April 28, 2014 REQUEST FOR INFORMATION (RFI) FOR DBE PROGRAM MANAGEMENT SOFTWARE North County Transit District (NCTD) is issuing this Request for Information (RFI) for the purpose of collecting information and assessing software program(s) available which pertain to implementation, management, and maintenance of Disadvantaged Business Enterprise (DBE) programs for a possible future solicitation. In order for NCTD to gauge availability of software programs, NCTD would like firms to respond to this RFI with information as requested below: 1. Name, address, and brief background of Firms experience and software program(s); 2. Compatibility and Integration with Oracle JD Edwards Enterprise One System; 3. Compatibility and Integration with PlanetBids Bid Management System; 4. Compatibility and Integration with Laserfiche Document Management System; 5. Compliance with U.S. DOT 49 CFR 26; 6. Compliance with other applicable DBE codes, regulations, and requirements; 7. Automated ability to track prime contractor and subcontractor awards amounts, payments, and other contract or DBE requirements; 8. Ability to update and maintain a wide-ranging vendor database including DBE and nonDBE vendors; 9. Insurance Requirements & Compliance Tracking/Monitoring capabilities; 10. Bonding Requirement & Compliance Tracking/Monitoring capabilities; 11. Other Insurance Requirements Management & Tracking capabilities; 12. Ability to assist with DBE goal setting (performance, integration, tracking, etc.) 13. Reporting Capabilities (i.e. standard reports, ad hoc reports, semi-annual reports, monthly reports, etc.); 14. Include any other relevant information pertaining to DBE program management software capacities and capabilities. This RFI will not result in an award of any contracts. If NCTD determines that it is in the best interest of NCTD, a formal competitive solicitation may be issued at a later date. This RFI is issued solely for information purpose; it does not constitute a Request for Proposals or any promise to issue an RFP.

This RFI in no manner obligates NCTD to pursue any contractual relationship with an entity that responds to this RFI. NCTD further reserves the right to cancel this RFI at any time if deemed to be in the best interest of NCTD. NORTH COUNTY TRANSIT DISTRICT BRIEF BACKGROUND North County Transit District (NCTD) is headquartered in Oceanside, CA and provides more than 12 million passenger trips a year to riders. The service area encompasses approximately 1,020 square miles with a population of more than 840,000. NCTD provides five types of transportation—the BREEZE buses, the SPRINTER light rail, the COASTER commuter rail, FLEX demand response and LIFT paratransit service. In fiscal year 2013, COASTER recorded more than 1.6 million boardings; the BREEZE recorded more than 8.6 million boardings; and the SPRINTER recorded more than 2 million boardings. FLEX and LIFT make up the rest of the ridership. For the BREEZE bus service serving over 30+ routes, the primary audience consists of Spanish speakers. For the SPRINTER rail service traveling 22 miles between Oceanside and Escondido, the primary audience consists of students and passengers with household income of approximately $50,000. For the COASTER commuter rail service traveling between Oceanside and downtown San Diego, the primary audience consists of residents between the ages of 35-65 predominately residing in coastal zip codes. NCTD’s geographical reach is strong in San Diego County, with some presence in southern Orange County. NCTD has the following advertising mediums available for trade:  COASTER trains exterior and interior  COASTER Wi-Fi web landing pages  SPRINTER trains exterior and interior  SPRINTER Wi-Fi web landing pages (installation anticipated to be completed by April 2014)  BREEZE buses interior  FLEX and LIFT exterior and interior  Various spaces for ad placement and demonstrations in NCTD transit stations located in Sorrento Valley, Solana Beach, Encinitas, Carlsbad-Poinsettia and Village, Oceanside, Vista, San Marcos (at two colleges) and Escondido.
