Council Meeting - September 26, 2017 1.

Council President John Brocker called the council meeting to order at 6:00 P.M.

Pledge of Allegiance.

3.

Roll call. Members present: Jeremy Fromm, John Korb, John Brocker, Guy Grube, Bill Krueger, Alice Achter. Members absent: Mike Steinhardt Others Present: Mike Mathes, Robert Barbian.

4.

Brocker recognized the Alliance Church for their work transforming the basement scout room at City Hall to be more usable, sprucing up the flower gardens at Hingess Park, rehabbing part of the walk bridge and staining picnic tables at the library. He recognized the strength of the Church as shown in Kiel.

5.

Korb moved Fromm seconded to approve the minutes of the September 12, 2017 council meeting. Motion Carried.

6.

Brocker opened the Public Hearing on the proposed ordinance: Parental Responsibility for Juvenile Misconduct. An overview was provided. No further comments. Public hearing was closed. Krueger moved Brocker seconded to adopt Ordinance 547-9.28 Parental Responsibility for Juvenile Misconduct. Roll Call Vote. Fromm, Korb, Brocker, Grube, Krueger, Achter - 6 Ayes. Motion Carried.

Grube moved Korb seconded to accept the resignation of part-time officer Joseph Van Oss effective 10/4/2017. Motion Carried.

8.

Korb moved Achter seconded to approve the hiring of two part-time officers. Motion Carried.

9.

Brocker moved Fromm seconded to approve Resolution 2017-14 Adopting Kiel Citizen Participation Plan. Roll Call Vote. Fromm, Korb, Brocker, Grube, Krueger, Achter - 6 Ayes. Motion Carried.

10.

Grube moved Krueger seconded to approve Resolution 2017-15 Declaring Official Intent to Reimburse Expenditures from Proceeds of Borrowing. Roll Call Vote. Fromm, Korb, Brocker, Grube, Krueger, Achter - 6 Ayes. Motion Carried.

11.

Brocker moved Achter seconded to approve Resolution 2017-16 Support Consolidation recycling efficiency grant. Roll Call Vote. Fromm, Korb, Brocker, Grube, Krueger, Achter - 6 Ayes. Motion Carried.

12.

Fromm moved Achter seconded an October 24th public hearing to consider wastewater rate adjustment. Motion Carried.

13.

Grube moved Achter seconded to issue a Temporary Class B License to the Friends of the Kiel Community Center for October 7, 2017. Motion Carried.

14.

Krueger moved Fromm seconded to approve the operator’s licenses for Mary Elizabeth Brost. Motion Carried.

15.

Fromm moved Korb seconded to allow the Halloween parade on Paine Street around 4:00 P.M. on Sunday, October 29th, 2017 to follow with Trick or Treating from 4:00 P.M. till 6:00 P.M. Motion Carried.

16.

Krueger moved Fromm seconded to adjourn the council meeting at 6:20 P.M. Motion Carried. Dennis Dedering City Administrator
