INTRODUCTION In an effort to improve conditions within school walk zones, a Bicycle and Pedestrian Safety Review Study for Holly Hill Elementary School (now Holly Hill School, a K-8 school) was prepared by Hoke Design, Inc. in March 2007, at the request of the Volusia Transportation Planning Organization (VTPO, formerly the Volusia Metropolitan Planning Organization). Several sidewalk improvements were recommended as a result of the safety study. Among the recommendations, provision of continuous sidewalks along both sides of Flomich Street from Nova Road to Decatur Avenue was listed as a priority project. Among the stated project goals in the referenced study were: •
Provision of continuous sidewalks on both sides of the roadway within the “walk area” for the school;
•
Eliminating the two diagonal crosswalks within the study limits;
•
Bringing the sidewalk into conformity with current ADA regulations; and
•
Better defining the edge of vehicular travel lanes with lane markings.
In addition to providing safer access to Holly Hill School, the proposed sidewalk will provide local residents with safer access to public transportation, commercial properties, and the United Brethren in Christ church.
PROJECT PURPOSE AND SCOPE Holly Hill School is surrounded by a densely populated residential area. Many of the roadways in this area have limited right-of-way, with swales or ditches along the roadsides to address drainage needs. Much of the study corridor is lined with a narrow sidewalk on alternating sides of the roadway. Many of these sidewalks are also flush, or nearly flush, with the roadways surface – which could encourage motorists to use the sidewalk as an extension of the street. There is a history of crash events involving pedestrians or bicyclists within a two mile radius of the school, including crashes located in the designated walk area. The addition of a Wal-Mart Neighborhood store on Flomich Street at Nova Road has added vehicular traffic within the walk zone and increased the need for a connected sidewalk system on Flomich Street. A new residential project has also

Flomich Street Sidewalk Feasibility Study been approved that will likely generate additional vehicular traffic within the project corridor – the Mirage is a townhouse project that accesses Flomich Street at Primo Court and at a driveway between Primo Court and Anniston Avenue. 102 townhouse units remain to be built within the development. The existing condition – with sidewalks that jump from one side of the road to the other, connected by two mid-block, diagonal crosswalks creates safety concerns for pedestrians and bicyclists. The City of Holly Hill understands the need to improve the sidewalk system near the school, and completion of the proposed improvements addresses this need. In the existing condition, Flomich Street has a six-foot wide sidewalk on the north side of the roadway throughout the project limits and has a five-foot wide sidewalk on the south side of the roadway from east of Primo Court/Megan Bay Circle to Anniston Avenue. Center Avenue, located one block west of Decatur Avenue, provides direct access to the school. The purpose of this study is to determine the feasibility of providing continuous sidewalk on both sides of the roadway along Flomich Street from Nova Road to Decatur Avenue. Providing a continuous sidewalk along Flomich Street will not only benefit students, but will also improve safety for local residents walking or biking in the community. A cost estimate has been prepared as part of this study, for Volusia TPO’s budgeting and planning purposes. A field review was conducted during the study for the purposes of data collection, concept development, corridor evaluation and cost estimation. The graphics within this report include notes, diagrams and callouts identifying the apparent right-of-way, driveways, locations of proposed new and replaced sidewalks, crosswalks and street names. Considerations include conformance to the requirements of the Americans with Disabilities Act (ADA), and appropriate signage and pavement markings along the facility at roadway and/or driveway crossings. PHYSICAL INVENTORY AND ASSESSMENT OF RIGHT-OF-WAY GENERAL DESCRIPTION The project corridor is located within the City of Holly Hill, Florida. The proposed sidewalk is approximately 4,500 linear feet (0.85 miles) in length, located along Flomich Street from Nova Road to Decatur Avenue. Flomich Street has an existing six-foot wide sidewalk on the north side of the roadway throughout the study area and a five-foot wide sidewalk from east of Primo Court/Megan Bay Circle to Anniston Avenue on the south side. The sidewalk on the north side includes a section of newer sidewalk that was constructed from Primo Court/Megan Bay Circle to Center Avenue. Students walking or biking to school via Flomich Street to Center Avenue either have to use mid-block diagonal crosswalks at the canal east of Megan Bay Circle and at Anniston Avenue to remain on the sidewalk, or they have to walk in the grass or on the road adjacent to vehicles. Filling in the sidewalk on the south side of Flomich, so that there are continuous sidewalks on both sides of the roadway, was recommended as a priority project in the Bicycle and Pedestrian School Safety Review study report for Holly Hill Elementary School (now Holly Hill School) which was prepared for the Volusia TPO in 2007. The study area is located within a primarily residential area; however, there are assorted commercial establishments along the study corridor. There are single family homes along both sides of Flomich Street as well as on all of the intersecting side streets; there are also a number of multi-family complexes within the study limits including The Heritage, Spring Garden Court Condominiums, the Charleston Place Apartments and The Mirage development. Commercial establishments within the project limits include: •
A Wal-Mart Neighborhood Store in the northeast quadrant of the intersection of Nova Road and Flomich Street at the western limit of the study area;
•
Walker’s Furniture on the north side of Flomich Street just east of Hammock Drive;
•
Rowsey’s Grocery and Bar in the northwest quadrant of Flomich Street and Selma Avenue; and
•
A Citgo gas station and food mart in the southeast quadrant of Flomich Street and Center Avenue.

