Stephen “Steve” Christian began in his new role as president of the Chamber and executive director of Chambersburg Area Development Corp. on October 30. After one month on the job Steve has jumped right in, attending committee meetings and community events as he meets members and learns the intricacies of our organizations.

“I’m so excited to join this amazing organization and work with valuable members like you,” Steve said in a message to members. “Please come up and introduce yourself to me at Chamber events and meetings over the coming months as I settle in and better familiarize myself with the local industry and community.” Steve spent the last decade focusing on economic and community development along the I-81 corridor in the Cumberland and Shenandoah Valley region. In his role as executive director of the Berkeley County Development Authority, he more than doubled the organization’s staff and budget in nine years and was instrumental in working on the project that landed the Procter & Gamble $500 million multi-category facility in West Virginia. Steve’s professional career of 30 years also includes experience in real estate, government, sales and marketing. “Together, the talented Chamber staff and I will work diligently to help your business prosper and continue making Chambersburg a great place to live, work and visit,” Steve said. “I look forward to working with you!”

Don’t miss the largest mixer of the year Members of the all five chambers of commerce in Franklin County are invited to a joint holiday mixer at Wilson College on Tuesday, December 12. The mixer will be from 5 to 7 p.m. in Laird Hall, 1015 Philadelphia Ave. the event is co-hosted by Wilson College, Menno Haven, Roy-Pitz Brewing Co. and Tuscarora Mt. Winery. The joint mixer has been a rousing success since it began 10 years ago and has a large attendance of business people from throughout the region. CHAIR’S MESSAGE

Looking ahead to a bright future For those of you who have not heard the news, I am very pleased that the Chamber has hired Steve Christian as our new Chamber president and executive director of CADC. Steve comes to us with a tremendous amount of experience, as you can glean from the article on page one. I am proud to have served on the Selection Committee which conducted an exhaustive nationwide search ultimately resulting in finding Steve. I would like to give a big “Thank You!” to the members of the Selection Committee: Lance Kegerreis, Kim Crider, Eric Foreman, Chris Snavely, Sherri Stahl and David G. Sciamanna. This committee spent hours reviewing resumes, attending meetings, preparing questions and holding interviews. I am truly grateful for their service. I am excited and look forward to the future of the Chamber and its affiliates under Steve’s leadership. December will complete my second and final year as chair of the Greater Chambersburg Chamber of Commerce’s Board of Directors. It has been an honor to serve members and area businesses as chair. It certainly has been a term of changes with some ups and downs, but in the end I am pleased with what our board and our staff have been able to accomplish. The amount of time and dedication the volunteers and business leaders of this community devote to the Chamber is, in a word, remarkable. Every year the Chamber sponsors and supports countless events and programs including mixers, Lunch & Learns, the Duck Derby, CrabFeast, Oktoberfest, Sip & Savor, Scoop-a-Palooza, Leadership Franklin County, IceFest, the Franklin County Legislative Breakfast, ribbon cuttings, the 11/30 Network...and the list goes on and on. Without our unflappable Chamber staff and the selfless volunteers and leaders, none of these things would be accomplished. Thank you for all you do as a volunteer and member business to support these initiatives. With my departure comes great new leadership via Kim Crider. Kim owns and operates her own business as a Take Shape for Life certified health coach. I’ve had the privilege of working with Kim on various committees, particularly over the last several months. I can say without hesitation that the Chamber is in good hands under her direction. I’m confident that Kim will work closely with the Board and Executive Committee to provide Steve and the staff the support needed to lead a prosperous Chamber in the years to come. It has been a privilege to serve as chair and I welcome the opportunity to continue to champion the Chamber and its affiliates in their future endeavors. Employment issues facing Franklin County Research shows employment is the number one issue impacting individuals being released from jail and prison. At the same time, local employers have an overwhelming need for skilled labor. The solution to these employment problems may be found at the intersection where those with criminal backgrounds meet the needs of industries seeking workers. Join the Chamber for a keynote about local employment issues and the criminal justice system presented by Dr. Kimberly Eaton, Day Reporting Center Program Director for Franklin County, at the Annual Business Breakfast on Thursday, December 7 from 7 to 9 a.m. at Wilson College’s Laird Hall. Joining Eaton will be Ali Washabaugh, a formerly incarcerated local resident who now owns her own business. In addition to the keynote presentation, the Annual Business Breakfast features highlights of the Chamber’s past year and the awarding of the 2017 Business Person of the Year. First Responders Appreciation Day began in 2015 as an idea from 11/30 Network member Tracy Ross, who wanted to find a way to recognize and thank our local first responders. Her idea transformed into a day where volunteers travel in groups to police stations, fire houses and EMS postings throughout Franklin County to deliver care packages of edible goodies along with colorful cards from elementary school students. Donations are also made to the volunteer fire stations to help provide needed supplies. “We appreciate that they leave their families in the middle of the night to respond to accidents, especially when they often sacrifice family time during the holiday season to keep us all safe,” said Ross. “The least we can do is to thank them for their service and spread some cheer by delivering care packages as they work through the holidays.” The past two years gathered more than 20 volunteers together to deliver care packages to 38 first responder stations. Thanks to contributions from the community, approximately $4,000 worth of donations each year made the care packages and deliveries possible. Host a Chamber event in 2018 The Chamber has openings for members to host Lunch & Learn seminars and mixers throughout 2018. Economic tour of Franklin County

