RFP #1914 Request for Proposal for Architectural Services Scope of Work and Design Documents for Six Single Family & Townhome Communities: Washington Square KenGar Parkway Woods Towne Centre Place (Olney) Sandy Spring Meadow Seneca Ridge February 6, 2014 The Housing Opportunities Commission (HOC) seeks a qualified Architect to perform requested services including the preparation of permit and construction drawings (civil, MEP, structural and specifications based on a conceptual scope of work prepared by HOC) and construction administration. Services should include the architect engaging civil, MEP and structural engineers, as required. HOC will engage any necessary environmental consultants. HOC has obtained approval from HUD to convert a number of its developments from traditional public housing to project based assistance under the housing choice voucher program pursuant to the Rental Assistance Demonstration (RAD) process. The properties identified in the RFP are a portion of the inventory available for this conversion. Implementation of the conversion is to follow the requirements of the RAD.

KenGar Townhomes, a 19 unit townhome community consisting of 7 two‐bedroom units, 5 three‐bedroom units, and 7 four‐bedroom units originally constructed in 1979 and located principally at 10731 Shaftsbury Street, Kensington, MD 20895; 2. Parkway Woods Townhomes, a 24 unit townhome community consisting of nine 2‐bedroom units, nine 3‐bedroom units, and six 4‐bedroom units originally constructed in 1980 and located principally at12933 Twinbrook Parkway, Rockville, MD 20851; 3. Towne Centre Place (Olney) Townhomes, a 49 unit townhome community consisting of 14 one‐ bedroom units, 20 two‐bedroom units, and 15 three‐bedroom units, originally constructed in 1986 and located principally at 3502 Morningwood Drive, Olney, MD; 4. Washington Square, a 50 unit townhome community consisting of 10 two‐bedroom units, 32 three‐bedroom units, and 8 four‐bedroom units originally constructed in 1968 and renovated in 2002, located at 8343 Fairhaven Drive in Gaithersburg, MD 20877; 5. Sandy Spring Meadow Townhomes, a 55 unit community consisting of 25 townhouses and 30 single family homes. All town homes have two bedrooms and a bath, and family homes have three or four bedrooms with 1.5 to 2 baths. Originally constructed in 1980 and located principally at 1 Branchwood Court, Sandy Spring, MD; 6. Seneca Ridge Townhomes, a 71 unit townhome community consisting of 2 one‐bedroom units, 9 two‐bedroom units, 40 three‐bedroom units, and 20 four‐bedroom units that were originally constructed in 1970 and partially‐renovated in 2008, located principally at 19568 Scenery Drive, Germantown, MD. In general, the work will consist primarily of replacement renovations based on market comparables that are energy efficient and cost effective for long‐term ownership to the interiors, exteriors, and adjacent yards, sidewalks and landscape areas of these properties. The work will take place in and around both occupied and vacant units, all owned and managed by HOC. HOC property management will provide access to all units, and will coordinate the scheduling of the work and the day‐time vacating of the units by the residents to temporary “Hospitality Suites” provided by HOC, as needed. HOC is interested in designing the communities based on market comparables that are energy efficient and cost effective for long‐term ownership. Because of this fact, the design work may vary from project to project depending on current conditions. The properties have received modest improvements since initial construction. HOC seeks to renovate the existing property to extend its useful life for at least another 20 years.
RFP #1914 Page 5 of 8 General Scope of Work: The project entails the renovation of 268 single family and townhome dwellings in 6 principal locations in Montgomery County. The anticipated replacement renovations are based on market comparables that are energy efficient and cost effective for long‐term ownership and will include all or some of the items listed below, to be decided on a unit‐by‐unit basis by HOC: • Interior work, such as replacement of: kitchens and bathrooms (appliances, cabinets, fixtures, finishes) flooring painting HVAC systems electrical modifications unit cleaning • Exterior work, such as replacement of: windows roofs, gutters and downspouts siding sidewalks, stoops, fencing and concrete walks landscaping trash removal HOC is also soliciting, at the same time, general contractors to assist in the final design and scope of work to be performed. Design drawings shall be completed within 45 days of the Notice of Award. The work is to be completed with tenants in place. Because of that and the number of individual units involved, there is a need to eliminate delays associated with changes in the work caused by clarifications and differences in interpretations in materials and methods. For that reason, the selected architect(s) will work closely with the selected General Contractor(s) and HOC in designing and developing work plans to define the final scope of work for each property. After construction, the building and housing units are expected to meet Enterprise Green Communities standards. Work to be performed will be completed under the International Existing Building Code (IEBC) and all applicable Montgomery County construction codes and in compliance with Section 504 of the National Rehabilitation Act of 1973. Requested Services: Phase I, Feasibility/Conceptual Design Review: 1. In tandem with HOC and its selected contractor(s), develop conceptual Scope of Work. 2. Review third party engineering and environmental studies/recommendations as they become available. 3. Recommend any modifications to suggest alternative solutions to maximize the value and functionality of the site. 4. Finalize Scope of Work.
