Read this document carefully. In submitting your Offer, you must comply with the instructions, terms and conditions stated in this RFO and in your CMAS contract. GENERAL INFORMATION

A. INTRODUCTION The CalSTRS Technology Services (TS) Branch delivers technology products, services, and business solutions which support all information technology systems throughout the organization including implementation of enterprise projects. TS programs and projects utilize the System Development Life Cycle (SDLC) methodology. The purpose of this RFO is to select an experienced Reports Developer with knowledge of reports creation through the use of SQL queries and reporting tools, preferably Crystal Report and Microsoft SSRS. The Reports Developer is responsible for helping one or more projects and units within CalSTRS to create various types of reports using data mined and aggregated from multiple sources. In addition, this Reports Developer is also responsible for establishing, standardizing, and maturing CalSTRS overall enterprise reporting framework including tools, platforms, methodologies, processes, and best practices, etc. You may submit one (1) proposed project person for this RFO. The services required are described in the Exhibit A, Statement of Work included in this document. The total service period may be up to thirty-six (36) months, with an estimated 150 work hours per month. The proposed project person selected as a result of this RFO initially may be assigned to the Technology Services Team and may also be assigned to other teams/programs/projects during the total service period. All work must be performed on-site at the CalSTRS headquarter facility in West Sacramento, CA. The successful Respondent’s project person will be responsible for any travel costs that he/she may incur while providing the services identified in Exhibit A, Statement of Work.

B. BACKGROUND CalSTRS was created in 1913 to provide retirement, disability, and survivor benefits to public school educators and certain other employees of public school districts, community college districts, county offices of education, and regional occupational programs in the State of California. CalSTRS operates under sections of the California Education Code known as the Teachers’ Retirement Law, which established the State Teachers’ Retirement Plan with CalSTRS as the administrator. The California State Teachers’ Retirement System, with a portfolio valued $184.8 billion as of May 31, 2014, is the largest teacher pension fund in the United States. CalSTRS administers a hybrid retirement system, consisting of a traditional defined benefit, cash balance and defined contribution plan, as well as disability and survivor benefits. CalSTRS serves California’s 852,000 public school educators and their families from the state’s 1,600 school districts, county offices of education and community college districts. The CalSTRS IT as well as business programs have many reporting needs across the enterprise. The development and maintenance of a consistent and shared enterprise reporting framework will enable CalSTRS to expedite the creation of high quality reports to meet various business needs. C. QUALIFICATIONS FOR THE VENDOR’S PROPOSED PROJECT PERSON Proposed project person must meet all of the following minimum qualifications to CalSTRS satisfaction to be given further consideration. Failure to satisfy any of the minimum qualifications upon submittal of the offer may result in the immediate rejection of the offer.

Minimum Qualifications a. As of final due date of submission, the firm must hold a current Information Technology California Multiple Award Schedule (CMAS) agreement with the Department of General Services. b.

As of final date of submission, the firm must submit all data/information and attachments requested in the proposal format described in Section D.3. Offer Requirements.

Technical Qualifications a. As of final date of submission, the Respondent’s Project Personnel must have at least eight (8) years of experience working as a reports developer creating and fine tuning SQL reports from data stored in various relational databases; b.

As of date of submission, the Proposed Personnel must have at least eight (8) years of experience developing complex SQL queries; developing detailed SQL reporting specifications; aggregating, analyzing, validating, and/or reconciling data from heterogeneous data sources, (e.g. MS SQL Server, MS Access, Oracle, XML files, CSV files, text files, etc.);

c.

As of date of submission, the Proposed Personnel must have at least five (5) years of experience monitoring the performance of reports and taking corrective action to optimize or improve the performance of the reports when necessary;

d.

As of date of submission, the Proposed Personnel must have at least six (6) years of experience working with Microsoft products/tools such as SQL Server 2005/2008/2012, SQL Server Reporting Services, etc.;

e.

As of date of submission, the Proposed Personnel must have at least three (3) years of experience working with Oracle products/tools such as, Oracle databases, Reports, Discoverer, etc.;

f.

As of date of submission, the Proposed Personnel must have at least three (3) years of experience working with Crystal Reports in the areas of data warehousing, enterprise business data reporting, metadata registry, etc.;

g.

As of date of submission, the Proposed Personnel must have at least two (2) years of experience designing and implementing business intelligence (BI) reports using various BI reporting tools such as MS SSAS/SSRS, SAP Business Objects and/or NetWeaver BI, Oracle Enterprise BI Server, SAS Enterprise BI Server, IBM Cognos, etc.;

h.

As of date of submission, the Proposed Personnel must have understanding of Software Development Life Cycle (SDLC) processes and methodologies.

i.

As of date of submission, the Proposed Personnel must have experience producing the following documents: business reporting requirements, data requirements, reporting tool/platform architecture, reports specifications, test cases for reports testing, etc.; and,

j.

As of date of submission, the Proposed Personnel m ust have a four-year college degree (Bachelor) or higher in Computer Science, Computer Engineering, or related Engineering fields from a government accredited/sanctioned college or university.

