Program Requirements

The Air Protection Branch (APB) of the Environmental Protection Division (EPD) with the Department of Natural Resources (DNR) requires analyses of registration data for vehicles registered within the State of Georgia. All vehicle information is being sought specifically in support of short- and long-term planning, including emissions modeling, associated with potential vehicle inspection and maintenance programs throughout the State. The processed registration data will be used: 1. as a means of quantifying the number of vehicles of each vehicle type potentially subject to Georgia's vehicle emissions inspection and maintenance program, including Class 2b vehicles (8,501 to 10,000 pounds gross vehicle weight rating) equipped with onboard diagnostics (OBD-II); 2. as a means of targeting fleets of vehicles, including those used in certain vocations, those potentially capable of being retrofit with emissions control devices, and/or those subject to EPA’s heavy-duty diesel engine requirements1; 3. as inputs into the U.S. Environmental Protection Agency’s MOVES and MOBILE6 emission factor model, used to estimate mobile source emissions in the State of Georgia 4. on as needed basis for such tasks as policy decisions, emissions inventory and transportation analyses and projects. EPD is seeking both lighter-duty vehicle (passenger car and truck) information and heavier-duty vehicle information for all 159 Georgia counties to be provided for the years 2011, 2014, 2017, and 2020. This data, originating from vehicle registration data, VINs, and other sources, is to be collected, compiled, categorized (details on how the data is to be categorized and split is described in this document), and then sent to EPD as a database file(s). The supplier must be able to obtain the Georgia vehicle registration data on their own with EPD unable to obtain this data. In addition, EPD is seeking six reports, provided for years 2014, 2017, and 2020. The required elements of the database file(s) are described here and are to be provided at the VIN record level as well as summarized by county. Further details regarding MOVES, MOBILE, and SCC vehicle categories are described in the Appendix along with additional EPD needs. APPENDIX Additional Details About Georgia EPD's Registration Data Needs for MOBILE6 and MOVES Modeling The Georgia Environmental Protection Division's (EPD) MOVES and MOBILE6-related need for registration data is to specify local "vehicle registration distributions by vehicle age for the 16 MOBILE6 based composite (combined gas and diesel) vehicle types along with the 28 MOBILE6 vehicle split by fuel type along with the 13 source use types used by MOVES. Another categorization based on MOBILE is the 12 SCC Vehicle type split. Notice how all the MOBILE based splits and division between heavy and light duty vehicles are at 8,500lbs so supplier MUST BE able to split the VIN and registration data at 8,500lbs as part of the categorization of data by weight. Separate distributions by age are required for each of Georgia's 159 counties along with population information. The database described above and the supplemental reports should be in an electronic spreadsheet or database format that allows county-level data to be easily combined into distributions for areas of interest -- e.g., nonattainment areas, metropolitan statistical areas (MSAs), rest-of-state rural areas. The 16 composite and 28 MOBILE6 vehicle types are shown in Tables 1 and 2, from the MOBILE6 user's guide2, Appendix B and EPA website: http://www.epa.gov/otaq/models/moves/tools.htm. 12 MOBILE6 based SCC vehicle types are illustrated in Table 3 (also from same EPA website), with 13 MOVES source use types in Table 4, from the 2010b MOVES User Guide3, page 29:

Vehicles with less than four wheels. Four wheel, two axle vehicles whose primary function is passenger transport. Passenger Truck Four wheel, two axle vehicles whose primary functional design is for cargo, but are used primarily for passenger transport. Below is an excerpt, from Appendix G, page G-5 of the 2010b MOVES user guide describing how age distribution is organized: “The age distribution runs from age zero (brand new) to 30 years. All ages greater than 30 years are included in the age 30 group…..The distribution must sum to unity within a source type…. model does not allow separate age distributions for different fuel types if the same source type is selected” and from Section 4.4, page 34-35 of “Using MOVES to Prepare Emission Inventories in State Implementation Plans and Transportation Conformity: Technical Guidance for MOVES2010, 2010a and 2010b”4: “A typical vehicle fleet includes a mix of vehicles of different ages. MOVES covers a 31 year range of vehicle ages, with vehicles 30 years and older grouped together. MOVES allows the user to specify the fraction of vehicles in each of 30 vehicle ages for each of the 13 source types in the model.” MOVES vehicle splits and numbering are based on HPMS vehicle classes are defined as 10 (motorcycles), 20 (passenger cars), 30 (light duty trucks), 40 (buses), 50 (single unit trucks), 60 (combination trucks) with the first number in a source type ID in MOVES matching the first number in the HPMS definition. Below is a description, from section 2.8.7 of the MOBILE6 user's guide, of how MOBILE6 treats vehicle age:

"In MOBILE6, vehicle age always involves a 25-year range, with vehicles 25 years and older grouped together. The range may be expressed as 0 to 24 years (age = calendar year - model year); alternatively its values may be considered to range from 1 to 25 years (age = calendar year - model year +1). Calendar year is the year being modeled.... Note that while there are 25 bins for motorcycle model year fractions, there are only 12 fractions for registration distribution by age for motorcycles”
