REQUEST FOR PROPOSALS FOR Fire Escape for County Building, 41 Court Street, Skowhegan

I. INTRODUCTION The Somerset County Administrator, acting on behalf of Somerset County, Skowhegan, Maine (hereinafter, the “County”) will receive sealed Proposals for the installation of a Fire Escape for the County Building at 41 Court Street, Skowhegan, Maine. All Proposals are to be submitted in sealed envelopes marked “Fire Escape Project” to the Commissioners’ Office, located at 41 Court Street, Skowhegan, Maine 04976, by 4:00 p.m. on Thursday, August 1, 2013. Any Proposal received after the scheduled opening time shall not be considered. The Proposal must be signed by the Proposer with its full name and address and enclosed in a sealed envelope. Bids will be opened at the Commissioners Meeting on August 7, 2013 at 4:00 PM. Questions regarding this Request for Proposals should be directed toward the County Administrator. All questions by prospective proposers pertaining to this Request for Proposals must be received, in writing, by the Commissioner’s Office at least five (5) days before the date set for the opening of the Proposals. Each Proposer is required to state in its Proposal: the Proposer’s name and place of business and the names of persons or parties interested as principals with it; that the Proposal is made without any connection with any other Proposer making any proposal for the same Services; and that no person acting for or employed by the County is directly or indirectly interested in the Proposal or any agreement which may be entered into which the Proposal relates or in any portion of the profits here from. Pursuant to MRSA Title 14§871(3) any contract in the amount of $100,000 or more must bonded therefore, before signing the contract, the successful Proposer shall provide a performance bond and payment bond, each in the full Contract Price, guaranteeing the CONTRACTOR’S performance and payment if such contract exceeds $100,000. Before commencing work under the Services Agreement, the successful Proposer shall produce evidence satisfactory to the County that it and its subcontractors, if any, have secured public liability, automobile and workers’ compensation insurance coverage's (and for professional service contracts, professional liability insurance coverage).

Each Proposer must be familiar with the site of Service and inform itself of the conditions relating to the area in which the Services shall be performed. The County disclaims any and all responsibility for injury to Proposers, their agents or others while examining the work site or at any other time. Proposers are responsible for all of their costs in preparing and submitting proposals hereunder. No Proposals may be withdrawn within a period of thirty (30) days after the opening of bids. Proposers must submit 5 copies of their Proposals. Proposal forms furnished by the County or copies thereof shall be used, and strict compliance with the requirements of this Request for Proposals is necessary.

II. SCOPE OF SERVICES Installation of a Fire Escape to the East side of the 41 Court St., Skowhegan Building to the specs listed below. 1. The Fire Escape will consist of three landings and be built with Steel and stainless steel, along with aluminum and stainless steel hardware; 2. The top landing will consist of 16 ft. long x 4 ft. off the building as you step out the window located at the East side of the building upstairs; 3. The first set of stairs will have to run out roughly 16 ft allowing you down 12 ft to another 4 ft. wide x 8 ft. long off the building landing. 4. From this landing the next set of stairs will run out roughly 12 ft. with another 7 ft drop in elevation to the final 4 ft. wide by 8 ft. long landing. 5. The last set of stairs will run out roughly 5 ft and get you to ground level. 6. The fire escape will have a 42”tall guardrail with pickets every 4 inches, with a handrail offset at 36 inches tall and continuous all the way down. 7. The steps will have no more than a 7 inch rise with an 11 inch tread. 8. The clearance on the stairs between handrails will be at least 36 inches all the way down the fire escape. 9. The fire escape will be fabricated, delivered and installed with aluminum materials and with stainless steel hardware, or 10. The fire escape will be fabricated, delivered and installed with industrial black, all steel materials. 11. Installation must meet all State and Federal Requirements and codes.

The Completion date must be specified in the bid.

III. GENERAL The Proposal must include all materials, equipment and labor necessary to perform the Services and must state the name of the person(s) or entity(entities) owning the materials and equipment and/or providing the personnel that forms the basis for its proposal. All services to be furnished to the County shall be performed with equipment, methods and use of personnel in accordance with the pertinent Occupational and Safety and Health Act requirements of the State of Maine and the United States.

IV. ACCEPTANCE/ REJECTION The County Commissioners reserves the right to reject any or all proposals and to accept the bid deemed to be in the best interests of the County. The County Commissioners reserve the right to waive any informalities in proposals should it be deemed in the best interest of the County to do so. Proposals may be held by the County for a period not to exceed thirty (30) days from the date of the opening of proposals for the purpose of reviewing proposals and investigating the qualifications of the Proposers prior to the award of consent.
