RFP #1916 Request for Proposal for Architectural Services Scope of Work and Design Documents for Waverly House Apartments 4521 East-West Hwy Bethesda, MD 20814 & Arcola Towers Apartments 1135 University Boulevard West Silver Spring, Maryland 20902 April 1, 2014 The Housing Opportunities Commission of Montgomery County (HOC) seeks a qualified Architect(s) to perform requested services including the preparation of permit and construction drawings (civil, MEP, structural) specifications based on a conceptual scope of work prepared by HOC, and construction administration. Services should include the architect engaging civil, MEP and structural engineers, as required. HOC will engage any necessary environmental consultants. HOC has obtained approval from the U.S. Department of Housing and Urban Development (HUD) to convert a number of its developments from traditional public housing to housing with project based assistance pursuant to the Rental Assistance Demonstration (RAD) Program. The properties identified in this Request for Proposals (RFP) are a portion of the inventory available for this RAD conversion. Implementation of the conversion is to follow the requirements of the RAD Program. The subject properties for the proposed renovations include:  Arcola Towers, a senior housing apartment community originally constructed in 1971 and located near the intersection of University Blvd West and Arcola Avenue in Silver Spring, Maryland. The 12story building contains 141-units on 3.25 acres. The building unit mix is entirely 1 bedroom/1 bath.  Waverly House, also a senior housing apartment community originally constructed in 1970 and located near the intersection of East-West Highway and Wisconsin Avenue in Bethesda, Maryland. The 0.74-acre property is improved with a 15-story building of 158 units in which 156 are onebedroom units and 2 two-bedroom units currently used for offices. Arcola Towers and Waverly House are 40+ year old high rise structures that have received modest improvements since initial construction. HOC seeks to renovate the existing properties to extend their

useful life for at least another 20 years. In general, the work will entail the survey of existing conditions, including major building systems, and in conjunction with the Owner and the Owners’ contractors to develop and implement a scope of work for renovations that are cost-effective for long-term ownership. The rehabilitation will be tenant in place, with a phasing schedule based on tiers. Each of these buildings serves senior citizens (>62 years of age), and as a result we will be looking for a deep experience and sensitivity to working with residents and minimizing any inconvenience. HOC envisions for Arcola Towers the renovation or repair of windows, interior and exterior doors, HVAC systems, kitchen floor plan reconfiguration and exterior facades. Interior work will require replacement of kitchens and bathrooms (appliances, cabinets, fixtures, and finishes), flooring, and painting. The phasing of the tenant relocations will be managed by HOC. HOC envisions for Waverly House the renovation or repair of windows, interior and exterior doors, HVAC systems, and roof replacement. Background The Housing Opportunities Commission is the public housing, development and finance agency of Montgomery County, Maryland. HOC develops, owns and/or manages a wide range of rental housing in Montgomery County including public, affordable, market-rate, supportive and senior housing. HOC has obtained approval from HUD to convert a number of its developments from traditional public housing to project based assistance under the housing choice voucher program pursuant to the Rental Assistance Demonstration (RAD) process. The properties identified in the RFP are a portion of the elderlyhousing inventory available for this conversion. Implementation of the conversion is to follow the requirements of the RAD. The Properties Arcola Towers, located at 1135 University Blvd W, Silver Spring, MD 20902, is a senior housing apartment community originally constructed in 1971 and located near the intersection of University Blvd West and Arcola Road in Silver Spring, Maryland. The property contains a total of 141 one-bedroom units. Waverly House, located at 4521 East-West Hwy, Bethesda, MD 20814 is also a senior housing apartment community originally constructed in 1970 and located near the intersection of East-West Highway and Wisconsin Avenue in Bethesda, Maryland. The 0.74-acre property is improved with a 15-story building of 158 units in which 156 are one-bedroom units and 2 two-bedroom units currently used for offices. Due to the age and condition of the existing buildings, a substantial rehabilitation of each property is required. Over their 40+ year service, the properties received modest improvements to building systems and finishes. HOC seeks to renovate the existing properties to extend their useful life for at least another 20 years. Requested Services: Phase I, Schematic Design Review: 1. 2. 3. 4. 5. 6.

Review existing reports on the property, including but not limited to Schematic Drawings and Physical Condition Assessments. Review third party engineering and environmental studies/recommendations as they become available. Recommend any modifications to suggest alternative solutions to maximize the value and functionality of the site. Code Review – informal meeting with County. Review Owner-approved Work narrative and schematic drawings. Review work product with Contractor; adjust as appropriate.

