NOTICE OF INTENT TO MAKE A NONCOMPETITIVE PURCHASE 9/24/13 The State of North Dakota intends to make a purchase for which we believe there is limited or no competition. The purpose of this notice is to attempt to identify possible alternatives. Requestor: NORTH DAKOTA DEPARTMENT OF EMERGENCY SERVICES Purchase Description: EMGrantsPro by MB3 is a tool for States to manage every step of the EM grant process, especially geared for Public Assistance and Mitigation. EMGrantsPro is unique in that to our knowledge, no other company offers a web-based solution that handles all tasks related to managing the Mitigation or Public Assistance programs. Intended Source: MB3 Inc. 7512 Dr. Phillips Blvd., Suite 50-112 Orlando, FL 32819 Price: The price ranges from $175,000 to $225,000 depending on the level of customization. Justification: The strength of the system lies in the fact that every aspect of grant management becomes centralized, from Applicant requests which can all be submitted online, to project information which is easily imported from National Emergency Management Information System (NEMIS)/Emergency Management Mission Integrated Environment (EMMIE). The State then has a unique vantage point using the system to know the exact status of Applicants, projects, or even entire disasters in an instant. The system then uses this data to fuel its robust reimbursement process. Large projects are paid based on documented expenses or advances, while small projects are flagged for payment instantly upon obligation. The turnaround time in making payments is reduced from hours or even days to minutes. While generic grant management systems may exist, EMGrantsPro is the only known software available which manages the customized Public Assistance and Mitigation processes, integrating with FEMA’s database to fuel a very custom State reimbursement process.
