1.0 Introduction The Massachusetts Port Authority (the "Authority" or "Massport") is an independent body politic and corporate and public instrumentality of the Commonwealth of Massachusetts created by Chapter 465 of the Acts of 1956. The Authority controls, operates, and manages Boston-Logan International Airport, Hanscom Field, Worcester Regional Airport; and the Port Properties, consisting of certain facilities in the Port of Boston and other properties. For more information on the Authority, its mission, organizational structure, facilities and programs, please log on to the Authority's website at http://www.massport.com.
1.1 Project Background and Objectives An in-depth review of Fire-Rescue operations, incident response requirements, industry best practices and available technologies has resulted in the recommendation and funding to implement an integrated incident dispatch and response management system, or E-Safety. E-Safety will streamline emergency response by providing a platform to build incident pre-plans, capturing information from incoming emergency calls and alerts, using business rules to default recommended apparatus and notifications, automating dispatch to appropriate first responders, providing mobile tools for incident response management, and easing reporting and analysis of incident records. Areas of response for Massport Fire-Rescue at Logan Airport include Logan Airport, marine incidents up to and beyond the 15 mile patrol radius, and mutual aid communities. E-Safety will include but not be limited to the following components: 1. Record keeping to track inspections, preplans, training, etc. 2. Automated call/alert information capture, incident record generation, and visual dispatch alerting 3. Mobile computing for incident response apparatus 4. On-line mapping for inspection, pre-planning, situational awareness, and navigation 5. Robust mobile connectivity for airside, landside, mutual aid and remote marine operations 6. Replacement of custom in-house ARFFOps daily inspection and staff management tool 7. Reporting for regulatory compliance and business operations E-Safety will be implemented for Logan Airport with potential for expansion to Hanscom Airfield and Worcester Regional Airport; and must be scalable to integrate with or preferably expand to support Logan’s future Joint Operations Center (“JOC”).
1.2 Purpose and Intent The purpose of this RFQ is to identify technologies which are currently available for integrated incident dispatch and response management in the airport, marine and mutual aid environments. The Authority invites responses from qualified persons or firms (“Vendor”) interested in entering into a contract to implement E-Safety at Logan Airport, and having proven experience implementing such solutions. It is important to note that this RFQ process will not necessarily lead to any commitment or contractual relationship between Massport and any of the respondents. A subsequent Request for Proposals (“RFP”) process for the procurement, configuration and installation of E-Safety may be issued to prospective E-Safety Vendors prequalified as potential candidates through this RFQ process. The ideal Vendor will offer a configurable, commercial off the shelf (“COTS”) system or combination of integrated COTS components that has been operating in at least two locations, preferably Category X airports; and has been pre-configured to comply with all applicable regulatory information tracking and reporting requirements.
1.3 Phased Selection Process Due to the sensitive security nature of E-Safety, Massport will conduct a three phased selection process: - Phase I – Qualifications - Phase II – Proposal - Phase III – Demonstration and Site Visit Phase I begins with the issuance of this Request for Qualifications (“RFQ”). The RFQ is a public document containing high level requirements for E-Safety functionality. Interested Vendors may submit qualifications, example solutions, estimated cost ranges and estimated project schedules via the process described in the Qualifications Submission section.

Massport will evaluate RFQ submissions based on the quality of the written response, ability of the system to meet E-Safety requirements, team qualifications, and relevant experience. As part of the RFQ evaluation, Massport may invite a subset of vendors on-site to demonstrate their solutions. Based on that evaluation, Massport may pre-qualify vendors for the E-Safety Project. Prequalified vendors will be required to sign a SSI Compliance Acknowledgement prior to receiving copies of the E-Safety Request for Proposals (“RFP”). See Appendix A. After evaluating proposals, Massport may invite Vendors to provide an oral presentation and demonstration to the Massport Project Team, consisting of representatives from departments which may include: Fire-Rescue, Aviation, Information Technology, Internal Audit, and Legal. Vendors invited to present shall be considered “shortlisted” and may also be asked to coordinate a site visit for select Massport representatives to a Fire-Rescue organization operating the proposed solution. If invited to present, Vendors shall be informed of any specific questions or information they are expected to address.
2.0 Qualifications Submission Neither Massport nor the vendors responding to this RFQ have any obligation under this RFQ. Vendors responding to this RFQ are responsible for the costs associated with development and submission of a response. Massport will seek to hold all submissions in confidence, to the extent consistent with applicable law, until a final decision has been made or the selection process is terminated. Respondents are advised, however, that pursuant to M.G.L. c. 66, all materials received by Massport which fall within the definition of “public record” as set forth in M.G.L. c. 4 §7, cl. (26), shall be disclosed by Massport upon request. Any information given to Massport in any vendor’s submission or any correspondence, discussion, meeting, or other communications between the vendor and Massport before, with, or after the submission of the Proposer's response to this RFQ, either orally or in writing, will not be, or deemed to have been, proprietary or confidential, although Massport will use reasonable efforts not to disclose such information to persons who are not employees of or consultants retained by Massport except as may be required by state and federal law. Use or disclosure of such information by Massport may be made without obligation or compensation and without liability of Massport of any kind whatsoever. The foregoing applies to any information, whether or not given at the invitation of Massport. Any statement which is inconsistent with the foregoing provisions of this paragraph whether made as part of, or in connection with, any information received from the Proponent or otherwise made at any time in any fashion, and whether made orally or in writing, shall be deemed null and void and of no force or effect. Massport’s receipt or discussion of any information submitted in response to the RFP, including information submitted during discussions after said submittal (including ideas, drawings or other materials communicated or exhibited) does not, and will not impose any obligations whatsoever on Massport, or entitle Proposers to any compensation. Responses to this RFQ are limited to Fifty (50) pages and must be received in the IT Department at the above address no later than 12 NOON on Monday August 11, 2014. Any submittal which exceeds the page limit set here or is not received in the IT Department in a timely manner may be rejected as non-responsive. The page count does not include standard brochures or other such pre-printed attachments. Respondents may at their discretion include in their response packaged demonstrations of example solutions and/or solution components.