Flomich Street Sidewalk Feasibility Study The study area is located within the designated walk-zone for Holly Hill School, which is located southeast of the proposed sidewalk with frontage on both Center Avenue and 15th Street. The current number of students walking or biking to the school is unavailable. The main entrance to Holly Hill School is on 15th Street. There are existing sidewalks on both Center Avenue and 15th Street. Figure 2 shows an aerial view of the main entrance for the school. Figure 2 – Aerial View of Main Entrance to Holly Hill School
School Entrance
Within a half-mile radius of the proposed project is the Riviera Oaks Dog Park as well as the various recreation facilities associated with the school. The existing sidewalks along Flomich Street within the project limits provide pedestrian access to the various retail establishments described previously, the United Brethren in Christ Church, assisted living facilities, and the Holly Hill School (via the sidewalk connections on Center Avenue and 15th Street). In addition, there are multiple Votran bus stops, which are part of the public transportation system in Volusia County, along Flomich Street. A field review was conducted by RS&H staff on February 21, 2014. During this review, existing land uses were noted, roadway crossings were assessed, underground and overhead utilities were inventoried, stormwater drainage features were identified, distance and offset measurements of various elements were conducted, and numerous photographs were taken.

Road (Figure 3). Traffic at this intersection is signal-controlled;
there
is
another
signal-
controlled intersection at Center Avenue. The remainder of Flomich Street within the study limits is free-flowing with all side streets controlled with stop signs. Flomich Street was measured to be 20-23 feet wide, with a posted speed limit of 25 MPH (15 MPH during designated times – 7:00-9:00 AM and 2:00-4:00 PM – within the posted school speed zone between Birmingham Avenue and Decatur Avenue). Parcels along the project corridor were noted to be a mixture of single-family residential, multifamily residential, institutional (church) and commercial properties. There are 19 residential driveways along the south side of Flomich Street.

Many of the paved driveways were found to be in poor condition with significant cracks or with no paved turnout at all. Figure 4 is an example of one
of
the
existing
driveways
considered to be in poor condition. Dirt driveways and cracked driveways present a hazard to those traveling on a bicycle, in a wheel chair, or with a walker. The location and general condition of these driveways has been summarized in Table 1. All driveways along the south side of Flomich Street are recommended to receive new ADA-compliant concrete aprons. There are also 17 driveways along the north side of Flomich Street, and three driveways that access parking spaces or maintenance areas. The sidewalk in driveway areas on the north side of Flomich Street is generally in good condition and much of it was recently replaced (when the newer sidewalk was installed between Primo Court/Megan Bay Circle and Anniston Avenue).

