Now, he stays busy as the next generation of well drillers for Hasskamp Brothers Well Drilling – an Aitkin business institution. Much of Chad’s recreational fun and social life revolves around the three Vikings season tickets he buys each year. He’s at the field in Minneapolis for every home game, bringing a friend or two with him from Aitkin. At the Vikings US Bank stadium, he also meets up with a friend from the Cities -- Rich Poole -- whose job it is to supply food and drink for the day. “We put on a pretty good spread for anyone who visits us tailgating,” Hasskamp enthused. “We never run out of food and we never run out of beer.” He met Poole through softball friends when Poole lived in the Aitkin area. “We ran into each other tailgating down there and now we’ve bought season tickets to-

gether. Our crew gets bigger every year.” On a home-game Vikings day, usually a Sunday afternoon game, Chas leaves Aitkin about four in the morning. He gets to the Cities and meets his crew where they set up a two-tent city with heaters and everything they need to party in a parking lot. “We got moved to the First Come First Serve Lot. Last year, we were in a private lot where the Vikings cheerleaders and Skol Drum Line came through. We would get autographs and calendars and hear the cadence of the drums.” Now their game day is brought up a notch by tailgating next to the Official Fans of the Vikings, the “Viking World Order.” “They are the Crazies who dress up in face paint and you see them on TV all the time wearing shoulder pads,” Chad explained. “It’s fun hanging out with them as there is a church service every Sunday at 9 a.m. They also hold knighting ceremonies where new members go down on their on their knees, Continued on Page 7

Skate with Smokey Bear: Wildfire on Ice an event for the whole family Grab your skates and join the fun. Wildfire on Ice (WOI) will be held Jan. 12-13, 2017 at the Walker Area Community Center, 105 Tower Avenue. Free and open to the public, the event features a hockey tournament, banquet and silent auction, free pizza for the kids and afterward they can ice skate with Smokey Bear. “We encourage folks to join us on Saturday at 10 a.m. to watch the hockey tournament and participate in all the activ-

ities. Last year we raised more than $21,000 to benefit the foundation,” said Mike Rice, event organizer. “We hope to do even better this year.” In its seventh year, WOI is an interagency effort among wildland firefighters to raise proceeds for the Wildland Firefighter Foundation (WFF). WFF is a nonprofit organization supporting firefighters and their families, particularly those injured in the line of duty. “Along with the excitement

of a great hockey tournament, we will have a raffle, silent auction and door prizes at the banquet,” said Rebekah Luedtke, event organizer. “There

also will be music, ice skating with Smokey Bear, Chucka-Puck and merchandise for sale. It’s a lot of fun for a great cause.”

OPINION: The minimum wage’s unintended consequences On January 1, legally mandated minimum wages went up across Minnesota. For large employers the rate went up from $9.50 per hour to $9.65 and for small employers from $7.75 to $7.87. The Minneapolis City Council went even further, announcing that employers would have to pay workers at least $10 an hour. Some see this as good news. WCCO rhapsodized that “thousands of Minnesota families will take home bigger pay checks.” But economic theory and empirical evidence suggest that, in fact, these increases in minimum wage rates will hurt the very people they are intended to help. No employer will knowingly pay a worker more

than that worker adds to their revenues. If they did, they would be adding more to their costs than to their income and a business that did that wouldn’t be around very long. So, if that Minneapolis worker generated $9.50 an hour in revenue on December 31st, 2018, and the same on the following day, it is now costing the employer money to employ them. Instead of a bigger pay check, that worker is likely to get a pink slip. A minimum wage law simply criminalizes wages below a certain level. If someone lacks the skills to generate revenues for an employer of at least that level, all the law does is make it illegal to hire them. They might lack these skills because they are young and just getting into the labor

force. So, we might expect younger workers to be disproportionately affected by minimum wage laws. And we do. One dark spot in Minnesota’s supposedly rosy employment picture is youth unemployment. In November 2016, the state’s youth unemployment rate was 9.6%. In November 2017, it stood at 10.6%. As Minnesota’s Department for Employment and Economic Development notes, this “coincides with an increase in the state minimum wage to $9.50 per hour ($7.75 for those under 18) in August 2016, which is notable because minimum wage rules tend to apply disproportionately to teen workers.” This ties in with a much broader range of empirical

evidence. In 2008, economists David Neumark and William L. Wascher surveyed two decades of research into the effects of minimum-wage laws. They found that “minimum wages reduce employment opportunities for less-skilled workers … [that] a higher minimum wage tends to reduce rather than to increase the earnings of the lowest-skilled individuals

