PART III - TECHNICAL SPECIFICATIONS/SCOPE OF SERVICES The City of Fort Lauderdale (City) is seeking proposals from qualified proposers, hereinafter referred to as the Contractor, to provide the services of an Accredited Registrar with the experience and resources to provide third-party registrar validation and registration of their Environmental and Sustainability Management System (ESMS) recognized Registration of International Organization for Standardization (ISO) Management Systems (ISO14001:2004) or most current edition thereof, and their Quality Management System (QMS) recognized Registration of International Organization for Standardization (ISO) Management Systems (ISO9001:2008) or most current edition thereof. 1. PROJECT DEFINITION AND OBJECTIVE This assignment is for third-party registrar validation and registration to ISO14001 and ISO9001. To avoid mix up and for clarity, these have been designated as follows: SCHEDULE A: ISO14001 SCHEDULE B: ISO9001 a. SCHEDULE A: ISO14001 Public and private sector environmental leaders are moving increasingly from a reactive management mode in which they respond to pollution control laws and regulations towards a proactive mode in which they use systems to manage their environmental impacts more effectively and efficiently. Environmental and Sustainability Management System ISO 14001:2004 requires organizations seeking registration to conform to a series of detailed procedural and documentation requirements to commit to continual improvement of (ESMS), to comply with applicable laws and regulations, and to work toward prevention of pollution. In 2013, the City of Fort Lauderdale began the process of developing an (ESMS) within two sites named the Fleet Fenceline and George T. Lohmeyer Wastewater Treatment Plant (GTL). The City of Fort Lauderdale may expand the ESMS program to future sites under the terms of this contract. SERVICES TO BE PROVIDED TO THE CITY To provide third-party registrar validation and registration for two sites known as Fleet Fenceline (Attachment 1), and George T. Lohmeyer Wastewater Treatment Plant (GTL) (Attachment 2), for the Environmental and Sustainability Management System (ESMS) recognized Registration of International Organization for Standardization (ISO) Management Systems (ISO14001:2004) or most current edition thereof. Additional sites may be added at the discretion of the City. The two sites and significant aspects are outlined below: Fleet Fenceline The Fleet Fenceline is located at 220 SW 14th Avenue, Fort Lauderdale, Florida 33312. This site includes staff from four City departments including Public Works/Fleet Services, Information Technologies, Parks & Recreation, and Fire Logistics. There are approximately 210 City and Contractor employees working in and out of the Fleet Fenceline. Fleet Services maintains approximately 1,450 City owned vehicles, community buses, and equipment at this facility.

Parks & Recreation operates facility maintenance, grounds maintenance, tree services, pool maintenance, as well as a small equipment shop within this fenceline. Information Technology operates their mobile technology operations within the Fleet Fenceline. The Fire Department operates their logistics warehouse operations within this fenceline. The City’s main fueling operations are also within the Fleet Fenceline. There are four Underground Storage Tanks (UST), with a combined capacity of 80,000 gallons of gasoline and diesel. Numerous outside contractors work within the Fleet Fenceline delivering goods and services. There are four significant aspects identified within the Fleet Fenceline. 1. 2. 3. 4.

ESMS documentation already in place includes, but is not limited to, Environmental Policy, employee and contractor work instructions, employee and contractor emergency procedures, action plans for four significant aspects, and specific procedures for 17 elements of ISO 14001:2004. George T. Lohmeyer Wastewater Treatment Plant (GTL) This site is a secondary biological wastewater treatment plant designed to process 56.6 million gallon per day of wastewater and up to 40,000 tons of wastewater biosolids annually within a

9.8 acre footprint. The facility treats wastewater from the cities of Fort Lauderdale, Oakland Park, Wilton Manors, and portions of Tamarac and Davie, as well as Broward County’s Port Everglades. There are 36 City employees working within GTL. Numerous outside contractors work within the facility on various construction projects, as well as delivering goods and services. GTL operates under the conditions contained in permits issued by the Florida Department of Environmental Protection and Broward County Environmental Licensing and Building Permitting Division. There are five significant aspects identified within the GTL Wastewater Plant. 1. Stormwater Management 2. Wastewater Discharge 3. Chlorine Management 4. Reduce Electrical Consumption 5. Liquid Oxygen Storage Tanks Key activities related to the core processes include:                

Documentation already in place includes, but is not limited to, Environmental Policy, employee and contractor work instructions, employee and contractor emergency procedures, action plans for five significant aspects, and specific procedures for 17 elements of ISO 14001:2004. SCHEDULE B: ISO9001 The City of Fort Lauderdale is making great strides in implementing an innovative, results focused government culture. On April 16, 2013 the City Commission unanimously approved our community’s 2035 Vision Plan: Fast Forward Fort Lauderdale 2035. On September 17, 2013, the City Commission unanimously approved our five-year Strategic Plan: Press Play Fort Lauderdale 2018, along with a strategic management system and operational framework. This robust strategy management system, referred to as FL2STAT, is used to connect planning, budgeting, measuring and improving.