2.1 Pre-Qualifications Conference This is a meeting at which Vendors may ask Massport personnel questions regarding the RFQ or the project. The meeting shall be held on Wednesday July 2, 2014 at 10:30am EDT at the: Massport LOC Admin Conference Room Logan Office Center, 2nd Floor 1 Harborside Drive Boston-Logan International Airport (BOS) East Boston, MA 02128 At the pre-qualifications conference, the Authority shall receive questions and provide oral answers to those in attendance. Attendance is strongly recommended. Submission of written questions prior to the pre-proposal conference is strongly recommended. Vendors shall provide by E-mail to the Massport Project Manager identified a list of attendees for the prequalifications conference no later than Thursday June 26, 2014 at 12:00 noon EDT.
2.2 Written Questions All questions pertaining to this RFQ, including those posed verbally during the pre-qualifications conference, shall be submitted by E-mail to the Massport Project Manager identified above by the date and time specified for the Last Day of Written Questions in the schedule above. The Authority shall provide a written summary of the questions and answers to the contact specified by Vendors when downloading this RFQ document. Any questions requiring divulgence of SSI for a complete response shall be addressed during the proposal process with pre-qualified vendors.
2.3 Addenda Revisions, clarifications, interpretations, and responses to written questions on this RFQ, as prepared by Massport, shall be issued to all Vendors as addenda to the RFQ. All addenda shall be issued as specified in the schedule above.

2.4 Qualifications Submission One (1) original, fifteen (15) copies, and one (1) electronic version (on CD or DVD) of the Vendor's response to this RFQ shall be delivered in a sealed package no later than Monday August 11, 2014 at noon EDT to: Massachusetts Port Authority Logan Office Center One Harborside Drive, Suite 200S East Boston, MA 02128-2909 Attn: Ms. Nancy Pullen The Authority shall time and date stamp all proposals upon receipt. Proposals received after the time and date stated above shall be marked as late and may not be considered. Proposals will not be returned. The Vendor shall print "Qualifications for E-Safety: Integrated Incident Dispatch and Response Management – Project L1362" in the bottom right hand corner of the submittal packaging.
3.0 E-Safety Requirements Appendix B contains preliminary Functional Requirements that shall be finalized and re-issued as part of the RFP. Submittals shall be for a full E-Safety system including all software, interfaces, system integrations and mobile devices. Submittals of individual parts, products, or subsystems comprising parts of a full E-Safety solution will not be considered. Vendors of components or subsystems are encouraged to team together to provide integrated submittals for consideration. The submittal shall include at a minimum: 1.

Executive summary detailing the response to each evaluation criteria as well as the identification of any key factors that may differentiate the firm from other responders
3.
Introduction to your organization (e.g., parent, age, size, number of customers, offices, number of employees, including ownership structure.
4.
Contact name(s), email address(es), and information for follow-up, if desired, by Massport.
5.
A list of relevant web sites for your company and its offerings, including URL references for any similar initiatives the company has successfully completed.
6.
Description of the E-Safety products and services offered, and markets served. Include information regarding any strategic partnerships or alliances with other technology or service organizations.
7.
An organization chart identifying key project personnel including sub consultants and their respective roles and responsibilities.
8.
Description of the components anticipated to implement a complete E-Safety solution and how the system will address the requirements listed in Appendix B.
9.
Any specific network requirements or guidelines needed to implement the secure, mobile interface with real time information sharing
10.
A brief summary of the advantages, business case, and/or other differentiators to support implementing or utilizing the vendor's products and/or services.
11.
Identification of customers using the vendor's products/services who are willing to be contacted as a reference or source of additional information. Massport is particularly interested in airport solutions of similar size and scope.

