INTRODUCTION A.

District Background 1.
The San Diego Unified Port District (commonly referred to as the “District”) is a public benefit corporation established in 1962 by an act of the California State legislature and ratified by the voters of the five member cities of the District. The enabling legislation and subsequent amendments conveyed certain tide and submerged lands within San Diego Bay and the oceanfront within the City of Imperial Beach to a District administration to further the development of commerce, navigation, fisheries and recreation on behalf of the state of California, which owns these lands.

The lands are conveyed to the District as a trustee of the state. In addition to managing many of the properties on the tidelands, the District is also responsible for operating several environmental, recreational, cultural, and safety programs in the District.

Governance of the District is provided by a seven member Board of Port Commissioners; one commissioner is appointed by each of the city councils of Chula Vista, Coronado, Imperial Beach and National City, and three commissioners are appointed by the San Diego City Council. The District is one of the largest economic engines, generating jobs and commerce throughout the southern California region.

All business functions at the District are self-supporting from a revenue and expenditure perspective. In other words, the District receives no tax payer revenue from any of its parent entities. All revenue is derived from the agencies and businesses that lease or use the District facilities and services.

Areas of Operation 1.
The District’s areas of operation are primarily maritime, real estate, Homeland Security, law enforcement services, environmental and land use management with several servicing departments, shown below, Figure 1.

Produces lease plats and legal descriptions for all Port tidelands parcels and maintains detailed records of tenant project improvements.

Maritime Operations (1)
Facilitates the growth of maritime commerce, industry, and commercial business development.

Manages the day-to-day operations, & maintenance at two cargo terminals and two cruise terminals by facilitating both passenger & cargo berthing, loading and unloading; storage, and coordination of inbound / outbound shipping.

The Electronic Marine Operations System (EMOS) supports the tracking of ships, cargo and passengers into and out of the Port. The primary function of the EMOS centers around recording and tracking revenue based activities for customer billing. An online calendar that displays ship schedule is also generated via the EMOS.
Harbor Police (1)
Implements & coordinates public safety and homeland security efforts on Port Tidelands, San Diego Bay, and the San Diego International Airport.
(2)
Maintains a 911 Dispatch service in a multi-agency command center known as Joint Harbor Operations Center (JHOC).
(3)
Provides search & recovery by way of a Dive team, Canine Explosive Detection dogs, and cadaver detection dogs.
General Services (1)

Current District Technical Environment 1.
The District utilizes Novell products; including NetWare 6.5 SP8 (OES), eDirectory, Novell Cluster Services, and Zenworks for network services such as authorization, file & print and desktop management. The District also employs Novell Identity Management to assist with user provisioning. A project is currently in progress to slowly weed out these technologies and replace them with Windows Server 2012 such as AD, ADFS and file and print services. Windows 2003/2008/2012 servers are currently being used for web/application servers and Active Directory. The District uses Office 365 for email services and uses Documentum Enterprise Content Management. The District is also in the process of standardizing on Windows 2012 for running the District’s Enterprise Resource Management (ERP) system along with SQL Server databases. The District employs SAP as the ERP solution currently running version ECC 6.66. Servers are a mix of Physical (HP/SUN) and Virtual; there are a total of eleven (11) VMware ESX 5.2 host servers running virtual servers for various additional applications. The District also has an existing Dell Compellent SAN Infrastructure. Page 6 of 93

The District’s desktop configuration is 4-8 GB RAM with a processor speed of 2GHz to 3.5Ghz running Windows 7 and deploying Windows 8.1 on mobile devices.). Standard applications include Novell Client 4.91, MS Office 2010, Outlook email client running from Office 365, Documentum/D2 Document Management system, Open Text eDOCS Document Management System (for legacy docs), and SAP. The District also has approximately 150 iPhone 4s/5s/6 and iPad 2 smartphones/tablets which are managed by a MDM Solution and synchronize e-mail with the Office 365 e-mail system.

The District has eleven (11) networked offices which are interconnected in a hub & spoke topology using a redundant mix of leased and private lines. Internally all sites have 1GB connectivity though some desktops are limited to a 100MB network connection as their VOIP Handset only provides a 10/100 pass-through connection. Of the 11 network/office locations some support as few as 5 users while larger sites support 40-300+ users. The four (4) largest sites have local servers hosting their user’s file/print and e-mail services to allow for faster access to network resources.

