2015 Plan for Point-in-Time Count of Homeless Persons Columbus and Franklin County Counting Methodology This document provides a brief overview and work plan for the 2015 Point-in-Time Count of homeless persons in Columbus and Franklin County required by the U.S. Department of Housing and Urban Development (HUD). Additional information on issues regarding counting sheltered and unsheltered homeless individuals is forthcoming from HUD. Information is expected to be posted on the HUD Homelessness Resource Exchange. As in 2014, the 2015 Point-in-Time Count will include simultaneous counts in order to have an accurate Point-in-Time Count of sheltered and unsheltered individuals in the community. Population

Count Date HUD requires that all communities conduct their count during the last ten days of January 2015. The date for the count is Thursday, January 29th, 2015 (night of January 28th). The unsheltered count will occur during the day from 9:00 a.m. – 3:00 p.m. for single adults, families, transitional age youth and unaccompanied youth. The count will capture individuals and families that were homeless on the night of January 28th, 2015 by asking about residence for the specific night. A count headquarters site at Veterans Memorial will be established for the count and connection to

services will also be provided to persons who present. Outreach teams will be dispatched throughout the day to known encampments to count anyone who does not present at count headquarters. The meal site count will occur throughout the day of January 29th. Process Management The 2015 point in time count will be coordinated by the Point in Time Count Planning Group acting on behalf of the Rebuilding Lives Funder Collaborative, the entity leading the local Continuum of Care. This group will include representatives from various stakeholder groups including street outreach providers, other community providers who work with homeless persons as well as formerly homeless individuals from CSB’s Citizens Advisory Council. Erin Maus, CSB’s Program Manager will work with volunteers and CSB staff to coordinate the count and evaluation process. The PIT Count Planning Group will estimate the number of volunteers needed for the count and duties involved. Volunteers will be recruited, trained, and assigned as needed to conduct a comprehensive count. Activities Timeline Count
