PSP CESSNA CARAVAN RECONFIGURATION WORK STATEMENT 1. Objectives. a.

General. The purpose of this project is to solicit bids to provide and install specialized surveillance equipment for the Pennsylvania State Police (PSP) Cessna Caravan. The specification requirements are provided in this document. PSP is seeking a fully functional, turn-key system that will be ready for service upon acceptance by PSP.

b.

Background. This procurement will serve to replace and upgrade surveillance equipment on the PSP Cessna Caravan.

2. Specifications. a.

The equipment and labor provided must meet all the requirements set forth in Sections 2 & 3. Bids taking exception to these requirements, or those not meeting the minimum requirements, may be rejected as non-responsive. If any item offered is different from the specification listed, such difference must be explained in detail. Failure to meet all specifications may result in rejection of the bid. This is a no substitute procurement.

3. General Requirements. 3.1

All work is to be completed in accordance with Manufacturer's Maintenance Manual, Supplemental Type Certificate Installation Instructions, or have Federal Aviation Administration (FAA) approval.

3.2

Vendor must hold a Repair Station Air Agency Certificate under FAA Regulations, with an Operations Specification that includes Cessna 208B, and Pratt & Whitney Engine model PT6A-114A. Vendor shall also hold a Cessna Authorized Service Center Certificate. Mechanics working on PSP aircraft shall be FAA certified and possess Airframe and Power Plant ratings in accordance with Federal Aviation Regulations (FAR) Part 65, Subpart D Mechanics. Additionally, at least one mechanic shall be Cessna 208B and Pratt & Whitney PT6A-114A service school trained.

3.3

Vendor shall be located within seven-hundred fifty (750) air miles of Department Headquarters, 1800 Elmerton Avenue, Harrisburg, PA 17110.

3.4

Vendor shall have a minimum of ten (10) years’ experience in this type of work.

3.5

Vendor shall provide references from customer of similar projects upon request of the PSP.

3.6

Vendor must be able to complete the entire project in a timeframe not to exceed 180 days.

3.7

A copy of the vendor held Repair Station Certificate, and Cessna Authorized Service

Center Certificate shall be attached with the bid submission. Copies of mechanic's Airframe and Power Plant certificates are not necessary. 3.8

Vendor shall have liability insurance of (4) million dollars, and aircraft replacement insurance of $4,000,000.00. A copy of said policy must be provided by the vendor to whom the service/bid contract is awarded. The vendor is required to maintain required insurance coverage throughout the contract period.

3.9

All parts required shall be manufacturer approved, or approved by Supplemental Type Certificate. All parts must be of new manufacture, except for those instances where PSP has approved the use of aftermarket or used serviceable parts.

3.10

Throughout the duration of this contract, the PSP Aviation Inspector may make periodic on-site visits to the vendor's facility. These visits will be necessary to survey the quality of work being performed on PSP owned equipment.

3.11

All parts removed for this installation, and not reinstalled in the aircraft shall be returned to PSP.

3.12

Vendor shall bill PSP for services after they have been completed. Administrative expenses, handling and parts shall be listed separately. Vendor shall submit an itemized list of work performed, with the amount of time spent on each item, and the labor charge for each item.

3.13

Vendor shall perform all work in their facility.

4. Specialized Equipment. The following shall be installed and documented through STC or FAA form 337. 4.1

Remove the existing observer’s station, Gyrocam camera, and all associated components, accessories, and wiring in preparation for installation of upgraded surveillance equipment.

4.2

Provide, install and integrate one (1) Wescam MX-15 surveillance camera as specified in Wescam Specification #13123-2.

4.3

Provide, install and integrate one (1) Churchill ARS-500C: Churchill Navigation Augmented Reality Mission Management System for use with the MX-15 and one (1) ARS-KB-001: NVIS Keyboard. Refer to attached specification sheet.

4.4

Provide and install one (1) STC’d Paravion C208ELP - External Load Provision for Wescam MX-15 camera.

4.5

Provide and install one (1) Airborne Displays 7 inch monitor (AB-07-W-HD-SDI-N) in the cockpit. Refer to attached specification sheet. The existing cockpit monitor must be removed.

4.6

Provide and install one (1) Airborne Displays 17 inch monitor (AB-17-W-HD-SDI-N-T) into the existing workstation. Refer to attached specification sheet. This will require fabricating a new face plate for the existing workstation.

4.7

Provide and install one (1) Airborne Displays 7 inch monitor (AB-07-W-HD-SDI-N) in the existing workstation. Refer to attached specification sheet. This will require fabricating a new face plate for the existing workstation.

4.8

Upgrade current IMT microwave downlink transmitter to the SkymasterTX transmitter, to include MPEG 4 High Definition and MPEG 2 High Definition. Refer to attached specification sheet. This requires the current transmitter to be shipped to IMT for upgrade.

4.9

Install the following equipment into the updated existing workstation: existing audio panel, upgraded IMT microwave downlink equipment, Churchill Navigation ARS (including keyboard), Airborne Displays 17 inch and 7 inch monitors, microwave downlink antenna actuator switch, and any other miscellaneous equipment. This will include manufacturing all support structures and attachments for upgraded equipment and manufacturing a new face plate for the existing workstation.

4.10

Provide engineering for structural, design and analysis for this installation.

4.11

Update Aircraft Equipment List, Flight Manual and Weight and Balance. A Weight and Balance shall be provided with and without the camera turret installed.

4.12

Perform function and EMI-RFI checks.