Managed by the Structural Innovation Division of the City Manager’s Office, the strategic management system FL2STAT, is seeking registration by the Quality Management System ISO 9001:2008 standard or most current edition thereof. The City of Fort Lauderdale has nine departments namely, Finance, Fire-Rescue, Human Resources, Information Technology Services, Parks & Recreation, Police, Sustainable Development, Public Works, and Transportation & Mobility. The City of Fort Lauderdale has approximately 2,500 employees. Additional information can be obtained at: http://www.fortlauderdale.gov/departments/city-manager-s-office/structural-innovation-division SERVICES TO BE PROVIDED TO THE CITY To provide third-party registrar validation and registration based on our strategic management system referred to as FL2STAT for the Quality Management System (QMS) recognized Registration of International Organization for Standardization (ISO) Management Systems (ISO9001:2008) or most current edition thereof. 2.

EXPERIENCE REQUIREMENTS Each proposer must describe all projects that are similar in nature to that contemplated in this RFP that the proposer has performed within the last 60 months. Proposers must furnish a short narrative describing the project and outcome, and must provide the project's dollar value. Proposers must list the name of the entities, for which the services were provided, and the name, address, and phone number of the contact person(s) for each of the identified projects. The Registrar shall be accredited by an internationally recognized accreditation body (American National Accreditation Board (ANAB), Raad voor Accreditatie (RvA), etc.). The Registrar shall have experience with registration for:

International Organization for Standardization (ISO)

B.

Implementation of (ISO) Environmental and Sustainability Management Systems (ISO14001:2004) or most current edition thereof - Requirements for bodies providing audit and certification management systems.

C.

Implementation of (ISO) Quality Management System (ISO9001:2008) or most current edition thereof - Requirements for bodies providing audit and certification management systems. Proposers are advised that all materials provided during the certification process are confidential and are the property of the City of Fort Lauderdale. These materials shall not be duplicated or shared.

3.

SUBMISSION MUST INCLUDE The submission will cover the following:

1. General description of the registrar and capabilities of the company. 2. The approach the company would employ to audit and register the Fleet Fenceline, and George T. Lohmeyer Wastewater Treatment Plant (GTL) SCHEDULE A, and our strategic management system referred to as FL2STAT SCHEDULE B 3. Proposers shall describe their understanding of the City of Fort Lauderdale and the services to be provided in response to this RFP. 4. Designation of lead auditor(s) and associated audit team members with resumes for each proposed auditor. SCHEDULE A Each proposed auditor for the ESMS must meet the following criteria: was not involved in the development of the City’s ESMS, satisfies or meets the ESMS Auditor qualifications of ISO 19011 (First edition, 2002-10-01), has expertise and competence in regulatory programs under federal and state environmental laws, and has at least a bachelor’s degree from an accredited institution. In addition, each proposed ESMS auditor must be capable of exercising independent judgment and discipline in performing an ESMS audit at each facility. The ESMS auditor must have no direct financial stake in the outcome of the ESMS audit. If Proposer has had or had any other contractual or financial relationship with the City of Fort Lauderdale, the Proposer must specify this information in the submittal. SCHEDULE B Each proposed auditor for the QMS must meet the following criteria: was not involved in the development of the City’s QMS, satisfies or meets the QMS Auditor qualifications of ISO 19011 (First edition, 2002-10-01), has at least a bachelor’s degree from an accredited institution. In addition, each proposed QMS auditor must be capable of exercising independent judgment and discipline in performing a QMS audit. The QMS auditor must have no direct financial stake in the outcome of the QMS audit. If Proposer has had or had any other contractual or financial relationship with the City of Fort Lauderdale, the Proposer must specify this information in the submittal. 5. Documentation on five environmental ISO14001, and five Quality ISO9001 registration compliance audits conducted within the last five years including contact information for references. References should be preferably from Municipalities, Counties, State or Federal governmental agencies with vehicle, equipment, and facility maintenance operations, salvage yards, water and wastewater treatment facilities, and executive airports. 6. Designation of personnel conducting the environmental and safety compliance audit with resumes for each proposed auditor. 7. If the Proposer proposes to utilize a sub-consultant or an affiliated entity for any element of the proposal, the Proposer or affiliate must be identified and information submitted as requested by paragraph 3, 4, 5 and 6 within this section. 8. The Proposer shall provide a proposed schedule for the project meeting a May 2015 target date for registrar validation and registration with ISO 14001:2004 and an August 2015 target date for ISO 9001:2008.

9. The Proposer must identify its Project Manager and key staff members for the project and include a brief description of their experience and capabilities. 10. The Proposer shall submit a proposal that outlines the costs for the following:  Audit Plans including schedule  Review of documentation  Review of the Pre-assessment audit completed and provided by the City (estimated completion in February 2015)  Registration audit  Annual fees if any  Review of Non-conformances and Corrective Action  Audit Report(s)  Re-registration audit (to be decided at the discretion of the City of Fort Lauderdale)  Travel and Expenses (per City of Fort Lauderdale’s Policy Standard Manual) The proposal shall also indicate the number of days allocated to each activity and for each location. The minimum number of audit hours shall be defined. Proposers must include a budget by work activity. The budget shall include a breakout of personnel costs, support costs, and operational expenses. This budget must be presented inside a sealed envelope that accompanies the proposal.
