BELT PARKWAY BRIDGE VERTICAL CLEARENCE AND TRUCK TURNING ANALYSIS OF INTERCHANGES FOR STUDY OF ALLOWING TRUCKS ON BELT PARKWAY DURING CONSTRUCTION OF CONTRACT HBQBQE

BeltParkwayClearanceandEntranceSurvey SummaryofFindings ThisworkisbeingprogressedincooperationwithothertasksbeingstudiedfortheBQEworkfromSand StreettoAtlanticAvenue.Thepurposeofthisworkistodeterminethefeasibilityofallowingtrucksto utilizetheBeltParkwayasanalternaterouteduringtheconstructionworkontheBQE.TheBelt ParkwaycurrentlyisconfiguredfornonͲcommercialtrafficonly.Atthepresenttimetherearesome expressbusroutesandlocalbusroutesthatutilizeportionsoftheBeltParkwaybutthatislimited. ItshouldbenotedthattheBeltParkwaywouldbeusedbytrafficcomingfromBrooklynBatteryTunnel orfurthersouth.TrafficfromBrooklynBridgeandManhattanBridgeheadingnorthstillneedstobe accommodatedthroughportionoftheproject,inadditiontrafficheadingsouthfrombothofthese bridgeswouldneedtobedivertedelsewhere. ThereareseverallimitationsthattheBeltparkwaypresentstoallowtrucktraffictoutilizethefacility andtheyare: 1. 2. 3. 4.
Narrowlanewidths SubͲstandardturningradiionmanyentranceandexitramps Lowverticalclearanceissuesonmanystructuresthatspantheroadway. LowLiveLoadCarryingCapacityofbridgesthatcarryBeltParkway
Thisstudyseekstolookattheseissuesfromascientificandeconomicpointofviewtoestablishthecost ofmakingtheparkwayintoatruckcompliantroadway.Thisstudydoesnotaddressthefactthat Parkwaysarenotavailabletotrucksnordoesisaddresswhattheresidentsandbusinessesalongthe throughfarewouldsay.Additionally,thereisnoprovisioninthestudyforlandacquisitionasthosecosts areadditionaltothecostsofbuildingwhatwouldberequiredtomaketheroadwaytruckcompliant. Additionally,thereisanassumptionofafulllengthtruckutilizingtheinterchangesasthatdeliversthe mostcostadversescenario.ThetruckallowancecouldbereducedtoaWBͲ40loadwhichwouldreduce thecostfactorsrequiredtoperformworkoftheroadwaysoftheinterchangesbuttheheightclearance issueswillnotbereduced. History TheBeltParkwaywasconstructedinthe1940’sand1950’sbyRobertMosesandisconnectedtothe BQEat65thStreetinBrooklyn.ItrunsaroundBrooklynwitheithertheparkwayelevatedorthelocal streetselevatedateachcrossing.TheparkwaycrossesnumerouswaterinletsfromJamaicaBayandis crossedbyatleastfourtransitlinesoverhead.Manyoftheoverpassesandunderpasseshavestone claddingand/orstoneattachedtothestructuraloverpass.