All remote sites are connected back to the core with at least a 10MB circuit with a 1.5MB T1 as a backup. Sites with larger user counts will have faster connectivity back to the core; the best connected remote site has a 10GB circuit with a 30MB backup. The District has a 30 + 50 MB Internet connection serving the entire network. The District currently has redundant Cisco ASA Firewalls. All District systems are backed up using SEP Sesam (http://www.sep.de) an enterprise-wide backup, restore and disaster recovery solution.

Current Unified Communications Manager VOIP Environment. Voice and data services are critical to the District’s success, and therefore, all voice and data related components must have the highest levels of reliability and survivability. In the event of a system component failure, the outage must be transparent to the end users at all major locations and remote sites. 1.
Cisco Unified Communications Manager. The District currently uses version 7.1.3 of Cisco Unified Communications (UC) VOIP system for telecommunication services. The UC system consists of redundant call manager servers located at two separate locations. Primary and secondary UC servers are located at the Port Administration Building and a third US server is located at General Services. The four larger District sites include a local voice router with a service provider provided PRI Circuit and 4 POTS Circuits for routing outbound calls if the PRI is offline; the system will automatically route outbound calls to an alternate router in the event of a call manager server, voice router, PRI or POTS circuit failure. All smaller District sites have a local voice router with 4 POTS Circuits for outbound calls in the event the site becomes disconnected from the larger District WAN. All calls within the District are routed over the District WAN; all sites are connected via a minimum of two circuit types with most sites connected via 10Gbps Fiber and a Wireless Radio Link.

Cisco Unified Communications Manager Cisco Unified Communications\Unity Voice Messaging. The District currently uses version 7.1.3 of Cisco UC Unity Voice Messaging system for voice mail and system call handlers. System call handlers are used to provide call routing phone trees for information lines, the District’s main reception, customer service center and IT support desk.

Cisco Emergency Responder. The District currently uses Cisco Emergency Responder to provide detailed Enhanced 911 (or E911) information to Public Safety Answering Points (PSAP) when devices dial 911 from within the VOIP System. This system conducts automatic route determination to ensure that the call is forwarded through the most appropriate voice gateway to reach the correct PSAP. The system automatically tracks and updates equipment moves and changes the outbound ANI/ALI information sent to the PSAP based on the IP Segment the device is connected to. In cases where the network segment is not descriptive enough; custom information can be entered on a per Page 9 of 93

The system is also configured to automatically notify the District’s Safety and Harbor Police Department with additional information via email when a device places a 911 call. 4.
Cisco Meeting Place. The District currently utilizes Cisco Meeting Place for both internal and external audio and web conferencing. The current infrastructure will allow for up to 60 conference bridge participants at any time. The District utilizes this solution for scheduled multi-party conference calls and conducting presentations with remote participants. The District also uses presentation mode meetings to broadcast live audio only feeds of Board of Port Commissioner and other large meetings internally to District staff. This product is currently end of life and Cisco has replaced this product with Cisco Webex.
5.
Cisco Unified Call Manager Attendant Console (See Figure 3). The District currently utilizes Cisco Unified Call Manager Attendant Console at its Customer Service Center. This application allows staff to more efficiently answer and route incoming calls utilizing a graphical user interface. As opposed to a softphone this application is paired with a physical phone allowing the customer service agent to more efficiently handle answering calls, transfers and conducting line-state monitoring.

Cisco Unified IP Phone 7975G (PN: CP-7975G=) (See Figure 4): Approximate Quantity 50. The Cisco Unified IP Phone 7975G is a POE powered backlit color touch screen display with an integrated Gigabit Ethernet port for connecting another device to the network. The District has approximately fifty (50) of these phones which are used as its VOIP handset model for executives, directors and other major decision makers. This IP phone includes a large, backlit, easy-to-read color display for easy access to communication information, timesaving applications, and features such as date and time, calling party name, calling party number, digits dialed, and presence information. The phone provides direct access to eight telephone lines (or combination of lines, speed dials, and direct access to telephony features), five interactive soft keys that guide you through call features and functions, and an intuitive four-way (plus Select key) navigation cluster. A hands-free speakerphone and handset designed for high-fidelity wideband audio are standard, as is a built-in headset connection.

The Cisco Unified IP Conference Station 7937G is POE powered fullfeatured hands-free wideband speakerphone conference station. The District has approximately thirty (30) of these phones which are used as the standard VOIP speaker phone used in conference rooms and executive suites. This IP phone includes a large black & white liquid crystal display (LCD) and high-fidelity wideband audio speakerphone with three build in microphones. Expanded microphone coverage for larger conference meeting rooms is achieved by connecting optional external microphone kits.