RIGHT-OF-WAY Flomich Street is a city street located in the City of Holly Hill, Florida for which the City has maintenance responsibilities. Parcel lines obtained through the Volusia County Geographic Information Services (GIS), were used to assess the apparent right-of-way width. Table 2 summarizes the apparent right-of-way information derived from the GIS parcel lines; the apparent right-of-way width is also reflected on the plan sheets in Appendix A.

the south side of the roadway from Nova Road to Birmingham Avenue, they then transition from the south to the north side of the roadway from Birmingham Avenue to Center Avenue. The overhead power lines are located on the north side of the road through the remainder of the project limits to Decatur Avenue. There are power poles located along both sides of Flomich Street; those on the south side of roadway, where new sidewalk is proposed, are generally located 3 to 15 feet back from the edge of pavement.

There is a power pole on the west side of the project corridor in the southeast quadrant of the intersection at Nova Road and Flomich Street that is located approximately 3 feet from the edge of pavement, shown in Figure 5. This pole is close enough to the edge of pavement that it would be an obstruction to the
proposed
new
sidewalk;
it
is
recommended that the new sidewalk be constructed behind the pole. In the same parcel where the power pole is located, there is also a pull box in the small median between the two driveways that front Flomich Street (Figure 6); this pull box is located approximately 4.6 feet from the edge of pavement and will need to be relocated to accommodate the sidewalk in this area. There are several fire hydrants located along

either side of the corridor; none impact the proposed improvements. There are three manholes along the south side of Flomich Street that will need their top elevations adjusted to be flush with the proposed new sidewalk. These are located at: 1) The west end of the study area across from the Wal-Mart (shown in Figure 7) – this manhole is approximately 4.8 feet from the edge of pavement in the existing condition; 2) Across from Primo Court, approximately 125 feet west of the canal – this manhole is approximately 4 feet from the edge of pavement in the existing condition; and 3) On the south side of Flomich Street approximately 50 feet west of Sherris Lane – this manhole is approximately 4.8 feet from the edge of pavement in the existing condition.

Flomich Street Sidewalk Feasibility Study A fourth manhole, located approximately 225 feet west of Hammock Drive on the south side of Flomich, will not need to be adjusted because the sidewalk can be constructed without impacting it.

On the west side of the manhole shown in Figure 7 there is an ITS cabinet that will also need to be relocated to accommodate the proposed new sidewalk – the ITS cabinet (shown in Figure 8) is approximately 5.75 feet from the edge of pavement in the existing condition.
DRAINAGE AND PERMITTING During the field assessment of the project corridor, the following existing drainage system features were noted: •
Storm drains located throughout the project corridor on both sides of the roadway;
•
A retention pond in the northeast quadrant of Nova Road and Flomich Street on the WalMart property;
•
Drainage swales up to 5 feet in depth located along the south side of the roadway

Drainage swales up to 5 feet in depth located along the south side of the roadway from approximately 100 feet west of Montgomery Avenue to the eastern project limit at Decatur Avenue.
A review of FEMA’s Flood Insurance Rate Maps for Volusia County showed that the study area is located within Zones AE and X; the FIRM maps for the study area are included in Appendix C with the project limits noted in red. As shown on the maps, portions of the project corridor are within a Special Flood Hazard Area (Zone AE), from Primo Court to Anniston Avenue; as such, floodplain storage compensation should be evaluated during the design phase. Based on available Volusia County GIS data, there are no regulatory wetlands in the area of the proposed sidewalk. While it is not anticipated, it is possible there could be small pockets of wetlands that are not picked up with the GIS data. If wetlands are found along the project limits during the design phase of the project, the Engineer of Record will need to coordinate with the U.S. Army Corps of Engineers to determine if a Dredge and Fill permit is required. In addition, an Environmental Resource Permit may be required from the St. Johns River Water Management District if there are wetland impacts. If no wetlands are identified, the Engineer of Record should only need to obtain a Permit Exemption from St. Johns River Water Management District. SOILS INFORMATION The proposed sidewalk route traverses through Holopaw Sand, Myakka Fine Sand, Myakka Urban-Land Complex, Paola Urban-Land Complex, Tuscawilla Fine Sand, and Tuscawilla UrbanLand Complex. All are poorly drained sandy soils. A soil survey map is included in Appendix D. This map was prepared through the Web Soil Survey (WSS) operated by the USDA Natural Resources Conservation Service (NRCS).
SIDEWALK CONCEPT PLAN The following sections describe the elements that make up the concept for this project. All proposed elements are depicted graphically in the conceptual plan sheets (Appendix A).