Overtheyearssinceitopened,therehavebeennumerousstructuresthathavebeenworkedoneither byinͲhouseforces,componentrehabilitationorpartial/fullreplacements.TherecentworkontheBelt hasbroughtseveralstructuresuptofederallimitedaccesshighwaystandards.However,therearestill manystructuresthatarewhollysubͲstandardandthosewillbeviewedinthisstudy. Thisstudyisconfinedtothelimitsfrom65thStreetinBrooklynandSunriseHighwayinQueens.Thereis alsoconsiderationgiventostoppingattheVanWyckExpresswayasthatwouldthenformaloopof limitedaccesstruckrouting.However,therearealsosomeintersectionissuesontheQueenslegthat poseseriousissuestotruckstransferringontotheNassauExpressway. 1. LaneWidth. ThelanewidthonmuchoftheBeltParkwayis11foot.Thisisclearlylessthanthe12foot requiredontheInterstatesystemandtherearenoshouldersexceptinthelocationsofthe6 bridgesinthecurrentBeltprogram.Ifweassumethataddingtherequiredshouldersis necessarythecostofthatalonecouldbeprohibitive.However,therearecertainlyportionsof theroadwaywherethiscouldtakeplace. Assumingjusta12footwidelanewidthitwouldbepossibletoinstallalongtheentirelengthwe arelookingataddingthreefeetineachdirection. Thatcostwouldberoughly$50millionplusdrainagerelocationsandusercostassociatedwith thisconstructionduetodelaysexperiencedbythetravellingpublic. Theothersignificantportionofthecostofthisistowidenanybridgesthatdonot accommodatethefulllanewidthsthatcarrytheBeltParkway.Thiswillrequirediscussionswith NYSDOT,DPRandothersintheareasofthesebridges.Thespecificsofthisareasfollows: A. BSHPoverBayRidgeAvenue(BIN221249) Thisbridgewasjustreconstructedandisexpectedtohavearatingabove6.0.Itdoeshave enoughlanewidthbutwillnotaccommodateshouldersunlessalaneiseliminated. B. BSHPoverBayParkway(BIN2231319) TheBayParkwayBridgeonlyaccommodatestheexistinglanewidths.Thebridgeiscurrently rated4.533andisnotfundedinthecurrent10yearplan.Theworktowidenthisbridge couldbeincludedintherehabilitationcontract.Thewideningwillbetheminimalifitisjust toaccommodatethe12footwidelanes.Ifshouldersaretobeputintherewillbealarge impactontheDPRlands.Theestimatedcosttoperformthisworkis$50millioninFY17 dollars. C. BSHPover26thAvenueBIN2231329) The26thAvenueBridgeisaridgedframestructureandhasclearanceissuesoverthe roadwaybelow.Thecurrentstructuralratingis4.600anditisnotcurrentlyinthe10year capitalplan.Thereissomelandoneithersidetoaccommodatethewideningbutitisnot clearifshoulderscouldbeinstalled.Thecurrentestimatetoperformthisworkis$45Min FY17dollars.
D. BSHPover15thStreet–ShellRoad(BIN2231330) Thisbridgeisaddressedinthebridgeareainthatthetransitlinegoesoverthisbridge. E. BSHPoverOceanParkway(BIN2231360)TheOceanParkwayBridgewasreconstructedin the2000’sandwasbuilttofederalstandardswithshoulders.(Nocost) F. BSHPoverSheepsheadBayRoad(BIN223140Ͳ9) G. BSHPoverOceanAvenue(BIN223141Ͳ() H. BSHPoverBedfordAvenue(BIN223142Ͳ9) I. BSHPoverNostrandAvenue(BIN2231439) TheabovefourbridgesareallonaraisedsectionoftheBeltinSheepsheadBay.Thebridge ratingsare4.738,4.306,4.278,and4.264respectively.Therearewoodedembankmentson bothsidesoftheparkwaysothereisroomtoinstalltheadditionallanewidths.Theremay alsoberoomtoinstalltheshouldersbutthatmayeliminateorseverelyimpactthegreen space.Thesebridgesarebeingbundledintoadesigncontractforinclusioninthe10year plantheestimatedcostoftheprojectis$230MinFY17dollars. BSCPoverRockawayBoulevard(2231601/2)NYSDOTownedfacility) OnepointthatneedstobeaddressedisthattheBQEhas11footwidelanesinsomeportionsso itisnotunknowntohavenarrowerlanesfortruckaccess.Thereforemuchoftheinformation abovecanbemodifiedornegatedforatemporarytruckroute.However,thecommunitiesalong theroutewilllikelyopposeputtingtrucksonthebeltand/orrequirethatnoisebarriersbe installedwhichwouldcostasizableamount(muchmorethanthebridgework)andbecomea maintenanceissueaslongastheyarethere.