… [that] minimum wages do not, on net, reduce poverty … [and that] minimum wages appear to have adverse longer-run effects on wages and earnings.” We all want to see higher wages for workers. But these will only come in a sustainable way from increasing worker productivity. For this, we need to look at education, investment, entrepreneur-

ship, and all the interconnected policies which influence these. True, this doesn’t have the attractive simplicity of a politician simply decreeing that employers will only be allowed to pay above $X, but it will work. John Phelan is an economist at the Center of the American Experiment in Golden Valley.

Mining proposal comments sought A pair of state representatives from the region encourages area residents to express support for the NorthMet permit to mine proposal by participating in the DNR’s public comment period. The 60-day window to provide the DNR with input on PolyMet’s proposed NorthMet mining project near Hoyt Lakes is now open and lasts until March 6. “Now is the time to show our support for safe mining expansion in northern Minnesota,” said Rep. Sandy Layman, R-Cohasset. “I encourage our area to share their opinion on

Reverend Stanley Erickson

Reverend Stanley Raymond Erickson, 90, of Aitkin, died Thursday, January 4, 2018 in Golden Horizons Assisted Living, Aitkin. A Graveside Service with Military Honors will be Thursday, January 18 at 1 p.m. at Fort Snelling National Cemetery, Minneapolis. Memorials are preferred to First Lutheran Church of Aitkin. He was born August 7, 1927 in Fergus Falls to Raymond and Esther (Fisher) Erickson. Stanley was a veteran of The United States Marines. Stanley went on to graduate from Augsburg College, Augsburg Theological Seminary and later Social Services at Mankato State College. He was a Lutheran Pastor in New Effington, SD; Coon Rapids, MN and Garretson, SD. Stanley then became a Placement Officer for the State of Minnesota. Stanley married Joyce Carol Strand on September 22, 1984 in Minneapolis. Stanley enjoyed building houses. He built his last house

when he was 70 years old. He also enjoyed woodworking, World War II memorabilia and traveling overseas with his wife, Joyce. Stanley was a member of First Lutheran Church of Aitkin and was involved in Men’s Bible Study. He is survived by his children, Gordon (Karen) Erickson, Poway, CA; David (Ruth) Erickson, Sioux Falls, SD; Danny Erickson, Minneapolis; Mark (Laura) Erickson, Anchorage, AK; Russell (Elizabeth) Erickson, Ramsey; Randall (Marion) Strand, Frankfurt, Germany; Carol Breen, Ramsey; Connie Strand, Cambridge; Rick (Mary) Strand, Plymouth; and Russell Strand of Flagstaff, AZ; several grandchildren and great-grandchildren; and sister, Arlene Rix, Fergus Falls. Paul M. Shaw, 101, of Aitkin died January 4, 2018 at Aitkin Health Services in Aitkin. Memorial service will be in the spring of 2018. Burial will be January 10, 2018 in Malmo Cemetery, Malmo Township, Aitkin County. He was born December 8, 1916 in River Falls, WI to J. Emerson and Loura (Sylvester) Shaw. He worked for the Sioux Line Rail Road as an accountant and Engineer. Paul was united in marriage to Doris (Myers) on May 17, 1946 in Saint Paul. He was preceded in death by his wife in 2014 and his parents.

Helen B. Hicks of Palisade died Friday, January 5, 2018 at Golden Horizons in Aitkin. Funeral services were held Tuesday, January 9, 2018 at Bethel Lutheran Church in Palisade with Reverend William Sass officiating. Burial was in Waukenabo Cemetery. She was born May 26, 1927 in Palisade to Jonas V. and Betty L. (Olsson) Anderson. She graduated from Aitkin High School. Helen married Thomas P. Hicks on September 4, 1948 in Palisade. She was a homemaker, and worked as a home health aide, and at the Land O’ Lakes Turkey Plant in Aitkin. She enjoyed sewing, quilting at church, and patch work. She was Treasurer for Waukenabo Township, a member of the Farm Bureau, Bethel Lutheran Church in Palisade, VFW and American Legion Auxiliary and a founding member of the Waukenabo Homemakers Club. Helen is survived by her four sons and daughters-in-law: Thomas D. Hicks, Cloquet; Randy D.

