Chamber Travel Club sets first trip for Ireland Join the Chamber Travel Club! The power of a Chamber referral Consider this situation: A stranger walks up to you and offers you a big, juicy steak with a steaming baked potato and all the fixin’s. You’re going to say no to this person, after all, you don’t know them. Now consider this: The same person walks up to you with the same plate of food, except now he’s with your best friend and your best friend tells you that you need to try this steak! You’re likely going to trust the person your best friend trusts and eat the steak. That’s the power of a referral. So why refer a business to join the Chamber? First of all, you can deepen your relationships with existing customers, vendors and clients. You don’t go around town referring strangers to everyone you meet, because you might make a bad referral and look unreliable. You have to learn about the people and the companies that you refer. It’s the same with the Chamber. You know and trust in the Chamber’s services to members, so you encourage them to join the Chamber and reap the benefits. Connecting people you know to the Chamber will build stronger relationships. Everyone’s heard the saying, “what goes around comes around.” Another reason to refer potential Chamber members is the good karma. When you refer people to valuable resources they need, they appreciate the helpful service you’ve provided. You do a favor for a company by referring them to join the Chamber and help connect them to a whole new network of people, and they’ll return the favor. Nothing can increase your business success more than upping your cred. You don’t want to be a company without any influence. You want to be at the top. Having the Chamber on your side is extremely credible, as proven in a national study by the Shapiro Group which found consumers are 49 percent more likely to think favorably of Chamber member businesses and 80 percent more likely to purchase goods or services from them. By referring people to the Chamber, you’ll start to be viewed as an influencer - a resource to go to. Above all else, when a small business in the community succeeds, we all succeed. The Chamber provides a variety of programs, services and resources to help businesses prosper. The Chamber will honor several of its members for their accomplishments in 2016 at the Annual Awards Breakfast on Thursday, April 6 from 7 to 9 a.m. at the Chambersburg Country Club. The breakfast will feature a presentation of awards including the international ATHENA Leadership Award and others.

LFC Community students discuss ethics, diversity Ethics and power were the topic of the morning session for Leadership Franklin County (LFC) Community in February. Judge Shawn Meyers of the 39th Judicial District and Patrick O’Donnell of Summit Health led a discussion with the class. The ethical requirements of each of the presenters’ positions were discussed as well as how this can relate to that of those in the class. The group studied examples of power and ethics gone wrong including the Tyco scandal of 2002. After a lunch from Fuddruckers, the group discussed diversity and inclusion with Marvin Worthy of Worthy Consulting and Training. Maria Banks of the Chambersburg Area School District ended the day leading exercises to help the group learn more about themselves. LFC Community is sponsored by CenturyLink Business.

LFC Youth encourage the heart Leadership Franklin County (LFC) Youth encouraged the heart at their February session led by Duane Bock of First Community Bank of Mercersburg. Bock began by asking the students to name the richest people in the country: sports MVP’s, American Idol winners and others. The class named those who have most encouraged them during their lives as well as those who have discouraged them. They discussed how once harmful words are said, they cannot be taken back. The class then practiced ways to encourage each other.

Early Childhood Expo on Apr. 22 The United Way of Franklin County, in partnership with the Community Education Coalition, is hosting an Early Childhood Expo on Saturday, April 22 from 9 a.m. to 1 p.m. at the Chambersburg Recreation Center, 235 S. Third Street. The free expo will provide information for families about early childhood development, educational providers, community services and resources as well as fun and educational activities for children. Volvo Construction Equipment is the presenting sponsor. Early child care and preschool providers are invited to reserve exhibit space at the expo. There will also be free provider training and introductory sessions from Southwest Regional Key - Keystone STARS throughout the day. Learn how to develop as a leader at informational mixer Interested in building your leadership skills while learning more about the community? Join current students and alumni for an information mixer to discover how the Leadership Franklin County (LFC) Community program can help you achieve these goals. The mixer will be held Wednesday, April 12 from 5 to 6:30 p.m. at the Chambersburg Heritage Center & Gift Shop, 100 Lincoln Way E. The mixer is free and includes refreshments and light appetizers. Since 1986, LFC has graduated more than 600 area residents from its Community program, developed to produce well-informed, motivated leaders who are willing and capable of working together for the betterment of Franklin County. The program is a tuition-based nine-month program. The class make-up is a mix of emerging and seasoned professionals with diverse backgrounds. Recruitment begins in the spring. A limited number of scholarships are available.