Desirable Qualifications It is highly desirable for the proposed project person to have the following listed experience, knowledge, skills and abilities: a.

In-depth knowledge with various enterprise technologies and software products such as Business Intelligence, Data Mining, Enterprise Information Management, and ERP products (for example, SAP, PeopleSoft);

b.

Extensive knowledge of both Oracle/Java and SQL Server/MS.Net technologies and/or products;

c.

Experience working with legacy mainframe applications;

d.

Proven ability to work both in a team environment and independently;

e.

Excellent oral communication skill and technical writing skill;

f.

Ability to organize material, analyze a wide variety of facts and develop appropriate recommendations.

Respondents that fail to report a known or suspected problem with the RFO or fail to seek clarification and/or correction of the RFO shall submit an Offer at their own risk.

Submission of Offer a. The Offer must be submitted via email to [email protected] and received no later than the Offer due date and time specified on the cover page of this RFO. Late and incomplete Offers may be rejected. b.

It is the Respondent’s responsibility to respond with all data/information requested; provide data/information that is deemed adequate for CalSTRS to determine/verify the proposed project person’s ability to perform the tasks/activities defined in Exhibit A, Statement of Work; and submit all data/information in the Offer format described in Section D. Subsection 3. Offer Requirements.

c.

By submittal of an Offer, the Respondent declares that any proposed project person is in compliance with all experience, qualification, and education requirements stipulated in the CMAS and GSA agreements.

d.

This RFO and all Offers in response to this RFO will be made a part of the resulting contract file. All documents submitted in response to this RFO will become the property of the State of California and may be subject to review by or release to the public under the California Public Records Act, Government Code 6250 et seq.

e.

CalSTRS encourages Respondents to submit their Offers early.

f.

CalSTRS accepts no responsibility for any technical difficulties associated with the electronic transmission of any Offer.

g.

Costs for developing Offers and in anticipation of award of an agreement are entirely the responsibilities of the Respondents and shall not be charged to CalSTRS.

h.

Respondents may modify their Offer, after its submission, by withdrawing their original Offer and resubmitting a new Offer prior to the submission due date. Offer modifications submitted in any other manner, oral or written, will not be considered. Respondents may withdraw their own Offer by submitting a written withdrawal request to the CalSTRS Central Procurement Analyst via email at [email protected]. Respondents may thereafter submit a new Offer prior to the Offer due date.

i.

CalSTRS may modify the RFO prior to the Offer due date by issuing an addendum.

j.

Respondents are cautioned to not rely on CalSTRS to discover and report to the Respondent any defects or errors in the submitted documents. Respondents, before submitting their documents, should carefully proofread for errors and ensure adherence to the RFO requirements.

k.

CalSTRS reserves the right to reject all Offers. CalSTRS is not required to award an agreement.

Comparison Process a. Upon receipt, Offers will be checked for the presence or absence of required content. Incomplete Offers may be rejected. No assumptions will be made by CalSTRS regarding the intentions of the Respondent in submitting the Offer. b.

Offers and any subsequent presentations should be submitted with the most favorable terms the Respondent can offer.

c.

If CalSTRS is unable to execute an agreement with the highest scoring responsible Respondent, CalSTRS reserves the right to award the agreement to the next highest scoring responsible Respondent.

d.

Offers will be reviewed to determine best value using the following five (5) phases. PHASES 1 2 3

1) The Respondent’s proposed project person will be reviewed to determine all of the minimum qualifications are met to CalSTRS satisfaction to be given further consideration. Failure to satisfy any of the minimum qualifications upon submittal of the Offer will result in the immediate rejection of the Offer. 2) Offers meeting the minimum qualifications will move to Phase 2, Written Offer Comparison, to be reviewed for expertise, education, and experience of the proposed project person in the criteria listed above by a team composed of at least two (2) CalSTRS employees. 3) In Phase 3, Cost Comparison, the hourly rates provided in the Respondent’s Attachment I, will be reviewed using the cost formula indicated below. 4) In Phase 4, highest scoring respondent(s) will be interviewed in person at the CalSTRS headquarter facility in West Sacramento, California. 5) In Phase 5, CalSTRS will conduct reference checks and negotiate rates with the top-ranked Respondent. 6.

Award If at any time during or at the conclusion of this RFO process CalSTRS determines that, in its opinion, the results of this process are unsatisfactory; CalSTRS reserves the right to discontinue this process and decline to award an agreement. If CalSTRS enters into an agreement, it will be with the Respondent having the highest score, subject to cost negotiations, and satisfying all the requirements for this RFO.

7.

Payment Structure The payment structure for activities performed under Exhibit A, Statement of Work, is: Deliverables Based Hourly Invoices shall be submitted in triplicate not more frequently than monthly in arrears. Invoice(s) must include: 1) Purchase Order Number, 2) Contractor’s name, address and telephone number, 3) total amount of invoice, 4) copies of the Contractor’s weekly status reports that cover the invoice dates, and 5) a copy of the timesheet approved/signed by the CalSTRS Contract Manager that covers the invoice dates.

