PIBT GOVERNANCE STRUCTURES Background: Perth Institute of Business and Technology (PIBT) was established in 1994 in partnership with Edith Cowan University. PIBT was created to provide pathways for students wishing to complete a higher education qualification with ECU. The academic governance arrangements determined in 1994 by ECU and PIBT revolved around the creation of an academic advisory committee consisting of representatives from both parties. Subsequently this structure has been supplemented by informal committee meetings between PIBT and individual Faculty groups. In addition, PIBT and its sister partner colleges with ECU (ACBT and AUSI) have similar academic governance arrangements revolving around a peak ECU partner college academic advisory committee. From the non-academic governance perspective PIBT has a senior management group which meets fortnightly and has responsibility for the overall running of PIBT, its ongoing quality assurance, and meeting its internal and external regulatory and accreditation requirements. Each team has regular meetings to discuss operational and planning matters.
PIBT has repositioned itself over recent years. PIBT now: 1. has a range of accredited diploma and advanced diploma programmes, 2. is the accrediting institution for the Navitas Certificate IV Tertiary Preparation Program, 3. has a successful English language centre offering a range of general and academic English language courses, 4. is offering the Professional Year program under licence from Navitas Workforce, 5. has a successful English language testing operation and 6. is working strategically to increase its number of offshore delivery partners. The PIBT governance structures detailed in Diagram 1 and Table 1 are the result of the feedback received from the 2010 PIBT Governance Discussion Paper, Navitas Board delegations processes, reflection on section 17.6 of the Guidelines for the registration of non-self accrediting higher education institutions and the accreditation of their courses/s (relating to National Protocols A and B), expert advice gleaned from the 2010 AUQA Good Practice in Governance in Non-Self Accrediting Institutions workshop, and feedback received from ECU’s DVC (Academic) and PVC (Teaching and Learning). Particular recognition should be made of the College of Law’s Academic Board framework which was listed a best practice exemplar by AUQA. Discuss developments in course design, academic outcomes and implications for PIBT Monitor moderation so that standards are at the same level as equivalent university units Monitor delivery and assessment methods to maximise students’ achievements Review of staffing and student support within the context of maximising student outcomes.
