NOTICE OF INTENT TO MAKE A NONCOMPETITIVE PURCHASE May 8, 2015 The State of North Dakota intends to make a purchase for which we believe there is limited or no competition. The purpose of this notice is to attempt to identify possible alternatives. Requestor: ND Information Technology Department Purchase Description: Installation, configuration, and maintenance of DKAN, an open source data publishing and cataloging software that will be used by the State's GIS Hub for GIS data discovery and use. Please see specifications below. Intended Source: NuCivic, Inc., 156 5th Avenue, Suite 502, New York City, NY 10019 Price: Estimated to be approximately $66,375 (includes 2 years of maintenance) Justification: DKAN is built upon Drupal, a website content management software that is already in use by several state agencies. No other known software provides this necessary capability. The use of Drupal in DKAN is a major benefit because of the existing knowledge of Drupal hosting and usage in the state. The use of Drupal allows for improved administration of DKAN functionality and content. SPECIFICATIONS Integration with Drupal The software must be integrated with Drupal to facilitate editing of content, managing user access and groups, and configuring content type including blogs, charts, and dashboards. Utilizing Drupal leverages the existing Drupal investment and knowledge at ND state agencies. Open Source The software must be open source to help mitigate startup and on-going costs. Open source also provides the state with ability to utilize other vendors in the future if desired. Basic Functionality The software must provide for publishing, cataloging, searching, and visualization of data. Authenticated publishers provided the content. Responsive Design The software must be responsive design out-of-the-box to allow its use on mobile devices. Open Data The software must provide out-of-the-box functionality to provide open data functionality which includes but is not limited to charting, downloadable in machine-readable format, accessible via web API. The software must meet Project Open Data requirements. Cloud Hosting Option The State of North Dakota, acting through its Information Technology Department, plans to host the software on its on-premise servers. The software must have a cloud hosting option should the state in the future require hosting of the software on the cloud. Commercial Support A support contract that includes but is not limited to support, bug fixes, enhancements, patches, updates, and customization assistance must be an option for purchase.