Plug in to energy savings

Leadership Franklin County (LFC) Community students spent the November session with Mike Ross of Franklin County Area Development Corp. Bill Boltz speaks with students during a tour of (FCADC) learning ULTA Distribution Center about economic development in Franklin County. Ross provided an overview of the county as the group traveled to Letterkenny Army Depot where they toured the facility to learn about the impact on our region and the world. Next, the group traveled to Mercer Vu Farms in Mercersburg to experience the dairy industry and how modern dairy farms operate. Mercer Vu is one of the largest farms in the area with over 1,600 cows on site and takes advantage of technology to improve efficiencies as well as protect land and animals.

OnDemand Energy Solutions is continuing as the Chamber endorsed energy consultant through 2018. As you may know, OnDemand has worked to educate our Chamber members on electricity deregulation and choice, while simultaneously providing our members with exclusive offers designed to reduce their energy spending and usage.

The class enjoyed lunch at Flannery’s in Mercersburg before heading to the final tour of the day, ULTA Distribution Center in Chambersburg. At ULTA, the group witnessed the process for both traditional distribution and e-fulfillment. Following the tour, the class headed back to FCADC where they reviewed the trip and what they saw versus their previous perceptions. LFC Community is sponsored by CenturyLink Business.

Inspiring a shared vision In November, Leadership Franklin County (LFC) Youth learned about the leadership skill of inspiring a shared vision. Led by Dr. Kim Eaton of Franklin County Government and Linda Boeckman of Wilson College, the class explored what a vision is and the different kinds of visionaries, both in the global world and in their personal worlds. The students then worked through how they can create their own vision and how they will inspire others. The class will put this lesson to use as they inspire others to share their vision through the community service projects they are working on throughout the year.

After lunch at the Wilson College dining hall, the students met with a local leader who had a vision to fill a need in our community and inspired others to achieve a lofty goal. John Lloyd of Noah’s House shared his personal history and struggles, sharing how this gave him the desire and drive to help others. He identified that Franklin County has a need for more facilities helping patients leaving drug rehab to become stable before moving back on their own. To meet this need, Lloyd had the vision to create Noah’s House, a recovery house for men suffering from addiction. He inspired the community to overcome many hurdles and opened the 15-bed house in October 2016. LFC Youth students participate in the program for free thanks to the sponsorship of Wilson College.