Jesse Smith hired as new full-time police officer in a 3 -2 split vote The January meeting of the Deerwood City Council was held Monday, Jan. 8 with the entire Deerwood City Council, Mayor Chief of Police, Fire Chief and Clerk in attendance. Also present was new building inspector Scott Sadusky. Following approval of the Minutes and payment of the claims. Mayor Mike Aulie asked the council chambers audience for public comments. Aulie said, “I’m not sure why there’s so many here, but if somebody has something they want to bring up to the council, this is your chance.” Support for Jesse Smith Former 911 Operator for 17 years Frank Bonsante said “I’m here on behalf to support Jesse Smith be hired as a full-time police officer with the Deerwood Police Department.” David Dimartino spoke about his own experience of 30 years in the military (Vietnam, Kuwait) and working in security. Dimartino spoke in support of Jesse Smith words of confidence, trust, public safety and qualified competent police officer. Rose Stromberg indicated if Police Chief Thompson decision was to hire Jesse Smith that was good enough for her. Officer Kelly Park de-

scribed how adding Jesse Smith to the officers in Deerwood would be a good for comraderie and a positive addition to the team. Deerwood Fire Chief Mike Bodle said, “I grew up with Jessie. We went to High School together, we graduated together. I’ve had a lot of good experiences with Jessie. I for sure trust him. He’s been an asset to us for many years in the area on fire calls. He’s at the point in this stage of his career where he does things the right way.” Bodle then drew the comparison about the council allowing the Fire Chiefs to hire replacement firemen. The council should also allow Police Chief Mark Taylor hire who he wants as officers. Later in the meeting... Then was the personnel issue of hiring a new fulltime police officer. Council member Debby Leonard said “Well considering that the personnel committee and the council can’t come to an agreement on the police hiring. I would like to go back to what we said originally if we couldn’t agree we would put it out for hiring for the general employees population. I would like to make a motion to do that.” Mayor Aulie seconded for purposes of discussion.

Aulie then said, “I know where your coming from on that, [Chief of Police] Mark, [Taylor] when we agreed to look at within. We had four viable candidates.” Taylor responded, “When we talked about it there were four. Then one got a job somewhere else. Then one decided he didn’t want to apply, I guess. So it came down to what is left is the two.” Following some discussion Mayor Aulie asked for a vote on the motion on the floor. The two voting in favor of the motion, to continue looking for candidates was Council member Leonard and Mayor Aulie, and three voting against were Council members Taylor, Millsop and Ostrowski. Then a motion was made to hire Jesse Smith by Council member Ostrowski and Council member Millsop seconded. The council approved the hiring with three in favor Taylor, Ostrowski and Millsop and two opposed were Leonard and Aulie. Carol Jane Kritzel Balmer, 73, of Aitkin died Thursday, January 4, 2018 at her home. A memorial service will be held Friday, January 12, 2018 at 11 a.m. from the Aitkin United Methodist Church with Rev. Larry Foote officiating. Visitation will be Thursday from 4 to 7 p.m. at the Sorensen-Root-Thompson Funeral Home and also one hour prior to the time of service at the church on Friday. Interment will be in the spring at Spencer Cemetery near Aitkin. Carol was born January 24, 1944 at Saint Peter, MN to Harry and Helen (Splittstoesser) Kritzel. She graduated from the Winthrop High School and then went on to attend Mankato State University. There she met her future husband, George Balmer of Welcome, Minnesota. They were married on August 2, 1964 in Fairmont, Minnesota. They lived in the Fairmont area for several years where their daughter Lynn Marie was born in 1966. They moved to Hector, Minnesota and lived there for two years before moving to Aitkin