Sidewalk, Driveways and Cross Streets •
Construction of a new four-inch to six-inch thick concrete sidewalk along the south side of Flomich Street from Nova Road to meet the existing sidewalk on the east side of the drainage canal located approximately 200 feet east of the center line of Megan Bay Circle; with ADA compliant concrete turnouts at each driveway within this section. The new sidewalk on the south side of the roadway will generally be five feet wide in accordance with the recommendation in the Bicycle and Pedestrian Safety Review Study.
•
Replacing cracked sections of sidewalk along the south side of Flomich Street from east of the drainage canal to Anniston Lane as noted in the conceptual plan sheets (Appendix A).
•
Construction of a new five-foot wide, four-inch to six-inch thick concrete sidewalk along the south side of Flomich Street from Anniston Avenue to the eastern project limit at Decatur Avenue; with ADA compliant concrete turnouts at each driveway within this section.
•
Replacing cracked sections of sidewalk along the north side of Flomich Street throughout

the project limits as noted on the conceptual plan sheets. •
Replacing the existing asphalt pavement with concrete sidewalk through the heavily treed area west of the Charleston Place Apartments (Figure 10).
•
Replacing the existing curb ramps along Flomich Street to meet ADA requirements at the following locations: o
Megan Bay Circle (south side of roadway);
o
Heritage Lane (south side of roadway);
o
Entrance to Charleston Place Apartments (north side of roadway);
o
Anniston Avenue (north side of roadway);
o
Selma Avenue (north side of roadway);
o
Montgomery Avenue (north side of roadway); and
o
Decatur Avenue.

Milling and resurfacing along with a standard crosswalk and stop bar are proposed at each of the side streets on the south side of Flomich except Center Avenue and Montgomery Avenue. Reconstruction to accommodate a new storm sewer pipe is proposed at Montgomery Avenue, along with a standard crosswalk and stop bar. Milling and surfacing are also recommended at the Citgo driveway entrance that fronts Flomich Street. The existing stop signs at all side streets shall be relocated (as necessary) to be in line with the proposed stop bar, a minimum of four feet behind the proposed crosswalk.
•
Restriping of the crosswalk at the entrance to Wal-Mart along Flomich Street is proposed. Milling and resurfacing along with a standard crosswalk is proposed along the north side of Flomich Street at Rowsey’s Grocery and Bar and at Decatur Avenue.
•
The two diagonal crosswalks within the study limits (east of the canal and at Anniston Avenue) will be removed.
•
Installation of painted striping along the edge of pavement on both the north and south sides of the roadway is proposed throughout the study limits to better define the edge of vehicular travel lanes.
•
New six-inch thick concrete aprons are proposed at all residential driveways (18 in total) along the south side of the project limits and at the maintenance access driveway on the north side of Flomich Street approximately 100 feet west of the center line of Heritage Lane. It is not recommended that the driveways on the north side of Flomich Street be replaced as many of them were reconstructed when the newer sidewalk was installed and they appear to be in good condition and ADA compliant. Full topographical survey of the driveways located within the right-of-way should be completed prior to design of the sidewalk; a line item is included in the cost estimate for survey completion. If the survey shows that any of these driveways do not meet ADA requirements, the City and Engineer of Record may choose to construct a new apron.
Note: Given the limited right-of-way throughout the corridor, the proposed new sections of sidewalk shall maintain a minimum five-foot width throughout the corridor (meeting ADA standards), with a 2-foot offset from the edge of pavement to the new sidewalk, where feasible. When right-of-way allows, the sidewalk shall meander further from the road. In cases where there is not enough right-of-way to construct sidewalk around an obstruction, there are three options:

