Smarter Travel Workplace of the Year Galway University Hospitals

Organisational Targets: The primary indicator in terms of the effective delivery of our MMP is the modal split of patients and staff accessing the Campus. We ultimately aim to see a reduction is use of single car occupancy journey made by staff to the hospital and aiming towards a 50:50 split in staff: patient’s car parking usage on the UHG site. Secondary Indicators and realistic targets to assist in managing the delivery of this MMP are:       

Expanding staff shuttle bus timetable and aim for 450 staff trips each day between both sites Remove 90 staff car parking spaces in UHG in 2014; Maintain parking spaces occupied by car sharers; Increase staff bicycle parking spaces by 40 in 2013 in UHG site and install 16 semi covered spaces in MPUH campus; Organise 4 MMP events each year targeting staff e.g. pedometer/cycle challenges, cycle training, bike maintenance, health checks Maintain availability of tax saver and cycle to work schemes for staff, aim for 10% annual increase in staff availing of tax saver scheme. Carry out Geo coding of staff addresses and compare with previous surveys in conjunction with revising the MMP in 2014.

Results Achieved: 

GUH have continually prioritised to understand better the travel patterns and activity on the UHG site and have undertaken a number of staff (2008, 2009, 2012, and 2014), patient (2011, 2014) and transport vehicular journey movements (2006/2011) surveys over the years.



Significant financial investment was initiated in June 2014 with the expansion of the staff shuttle bus service. The new buses schedule departs at 20 minute intervals at both MPUH and UHG and requires 3 buses to maintain the timetabled service at peak evening hours. Over 31,000 trips have been taken by staff since its augmented service in June, averaging 218 trips per day. The data shows the service is running at 12% capacity overall, with 100% capacity at some peak morning times from MPUH to the UHG campus.



90 staff car parking spaces have been removed in conjunction with the augmented staff shuttle bus service and additional off-site parking was secured for staff to accommodate staff living on the west side of the city.



There are now greater than 160 bicycle parking spaces in GUH including 90 fully covered spaces in UHG and 16 semi covered spaces in MPUH; due to investment from the NTA, GTU and Health Promotion & Improvement, HSE.



GUH is implementing the cycle to work & the public transport taxsaver.ie schemes since 2010 and 2011 respectively and over 840 people have availed of the cycle to work scheme since its introduction. 30 people have availed of the annual tax saver ticket scheme with 8 people using the service in 2014, with no annual increase noted in 2014.



An implementation plan to transfer high volume outpatient activities from UHG to the MPUH site is ongoing and has been identified as a key factor in the reduction of congestion at the UHG campus. This has resulted in staff working in 9 speciality outpatient service clinics moving away from UHG campus on some days of the week.



GUH held 4 public transport provider promotional events in 2013 and 2014 with Bus Eireann and city direct, participated in the annual 4 week team cycling and walking challenges organised through the NTA with approx 70 staff taking part each year and 2 bike maintenance workshops in 2013 & 2014. .



3 priority car sharing spaces have been maintained. Waiting list compiled in 2014 with 15 groups for additional spaces to be allocated as part of overall car parking configuration on site.

How results were achieved 

The expansion of the shuttle bus service was achieved by financial commitment, contract negotiation with service provider and allocation of HSE grounds to allow for the park and ride facility for staff. The service has been promoted by the services department by internal e mail, posters to all clinical areas, wallet size timetable cards and staff meetings.



Partnership working between Galway city council, the Galway Transportation unit, the NTA and HSE estates, public health, NUIG students, volunteer services & health promotion team staff has resulted in less staff parking on the UHG site, greater use of the staff shuttle bus service and the MPUH site.



The updating and revision of the MMP in GUH in conjunction with HSE estates and external consultants in late 2014 has resulted in a number of high level actions being prioritised which will further embed this work as a strategic priority for the GUH site as part the SAOLTA university healthcare group.



Implementation of national cycle to work and tax saver schemes in an employee friendly manner, facilitating payments over a 12 months period to reduce the burden of payment on employee in the short term.



We have secured funding from the NTA, GTU, and HSE Estates and Health Promotion and Improvement for additional cycle parking and promotional materials in support of the measures being carried out in our mobility management plan.

How colleagues were involved in reaching the targets: GUH are aware that communication and openness is critical to the successful implementation of MMP activities and meeting targets. A cross departmental steering group involving General Manager, services department, health promotion, maintenance, security and the parking management contractor have a brief to progress MMP actions. The 4 staff surveys since 2008, staff feedback regarding the shuttle bus service, and focus groups with cyclists have informed MMP actions and priorities on each site. Based on consultation, distinct priorities are identified on each site. GUH undertake a number of initiative to keep staff informed of current work 

Regular staff memos from services over the last 6 months to keep people informed of car park closures, off site parking arrangements close to UHG and the shuttle bus service.



Promotional events take place 2-3 times a year with Bus Eireann, City Direct, health checks for staff, bike maintenance and in December 2014 staff from the RSA became involved in such events.



Working with HSE finance and HR regionally to implement the tax saver and cycle to work scheme in the most feasible employee friendly manner. This information is updated annually on the HSE website and most applications for the bike to work scheme are sourced from there.

How activities above fit into your organisations wider agenda (e.g. CSR, environmental, employee health and wellbeing etc.) 

The SAOLTA university Health care group became the first hospital group to publish a healthy Ireland implementation plan for the group of hospitals in October 2014. Responsibility for implementing this plan is led out by members of the Board of Directors and Executive Council. GUH recognise our responsibility as health service leaders in Galway to support changes in how people are living, moving and connecting with each other. Sustainability, creating healthier environments, physical activity promotion, staff health and mobility management are key themes identified in the 3 year implementation plan and GUH are leaders within the group in implementing this work.



Patients are at the heart of everything we do in GUH and are the main driver behind the overarching aim for the MMP by making the campus more accessible to patients and the public and increasing the proportion of and availability of public parking on site.



Meeting standards are recognised quality benchmarking criteria used in hospitals. Mobility management planning was a recognised programme for inclusion in the self-assessment and development of quality improvement plans work undertaken by GUH in 2014 in preparation for external assessment by the health regulatory body HIQA in relation to the national standards for safer better healthcare