Provide complete architectural design services through permit/construction drawings (include progress drawings and a full survey of existing conditions). Provide all required engineering including civil, structural, MEP as required for permitting. Attend all meetings with HOC and property management company staff, government officials and community as required.

On behalf of HOC, prepare all applications for required permits and approvals such as applicable site plan, storm water management plan, utility connection permits, building permits, etc. All permit fees will be paid by HOC. Assist in selection of and coordinate with general contractor and other consultants as required. Advise and comment on proposed value engineering alternatives. Construction Administration/Supervision. Based on a 12-month construction schedule and project close-out.

Work to be performed will be completed under the International Existing Building Code (IEBC) and all applicable Montgomery County construction codes and in compliance with Section 504 of the National Rehabilitation Act of 1973. Typical Contract Documents: HOC utilizes AIA Construction Contract forms and General Conditions with supplemental conditions applicable to HOC projects. HOC intends to use AIA Forms B101 – 2007 (formerly AIA Form B151 – 1997) Standard Form of Agreement Between Owner and Architect. Additional contract documents required by HOC include, but are not limited to, the following: a. b. c. d. e. f.

Proposals will only be accepted from Respondents who provide satisfactory evidence of and references for completion of at least two (2) single projects of similar size and type (i.e. residential, tenant in place multi-family renovation or new construction, with one project in excess of $3,000,000) Respondent’s references shall demonstrate successful experience as the primary architect on multi-family residential projects in the Washington, DC Metropolitan area or Maryland State, with a preference for Montgomery County, Maryland.

Submission Requirements: All responses to this RFP should include the following (all responses shall be submitted in order of outline below): 



Qualifications Statement – a statement clearly outlining the work experience of the organization/team with similar projects demonstrating why you should be selected. This section may include company brochures and other marketing materials to assist HOC in evaluating your firm. If the response represents a team, please include materials from all members of the team including engineering consultants. Principals and Staff - Resumes of all principals and primary staff responsible for the project.

Experience – List of similar projects including a brief description of the type, location, size and respondents’ involvement in the project. This section should include affordable multi-family projects located in Montgomery County, Maryland, demonstrating knowledge of Montgomery County building codes and permit process. References - A minimum of three (3) references from owners or their representatives on projects involving substantial renovation or new construction of similar size and type. Cost – A detailed cost estimate including pricing by task and hourly rates by staff type and approximate time needed for each type of staff; include MEP pricing. Schedule - Include a detailed schedule of design drawings through submission for permit to Montgomery County Department of Permitting Services. Licensing and Insurance - Respondent shall provide proof of all necessary licensing and evidence of adequate insurance. Architect’s Section 3 Policy (described further below) Information on Architect’s status as a minority-, female-, disabled-, and /or resident-owned business, or Architect’s affirmative action plan in hiring and training minority, female, disabled persons.

No Respondent may alter their proposal after submission. Failure to provide all required documentation with packet submission will be deemed an incomplete submission and subject to disqualification. Selection Criteria HOC will use the following criteria to evaluate the proposals and will rate each Respondent accordingly: 

Qualifications – Ability of the organization/team to undertake and complete successfully projects of comparable size and scope. (25 points)



Experience – Demonstrated experience as primary architect on projects located in the Washington DC metropolitan area and Maryland State with a preference for Montgomery County and specifically with affordable housing and local building codes. (30 points) o Architect must demonstrate experience with environmental abatement to include: ACBM abatement and mold removal and remediation. o Architect must show experience with State of Maryland and Montgomery County, Maryland storm water management practices and Montgomery County building codes. o Architect must demonstrate a willingness to comply with Section 3 of the Housing and Urban Development Act of 1968 (Section 3). Section 3 requires that, to the greatest extent feasible, HOC and the persons/companies it engages provide job training, employment, and contracting opportunities for low- or very-low income residents in connection with this renovation. Emphasis will be placed on selecting firms with strong Section 3 policies. To the extent the Respondent is a Section 3 Concern or business, as defined under the law, the Respondent should provide such information. HOC has its own Section 3 Policy and any contract entered into with an Architect selected under this RFP shall include HOC’s Section 3 Policy and requirements. More information on HOC’s Section 3 Policy will be made available upon request. o Architect must demonstrate a willingness to employ and train minority, female, disabled persons.