Flomich Street Sidewalk Feasibility Study 1) The sidewalk can be shifted closer to the road for very short distances where the obstruction is located. 2) The second option is to maintain the alignment of the sidewalk, but construct a reduced sidewalk width adjacent to the obstruction – a minimum clear sidewalk width of 36 inches (allowable at isolated locations) is required by ADA standards. 3) The third option is to acquire necessary right-of-way to construct the sidewalk behind the object – this option is proposed to avoid the previously referenced utility pole in the parcel at the western limit of the project study area. In most cases, right-of-way acquisition would be the last choice. The Engineer of Record shall evaluate each obstruction during the design phase of this project to make a final determination on the alignment of the proposed sidewalk.
Drainage •
The existing drainage swales and existing headwalls located along the south side of Flomich Street between Hammock Drive and the canal will be impacted by the proposed new sidewalk. The available right-of-way does not allow for a new swale to be graded between the road and the sidewalk; therefore guiderail is proposed from approximately 100 feet west of Megan Bay Circle to the first driveway east of Megan Bay Circle to maintain the existing drainage system while providing safety features for bicyclists and pedestrians. Extension of an existing mitered end section and installation of a retaining wall are also proposed in this area. Guiderail is also proposed on the north side of Flomich Street along the sidewalk fronting the canal east of Primo Court/Megan Bay Circle.
•
A storm sewer system is proposed on the south side of Flomich Street to replace the existing ditch from 100 feet west of Montgomery Avenue to 180 feet east of Montgomery Avenue. The two cross drains under Flomich Street located at the drainage canal approximately 200 feet east of the center line of Megan Bay Circle will be extended to the south to accommodate the new sidewalk. The headwall at this location will also be extended to the south approximately 10 feet. A manhole will be constructed at the storm sewer that is located on the south side of Flomich Street, and a storm sewer pipe will connect the manhole to the new headwall of the two extended cross drains under Flomich Street.

Utilities and Mailboxes •
In the parcel at the southeast quadrant of Nova Road and Flomich Street, there is a utility pole that is in conflict with the proposed sidewalk. Approximately 78 square feet of right of way will be required to accommodate the sidewalk behind the pole. Prior to design, the City of Holly Hill will need to acquire right-of-way for this parcel. Updated right-of-way maps should be developed by a Professional Surveyor and Mapper (PSM). Upon completion of the maps, the City can begin the acquisition process.
•
A pull box and seven mailboxes will need to be relocated to accommodate the proposed sidewalk along the south side of Flomich Street – the existing locations of these elements are called out in the plan sheets.
•
Three manholes within the project limits on the south side of Flomich Street will need to have their top elevations adjusted to be flush with the proposed sidewalk – the existing locations of these elements are called out in the plan sheets. A fourth manhole, approximately 225 feet west of Hammock Drive, will not need to be adjusted as the sidewalk can be constructed without impacting it.
•
An ITS cabinet located across from the Wal-Mart will need to be relocated to accommodate the proposed new sidewalk – the existing location of the cabinet is noted in Appendix A on page A-1.
The alignment shown in this concept report and described above is considered to be the minimum allowable design, requiring the least amount of additional right-of-way and disturbance of existing drainage systems. If additional right-of-way can be acquired by the City of Holly Hill, it is strongly recommended that the proposed sidewalk be located further from the edge of pavement. The concept alignment and typical section that have been developed, and described above, are shown in Appendix A and Appendix B respectively.