A list of lawsuits and arbitrations to which the firm is a party relative to contracts within the last 3 years including, if applicable, any convictions or fines for violations or state or federal law; as well as an explanation of any projects on which the firm was terminated or failed to complete the work.
17.
Information regarding the team’s experience on similar projects including references with up to date contact information.
18.
Information regarding the team’s experience on other SSI projects and its ability to manage SSI including reference with up to date contact information.

Appendix A SENSITIVE SECURITY INFORMATION (SSI) DOCUMENT PROTECTION REQUIREMENTS The proposal and contract documents for this project, which include any means by which project information is preserved including but not limited to any documents provided to the Consultant, any documents prepared by the Consultant, and in any format including paper, film, photograph, or electronic media, may contain sensitive security information (“SSI Documents”). With regard to said SSI Documents, the Consultant shall comply with 49 CFR part 1520 (“SSI Requirements”). Before the Consultant can receive documents for the project, the Consultant shall be required to sign a statement acknowledging the SSI Requirements and committing to comply with all SSI Requirements (“SSI Compliance Acknowledgement”) The Consultant shall agree to cause its employees, potential subcontractors, and agents to maintain in confidence, all Authority records, documents and information, including but not limited to, individual personnel records, and records, documents and information which contain and/or constitute SSI as defined by 49 CFR 1520, which become available to it/them in connection with this RFP.. In summary, the SSI Compliance Acknowledgement, a copy of which is attached to these requirements, provides that the Consultant recognizes that the RFP documents may contain SSI and therefore must be maintained in a confidential manner. Furthermore, the Consultant commits to informing all persons to whom the documents may be released of the sensitive security nature of such documents, and to confirm that all necessary steps will be taken to ensure that such persons comply with the SSI Requirements.

SSI Compliance Acknowledgement The Consultant and parties for whom the Consultant is responsible including employees and agents, relative to services associated with the MPA E-Safety Project (L1362) (the “Project”), understand and acknowledge that the Consultant is being provided documents which may contain Sensitive Security Information (“SSI”) and are subject to 49 CFR Part 1520 (“SSI Requirements”). The Consultant shall restrict access to said Authority records, documents and information which contain SSI (“SSI Documents”) to only those employees of the Consultant and subcontractors who require access to such records, documents and information to prepare a proposal in response to this Request for Proposal for the MPA E-Safety Project (the “RFP”). The Consultant shall maintain in confidence, and shall cause its employees, potential subcontractors, and agents to maintain in confidence, all Authority records, documents and information, including but not limited to, individual personnel records, and records, documents and information which contain and/or constitute SSI as defined by 49 C.F.R. 1520, which become available to it/them in connection with the Project. The unauthorized release of SSI is prohibited. All records, documents and information defined by 49 C.F.R.1520 or designated by the Authority as SSI shall be marked, stored, distributed and destroyed in accordance with 49 C.F.R. 1520. Upon receipt of SSI from the Authority, the Consultant acknowledges that it is a "Covered Person" subject to the requirements of 49 C.F.R. 1520. SSI records, documents and information received during the course of this RFP process are the property of the Authority. No part of any such records or documents, or any of the information contained therein, may be photocopied or reproduced in any way (except as specifically authorized by the Authority), or released to any person without the prior written permission of the Authority. Unauthorized possession, photocopying, reproduction or release of such records and documents, or any portion of their contents, or failure to return them to the Authority immediately upon request may result in sanctions by the Transportation Security Administration (“TSA”). The Consultant shall report to the Transportation Security Administration ("TSA") the loss or unauthorized disclosure of SSI in accordance with 49 C.F.R. 1520.9(c) and shall notify the Authority of each such report. Failure to report to the TSA the loss or unauthorized disclosure of SSI in accordance with 49 C.F.R. 1520.9(c) and/or failure to notify the Authority of such loss or unauthorized disclosure or of such report to the TSA may result in sanctions by the TSA. Acknowledgements. The Consultant acknowledges and agrees to strictly comply with all SSI Requirements. The Consultant acknowledges that the unauthorized reproduction, distribution or disclosure of SSI could cause substantial damage, and expose Massport and its customers and facilities to significant dangers, and may result in sanctions by the TSA. The Consultant also acknowledges that the obligations of confidentiality required hereunder are vital to the safety, security and well-being of both the general public and Massport, its customers, its facilities and operations, and that damages at law may be an inadequate remedy for any breach or threatened breach of the SSI Requirements, and that Massport may, in addition to all other rights or remedies, seek an injunction in order to restrain any breach or threatened breach, without being required either to show actual damage or to post an undertaking or other security.
