Wireless Priority Service (WPS) creates a special top-level priority for wireless communications access that key agency personnel can use during a crisis, such as national security alerts and natural disasters. WPS lets these individuals receive a higher priority over any available facilities for wireless services. So agencies and organizations that provide critical infrastructure and services during emergencies and disaster recovery have the reliable communications they need. To keep ahead of the technology curve, Verizon now offers WPS over our Voice-over-LTE (VoLTE) radio access network (RAN). This new service is known as WPS over VoLTE known as WPS over VoLTE initial operating capability (IOC). The service provides priority for VoLTE calls on the RAN and gives you a direct radio link between your WPSenabled device and the cell site. No need to dial *272 for access. It’s designed to work transparently in the background and improve your access to our 4G LTE network during periods of high congestion. Note: There is no charge for using the WPS over VoLTE initial operating capability service. A WPS minutes-of-use (MOU) charge only occurs when dialing *272. *272 calls dialed by WPS users will still be processed as WPS on the CDMA network, even when initially attached to VoLTE.

How can I get WPS for my agency’s leadership? Because WPS is managed by the Office of Emergency Communications (OEC) of the Department of Homeland Security (DHS), you’ll need to follow its defined process for determining eligibility. The OEC sets authorizations to one of five priority levels (one being highest), based on the subscriber’s national security or emergency preparedness role: 1. Executive leadership and policy makers 2. Disaster response/military command and control 3. Public health, safety and law enforcement command 4. Public services/utilities and public welfare 5. Disaster recovery Once the OEC determines your eligibility for priority access, your designated agency representative must authorize addition of this feature to your Verizon Wireless account.

How does WPS work? It’s easy. Once your new service is approved, activated and available in your service area, our network automatically puts your call in high-priority status on the LTE RAN. You don’t need any special cards or codes, and you can use your existing Verizon Wireless devices without modification. If a call failure should occur, you can still dial *272 to be connected to WPS CDMA, but WPS MOUs will be charged.

What are the requirements for WPS over VoLTE? For you to use our WPS over VoLTE service, your mobile telephone number must be provisioned with WPS CDMA. Plus, your smartphone must support VoLTE and have HD Voice activated. Existing WPS CDMA users with HD Voice activated will be automatically provisioned with WPS over VoLTE IOC through an over-the-air provisioning process, requiring no additional action by the user.

WPS access is subject to the terms and conditions of your customer agreement and calling plan. WPS access functions on a limited portion of the Verizon Wireless–owned and operated 800/1900 MHz CDMA network, and is available only to individuals authorized by the OEC. WPS access provides end users with the ability to be placed into a queue for the next available wireless voice channel ahead of end users not subscribing to WPS access. Verizon Wireless makes no assurances regarding waiting times associated with WPS, nor can Verizon Wireless ensure that WPS access calls will be connected.