Getting ready for Chambersburg’s most popular festival: IceFest The IceFest Committee is working hard to plan the 16th Annual IceFest in downtown Chambersburg which will be held Thursday, January 25 to Sunday, January 28. Visitors can stroll downtown to view the ice sculptures and enjoy a variety of events throughout the four-day festival. Catch a glimpse of the carvers from DiMartino Ice sculpting right in front of your eyes! Skilled in their art form, these carvers have trained for many years and can turn a plain block of ice into just about anything. It’s amazing to watch. Live carving is on Thursday and Friday nights. Events scheduled for the festival include the official ribbon-cutting and kick-off ceremony, ballroom dancing at the Snowfall Ball, chili tasting at the Chili Cookoff, dunking at the Polar Dunk Plunge, cake viewing and tasting at Icing on the Cake, slipping and sliding down the free ice slide and much more! Chambersburg Civil War Seminars & Tours is preparing for another exciting year hosting three extended conferences in 2018. More than 250 people are anticipated to attend these seminars from across the nation and Canada. The conferences are sponsored by the Franklin County Visitors Bureau and focus on educating guests about our region’s military history while delivering tourism dollars to Franklin County.

Chamber letter supports legislation addressing prescription drug overuse The Chambersburg Chamber recently signed a collaborative letter with 71 other Pennsylvania chambers of commerce in support of legislation to address prescription drug overuse and abuse. Pennsylvania is facing a prescription drug and opioid abuse epidemic, struggling particularly with respect to injured workers; Pennsylvania ranked third in a recent 25-state study of opioid use among injured workers, measuring 78 percent higher than the median state. H.B. 18 and S.B. 936 would both implement a prescription drug formulary for workers’ compensation. Formularies are standard in regular and publicly-funded health insurance to help ensure appropriate patient care, address over-prescribing of medication and premature or inappropriate prescribing of opioids. Formularies offer a flexible approach that makes treatment of typical patients more efficient, facilitates exceptions for unique cases and addresses the outlier instances of over-prescribing. Utilizing a prescription drug formulary in workers’ compensation has helped mitigate prescription drug over-prescribing and addiction in many other states. For example, Ohio implemented its formulary in 2011 and has been able to reduce by half the number of workers’ compensation patients considered opioid dependent – from 9,343 to 4,723.

These bills also help ensure that Utilization Review Organizations, which resolve questions related to medical treatment, are properly certified. This guarantee will instill greater confidence in URO decisions and complements the drug formulary by ensuring qualified experts are holding all parties accountable to properly apply the formulary. The Chambersburg Chamber encourages our members to voice support of this legislation to your local representatives.

From Chambersburg to Italy During a trip to Italy, David G. Sciamanna met with leaders of the Milan Chamber of Commerce. He met with them to present the new book “World War II Italian Prisoners of War in Chambersburg.” He also enjoyed a tour of their beautiful building and gave them a gift from Chambersburg. The book is available now for $20.75 at the Heritage Center & Gift Shop, 100 Lincoln Way E., Chambersburg.

Franklin County legislative update More than 200 business professionals in the area attended the Franklin County Legislative Breakfast in October, co-hosted by all five chambers of commerce in the county. Attendees heard from Pennsylvania Senators Richard Alloway and John Eichelberger about pertinent topics of interest to our area. These included discussions on pension reform, the state budget, widening of Interstate 81 and more. U.S. House passes joint employer bill

Rochelle guides businesses in increasing production, sales and clientele by focusing on its most valued resource: employees. Examining a company internally can provide useful data in cultivating the environment, so employee unity, longevity and dependability are developed. When employees believe they are respected and valued, they often work harder and longer for their employer, which typically leads to revenue increases and turnover decreases.

In November, the U.S. House of Representatives passed the “Save Local Business Act,” which would clarify the definition of “joint employment” under the National Labor Relations Act and the Fair Labor Standards Act. The legislation aims to reverse the National Labor Relations Board’s joint employer theory as derived from the 2015 BrowningFerris case, which implemented a vague joint employer standard that holds businesses jointly liable for another party’s employees in business relationships; the decision also used an “Administrator’s Interpretation” of the standard that attempted to use a so-called “economic realities” test to define employment. As a result, many businesses now face potential legal liability for individuals they do not actually employ for workplaces they don’t control, including franchisors who work independently from individual franchisees. The current definition could also implicate companies that use contractors or purchase goods or services from a certain vendor.

The Save Local Business Act would reverse this overreach by setting forth a new definition of joint employment that stresses a person may be considered a joint employer in relation to the employee only if they exercise significant control over terms and conditions of employment – i.e., hiring, firing, determining pay rates, supervising, assigning work schedules and administering discipline.

