NOTICE OF INTENT TO MAKE A NONCOMPETITIVE PURCHASE October 22, 2014 Solicitation# 750.10-22-14 The State of North Dakota intends to make a purchase for which we believe there is limited or no competition. The purpose of this notice is to attempt to identify possible alternatives. Requestor: North Dakota Parks & Recreation Department Purchase Description: Design a custom, integrated, web based, software program that meets the combined needs of the trail systems involved with the North Dakota Snowmobile Trail Program. The program will serve as a data base providing accounting software for trail expense management and contact information management. It will provide real time data and trail management accountability through the use of GPS tracking units placed in the state grooming equipment. The program will substantially reduce the paperwork and administrative hours needed to manage the state snowmobile trail program; plus provide an online interactive trail status reporting system to inform riders when the trail was last groomed. The three parts of the project include: 1. Designing an online automated accounting program 2. Establishing code for tracking GPS data and providing the necessary equipment 3. There are 17 states in the U.S. that manage snowmobile programs. The New York snowmobile program implemented this project for administration purposes and found they had to hire a company to build a software program that fit their needs. Research has found other fleet management tracking programs in existence didn’t meet snowmobile trail management needs. Snowmobile trail management GPS tracking needs are substantially different from fleet management. The New York snowmobile program hired Automated Logistics Solutions to design the program and build a platform specific to snowmobile trail management. DETAILED SPECIFICATION This project will involve the deployment, installation, setup, configuration and training for an automated web based management and administrative tool. The project will include the software and other bulleted items in the list below.
Server Based Multi-User Interface Individual user accounts and passwords. User account must capture e-mail and address. Open Source Code (not proprietary) Program / Software must be able to be owned not licensed Program / Source Code belongs to ND, after completion (must be able to be modified by other programmers) Mimics current program and forms Automated Help Desk (help desk needs to notify via e-mail & text that help is needed) Alerts, via e-mail to be sent if a late entry (defined as an entry made later than seven (7) days) Alerts, via e-mail to be sent if an entry is modified or deleted E-mailer: what is desired is a system e-mailer that is able to send an e-mail to an individual up to all users. This would capture the user e-mails from their account information System log to document all user activity Ability to freeze the system to users Ability to keep multiple years Online interactive trail map Program must be installed on our server and operational before payment is made
Support: Include 1(one) year (defined as 365 days) of support to include: State Level Administrator (SLA) direct telephone support. All users; web based help desk with 24hr. response. Up to 10 minor modification or changes. (Minor would be defined as something that does not significantly change the program). Program modification as needed, to maintain compliance with SND Trail Program regulatory changes. Alert modification (s) Data entry as reasonably requested.