FINANCIAL FEASIBILITY Table 3 provides a preliminary cost estimate for the design and construction of the proposed sidewalk. This cost estimate is to be considered an opinion of probable cost based solely on the results of this feasibility study. The item numbers and units of measure are based on the Florida Department of Transportation (FDOT) Basis of Estimates Manual. The unit prices are based on historical average costs for each pay item as provided by FDOT. Some unit prices may have been inflated due to the small nature of the project. The cost estimate does not include right-ofway, utility relocation, tree removal, or permitting fees that may be associated with the final design phase. Based on the parcel lines obtained from the Volusia County GIS information, approximately seventy-eight (78) square feet of right-of-way will need to be acquired from Parcel 42-14-32-31-01-0010, located at the corner of Nova Road and Flomich Street, in order to accommodate new sidewalk to the inside of the utility pole located on that parcel. Based on the field review, no additional right-of-way will need to be purchased to accommodate the proposed conceptual design. The cost estimate for the construction of the proposed sidewalk is $484,265. To adjust for potential future increases in the project's cost estimate, an annual inflationary factor may be applied. The Florida Department of Transportation provides annual inflation factors for roadway construction costs which may be used as a guideline for this sidewalk project. The cost estimate provided herein has been adjusted by the FDOT inflationary factors noted in Table 3 to determine inflation-adjusted cost estimates for the Flomich Street Sidewalk project for the next three years; a listing of the FDOT approved inflation factors through 2028 is available in Appendix E. The inflation-adjusted cost estimates for 2015, 2016, and 2017 is $498,793, $513,231, and $528,333, respectively.

CONCLUSION The purpose of this study was to evaluate the feasibility of constructing and repairing sidewalk along Flomich Street so that there is continuous sidewalk from Nova Road to Decatur Avenue. The proposed project includes construction of two segments of new sidewalk along the south side of Flomich Street, from Nova Road to the drainage canal approximately 200 feet east of the center line of Megan Bay Circle and from Anniston Avenue to Decatur Avenue, and replacing various sections of cracked sidewalk throughout the 0.85-mile study corridor. Additional features such as new driveway turnouts, and striping along the edge of pavement are recommended in order to meet ADA standards and improve safety throughout the corridor. As a result of this study, it has been determined that constructing this sidewalk is feasible, with three conditions: •
Right-of-way will need to be acquired from parcel 42-14-32-31-01-0010, which is currently a commercial property. Prior to design and right-of-way acquisition, updated right-of-way maps will need to be generated.

The two cross drains under Flomich Street located at the drainage canal will need to be extended to the south to accommodate the new sidewall; and the headwall at this location will also need to be extended to the south approximately 10 feet.
•
Finally, the relocation of the pull box and ITS cabinet at the intersection of Flomich Street and Nova Road and the noted manhole adjustments will need to be coordinated with the utility owners.

Areas along coasts subject to inundation by the 1-percent-annual-chance flood event with additional hazards due to storm-induced velocity wave action. BFEs derived from detailed hydraulic coastal analyses are shown within these zones. (Zone VE is used on new and revised maps in place of Zones V1–V30.)
Moderate and Minimal Risk Areas Areas of moderate or minimal hazard are studied based upon the principal source of flood in the area. However, buildings in these zones could be flooded by severe, concentrated rainfall coupled with inadequate local drainage systems. Local stormwater drainage systems are not normally considered in a community’s flood insurance study. The failure of a local drainage system can create areas of high flood risk within these zones. Flood insurance is available in participating communities, but is not required by regulation in these zones. Nearly 25-percent of all flood claims filed are for structures located within these zones. DESCRIPTION Moderate risk areas within the 0.2-percent-annual-chance floodplain, areas of 1-percent-annual-chance flooding where average depths are less than 1 foot, areas of 1-percent-annual-chance flooding where the contributing drainage area is less than 1 square mile, and areas protected from the 1-percent-annual-chance flood by a levee. No BFEs or base flood depths are shown within these zones. (Zone X (shaded) is used on new and revised maps in place of Zone B.)