in 1970. Carol worked at various jobs including dress shops, Title 1, teacher’s aide at Rippleside Elementary and a merchandiser for Hallmark and American Greeting Card Companies for over 25 years. She did volunteer work with the hospital auxiliary, Red Cross Bloodmobile, Sunday school, Vacation Bible School, Conformation Release Classes, Brownie and Jr. Girl Scout Leader, Aitkin County Girl Scout Chairman for several years and 4-H leader. Carol especially enjoyed working with children. She is survived by her husband of 53 years George; one daughter: Lynn Marie Brown, granddaughter, Brittny (Jason) Wold; two great grandsons: Tanner and Holden Wold; nieces: Kathy (Mike) Gessner, Margret (Terry) Taugher and one nephew: Mick (Vicky) Sawyer. She was preceded in death by her parents; sister, Beverly Sawyer; brother-in-law, Jim Sawyer, and niece, Debra (Sawyer) Schleeve. The council approved application submissions for all three and other required documents. A public hearing was set for Monday, Feb. 5 at 6 p.m. at the Deerwood City Hall. Mayor Aulie said there was another public hearing set for the same time and date for BLAEDC that should only require five minutes or so. Fire Report Fire Chief Mike Bodle gave his report and recommended payment of $9,800 for equipment that is due this month. The house burn training in December went really well with about 45 firefighters there. Bodle asked to hire two probationary firefighters to replace the one that retired and one that resigned. This hiring would keep the total at 25 firefighters and 22 paid on-call so it wouldn’t change anything. The training will all be paid out of the State grant. The two firefighter hires are Marshall Land and Jay Kewatt. The council approved the hiring. Council approved spending out of budgeted money up to $3,000 on new gear that to fit better the new larger firefighters. A report of the recap of the 2017 contracts and the outlook for 2018 contracts in a meeting to possibly be held

in February. Bodle said he would work with City Clerk Lee Russell to draft a letter to the townships. They may or may not have a meeting following the letter. One mutual aid ice rescue and one kitchen fire in the City of Deerwood. Then was the Organizational Assignments for 2018. City Attorney Selection Talking about appointing the City Attorney Joseph Langel council member John Taylor said, “I have issues with him covering so many towns in this area.” After some discussion it was decided to approve the assignments as proposed. Police Report Chief of Police Mark Taylor gave his report saying, “The numbers were basically the same from last year. We’re only one off from last year. I wanted to remind everyone I will be going at the end of the month here. I’ll be down to the cities for a few days helping out at the Super Bowl for the Super Bowl Committees. I give my gratitude to the council for allowing me that opportunity.” Taylor reminded everyone to lock their doors when they are not at home or asleep noting there was a burglary due to an unlocked door. Locking

doors can help to prevent theft. The 2007 squad car damaged done to the door should fixed by the end of the week. Taylor described the newly created traffic safety initiative between Motley and Aitkin on Hwy 210. The details will be worked out and he will keep the council informed. Mayor Aulie noted the East West traffic on Hwy 210 has increased recently. He also suggested at some point they could consider making it a four lane road or adding passing lanes. Council member John Taylor gave the report of first responders indicating there were 190 calls in 2017 and 3 so far in 2018. Council approved a resolution accepting a $5,000 donation and a $7,200 from the Fireman’s Relief Association. The council approved doing a rate study to decide what the sewer rate should be to cover the increase by the Serpent Lake Sanitary Sewer District. The cost to the city should be offset by NJPA. Council approved City Clerk Lee Russell attending the four day plus the extra half day for new clerks MCFOA Annual Clerk’s Conference March 20-23.

Governor Dayton issues Executive Order 18-02 for 2018 Super Bowl Executive Order authorizes the Minnesota National Guard to assist in efforts to protect Minnesotans, local businesses, and visitors during Super Bowl LII Governor Mark Dayton issued Executive Order 1802 on Tuesday, Jan. 9, to authorize the Minnesota National Guard to assist in efforts to protect Minnesotans, local businesses, and visitors during Super Bowl LII. Governor Dayton’s Executive Order follows a yearslong public safety planning process between local law enforcement agencies and all levels of government, led by the City of Minneapolis. “At the request of the City of Minneapolis, I have authorized the Minnesota National Guard to assist local law enforcement agencies during Super Bowl LII,” said Governor Dayton. “Our shared

priority is to ensure that all Minnesotans and over one million expected visitors have safe and enjoyable experiences, as we showcase the Bold North to the world.” The Governor’s Executive Order authorizes National Guard assistance from Friday, January 26, 2018 through Monday, February 5, 2018. The National Guard will assist the efforts of local law enforcement in the Twin Cities metropolitan area, under the leadership of the Minneapolis Police Department.