After lunch, students were treated to a discussion with President Judge Carol Van Horn of the 39th Judicial District Court. President Judge Van Horn spoke about the ethical requirements of being a judge. The students were encouraged to think about how ethics influence their lives and future careers. LFC Youth students are able to participate in the program for free thanks to progam sponsor, Wilson College.

Other communities have land banks; ours does not. Land banks are quasi-governmental entities created to return blighted properties into tax-producing properties. Land banks can receive real property directly from a taxing authority, thereby passing public sales and mitigating risk of another poor investor from acquiring it.

DOWNTOWN HAPPENINGS

Blight and revitalization Did you have a chance at IceFest in January to share what you’d like to see happen to this building on S. Main Street between Molly’s Restaurant and Ludwigs Jewelers? Have you often wondered why someone doesn’t do anything about this particular building?

The Future of this Blighted Property...

The biggest consideration is what to do with the property once an investor or intermediary has control of it. This particular property needs significant rehabilitation. Many potential investors have looked at this property but, for many of the aforementioned constraints, have hit a wall with it.

It’s easier said than done. First of all, you can’t do anything with a property that you don’t own or are not in control of. It helps to have a property owner who is willing to sell, but in many cases of blight, the property owner is often absent and has no interest in improving the building. In other cases, the property owner is asking for a price that is far above market value. Other constraints and minutia that can prevent a sale or site control are title issues, economies of scale and resources. This particular property has had a string of outside investors since 2009 who have done nothing with the building. They don’t pay the taxes or utilities. The local municipality has to file claims/liens with the courts in order to collect on delinquent payments. These types of properties are often on a track for some kind of public sale facilitated by the taxing authority. According to public records, this particular property was most recently purchased at a tax sale in 2013 for $36,000 by Matthew Dunleavy from Philadelphia, who then sold it to the Tafari Property Trust which is located in Philadelphia for $90,000, which was financed by The Entourage Group, LLC - also located in Philadelphia (and all of these parties are affiliated). This property is on track for judicial sale later in 2017, which would allow an investor to purchase it free and clear of all liens.

What Can Be Done with Blighted Properties?

Municipalities and redevelopment authorities have certain tools they can use to help remediate blight. One tool is called eminent domain. In order for eminent domain to be used, a property has to meet the definition of “blighted” and/or be “condemned” by the local municipality. In this case, 115-117 S. Main Street has been condemned. Most municipal entities and redevelopment authorities do not want to use eminent domain because it can be an expensive and long legal process that is politically distressing. Any citizen can ask the local municipality to consider eminent domain. Another tool that can be used is conservatorship, a relatively new tool in Pennsylvania, where a nonprofit or redevelopment authority can petition the courts to gain control of a blighted property. The nonprofit must come up with a plan to remediate blight if it should be granted the authority to be a conservator. Utilizing this tool can also be time consuming and expensive; an attorney must be hired.