2. IntersectionCompliance. Theintersectionsareallsubstandard.Tobringtheintersectionstocurrentstandardto accommodateaWBͲ67tractortrailerrequiresasubstantialamountofrealestateandmaynot bepossibleatallintersections.Thesemovementswillalsobecompoundedbythefactthat someofthebridgeswillneedtobefurtherelevatedtoaccommodatetheclearance. Additionally,therearelocationswhereeitherparklandwillbeneededorthegeometryand elevationwillnotallowafullWBͲ67tomaketheturn.Itisalsoamajorissueforadjacent roadways,bridgesandpropertyowners. ThereneedstobeaclearpathtoanymajordeliverysitesuchasJFKInternational.Thatwill requireamajorreconfigurationoftheinterchangeatCrossBayBoulevardorabetterfeedto eithertheNassauExpresswayorServiceroadjusttotheeastofCrossBayBoulevard.Thecostof bridgeworkisaddressedinthenextsectionbutthecostoftheongradeworkcouldbe substantial. InlookingattheinterchangesonlyFlatbushAvenueallowsforallmovementsofaWBͲ40truck. Alltheotherinterchangeshaverestrictionsofoneormoremovements.Asthetrucksgetbigger theinterchangesdegradequicklytothepointthatforaWBͲ67truckthereareonlyoneortwo allowablemovementsandsomeinterchangeshavenone. Morerigorousdesignandlayoutwouldneedtobedonetoformulateestimatesforthework butitshouldbekeptinmindthatthebridgesovertheBeltincreasethecostsforthework.Asa roughestimateforcomparisonwethinkthatitwouldcostroughly$5MͲ10Mperinterchange forreworktoaccommodateaWBͲ40truck.$20MͲ$25MforaWBͲ62truckand$30MͲto $35MmillionforaWBͲ62truck.Itshouldalsobenotedthattherewillbeinterchangeswhere nothingcanbedoneoronlysomemovementscanbemade.. ItisalsounclearastothecompatibilityoftrucksandtherampstoandfromtheVerrazano Bridge.Wedonothavethefinalconfigurationfortheworkthatiscurrentlytakingplaceand futurework. 3. BridgeClearance ThisstudylooksonlyatverticalclearanceissuesthatwouldaffecttruckstravellingontheBelt Parkway.AsindicatedearliertherearenumerousstructuresthatspantheBeltthatpresenta clearobstacletotrucktraffic.Typicallytheclearancewearelookingforis15feet. A. BeltParkwayatthesplitwiththeBQE(BIN106531E) TheBeltParkwayatthesplitwiththeBQEisasinglelaneentranceandexit.Thegeometryis setandtherearenoclearanceissuesthatarepresent.(NoCost) B. 81theStreetPedestrianBridge(BIN2231250)

The81thStreetBridgeisastandardpedestrianbridgebuilttoaccommodatethelocal communityaccesstothewaterfrontpark.Thisbridgeisnotpostedforverticalclearance, howeverdatabaseindicatesaminimumverticalclearanceof13feetͲ3inches. 92ndStreetPedestrianBridge(BIN2231260) Thispedestrianbridgewaspartofthreebridgestobereconstructedduetoitscondition.It iscurrentlyratedat3.541.Thebridgehasapostingof11feet9inches.Thebridgeisowned byDPRandtheyhavenotfundedtheconstruction.Itisunknownwhenthosefundswillbe madeavailable.Thereconstructioncostisexpectedtobe$15MillioninFY17. 4thAvenueRamp(BIN23231270) The4thAvenueBridgehasacurrentconditionratingof4.761.Withthatratingitisnotinthe currentcapitalplanforreconstruction.However,theClearanceispostedat10feet4inches. Thismeansthatthebridgewouldneedtobereconstructedatahigherelevationtoallow trucktraffictopassbelow.Thatmeansthatthestructurewouldhavetoberaisedbyatotal of3feet8inchesthroughacombinationofstructuraldepthandpossibleeliminationofthe archways.Thetopographyintheareacouldsustainthatgradechangebutitwillsurely affectlandownedbyDPRandlengthentherampapproachtotheBeltParkway.The estimatedvalueofthisworkisapprox.