Title: Professional Development Consultants, Primary Talent Development (PTD) Early Learning Program, PreK-2 Specifications: Purpose: The purpose of this position is to plan, implement, and evaluate teacher professional development in Primary Talent Development (PTD), a PreK – 2 educational program designed to nurture and challenge primary students through a series of curriculum modules which contain instructional strategies for open-ended, problem solving learning experiences. Background: The Maryland State Department of Education has been awarded a federal Race to the Top grant which includes implementing the Primary Talent Development (PTD) Early Learning Program PreK-2 as an intervention for persistently low-achieving schools and their elementary feeder schools in Baltimore City and Prince George’s County. This is the third and final year of the PTD project implementation. Nature of Work: The professional development consultants in Primary Talent Development will work with the MSDE Project Director and other key personnel to plan, implement, and evaluate ongoing professional development for teachers in the implementation of Primary Talent Development (PTD) in Grades PreK – 2. There will be two sites for the professional development: Prince George’s County and Baltimore City. Consultants may bid on one site or both sites. The consultant will be expected to 1. Plan and implement three half-day PTD teacher professional development sessions that target identified teacher needs (October 2013, January and March, 2014). 2. Create one three-minute web-based lesson to be used as reinforcement/follow-up. 3. Respond to teacher emails on an as-needed basis. 4. Travel to the school sites and implement classroom walkthroughs, PreK-2 (April, 2014). 5. Travel to school sites and conduct end of year PTD portfolio review for PreK-2 at each assigned school (May, 2014) Partial/Multiple Consultants: The MSDE reserves the right to award contract to multiple consultants for the services and materials required in this RFQ. professional development coach; Experience in planning, implementing, and evaluating high quality teacher professional development; Experience in curriculum and/or educational program development, delivery, and evaluation; Knowledge of best practices in identifying and serving gifted and talented students from underrepresented populations: students living in poverty, those who are culturally or language diverse, and those with disabilities; and Proficiency using software programs including Microsoft Outlook, Microsoft Word, Microsoft PowerPoint, and Microsoft Excel.
Education Requirements: The position requires a Master’s degree in Education or equivalency with evidence of coursework in early childhood development, elementary education, and/or gifted education.
Term Of Contract: Contract shall begin on October 15, 2013 and terminate on June 30, 2014. Submission: The Offeror must submit a letter of interest, resume that demonstrates the required qualifications for the services required and the signed (using a blue ink pen) bid form Exhibit A to provide the service detailed in the Nature of Work.
