Request for Information Electronic Licensing System Pennsylvania Fish and Boat Commission Statement of Problem The current electronic licensing service and system being used by over 900 issuing agents to issue various types of fishing and hunting licenses to resident and non-resident anglers is operating on an eight year old system. The Commission is seeking vendors to demonstrate new electronic licensing systems with current technology employing best practices to provide a robust and comprehensive service and system solution. The Pennsylvania Fish and Boat Commission (PFBC) is issuing this Request for Information (RFI) in order to receive supplier feedback and product demonstrations for a comprehensive Electronic Licensing System with customer relationship management tools and services. This RFI does not constitute a commitment by the PFBC to issue a procurement solicitation, award a contract, or pay any costs incurred in a supplier’s preparation of their response. Any information received in response to this RFI will assist the PFBC’s project team in finalizing a scope of work and requirements for an Electronic Licensing System which may be used at a future date in the issuance of a procurement solicitation. Submitting a response to this RFI is not a guarantee in any way that a supplier will be selected for any subsequent solicitation, nor does it preclude any supplier from responding to future procurement opportunities.

Objectives The Commission is requesting information and product demonstrations on an automated licensing service using their electronic licensing system that will improve the customer and issuing agent sales experience and facilitate customer management. Services may include but not be limited to: • • • • • •

Providing comprehensive services for the Commission to manage and maintain an electronic licensing system. Providing customer relationship management tools and solutions for customer contact and service. Providing a customizable software as a service application that utilizes industry’s best practices in electronic licensing systems management Using web-based Point of Sales system and internet sales capabilities Providing a customer, issuing agent and Commission easy to use and maintain application Develops and maintains customer data that fully integrates our existing customer history and customer identification numbers

Presenting a web presence that is easily customizable to meet Commission needs and that is viewable on any appropriate device. Performing all financial transactions associated with internet sales, financial management and sales accounting Providing business intelligence solutions for data mining using standard, customizable and ad hoc reports, dashboards and queries. Increasing the efficiency of the overall operation. Minimizing costs to the PFBC and issuing agents. Providing the ability to print these licenses on the spot at the issuing agent’s place of business or customer’s residences. Provides all accounting/billing functions. Provides and increase statistical reporting to the PFBC and issuing agents.

Requested Information • • • • •

The PFBC is requesting vendors to come to the Fish and Boat Commission’s headquarters building located at 1601 Elmerton Ave., Harrisburg, PA 17110 to demonstrate their licensing systems and solutions. Vendors will be given up to three hours of time to demonstrate their current licensing systems and show all available applicable services. A committee of commission employees will be present to view the vendor’s systems and ask questions. This committee of employees will also be available to answer any questions from the vendor. Pricing is not required during this 3 hour demonstration. Vendors should supply 20 packs of any printed material for committee members.