Services or Procurement Resulting from Agreement No person, firm, or subsidiary thereof awarded an agreement resulting from this RFO may submit a bid for, nor be awarded a contract for, the provision of services, procurement of goods or supplies, or any other related action which is required, suggested, or otherwise deemed appropriate in the end product of an agreement resulting from this RFO. (PCC§10365.5).

EXHIBIT A STATEMENT OF WORK

Scope of Work The Reports Developer (Contractor) will ensure the timely creation of reports to meet various business needs as well as assist in defining processes, standards and best practices in reports development. The Contractor is also responsible for helping CalSTRS establish an enterprise reporting framework that aligns with other areas of the overall enterprise architecture. All work must be performed onsite at the CalSTRS headquarter facility in West Sacramento, CA. During this engagement, the Contractor reports directly to CalSTRS Chief Technology Officer (CTO) or designee(s), and may be assigned to one or more teams, programs or projects during the total service period. Contractor shall perform all of the following tasks and deliverables:

1. Management of Reports Requirements and Reports Specifications; •

Review business requirements documentation to understand reporting needs/requirements with respect to business goals and objectives;



Collaborate with both business and IT SMEs to collect, verify, develop, and document applicable reports requirements;



Analyze, evaluate, make changes, and keep up to date all reports requirements and reports specifications; and



Review, update, and provide written comments on all reporting related documentation.

Expected Deliverable(s)

1. Monthly written report detailing tasks completed, recommendations made on changes to test requirements, test specifications, and details of any reviews and/or written comments on applicable technical documents.

2. Develop, review, update, and provide all applicable reports requirements documents and reports specification documents, as well as other applicable reporting analysis documentation using CalSTRS documentation templates.

Enterprise Reporting Framework and Reporting Platform Architecture Improvements; •

Collaborate with other CalSTRS teams and designated SMEs to suggest and make improvements to enterprise reporting framework and platform architecture and properly document/refine all applicable technical specification.



Lead and/or assist in developing a set of standards, processes, and best practices in the use of MS SSRS and Crystal Reports for reports creation.

Expected Deliverable(s)

1. Monthly updates of status reports detailing major technical activities, task status, schedule status, issues, and risks and mitigations.

2. Develop, review, update, and provide enterprise reporting framework and platform architecture documentation as well as other applicable technical documentation using CalSTRS documentation templates.

Enterprise Reporting Standards and Processes Oversight and Support; •

Work with various CalSTRS teams to ensure enterprise reporting standards and processes are followed;

Provide guidance and support to other CalSTRS teams; explaining reporting standards, processes, and best practices to various stakeholders.

Provide production support by responding to issues, alerts, business and IT inquiries that are related to reports;



Work with staff and vendors to troubleshoot issues, implement patches, and/or upgrades as required to ensure the optimal performance and function of the reporting tool/platform;

Expected Deliverable(s)

1. Monthly updates of status reports detailing design, development and production M&O support activities, project support tasks & status, production issues and their corresponding resolutions.

Technical Knowledge Transfer; •

Conduct fifty-two (52) one-hour informal knowledge transfer sessions;



Conduct twelve (12) one-hour formal knowledge transfer sessions;



Support CalSTRS staff at meetings, via email or personal inquiries; and



Incorporate information into technical requirements and analysis artifacts.

Expected Deliverable(s)

1. Monthly updates of status report on informal knowledge transfer sessions provided during the preceding month, which shall include attendees, and any action items.

2. Written report of formal knowledge transfer sessions to include attendees, time and date, and any action items. 6.

Develop and present technical findings for schedule, resources, issues, risks and mitigations during the monthly status review;



Monthly status report, to include, but not be limited to all of the following: •

Written monthly report, due five working days after the start of the next month, detailing project status; (i.e. technical findings for schedule, resources, issues, risks, monthly activities, meetings attended, and plans for the coming month).

Final Report Upon completion of the contract, Contractor shall submit a Final Report to the CalSTRS to include, but is not limited to, project activities, accomplishments, budget summary, lessons learned, and suggestions/recommendations for developing and/or improving ongoing maintenance and support. The Final Report shall summarize all activities, tasks, results, anomalies, and dispositions. Expected Deliverable(s) 1.

Final report using CalSTRS template.

Transfer of knowledge to appropriate CalSTRS employees is required. Completion Criteria Deliverables/tasks will include all work assignments identified to be completed. Deliverables/tasks are considered complete after a quality assurance process is completed and approved by designated reviewers. Performance and timeliness of all deliverables/tasks will be monitored via the submission of weekly status reports and meetings. Status and actual hours will be reported on a weekly basis for the deliverables/tasks assigned. Each deliverable/task will be tracked via the appropriate program/project schedule and budget to monitor progress toward the completion of the deliverables/tasks and milestones. Security and Confidentiality CalSTRS Human Resources Office shall conduct a background investigation on any contractor personnel that will have access to confidential information. CalSTRS will issue a badge for physical security to the appropriate CalSTRS work areas. The CalSTRS Contract Manager will identify the data access requirements for access to system data and coordinate with appropriate channels to ensure the proper access is assigned and reviewed periodically for update as necessary. Access rights will be monitored and concerns of improper data access will be brought to the attention of the CalSTRS Contract Manager.