RFP #1914 Page 6 of 8 Phase II, Construction Drawings/Administration: 1. Provide complete architectural design services through permit/construction drawings (include progress drawings and a full survey of existing conditions). 2. Provide all required engineering including civil, structural, MEP as required for permitting. 3. Attend all meetings with HOC, government officials and community as required. 4. On behalf of HOC, prepare all applications for required permits and approvals such as applicable site plan, storm water management plan, utility connection permits, building permits, etc. All permit fees will be paid by HOC. 5. Assist in selection of and coordinate with general contractor and other consultants as required. 6. Advise and comment on proposed value engineering alternatives. 7. Construction Administration/Supervision. Based on a 12 month construction schedule and project close‐out. [email protected]. Typical Contract Documents HOC utilizes AIA Construction Contract forms and General Conditions with supplemental conditions applicable to HOC projects. HOC intends to use AIA Forms B101 – 2007 (formerly AIA Form B151 – 1997) Standard Form of Agreement Between Owner and Architect. Additional contract documents required by HOC include, but not limited to, are as follows: a. HOC Amendments to Standard Form of Agreement between Owner and Architect. b. All requisitions will be submitted on AIA Forms G702 and G703 c. All Change Orders must be submitted on AIA G701. d. Lien Releases required on AIA Document G706A. e. CPM Project Schedule. f. Current evidence of Insurance (General Liability, Workers Compensation, Automobile, etc.) Minimum Qualifications 1. Proposals will only be accepted from Respondents who provide satisfactory evidence of and references for completion of at least two (2) single projects of similar size and type (i.e. residential, multi‐family renovation and new construction in excess of $2,000,000.) 2. Respondent’s references shall demonstrate successful experience as the primary architect on multi‐family residential projects in Montgomery County, Maryland.
RFP #1914 Page 7 of 8 Submission Requirements All responses to this RFP should include the following (all responses shall be submitted in order of outline below): • Qualifications Statement – a statement clearly outlining the work experience of the organization/team with similar projects demonstrating why you should be selected. This section may include company brochures and other marketing materials to assist HOC in evaluating your firm. If the response represents a team, please include materials from all members of the team including engineering consultants. • Principals and Staff ‐ Resumes of all principals and primary staff responsible for the project. • Experience – List of similar projects including a brief description of the type, location, size and respondents’ involvement in the project. This section should include affordable multi‐family projects located in Montgomery County, Maryland, demonstrating knowledge of Montgomery County building codes and permit process. • Project References ‐ A minimum of three (3) projects and contact information for the owners or their representatives on projects involving substantial renovation or new construction of similar size and type. • Cost – A detailed cost estimate including pricing by task and hourly rates by staff type and approximate time needed for each type of staff. • Schedule ‐ Include a detailed schedule of design drawings through submission for permit to Montgomery County Department of Permitting Services. Design drawings shall be completed within 45 days of the Notice of Award. • Licensing and Insurance ‐ Respondent shall provide proof of all necessary licensing and evidence of adequate insurance. • No Respondent may alter their proposal after submission. • Failure to provide all required documentation with packet submission will be deemed an incomplete submission and subject to disqualification.
RFP #1914 Page 8 of 8 Selection Criteria HOC will use the following criteria to evaluate the proposals and will rate each Respondent accordingly: • Qualifications – Ability of the organization/team to undertake and complete successfully projects of comparable size and scope. (20 points) • Experience – Demonstrated experience as primary architect on projects located in Montgomery County Maryland and specifically with affordable housing and local building codes. (30 points) a. Architect must demonstrate experience with environmental abatement to include: ACM, LBP and mold removal and remediation. b. Architect must show experience with State of Maryland and Montgomery County, Maryland storm water management practices and Montgomery County building codes. • •