The District has approximately seventy (20) of these phones which are used as its phone for low use areas such as break rooms, warehouses, courtesy phone locations and other areas where only a phone is needed. This IP phone includes a black and white pixel-based

The District has approximately six (6) of these phones which are used to provide an in building mobile phone option via WiFi for executive assistants and IT support staff.

The Cisco Analog Telephone Adaptor (ATA) model 186 is a handsetto-Ethernet adaptor that turns traditional analog telephone devices into IP devices. This device’s 2-port device supports connecting gateway allows for connecting analog devices such as phones, fax machines and modems. The District has approximately twenty (20) of these devices which are used to connect legacy analog devices such as fax machines or modems to the VOIP system at the device in smaller sites or locations where legacy category 3 telephone cabling is not available.

The Polycom HDX8000 with EagleEye Director Cameras is a conference and other large meeting room video conferencing solution. Cisco IP Communicator v7.0.3.3 Softphone (See Figure 15): Approximate Quantity 20. The Cisco IP Communicator is a Windows PC-based softphone application which allows a computer to participate as a VOIP endpoint. The District has approximately 20 (twenty) of these devices configured. This is used in conjunction with Cisco Meeting Place in order to broadcast an audio only feed of Board Meetings and other large events for internal staff over the VOIP system. This is also used by some users along with a USB headset to act as a secondary VOIP handset.

SCOPE OF WORK (SOW) A.
Problem Statement. The current CISCO VOIP software needs to be upgraded to the most recent recommended version based on the District’s environment (v10 at the time of writing this document). The current end of life VOIP servers need to be replaced with a virtualized VOIP Infrastructure running on Cisco Unified Computing Blades and VMWare. The District also wishes to enter into a five (5) year agreement for annual renewal of Cisco SmartNet maintenance on VOIP and core network equipment. The District needs to have better integration between VOIP services and other enterprise collaboration services such as Skype Business Chat (Lync), conference calling & web meeting (currently Cisco Meeting Place, to be replaced with WebEx), Mobile Smartphones (iPhone 4s/5s/6 & future models), Video Conferencing (Polycom HDX). The District main reception desk also currently utilizes Cisco Call Attendant Console solution. All current functionality will need to be maintained.
B.
Goal of the Project. The goal of this project is to have updated, integrated functionality of VOIP services to better meet the needs of the District’s Bring Your Own Device (BYOD), enterprise chat, and enterprise telephony infrastructure. Inventory and true-up of current VOIP equipment maintenance. Goal is to refresh VOIP hardware and software so that it will remain useful for a five (5) year term. This project should continue to build on existing VOIP infrastructure to implement Page 24 of 93

Though parts numbers and equipment lists are provided to compare pricing and establish a baseline for agreement value the District is looking for a vendor with the experience & engineering skills to provide the best solutions in each of the categories listed to meet the District’s requirements. In addition to responding with pricing on items requested proposers are encouraged to propose alternative equipment or solutions to meet the stated requirements. The District will work with the selected vendor to finalize equipment lists to best meet the project goals and technical needs. Some areas of design review will include high availability architecture, placement of virtualized call manager resources, incoming/outgoing call delivery (via PRI Circuits or Internet delivered SIP Trunks) and Enhanced 911 support. D.
Requirements 1.
Mandatory Requirements a.
Task A – Management of Cisco Inventory Maintenance Renewals for a Five-Year Period
and
Inventory and true-up of maintenance on District’s existing Cisco VOIP and core networking equipment. For the purpose of providing bidders with an idea of the amount of equipment to be covered a partial list of existing equipment may be found in Exhibit A. This list is not a complete inventory of equipment but accounts for approximately 80% of the equipment to be covered. In order to compare proposals on a fair and equitable basis the District is asking proposers to provide pricing on the known equipment list and declare a minimum guaranteed amount off of Cisco’s Smartnet pricing that will be guaranteed over the life of the agreement term. Task B – VOIP Upgrade (1)
The District is seeking to conduct a comprehensive upgrade to its existing IP communications system to support voice, data, security, video, and mobility products and applications. This system will enable more effective, more secure, more personal communications that directly affect both productivity and efficiency. The District is seeking a firm with experience in deploying and upgrading scalable, distributable, and highly available Cisco Unified Communications enterprise IP telephony callprocessing solutions. In addition to references the District is also requiring that bidding firms provide the following credentials: (a) (b) (c)

The firm must also assign a Cisco Certified Internetwork Expert (CCIE) to the project to serve as the technical project lead; this person must be located (home or office) within 100 miles of the District.