$30MillioninFY17dollars. VerrazanoBridge TheVerrazanoBridgespanstheBeltatgreatheight.Therearenoclearanceissues. Bay8thStreet(BIN2231290) TheBay8thStreetBridgeisatwospansteelbridge.Itbringstrafficfromlocalstreetsand fromtheBelttolocalstreets.TheBay8thStreetbridgeisnotpostedforverticalclearance andminimumclearanceis14feetͲ6inches.Thismeansthatitwouldneedtoberaisedby6 inches.TheDPRparklandoneithersidewillbeimpactedaswewouldneedtobuildtothat andincreasethelengthsoftherampstotheBelt.Inincreasingtheheightofthisbridgeit maybeworthjackingtheexistingbridgeasthecurrentratingis5.921.Thecostofthiseffort isexpectedtobeapproximately$25millioninFY17dollars.Sideclearancewouldbean issue. 17thAvenueBridge(BIN2231300) The17thAvenueBridgehassufferednumerousbridgestrikesovermanyyears.Ithasbeen repairedmultipletimesandstillgetshitastheclearanceis10foot8inchesintherightlane. WideningthestructurewillmeanreplacingitastheexistingstructureisathruͲgirderbridge. Inordertoreplacethebridgethewideningwouldhavetobetoonesideortheotherfor thelengthofthebridgeandwouldimpactthesupportstructureforthecurrentelevated subwayline.Inordertokeepthesametypeofprofilethesubwaylinewouldneedtobe jackedforadistanceofapproximately150linearfeetoneithersideofthehighwayplusthe widthofthehighway.Itiscurrentlyunclearthattheexistingframeworksupportingthe elevatedlinewouldsupportthischangeinelevationontheexistingsupports.Anentirenew frameworkforthetransitstructurewouldbeneededforabout450LF.Thiswouldbe estimatedtocost$160Mto190M. PennsylvaniaAvenue(BIN2231519) PennsylvaniaAvenuecurrentlyisratedat5.694.Thisbridgeisnotpostedforvertical clearancehoweverminimumverticalclearanceis14feet–5inches..Thebridgecouldbe jacked7”toachieve15’–0”clearanceandtheinterchangereͲgradedtoaccommodatethe gradechange.Theestimatetodothisis$20MinFY17dollars.ErskineStreet(BIN2269600) ErskineStreetBridgewasbuiltbythedeveloperoftheshoppingmalljustnorthofthe parkwayandwasbuilttofulltruckheight. CrossBayBlvd(BIN2231559) CrossBayBoulevardBridgeiscurrentlypostedat12feet6inches.Itwouldneedtobe raised2feet6inchestomeetthetruckstandard.Thebridgeisratedgoodat5.083andis notinthecurrentcapitalplan.ThisbridgeisalsojustsouthoftheCrossBayBlvdBridge overtheConduitbyaboutablockortwo.Thislocationwillrequireextensiveworktobring
itintoatruckstandard.AtjustpastCrossBayBlvdtheBeltShoreParkwaybecomestheBelt SouthernParkwayandtheremaybewaysfortruckstoexitatCrossBaypriortoentering theNassauExpressway.HoweverinitscurrentconfigurationitcanhandleonlytheWBͲ40 Truckon8outof9movements.Beyondthatitcanonlytakethe5ofthe9fortheWBͲ62 andonly4ofthe9fortheWBͲ67Truck.Theexpectedcostoftheconstructionwouldbe$ 130,000,000inFY17dollars.AgainthisisonlyforthebridgeovertheParkway. V. SouthConduitBoulevardBridge(BIN2231560) TheSouthConduitBridgehasastructuralratingof5.268andisnotcurrentlyshowninthe capitalplan.Italsodoesnothaveaclearancepostedsothelanewidthsaretheonlyissue. W. CohancyStreet(BIN2231570) CohancyStreethasaclearanceof10feet5inchesandastructuralratingof4.395.Itwould needtoberaisedby3feet7inches.Thatwillrequiresubstantialapproachworkanditis estimatedtocost$40millioninFY17dollars. X. AqueductRaceRamp.