The organisation A World-Class New Railway for London and the South-East Crossrail is Europe’s largest infrastructure project. Stretching from Reading then Maidenhead and Heathrow in the west, across to Shenfield and Abbey Wood in the east, the new railway will cover over 100km of track including 21km of new twin-bore rail tunnels and nine new stations. From improving journey times across London, to easing congestion and offering better connections, Crossrail will change the way people travel around the capital. Crossrail will, for the first time, deliver a direct connection between all of London’s main employment centres; linking Heathrow with Paddington, the West End, the City and Canary Wharf. The new railway will reduce journey times, ease congestion and improve connections. Up to 24 trains per hour will operate in the central section between Paddington and Whitechapel during peak periods, with each train able to carry 1,500 passengers. An estimated 200 million people will travel on Crossrail each year. Many of these people will be making the switch from road transport to an environmentally sustainable railway. When Crossrail opens in 2018, it will increase London’s rail-based transport network capacity by 10 per cent and dramatically cut journey times across the city. Through new transport links and significant over-station developments being delivered, Crossrail will leave a legacy of economic sustainability. The new railway will support regeneration across the capital and add an estimated £42bn to the economy of the UK. Crossrail already delivers social benefits across the UK with thousands of jobs and business opportunities for companies of all sizes. As Europe’s biggest construction project, Crossrail is also creating thousands of jobs and training opportunities as well as business opportunities for companies of all sizes to supply services and materials. Crossrail will make travelling in London and the South East easier and quicker, and help to reduce crowding on London’s transport network.

About Crossrail Limited Crossrail Ltd (CRL) is a company which was established in 2001 to promote and develop these vital links to meet the needs of people and businesses throughout the South East, and to ensure that London continues in its role as the Europe's leading financial and business centre. It was a 50/50 joint venture company between Transport for London (TfL) and the Department for Transport (DfT) until 5 December 2008 when it became a fully owned subsidiary of TfL. Sponsors and Partners Crossrail's Sponsors are the Mayor of London, through Transport for London, and the Secretary of State for Transport through the Department for Transport. The project is being delivered in conjunction with a range of partners including Network Rail, BAA, Canary Wharf Group, Berkeley Homes, and the City of London.

Funding The funding framework for Crossrail was put in place in October 2007 when the Prime Minister announced that Crossrail’s cost will be met by Government, the Mayor of London and London businesses. Following the Comprehensive Spending Review in October 2010, a funding envelope of £14.8bn was agreed to deliver the Crossrail scheme in its entirety. The key elements of the funding package are as follows: 1. The Mayor of London, through Transport for London (TfL) and the Greater London Authority (GLA), will contribute £7.1bn. This includes a direct contribution from Transport for London of £1.9bn and contributions raised through the Crossrail Business Rate Supplement (BRS), section 106 and the Community Infrastructure Levy (CIL). 2. Crossrail fare-payers will contribute towards the debt raised during construction by TfL. 3. Government will contribute by means of a grant from the Department for Transport of £4.7 billion during Crossrail's construction. 4. London businesses will contribute £4.1bn through a variety of mechanisms, including the BRS.

5. Over 60% of Crossrail’s funding will come from Londoners and London businesses. 6. Network Rail will undertake works costing no more than £2.3bn to the existing national rail network raised through projected operating surpluses from the use of Crossrail services. 7. The £14.8 billion funding envelope for the project is a fully inclusive cost, allowing for both contingency and expected inflation.

The role CRL Chairman Terry Morgan, with the support of Sponsors, is looking for an experienced and senior business/organisation leader with preferably a blend of public and private sector experience to join the Board. The successful candidate will need to be genuinely independent with a working knowledge of London at both a political and organisational level. He is looking for someone who is truly independent in their thinking and who brings diversity of experience and background to a Board which is rightly dominated by engineering leaders. This is a strategically important Non-Executive position and the successful candidate will play a highly influential and visible role in Europe’s largest rail infrastructure project. The Non-Executive Directors are members of the CRL Board and share collective responsibility with the Executive Directors for the effective/safe delivery of Crossrail. The Non-Executive Director will bring an external perspective, provide critical and objective challenge, and act as ambassadors for Crossrail. An important role of the Non-Executive Director is to sit on the Board Committees and be a part of with the effective governance of the project. The Non-Executive Director reports to the Crossrail Ltd Chairman.

Key responsibilities and accountabilities 1. Serve as a member of the CRL Board and, in common with other members of the Board, ensure the discharge of responsibilities of the executive committee in accordance with the Sponsors’ Requirements. 2. Provide independent and objective viewpoint, constructively challenge, and contribute to the safe and effective delivery of Crossrail. 3. Provide independent, external perspectives on key decisions that are consistent with the aims and objectives of Crossrail. 4. As a member of any Board committee ensure accountabilities for delivering Crossrail safely, on schedule, within funding limits, and to a world class standard are met are effectively discharged

Person specification We are looking for an entrepreneurial person with extensive Board level or recent senior level executive experience within the public or private sector. The person will need to have: •

an appreciation and understanding of Crossrail, Europe’s largest infrastructure project;



an appreciation of Crossrail’s unique context (e.g. straddling the commercial and public sector in relation to funding, employment, community);



an ability to bring a ‘bigger picture’ perspective and fresh thinking to the discussion of organisation and strategic issues;



the ability to constructively challenge and contribute to the attainment of the Company’s stated goals for the delivery of the Crossrail project;



experience of construction around complex, commercial contract management and negotiations;



a willingness to act as an ambassador for Crossrail at all times;



the ability to support and hold the executive to account with confidence;



the ability to challenge ‘the way things are done around here’ with tact, wisdom and discretion;



the skills and experience to quickly assimilate numerous complex and diverse issues, and work to resolve competing and conflicting issues in a timely fashion;



excellent communication and relationship building skills.

Safety Safety is our core value. The Non Executive Director is expected to hold the executive to account for the safe delivery of the project, ensuring the executive team, at all times demonstrates strong leadership on health and safety, going above and beyond meeting CRL’s and the individual’s own statutory.

Diversity The Board needs to reflect the diversity of the wider Crossrail organisation and the communities we serve. We encourage applications from those whose appointment would increase the diversity of the board in relations gender or ethnicity etc. The Non Executive Director would be a champion for respect and fairness.

Terms of appointment The appointment will be for one three year term and remunerated at £40,000 a year. Overall we anticipate that the appointee will spend approximately twenty-five day a year on work for the company. The Chairman wishes this appointment to be made in a timely fashion and anticipates holding interviews in late September 2015