The District desires to maintain existing functionality as described under Section I, D “Current Unified Communications Manager VOIP Environment” and looks to add functionality by Upgrading to version 10 of Cisco Call Manager, introducing tighter integration with existing mobile devices and video conferencing equipment. The District also desires to continue to use the existing physical VOIP endpoint devices covered in Section I, D. Page 26 of 93

In order to support the future introduction of newer VOIP endpoints models of newer devices are to be provided and base profiles are to be configured in the VOIP system. The District is seeking a firm with the experience to assess its current VOIP infrastructure and provide a plan to build upon and modernize the environment to serve the District for another five years and beyond.

Task B Activities (a)
Assess current Cisco Unified Communications environment. Meet with District IT staff to identify potential modifications to the landscape to reduce costs and complexity while maintaining redundancy. Some potential architectural changes would include moving service provider connections from PRI connections to SIP Trunks delivered over the Internet and modifying locations of redundant infrastructure. Result of this assessment would be updated functional system documentation which would serve as a blueprint for conducting the Unified Communications environment upgrade (Professional Services).

The Cisco Unified IP Conference Phone Station 8831 is POE powered full-featured hands-free wideband speakerphone conference station. This phone would serve as a comparable replacement device for the 7937G conference phone currently utilized by the District. This IP phone includes a large 3.5 inch grayscale display includes four internal microphones and high-fidelity wideband audio speakerphone. Expanded microphone coverage for larger conference meeting rooms is achieved by connecting optional external wired or wireless microphone kits.

Cisco Unified IP Conference Phone 8851 8851 IP Phone PN: CP-8851-K9= Key Expansion Module PN: CP-BEKEM= (See Figure 27). The Cisco Unified IP Phone 8851 is a POE powered backlit color screen display with an integrated Gigabit Ethernet port for connecting another device to the network. This phone would serve as a comparable replacement device for the 7975G and 7965G desk phones currently utilized by the District. This IP phone includes a large, backlit, easy-to-read color display for easy access to communication information, timesaving applications, and features such as date and time, calling party name, calling party number, digits dialed, and presence information. The phone provides direct access to five telephone lines (or combination of lines, speed dials, and direct access to telephony features), four interactive soft keys that guide you through call features, functions and a five-way navigation cluster helps transition through menus easily. A hands-free speakerphone and handset designed for high-fidelity wideband audio are standard, as is a built-in headset connection and the ability to connect USB or Bluetooth headsets. This phone also includes Cisco Intelligent Proximity for Mobile Voice which allows users to import contacts and call history from their smartphone or tablet to their 8851 phone using Bluetooth technology. In addition, it allows users the ability to move the audio path of active voice Page 29 of 93

Review and administer a Project Change Control Procedure with the Districts Point of Contact as defined in this SOW and at the Kick-off meeting.
5.
Review the SOW, and any associated documents with the Districts Point of contact at the Kick-off meeting.
6.
Coordinate and manage the technical activities of Service Providers personnel.
7.
Help resolve deviations from the project plan with Districts Point of Contact.
INSTRUCTIONS TO PROPOSERS A.
Information Exchange Meeting. The District will conduct an Information Exchange Meeting on January 6, 2015, at 10:00 a.m. in the Training Room of the San Diego Unified Port District Administration Building located at 3165 Pacific Highway, San Diego, CA. 92101. The purpose of this meeting is to cover the requirements to submit your proposal, the ADA related requirements and to give a brief review of the Scope of Services. All prospective Proposers are encouraged to attend.

Examination of Proposal Documents. By submitting a proposal, the Proposer represents that it has thoroughly examined and become familiar with the work required under this RFP, and that it is capable of performing quality work to achieve District’s objectives.
C.
Questions. Questions or comments regarding this RFP must be submitted electronically to our eBid system where the RFP was downloaded and must be received by District no later than January 13, 2015, at 2:00 p.m. All electronic questions must be received by the date stated above. Responses from District will be communicated via the electronic eBid system to all recipients of this RFP. Inquiries received after the date and time stated above will not be accepted.
D.
Addenda. If changes to the RFP are required, the District will issue an addendum to all Proposers via the eBid system. All Proposers will receive an email notifying them that an addendum has been issued. All Addenda, if any, must be acknowledged via eBid system.