While this issue is also currently before the court system, it does not negate the need for the legislation to pass. The U.S. Chamber is advocating in favor of the legislation, saying in a recent communication, “If enacted, the Save Local Business Act will provide a legislative solution that is needed to deliver clarity and stability for the business community. Its passage from the House is a positive development, and one hopes passage in the Senate will follow soon.”

Congress moves closer to passing federal tax reform Congress took significant steps in November for the fight to reform the federal tax code for the first time in more than 30 years. The House Ways & Means Committee approved H.R. 1, the Tax Cuts and Jobs Act. This move was applauded by business organizations throughout the nation, including the U.S. Chamber of Commerce. In a statement following the committees’ passage of the bill, U.S. Chamber Vice President and Chief Policy Officer Neil Bradley called the legislation a “growth bill – achieving faster economic growth, encouraging job creation and getting more money in Americans’ pockets each year.” (continued on page 9)

In addition, the Senate Finance Committee unveiled its version of a tax reform package. The Senate’s version differs from the House’s on several fronts, including: how state and local tax deductions are handled and the number of tax brackets. The combination of CenturyLink and Level 3 creates a leading global network services company capable of providing customers a wide range of high-quality technology solutions over a secure and reliable fiber-rich network. The combined company, with estimated pro forma revenue of $24 billion for the trailing twelve months ended June 30, 2017 (excluding revenue related to CenturyLink’s May 1, 2017, co-location business sale and including estimated intercompany eliminations and purchase accounting adjustments), anticipates that approximately 75 percent of its core revenue will come from business customers and nearly two-thirds of its core revenue will come from strategic services. Patriot Federal Credit Union recently partnered with the Pennsylvania Housing Finance Agency (PHFA), rolling out a new conventional mortgage loan product that offers qualified Pennsylvania borrowers a zero private mortgage insurance loan with as little as three percent down. And, there is no first-time homebuyer requirement as long as a qualified borrower does not own other residential homes at the time of the loan closing. Chaplain Paul Yeun is preparing to retire from his position as the Chaplain at Chambersburg Hospital after 18 years of service. During his time there, the Chaplain successfully grew the pastoral services department from a group of seven, to more than 60; including 30 on-call clergy members and 30 lay volunteers. He offered countless trainings and educational opportunities for community members looking to get involved in pastoral care. The department also offers services to patients and staff in Waynesboro Hospital and all other Summit Health facilities. Chaplain Kibreab Gudeta will assume Chaplain Yeun’s position. Chaplain Gudeta has been the Chaplain at the Hospice of Washington County since 2011. Prior to that, he served in various Chaplaincy roles at the Hershey Medical Center.

At a time when many colleges are only now considering tuition resets, the Wilson College Board of Trustees voted this past weekend to hold the line on tuition for an eighth consecutive year. On the recommendation of President Barbara K. Mistick, the board agreed to hold tuition at the current rate of $23,745 for undergraduates for the next academic year, 2018-19. Wilson’s actions are unique in today’s higher education landscape. The College Board reports that nationally, private colleges and universities have increased tuition an average of 13 percent over the past five years, while public institutions have raised tuition an average of nine percent over the same period. Baxter Group, Inc. has received the Platinum level Safety Training Evaluation Process award from Associated Builders and Contractors for the second time in a row. Platinum is the highest of the four levels that can be achieved, and only four other companies in the ABC Cumberland Valley Chapter reached platinum. As construction nears completion on a major renovation and expansion of the historic Coyle Free Library in downtown Chambersburg, the Franklin County Library System and Summit Health have announced a partnership that aims to improve local literacy rates and bring accurate health information into the hands of community members. As a part of the partnership, Summit Health will sponsor computer-device check-out kiosks to be housed within the renovated library. Free resources to include pamphlets and other written materials will be available to community members near the kiosks. An outreach from this partnership will include classes and information sessions targeting the health needs identified in the Community Health Needs Assessment as well as priorities identified for PA Forward’s health literacy initiative. The Franklin County Historical Society is hosting “Escape the Old Jail” December 8, 9, 10, 15, 16 and 17. This escape room adventure will consist of players solving a series of puzzles using clues and hints to escape the cell block within an hour.
