REQUEST FOR PROPOSALS

Pavement Management Data Collection and Integration I.

Introduction

The City of Nashua, hereafter referred to as the City, has recently selected Carte Graph operations management systems for the purpose of implementing asset management (that includes roadway pavement) and work order capabilities within the Division of Public Works. The City is seeking professional pavement management services to develop, implement, and support a long-term Pavement Management Program that will integrate with Cartegraph and the City's extensive Geographic Information System (GIS) mapping database. The goal is to have a comprehensive pavement management program that will use the software to help select candidate road segments for repair and paving. The City desires to improve management of roadway funds by predicting pavement and roadway asset deterioration ; identifying cost effective repairs; programming better Capital Improvement Projects (CIP) for utility coordination; and determining future spending levels to sustain roadway deterioration such that each road dollar is maximized. In addition, the City desires a system that will develop and implement of a plan to evaluate pavement condition while evaluating sewer pipe condition in the same street to determine the best approach for paving and sewer replacement. The plan should identify pavement needing upgrading along with sewers in need of repair and/or replacement to allow for the best use of funding. The City currently uses the VHB Road Manager for Pavement Management software in developing its annual paving program and maintains a master paving li st that contains a paving history of certain streets. Related data will be made available to the selected consultant. II.

Services Required

The consultant shall demonstrate in the proposal how each subject area below will be considered: •

Kickoff Meeting. Attend an initial meeting with the City staff to review project goals and the data collection procedure and li st of roadway segments to be inventoried. Database Development. Work with City staff to review the database design and refine as needed based on comments received. Data Co llection. Complete the collection of the pavement distress data for the approximately 310 miles of local roadway. Quality control to ensure the data's integrity is essential and must be explained. The format of the database would conform to ES RI standard s to allow integration with GIS. Pavement Funding Impact Analysis. After system configuration, consultant will analyze 3, 5, 7 and 10 year funding models using CarteGraph's analysis module.

Final Report and Presentation. Prepare a report summarizing the results and recommendations of the Pavement Management Study. Present findings and recommendations for a Pavement Mnagement Program that is achievable for the City. The final report will be due six months after Notice to Proceed. GIS Integration. The ideal pavement asset management system would use GIS as a tool to efficiently develop strategies for maintenance and replacement of infrastructure beyond what Cartegraph is providing. Software Training. Train staff and get program up and running. Meetings and Presentations. Attendance at up to four (4) meetings with City staff and two presentations to public boards.

Submission Requirements

A. Narrative - The submission should discuss at a minimum the following: a. Project Team- Submit a Statement of Qualifications that identifies specific staff to be assigned to this project and their experience on similar projects. b. Project Approach - Include an understanding of the general approach for delivering the requested services in the above subject areas. Demonstrate the consultant's desire to provide the tools that will improve the City ' s resource allocations. c. Project Schedule - Include a proposed schedule detailing the main progress milestones. d. References - Provide three or more references that are knowledgeable about the consultant's experience on similar or related projects. B. Fee Schedule - The submission must include a fee breakdown by task, which includes man hours, indirect and direct costs. A summary for the total cost must be included. The City reserves the right to negotiate with the selected consultant the type of tasks and fee amount. As a Request for Proposal (RFP), this is not an Invitation to Bid, and although price is very important, other factors will be taken into consideration. The City reserves the right to award all of, or a portion of the work outlined above. IV.

Selection

The City will select the proposal from the consultant that is most qualified and responsive, and with a reasonable fee. Negotiations in the scope of work and fee may be required. Should the City determine an agreement cannot be reached, the City will negotiate with another respondent. V.

Contract

A template for the City of Nashua ' s professional services contract that will be used to execute the agreement between the consultant and the City is attached.