Electronic Submission of Proposals

All Proposers are required to submit their proposals electronically via the electronic eBid system they downloaded this RFP. The maximum file size for proposal submission is 50 megabytes, and the file type shall be Portable Document Format (PDF). The electronic system will close submission exactly at the date and time set forth in this RFP or as changed by addenda. An electronic copy of the firm’s proposal must be attached to the electronic system.
2.
Proposers are responsible for submitting and having their proposal accepted before the closing time set forth in this RFP or as changed by addenda. NOTE: Pushing the submit button on the electronic system may not be instantaneous; it may take time for the Proposer’s documents to upload and transmit before the proposal is accepted. It is the Proposer’s sole responsibility to ensure their document(s) are uploaded, transmitted, and arrive in time electronically. The District will have no responsibility for proposals that do not arrive in a timely manner, no matter what the reason.

Response Cover Letter a.
The Proposer shall submit a response cover letter that summarizes why the Proposer believes they should be selected by the District to provide Cisco Smartnet Total Care Maintenance & Unified Communications VOIP Upgrade Services within the jurisdiction of the San Diego Unified Port District.
b.
The San Diego Unified Port District has implemented an Enterprise Wide software program that has a vendor registration component. All Service Providers are encouraged to register and any Service Providers doing business with the District are required to register. An example of the Service Agreement, to be executed with the successful Proposer can be found at the District’s website, http://www.planetbids.com/portal/portal.cfm?CompanyID=13982# Proposers shall be prepared to accept the terms and conditions stated in this RFP, Scope of Services, Insurance, Indemnity, and the Sample Agreement. If a Proposer desires to take exception to the Agreement, Proposer shall provide the following information in their Response Cover Letter, identified as “Exceptions to the Agreement.” At the discretion of the District, exceptions not called out in the Cover Letter will not be negotiable after the due date for submission of proposals.

Rights of District 1.
This RFP does not commit the District to enter into an Agreement, nor does it obligate the District to pay for any costs incurred in preparation and submission of proposals or in anticipation of an Agreement. District may investigate the qualifications of any Proposer under consideration, require confirmation of information furnished by the Proposer, and require additional evidence or qualifications to perform the Services described in this RFP.

Approve or disapprove the use of particular Proposer’s Sub-Service Providers. Negotiate with any, all, or none of the Proposers. Solicit best and final offers from all or some of the Proposers. Award an Agreement to one or more Proposers. Accept other than the lowest offer. Waive informalities and irregularities in proposals.
I.
Collusion. By submitting a proposal, each Proposer represents and warrants that its proposal is genuine and not a sham or collusive or made in the interest of or on behalf of any person not named therein; that the Proposer has not directly or indirectly induced or solicited any other person to submit a sham proposal, or any other person to refrain from submitting a proposal; and that the Proposer has not, in any manner, sought collusion to secure any improper advantage over any other person submitting a proposal.
J.
Withdrawal of Proposals. A Proposer may withdraw their proposal before the expiration of the time for submission of proposals by going to the eBid system and removing their submission.

PROPOSAL FORMAT AND CONTENT A.

Format 1.
Proposers shall include the required items stated in Section III Instructions to Proposers, Paragraph F, Required Documents.

Proposals shall be (1) typed, (2) as brief as possible, and (3) not include any unnecessary promotional material.
3.
For ease of handling, it is requested that standard 8 -1/2 x 11” paper be used and that the proposal shall be submitted in Portable Document Format (PDF) format. THE PROPOSAL SHALL BE ONE DOCUMENT ONLY.
4.
The nature and form of response are at the discretion of those responding, but shall include the information listed below.
Content 1.
Experience of Proposed Staff. Resume and experience of principals, project managers and key planners, engineers and designers who would be assigned to this project; a.
Indicate the extent of training the members of the Team have received in the areas of Cisco Smartnet Total Care Maintenance & Unified Communications VOIP Upgrade Services and working with Government entities.
b.
Provide examples of where the proposed team members have been assigned to similar projects.

Sub-Contractor qualifications and roles, if any.

Identify which services would be provided by in-house resources and those provided by Sub-Contractor. Proposer must present an organizational chart of its planned staff (internal and external) including resumes, biographies, and curriculum vitae where appropriate.