(BIN2231580) ThisstructureisownedbythePortAuthorityofNY&NJandwasbuilttofulltruck clearance.Noworkneedsbeperformedexceptasneededforlanewidthsadjustment. Thebridgehasaclearanceof10feet8inchesandmustberaisedby3feet4inches.This increaseinclearancewouldremovethelastobstacletotheexitontotheserviceroadorthe NassauExpressway.Thecostofanewstructureis$35MillioninFY17dollarshoweverthe costofregradingandreconfigurationoftheapproachesaddsabout$15to$20Millionto theproject. Z. LeffertsBoulevard(BIN1076650)LeffertsBoulevardisaNYSDOTownedstructure.Itisnot postedsotheassumptionisthatthereisadequateclearance. TherestofthestructuresshownbelowwouldtakeatrucktotheSunriseHighwaybutthey areamixofNYSDOT,MTAandNYCDOTstructures.TheNYCDOTstructurespresentthe mostconstrictiononclearancebuttruckscouldexittheBeltParkwayandtravelonthe serviceroadStateRoute27orontheNassauExpressway878.Wehavemarkedbelowthe clearanceissuesontheCityownedstructuresbutitisnotnecessarytomodifythose structuresifallowancewillbemadeforthetrucksonthealternatesshownabove. Thisstudywasundertakentolookatthetechnicalfeasibilityandthecostsofintroducingtrucks totheroadway.Itshouldbenotedthatwideningtheroadwayto12footlanesandshoulders hasbeendonewherefederalfundshavebeenutilizedforbridgereplacementsbytheNYCDOT. However,thatworkislimitedtothecorridorbetweenKnappStreetandPennsylvaniaAvenuein Brooklyn. TheBeltParkwaystillhaslongstretchesthatpresentmajorheightrestrictionstotrucks. Additionally,theinterchangesarenotfullyconfiguredfortrucktrafficandwouldrequire modificationstoallowtruckstofreelyenterandleavethehighway.Theinterchangeworkalone presentsnumerouspropertyandgradechangeissuesthatwilldriveupthecostofallowing trucksontotheroadway. Thecurrentallinis$2.9BilliondollarsplusanyworktheNYSDOTwouldneedtoperformand exceedsthecurrentprojectedvalueoftheworkontheBQE.Thatdollarvalueisprobablynot attainableandexcludespropertytakingsandforceaccounts.Italsodoesnotincludeanynoise wallsorotherfeaturesthatcommunitiesalongtheroutemayinsiston. Onemajorwaytoreducethecostistoaccepttheroadwayatthecurrent11footwidth.That wouldtake$1.075Billionfromtheoverallestimatedcost.However,thatisnotthefederal standardsowewouldacceptthelanewidthasasubstandardfeature.Whilethismaybean issueitispossibletoproceedasthecurrentBQEhas11footwidelaneinsomeportions. Additionally,ifthetrucksareonlyallowedontheBeltuntiltheygetoffforeitherRoute27or Route878thenthecostisreducedbyanadditional$192million. ThesecondwaytoreducethisnumberistolimitthesizeofthetrucktoWBͲ40.Thatreduces thecurrentnoavailablemovementssubstantiallyandbringsthecostdownby$200Million. Theotherwaytoreducecostistolimittheheightoftruck.Thisisextremelyhazardous.At presentNOTRUCKSarepermittedontheBeltyetwecurrentlyhavebridgestrikesregularly.
