I n any c o m p a r i s o n o f t h e s e f i g u r e s w i t h t h o s e s e t by M i c h a e l H e s e l t i n e f o r the E n g l i s h New Towns, i t i s i m p o r t a n t t o b e a r i n mind t h e v e r y g r e a t d i f f e r e n c e between the p o s i t i o n n o r t h and s o u t h o f t h e b o r d e r . I n E n g l a n d , a programme o f d i s s o l u t i o n f o r b o t h Mark I and Mark I I new towns i s now w e l l under way and the C o m m i s s i o n f o r t h e New Towns, e s t a b l i s h e d as l o n g ago as 1959, and w h i c h i s t o c o n t r i b u t e some £40m o f t h e £100m, h a s a c o m p l e t e d and mature r a n g e o f c o m m e r c i a l and i n d u s t r i a l a s s e t s t o o f f e r . A f u r t h e r £44m i s , I u n d e r s t a n d ,

to be c o n t r i b u t e d by t h e Mark I I towns o f S t e v e n a g e , B r a c k n e l l and

Harlow. In S c o t l a n d , we a r e nowhere n e a r t h i s s t a g e o f d e v e l o p m e n t ,

w i t h o n l y E a s t K i l b r i d e ( e x p e c t e d t o r e a c h i t s t a r g e t p o p u l a t i o n i n the

l a t e 1980s) b e i n g w i t h i n s i g h t o f t h e end o f i t s r a p i d growth p e r i o d ,

and m a r k e t i n g w i l l i n any e v e n t be l e s s e a s y t h a n i n t h e r e l a t i v e l y

prosperous South E a s t of England. What I h a v e o f f e r e d i s , i n my v i e w ,

an a m b i t i o u s o b j e c t i v e , more t h a n p r o p o r t i o n a t e t o t h e c o n t r i b u t i o n

e x p e c t e d from New Towns i n E n g l a n d w h i c h a r e i n f u l l p r o c e s s o f

development.

I t I s my i n t e n t i o n t o m a i n t a i n p r e s s u r e upon t h e New Town C o r p o r a t i o n s

t o a c h i e v e a maximum d i s p o s a l s programme. The C o r p o r a t i o n s a r e a l r e a d y

aware o f t h e Government's r e q u i r e m e n t s i n t h i s r e s p e c t and a r e g o i n g

forward v i g o r o u s l y with t h e i r prepnrations f o r s a l e s .