Approach to the Project. The Proposer shall present a wellconceived work plan that establishes the Proposer’s understanding of, and ability to satisfy, District’s objectives and work requirements. Proposer shall succinctly describe the proposed approach for addressing the required work, outlining the activities that would be undertaken in completing the various tasks, and specifying who would perform them. Include a timetable for completing all work specified in the Scope of Services. The Proposer may also suggest technical or procedural innovations that have been used successfully on other projects and which may facilitate the completion of this project. a.
Provide detailed implementation plan. Define estimated resource requirements of your team and District staff. Provide a detailed project plan including timeline and resources needed. Provide example of project status reports.
b.
Provide information on additional services your firm can offer for managing and maintaining the District’s Unified Communications VOIP Infrastructure such as managed services, training, offsite hosting of redundant Call Manager Servers connected to the Port via a VPN connection and remote monitoring of critical VOIP and core network infrastructure.
Capability to Perform a.
Ability to complete work within required time. Availability and continuity of staff during course of the project.
b.
This section shall include a brief description of the Proposer and Sub-Contractor’s qualifications and previous experience on similar or related projects. Description of pertinent project experience shall include a summary of the work performed, the total project cost, the percentage Page 37 of 93

Proposer shall submit Attachment B form in their submittal.
b.
The District reserves the right to consider the financial responsibility and general complexity of each proposer, as well as its reputation within the industry to determine if the proposer has the apparent ability to meet and complete successfully the requirements of the work. Upon request, the proposer shall provide a financial statement, audited if necessary, in addition to any other information requested by the District.
Firm’s Relevant Experience. The Proposer should describe its relevant experience in each of the following areas: a.
Description of work similar to those proposed in the SOW, and with ongoing appropriate contracts to agencies of comparable size to the District.
b.
Experience in each of the areas noted in the Scope of Work.
c.
This section shall include a brief description of the firm’s size as well as the local organizational structure; and a discussion on the firm’s financial stability, capacity, and resources. Additionally, this section shall include a listing of any lawsuit or litigation and the result of that action resulting from (a) any public project undertaken by the Proposer or by its Sub-Contractors where litigation is still pending or has occurred within the last five years or (b) any type of project where claims or settlements were paid by the Proposer or its insurers within the last five years.

5.
Firm’s Relevant Experience. Experience in performing similar services for organization of similar size to the District. Experience with public agencies. Years of experience with these types of services.
ADA Enhancement: The following criteria shall be used to evaluate respondent's ADA Program based on specific criteria identified below. Respondents shall be eligible for bonus points on the following criteria: Staffing and Veterans Staffing. Respondents can receive up to 10 total bonus points under ADA Enhancements. See Attachment D. 1.
Staffing. The District shall award five (5) points to a firm's total score from the evaluation criteria/matrix that has staff with disabilities as defined by the ADA, or that has included one or more Disabled Veteran Business Enterprise (DVBE) subcontracting firm(s). The respondent shall submit DVBE certification documentation and list workforce data reporting number of total employees with disabilities as defined by the ADA.

Veteran’s Status. The District shall award five (5) points to a firm's total score from the evaluation criteria/matrix that has Veteran's status or has staff with Veteran's status. Documentation of a firm's Veteran's status must be provided or workforce statistical data reporting number and percentage of total employees with Veteran's status is required.
Evaluation Procedure 1.
A Selection Review Panel, generally made up of District staff, will review the proposals and establish a list of finalists based on preestablished review criteria. The names of the Selection Review Panel members are not revealed prior to the interviews. The Selection Review Panel may interview the finalists. If interviews are conducted, the proposer should allow approximately 1 hour for the oral interview and a question and answer session. The Project Manager must lead a 15 minute presentation before the Selection Review Panel.
2.
Interviews may be conducted on February 11 & 12, 2015. Each Proposer is asked to keep these dates open. No other interview dates will be provided.
3.
The Selection Review Panel will evaluate the proposals. The rating and evaluation forms prepared by Panel members will not be revealed. The scores in the evaluation matrix shown below DO NOT indicate a “winning score” and the highest score is not guaranteed selection. The final decision is at the discretion of the District and is based on the scores, reference checks, negotiated pricing, and further analysis of the proposals including any risks associated with selecting any proposal.

Award. When the Selection Review Panel has completed its work, the District may negotiate for the extent of services to be rendered and the method of compensation. Because District may award without conducting negotiations, the proposal submitted shall contain the Proposer’s most favorable terms and conditions.

PROTESTS A.
Prior to the closing date for submittal of proposals, Proposer may submit to District protests regarding the procurement process, or alleged improprieties in specifications or alleged restrictive specifications. Such protests shall be filed no later than 10 working days prior to the scheduled closing date. If necessary, the closing date of the solicitation may be extended pending a resolution of the protest. Protests dealing with alleged improprieties in the procurement or the procurement process that can only be apparent after the closing date for receipt of proposals shall be filed within five (5) working days of issuance of the Notice of Recommended Award.