During IceFest, a grassroots campaign sought feedback from the community on what they would like to see in the space. More than 400 people gave their input by writing on a sticky note and taping it to one of the front windows. Bakery, pet store, bookstore, vegan/vegetarian restaurant, arcade/game store and ice cream shop are just a few of the businesses people would like to see there. Cat café was one of the most popular responses, which is a new trend in cafés where patrons can watch and play with kittens and cats while enjoying their coffee, sandwiches and salads. New downtown guide now available Downtown Chambersburg Inc. (DCI) released a new Downtown Chambersburg Guide just in time for IceFest as part of ongoing efforts to promote downtown attractions, merchants and amenities. The guide is a brochure-sized pamphlet offering an overview of downtown in a user-friendly format. DCI worked with Centre Publications to produce the guide, which visitors can pick up to reference lists of shops and restaurants, annual events, a map and more. Guides are available at downtown businesses, local hotels, the Franklin County Visitors Bureau and the Chambersburg Heritage Center & Gift Shop, as well as on the Downtown Chambersburg website at www.DowntownCburg.com. Chamber releases 2017 Public Policies Agenda The Greater Chambersburg Chamber of Commerce accepts the responsibility to represent its members as the voice of business. Our goal is to ensure that the business community’s best interests are always represented in the region’s governments. For this reason, the Chamber’s board of directors approved its 2017 Public Policies Agenda in February. The agenda was adopted after hearing a presentation from the Pennsylvania Chamber of Business & Industry about their 2017 Legislative Agenda. These include affordable and accessible health care, improve the business tax structure and responsible state spending and smart government, among others. The Chambersburg Chamber adopts the positions of the PA Chamber in addition to identifying key issues directly facing our local community. Local policies in the agenda include the widening of Interstate 81 and addressing local education and workforce development needs. View the 2017 Public Policies Agenda at www.chambersburg.org under “Public Policy Positions” in the “About Us” tab. The agenda is updated annually to reflect the issues currently facing our community. In addition to specific priorities outlined, the board of directors may identify key issues throughout the year that the Chamber will advocate for on behalf of the business community.

March Chamber Mixer Join the Chamber at a St. Patty’s Day Mixer hosted by ACNB Bank, 850 Norland Avenue, on Tuesday, March 14 from 5 to 7 p.m. The mixer will provide valuable networking opportunities with fellow Chamber members in a festive atmosphere with live music, St. Patty’s Day themed beverages, tasty nibbles, fun raffle prizes, and more.

Keeping your tax dollar impact local Ever wonder how to contribute to local educational dollars at little to no cost to your business? The Education Improvement Tax Credit (EITC) is a program available to Pennsylvania businesses that allows direct contributions to local approved organizations in exchange for a state tax credit of 75–100 percent of the contribution. This is a tax credit, not a deduction, so for every $1 contributed through this process, a business reduces its state tax liability by 75–100 percent. Federal Tax benefits may also be available. These contributions are used by local organizations for scholarships and educational improvement programs. Entities eligible to apply for EITC are operating business firms authorized to do business in the Commonwealth of Pennsylvania that are subject to the following taxes: Personal Income Tax, Capital Stock/Foreign Franchise Tax, Corporate Net Income Tax, Bank Shares Tax, Title Insurance & Trust Company Shares Tax, Insurance Premiums Tax (excluding surplus lines, unauthorized, domestic/ foreign marine), Mutual Thrift Tax, Malt Beverage Tax or Retaliatory Fees under Section 212 of the Insurance Company Law of 1912 To apply a business must complete an online application located at www.newPA.com or www.esa.dced.state.pa.us. A business firm may submit multiple applications, per the type of organization to which the business firm would like to make its contribution. The combined total may not exceed $750,000 in tax credits. The EITC program runs on the state fiscal calendar: July 1 through June 30. New applications for the program for the 2017-2018 fiscal year began to be accepted beginning July 1, 2017. Renewal applications will open on May 16. Some of the programs these funds are used for include: quality early childhood education for low income children in (Montessori Academy and United Way of Franklin County), tuition scholarships (Mercersburg Academy, Montessori, Cumberland Valley School of Music), development and support of innovative programming (Greater Chambersburg Chamber Foundation, WABEC Foundation, FannettMetal Education Foundation).

S.B. 203 would increase the deductible amount of a small business’ qualifying equipment purchases. Current state law limits the amount that may be deducted under Section 179 of the Internal Revenue Code for personal income tax purposes to $25,000. The bill would raise that amount to match the federal limit of $500,000 a year – the same amount that is offered in 33 other states. The deduction will be phased out if the amount of equipment purchased exceeds $2 million.
