President's Letter

In August, we held our annual Homeowners Association Meeting with about ninety members in attendance. The board covered significant decisions made throughout the year, reviewed Mayfield's financials and answered residents questions to the best of our ability. During the meeting the members also voted on a new board member, Paula Dawning, and discussed the on going effort to pass the CC&R's. The minutes are included in this newsletter for everyone's review. There were a few topics covered during the meeting that I would like to address for those who were unable to attend. The first one is the possibility of an increase in our annual HOA dues. Currently Mayfield Ranch has the lowest dues of comparable subdivisions in the area, our landscaping is just as nice and many would rather use our pool and amenity center over their own. As a result of our expenses, the association was unable to contribute the budgeted amount to our Reserve Fund in 2009. There were many questions regarding the Reserve Fund Study during the annual meeting. Please look for a more detailed explanation of this study in next month's newsletter. The board will determine if an increase is necessary later this year. We also discussed the Highlands development that is located directly behind Mayfield Ranch. Recently the board discovered that the only planned access to this 1000 home community will be through Mayfield Ranch Boulevard. The board has already made contact with some members of the Round Rock and Williamson county community with our concerns. We will be preparing a community response to their plan, but it would be helpful if individuals within Mayfield Ranch would also express their concern. Please look for this contact information in the next newsletter as well. Finally, there were some residents at the meeting who expressed concern with the boards actions within the Round Rock community. While we share many of your concerns, the HOA board is responsible for making sure the subdivision is running smoothly. We make decisions regarding the landscaping, pool, amenity center, home improvements and bylaw/CC&R issues. We review/approve the annual budget and review it monthly during our executive meetings. If we hear about items that could affect the community we will definitely notify the HOA members, however, the board is not responsible for resolving these issues themselves. We would encourage additional participation from Mayfield residents on items of interest to our community. Please contact Southwest Management if you are interested in helping. The week following the annual meeting the board met to determine which board position each of us would fill. Sounds Like A Good Idea Noise is a concern for every resident and because you live in a community, it’s important to understand that some degree of noise is to be expected. At the same time, residents need to consider the consequences of their noisy behavior. To keep everyone happy and maintain civility among neighbors, the association asks that you take a few steps to reduce or eliminate annoying noise. Be kind and respectful. A little common courtesy makes a big difference. If your having a gathering at your home please be mindful of your neighbors and keep the music/noise to a minimum. You may want to notify your neighbors in advance so that they are aware. Keep a log. If you’re disturbed by a noise problem, note the times and the nature of the noise. There may be a pattern in the noise that can be adjusted. Visit your neighbor. If your neighbor is the source of the noise, try a friendly chat. Sometimes people just don’t realize how noise is affecting others. People are usually considerate once they realize they’re disturbing others. And, if your neighbor knocks on your door, listen politely and be willing to make changes to reduce your own noise. Contact the manager. If a polite request doesn’t change your neighbor’s noisiness, it may be time to ask the manager for help. Have your noise log ready, including attempts to solve the problem yourself. Reducing noise sounds like a good idea. A quiet, peaceful community, relatively speaking, is a happy community.

Mayfield Ranch Leash Law

Dear Mayfield Residents, We have found two dogs. They are black with a reddish brown tint mixed in with their fur color. One is smaller than the other, and the bigger one is a female and looks to be the mother of the younger male dog. No tags were found on them, and they seem very friendly and respond to Rusty for the smaller one and Daisy for the bigger one. We do not know if these are their actual names. We will be taking the dogs for a walk around Mayfield Ranch around ten. If no one claims them, we will be taking them to the Williamson County Humaine Society. The City of Round Rock has a leash law which states that dogs are to be contained in a fenced yard, tied out, or on a leash at all times. This prevents them from endangering themselves, other animals or the public. (See Chapter 2, Animal Control, Round Rock, TX, Code of Ordinances) Description: any animal that damages, soils, defiles, or defecates on any property other than that of its owner. Animal control officers or other designees of the Chief of Police shall be the enforcement officials for this Chapter. These officials, along with police officers, shall have the authority to act on behalf of the City and Animal Control in investigating complaints, impounding and destroying animals, issuing citations, and taking other lawful actions as required to enforce the provisions of this chapter.

Mayfield Ranch CC&R's During the annual meeting, the HOA members approved the vote to extend voting for another twelve months. This means ballots received last year and this year will be valid until August 2011. Just a friendly reminder that if you haven’t completed your Covenants, Conditions & Restrictions (CC&R’s) for Mayfield Ranch to please do so. Incomplete ballots are not valid so please take a moment to confirm your name and address is printed on the form, it is signed and that you vote on all Articles before returning. The block captains will be contacting persons that have submitted incompleted ballots.

BARKTOBERFEST

The Central Texas SPCA will host its 8thANNUAL BARKTOBERFEST PLEDGE DOG WALK AND FESTIVAL fundraiser. Proceeds will support the shelter in its efforts to find forever families for homeless dogs and cats. This family-friendly event will take place on Saturday, September 18th at Old Settlers Park in Round Rock, Texas. Admission is a suggested $5 donation at the entrance, and people and their dogs are invited to attend. A 3K dog walk will start the day, with free event t-shirts for walkers raising $25 or more. In addition, top fundraisers for the walk will receive exciting prizes donated by local area businesses. Registration for the Pledge Dog Walk is from 9:30 A.M. to 10 A.M., and the walk will begin at 10:00 A.M. Festivities and entertainment will start at 10:30 A.M. after the walk, and will include music, food, vendors, fun games and activities for kids, activities for dogs, low cost microchipping, a canine costume contest and more. Saturday, September 25, 2010 Join us for the 16th Annual Hairy Man Festival on Saturday, September 25th from 11am to 6pm at Cat Hollow Park in Round Rock. Admission to the festival is two non-perishable food items or $2 per person to go to local food banks. This event is sponsored by The Brushy Creek Women’s Association and the Brushy Creek MUD. The family fun-centered events raises money for many local charities, and offers a full day of food, arts & crafts, children’s activities, and enjoy special performances and live music all day. This year the proceeds will benefit Samaritan Health Ministries. Samaritan Health Ministries (SHM) is a non-denomination, nonfor-profit volunteer based organization that provides quality acute and chronic healthcare (medical, dental, pharmaceutical and mental health) to the uninsured in Williamson and Travis Counties. SHM also provides breast cancer screening, referrals and preventative health education.
