfire on you. When you sold the investment whose price had fallen, you might find yourself

on the investment “sidelines” if that same investment starts to turn around. And when you throw more money at an investment whose price has skyrocketed, you’re betting against history — because no investment goes up forever. Furthermore, in both cases, your emotions will have led you to violate one of the guidelines of investing: buy low and sell high.  But apart from the tactical errors you may make when you over-concentrate on price movements, you’re also ignoring another key characteristic of investments — their value. Traditionally, an investment’s “value” has been largely defined as whether or not it’s considered “expensive” or “cheap.” That’s why many investors take a close look at a stock’s price-to-earnings ratio (P/E). Generally speaking, a high P/E means a stock is more expensive, relative to its earnings, than a stock with a low P/E. Investors may be willing to pay more for the high P/E stocks

because they feel these companies will be worth more in the future. But P/E doesn’t tell the whole story of investment value. Any individual investment may have value to you because it can help you diversify your holdings. And while diversification, by itself, can’t guarantee a profit or protect against a loss, it can help you reduce the effects of volatility on your portfolio. For instance, if your portfolio is heavy with stocks, the presence of some bonds — even those whose market price has fallen because interest rates have risen — can help reduce the impact of a downturn that primarily affects stocks. Clearly, the value of any investment has several dimensions — any or all of which may be valuable to you as your pursue your goals. So, as you build, maintain and adjust your portfolio over time, keep an eye on the changing prices of your investments — but don’t overlook their true value.

Landscape Lady:

When to Prune

When to Prune: Since we have had (at least) 2 freezes, it is safe to cut back browned and damaged foliage.  The key is to only remove what is absolutely necessary at this time.  If you can possibly wait until after last frost free date, it is best to wait.  Pruning stimulates new growth which is what you DO NOT want at this time.  If you are only cutting into browned material, go for it.  Cutting into green tissue or wood will cause the plant to re-sprout early.  This early, tender growth might be damaged if we have another frost.  If plants like liriope, knockout roses, lantanas and other perennials, palms and cycads (Sagos) are heavily damaged, they should not be trimmed back until late March or early April.  At that time, all browned leaves/fronds should be removed at the base of the leaf stem.

- Kids Stuff-

Section for Kids with news, puzzles, games and more!

Eleven-year-old Cait was trying to fall asleep when her 8-year-old brother, Doug, came into her room. He looked around a bit, but seemed really out of it. Then Doug went back into the hallway and stood there staring up at the hall light. Little brothers can be weird, but this was really strange. Cait didn’t know what to do. Just then, Cait’s father appeared and explained that Doug was sleepwalking. What Is Sleepwalking? Not all sleep is the same every night. We experience some deep, quiet sleep and some active sleep, which is when dreams happen. You might think sleepwalking would happen during active sleep, but a person isn’t physically active during active sleep. Sleepwalking usually happens in the first few hours of sleep in the stage called slow-wave or deep sleep. Not all sleepwalkers actually walk. Some simply sit up or stand in bed or act like they’re awake (but dazed) when, in fact, they’re asleep! Most, however, do get up and move around for a few seconds or for as long as half an hour. Sleepwalkers’ eyes are open, but they don’t see the same way they do when they’re awake and often think they’re in different rooms of the house or different places altogether. Sleepwalkers tend to go back to bed on their own and they won’t remember it in the morning. Researchers estimate that up to 15% of kids sleepwalk regularly. Sleepwalking may run in families and sometimes occurs when a person is sick, has a fever, is not getting enough sleep, or is stressed.

What Will the Doctor Do? There’s no cure for sleepwalking, but the doctor can talk to you about what’s happening and try to find ways to help you sleep more soundly. Most kids just grow out of sleepwalking. For kids who sleepwalk often, doctors may recommend a treatment called scheduled awakening. This disrupts the sleep cycle enough to help stop sleepwalking. In rare cases, a doctor may prescribe medication to help someone sleep. Here are some tips to help prevent sleepwalking: • Relax at bedtime by listening to soft music or relaxation tapes. • Have a regular sleep schedule and stick to it. • Keep noise and lights to a minimum while you're trying to sleep. • Avoid drinking a lot in the evening and be sure to go to the bathroom before going to bed. (A full bladder can contribute to sleepwalking.)

NOT AVAILABLE ONLINE

Is Sleepwalking a Serious Problem? If sleepwalking occurs frequently, every night or so, it’s a good idea for your mom or dad to take you to see your doctor. But occasional sleepwalking generally isn’t something to worry about, although it may look funny or even scary for the people who see a sleepwalker in action. Although occasional sleepwalking isn’t a big deal, it’s important, of course, that the person is kept safe. Precautions should be taken so the person is less likely to fall down, run into something, or walk out the front door while sleepwalking.

How Do I Take Care of a Sleepwalker? One thing you can do to help is to clear rooms and hallways of furniture or obstacles a sleepwalker might encounter during the night. If there are stairs or dangerous areas, a grown-up should close doors and windows or install safety gates. You also might have heard that sleepwalkers can get confused and scared if you startle them into being awake. That’s true, so what do you do if you see someone sleepwalking? You should call for a grown-up who can gently steer the person back to bed. And once the sleepwalker is tucked back in bed, it’s time for you to get some shut-eye, too!