Thebridgethatgetshitthemostoftennowisthe17thAvenuePedestrianBridgewhichisgoing intoconstructiontobereplacedinFY17.Additionally,the27thAvenuePedestrianBridgewill alsobereplacedaspartofthesamecontract.Thequestionisatwhatlimitdoyousetthe standardandhowisitenforcedtoprotectthebridges. Ifthelimitweresetat12foot6inchesthatwouldreducethecostto$780Millionpluswhatever additionalworkwouldbeneededtohandletheenforcement.Theenforcementcouldbe protectionbeamsateachstructurewhoseclearanceislessthanthestandardorprotection beamsatinterchanges.Thecostfortheseprotectionbeamsisnotincludedinthe$780million. Itdoesnotseemprudenttogoanylowerthan12foot6inchessothisstillleavesthetwoMTA railfacilitiesovertheBeltand12NYCDOTstructurestobedealtwith.Thesefacilitiesinclude fourpedestrianbridgesand8roadwaystructures.Currentlyonlytwoofthepedestrianbridges areprogramed.Inlookingthroughthesefacilitiesweareassumingreplacementsforthefour pedestrianbridgesand,replacementsfor4NYCDOTroadwaybridges,jackingoftheMTA structureattheConeyIslandYardby4inchesreducingthecostbe75%,Jackingandpavements on4NYCDOTroadwaybridges,Majorworkonthe4trackstructureacrosstheroadwaysat SheepsheadBay.Theenforcementeffortswouldprobablyaddabout$25to30millionthework. Therefore,thelowendnumberisinthe$800milliondollarrangeanddoesnotgetthefull desiredclearance. ThereisalsoatimingissuethatatpresentisunknownbuttheBQEconditioniscurrentlybeing assessed.Thecurrentplanhasonlyaveryfewofthestructuresplannedforworkinthenext10 years.TheBQEisontrackforaFY18construction.Inordertomaintainthatschedule,work wouldneedtobeperformedtofullyassess,designandconstructthebridgesthatareimpacted bythisconstructionrouting.PreparingtheBeltParkwayfor2018isamajortask.NYCDOT procurementmethodsarenotasquickaswewouldlikebutitwouldbeatallorderto coordinatetheworkon14structures3ofwhichareownedbyothersand11thatareunder NYCDOTownership. Itisalsoasensitiveanalysis.Iftheheightlimitweretogoto13footthenfour(4)additional structureswouldbeinvolvedandthecostswouldrisedramaticallybothforamajorityofthe bridgesincludedinthe12’Ͳ6”analysisandthefourbridgesaddedtogetto13foot.Thisputs thecostsintheareaof$1.2Billionanditisnotclearwhatbenefitisgained.Additionally,this wouldcompoundthetimingandworkissues. Onelastpoint,theongoingworkattheBeltoverGerritisenInslatandtheBeltoverMillBasin willbringthosebridgesintoconformance,However,thebridgeatGerritsenwillbein constructionfortwomoreyearsandthebridgeatMillbasinwillbe4years.Theycurrentlyhave 5tonweightpostingssoputtingtrucksontheroadwaycurrentlyisnotrecommended. Conclusions
TheBeltParkwayisalimitedaccessroadwaydesignedforpassengervehicles.Thisstudylooked atthepossibilityofconvertingittotruckuseforthetimethattheBQEisunderconstruction. Thestudyonlylookedattheworkcostsfortheroadwayandbridges.Thestudydidnotlookat thecostsforproperty,treedisplacements,noisewallsandotherfeaturesthatmayneedtobe incorporatedshouldtheBeltbeconvertedtoatruckroute. Inshorttheminimumcostis$800millionandthatonlygetstoapointwherea12foot6inch hightruckwitha33foottrailercouldutilizetheroadway.Whilethismaycovermanyofthe truckloadsthattraversetheroadwayswithinthecityitdoesnotcoverallofthetrailerlengths andseparatingthemoutisanissue.Ithasalsoatimingissuebasedonbothongoingworkand theworktogetthebridgesthatneedtobejackedorreconstructed.Thisoptionprobablycould notbeinplacebefore2020atbest. Thecosttogettoafullinterstatehighwayheightandwidthisexpectedtobe$2.9Billionplus thecostsforproperty,treedisplacements,andotherenhancements.Againthishasaneven longertimehorizonandmuchmoreoutsidecosts.Thisismorethanthecurrentcostassociated withtheworkprojectedfortheBQE. Inordertoproceedwithanyoftheseoptionsdiscussionsandissuesneedtobeaddressedwith multipleCommunityBoards,CouncilDistrictsandBoroughs.Thereisanissuewithtrucknoise thatwouldneedtobeaddressed.Thereisthereconfigurationofinterchangesthatgetmore complicatedasthestandardtruckclearanceisapproached.Therearethereallifetimingissues thatwouldbebasedontheworktobeperformedontheBQE.Therearethepoliticalrealities alongthehighwaycorridor. Therawcostoftransformingtheroadwaytoatruckrouteisstaggering.Wewouldnot recommendproceedingwiththatpath.
