Crosby Fire Department to lose Irondale Township fire contract Due to a lack of attendence, there was no public comment at the City of Crosby Council meeting on Monday, February 26. Proposed Rental Ordinance Council member Robyn Wolfe spoke about forming a committee to discuss a proposed Rental Ordinance for the City of Crosby. She indicated they were looking for landlords to be involved in this. Council member Jim Traylor wanted to know why their was a limit set for only one landlord participating in the group. The of one landlord was published in the legal ad for the committee. After it was discussed it appeared that more would be needed. Six month notice of termination of Irondale Township fire contract and workshop Mayor Bob Novak spoke about a letter received from Irondale Township dated Feb. 13 about an excessive fire contract rate increase from City of Crosby Fire Department. Irondale Township was proposing an alternate number in the letter. They also notified the City of Crosby they would be seeking other bids starting in 2019. The letter gave a six month notice of termination of the contract. Novak then spoke about the

lengthy meeting they had with Irondale Township leadership to discuss the formula they used to calculate the increase. It was currently only a portion of what the rate would be and Crosby was still paying the majority. Novak said, “They are asking us to reduce the cost for one year by about $1,600 that’s all they’re really saying. It’s a very short, terse note. [It] doesn’t say, why they believe it’s excessive. That’s something we’re going to have to revisit. We are either going to have to lower costs or increase revenue.” Council member Paul Heglund said, “I guess I’d like to be involved somewhat too, because I think this is a real important issue. Like Ron says, we don’t want to lose ‘em by no means. We all agree on that. But we got to sit down and figure something out here.” Council member and Crosby Fire Department Captain Ron Prushek said, “They’re dropping like flies.” He continued, “They go out for bids, I guarantee they’re going to find somebody else and then who are they going to call? You know we got the equipment. We got everything and yeah that’s expensive to get this equipment, very ex-

pensive.” Novak then asked Clerk/ Treasurer/Administrator Lisa Sova to get a hold of the Irondale Township Chairperson to once again discuss the situation. The council decide to hold a workshop on the issue before the next council meeting on Monday, March 12. Heritage Days and formerly known as Miss C-I Scholarship Pageant funding Linda Peeples C-I Courier writer asked for $2,000 to pay for advertising of Heritage Days and Miss C-I Scholarship Ladies formerly known as the Miss C-I Scholarship Pageant. Peeples relayed that last year, the participants did not want to participate in the pageant. However, the participants did represent Crosby at some area events. Council approved the funding request. Donation approval Council approved accepting $12,000 donation from the Fire Relief Association. When Novak asked Sova how a sizable contribution like this was tracked for accounting purposes, Sova responded it was to be deposited into the donation to the Fire Department Account to be used by them. Council approved accepting

a donation from the Hallett Foundation to the Hallett Fitness Center of Crosby. Memo of Understanding with Union Council approved 2018 agreements with the Teamsters Local Union #346 for both the Police and Public Works Departments. The council approved the Memo of Understanding between the Team-

sters Local Union #346 and the City of Crosby recognizing the Working Foreman position will become a separate bargaining unit. Heglund said, “I agree on this. She said, “As soon as he left, the deer moved in to glean the brush!” She said there were five deer, but she was only able to capture four deer in the photograph. She continued, “I was in the house watching through the living room window. They were nipping at the brush all afternoon, and have been back to eat more.”

She is survived by her two sons and daughterin-law: Gerald and Donna Drahosh, Oregon, City, OR; and Gary Drahosh, Deerwood; three grandchildren: Dawn (Jennifer) Master, Staples; Terry Drahosh, Deerwood; and Brian (Ashley) Drahosh, Medford, OR; three great-grandchildren; and a very special friend, Becky Cain, Anchorage, AK. She was preceded in death by her husband, Joseph; her parents; sister: Ethel; and brother: Kenny. Adam S. Ritter, age 32 of McGregor died Tuesday, February 20, 2018. Funeral services were held Saturday, February 24, 2018 at McGregor High School Gymnasium with Rev. Erika Foss officiating. Adam was born February 10, 1986 in Calcutta, India and came to the U.S. at the age of 4 ½ months and was adopted by loving parents Kemp and Pamela (Westerlund) Ritter. He grew up and attended schools in McGregor graduating in 2004. He then attended Vo-Tech in Alexandria and studied to be a diesel mechanic. He worked for Ritter and Ritter sewer service when he was younger. He then worked for Ziegler in Duluth for a time and then Ulland’s road construction. He started his own contracting business and was also an instructor for the 49ers school. He married Sara Lindberg

on April 8, 2017 in Crosslake and made their home in the McGregor area. He was a member of the McGregor Fire Department and the 49ers union. He enjoyed working, socializing, hunting with his uncles, spending time with his family and especially loved his daughter, Aubrey. He is survived by his wife Sara Ritter, McGregor, daughter, Aubrey Ritter, McGregor; parents: Pamela and Dave Hoover, McGregor; and Kemp and Joy Ritter, Harris; grandparents: Loretta Westerlund, Glen; Ronald and Linda Ritter, Aitkin; brother, Wyatt Ritte, Harris; stepsisters: Jessica (Steven) Steiner, Independence, MN, Breanne (Robert) Johnson, Tamarack, Mikaela Kliewer, Minneapolis; and stepbrother, Kyle Kliewer, Harris, MN; numerous aunts, uncles and cousins. We were offering to provide Ironton with 24/7 service which they do not have now. They only have 40 hour service. This in turn effects Crosby in some negative ways much like the fire department contracts and that sort of thing. We get quite a few phone calls for service from Ironton residents. They call here directly and ask us for service so. We put some of those things into basically a draft proposal that was provided as talking points for the Mayor of Ironton. We consciously decided to delay this, but for some reason the City of Ironton discussed this at their council meeting and took a vote on it. So I just wanted to express to the council, so that they know we never submitted a proposal to Ironton. So whatever they voted on at their meeting was a draft

So I just wanted to mention that for the record.” Novak said, “I would say, basically, we just told them that the police force here in Crosby would be willing to consider offering service. If at the appropriate time and they began to re-discuss a new contract. That, here’s some information, and as Kevin said there were no dollar signs. And it was absolutely not a proposal. It was, more or less, a review of some options that could exist. So we were told that it was discussed as a proposal at the meeting and it should not have been. It was, obviously, some misunderstanding.” Randolph spoke about the recent investigations that led to a couple of record setting meth arrests. Randolph talking about the Crosby Police officers said, “ These guys are out there they are digging in to it. And they’re having fun cleaning up that part of the city.” Withholding funds City Engineer Phil Martin talked about the request for payment by Crow Wing County for the Third Street CSAH 33 project in the amount of $487,161.04. Sova said this would not be the final amount due for the project. The council approved partial payment of $400,000 of the invoice for the Third Street Project. Leaving a balance due $87,161.04 that was being withheld until the City Engineer has determined the work has been completed properly and there are no outstanding issues remaining whenever that occurs as recommended and motioned by Novak. Multi-use tunnel Martin then talked about the Hwy. 6 multi-use tunnel project update saying we are not progressing as fast as we would like to. Originally they felt the geotechical services would be about $7,500 as a budget

American Engineering and Testing (AET) was hired in late December for $2,850 to do an initial deep boring in Hwy. 6 to get information needed to establish what they needed to do for the tunnel. The result of the boring came back with a water table that was six feet higher than anticipated based on the nearby Portsmouth Mine Pit water level. This would mean the plan for level for the tunnel would be about one foot under water. Minnesota Department of Transportation MN DOT was informed of this since they are the major funding partner on this project. They recommended more substantial borings be done. The supplemental agreement with AET to do additional borings and we are still waiting on the formal report. They did eight additional borings including a 24 hour water level piezometer to see if the water level was high then went down. The preliminary results came in more like what they had expected. Martin was still not sure why they had a higher level in the first boring. The recent tests are good news to continue with the project. The budget amount of $7,500 is now going to be $8,650 because of the additional tests. Martin told the council AET is invoicing the city directly for these tests to save the city money from the engineers 10 percent markup. The first invoice for $2,850 from AET for the first boring was approved by the council for payment. When asked by Novak if the DNR would help pay for the project, Martin said they couldn’t find any money they could give toward this. But they are going to submit an application for funding to try and get dollars for this project. The project start time plan is for October and they would not know if the DNR funds will be available until possibly after the start of the project. Martin also suggested there could be other funding sources for the project.

Televising The Sanitary Sewer televising was being done by Ritter and Ritter, doing 17,500 feet per year or doing 25 percent of the city each year. According to Martin, Ritter and Ritter are no longer doing business locally. So now the League of Minnesota Cities insurance may not provide coverage, if the sewer lines are no longer being regularly maintained and televised. Novak asked Martin to get back to them about options for continue with the sewer lines televising and maintenance. $3,200 for sound system Sova talked about the sound system for the council chambers. The mixer they currently have isn’t large enough to add the requested microphones. The larger mixer is $1,365 so the cost of the project would be $3,183.24 for adding two hand held microphones, one additional stand mic, the mixer and the wiring. The council approved the sound system purchase not to exceed $3,200. Prushek added an idea of having two big screen TVs for programs, one for the council to watch and one for the audience. Sova made a comment she had looked into it at the end of 2017 and it was extremely expensive the bid was around $16,000 for the TV’s. Metering Sova also mentioned the ongoing project with rural water was looking at the water pumped metering vs. water sold evaluation. Hall of Fame Novak talked about Andrew Hook requesting the city be involved in choosing people like Miles Lord to include for the Hall of Fame Event in May through the Heritage Society. Novak wasn’t sure if the city should play a role in the Hall of Fame. He wanted to know what the council felt. The conversation seemed to suggest they would be supportive, but not actively participate. No motion was made.
