SPECIFICATIONS Dual Antenna Radar Speed Measuring Device Solicitation 6100030814 I.

CONTRACT SCOPE/OVERVIEW: This Solicitation will cover the requirements of the Pennsylvania State Police, Bureau of Patrol, Patrol Services Division for the acquisition of dual antenna radar speed measuring devices.

II.

QUANTITY: Quantities on bid may be amended based on funding availability.

III.

LOCATION: All items shall be delivered to the PA State Police, Central Supply Warehouse, Attention: Dennis Defrank, 101-A South 38th Street, Harrisburg, PA 17111.

IV.

PURCHASE ORDER CONDITIONS: Vendor shall supply in accordance with this specification a complete unit upon delivery. Failure of this specification to define, describe or specify any items required for such complete and operational capability shall not relieve the vendor from providing same. These specifications provide equipment for the following: 

Dual Antenna Radar Speed measuring devices with generally accepted technology.



Training of operation instructors, and minor maintenance procedures.



Availability of expert witness for necessary court testimony.

Delivery  All items to be delivered within the time period specified on the Purchase Order but no later than September 30, 2014. 

The Pennsylvania State Police will contact the vendor with delivery instructions as needed.

Material 

Vendor shall provide a complete dual antenna radar speed measuring device with accessories, along with operator and technical manuals. The unit must conform to all specifications and shall be subject to an inspection. Pennsylvania State Police reserve the right to request a sample unit to be evaluated in accordance with the specifications. Failure of sample to meet specifications shall result in the rejection of the bid, and the bid will be forwarded to the next lowest, responsive and responsible bidder, provided the specifications have been met.



The model device must be currently in production and listed on the International Association of Chiefs of Police, IACP, Conforming Products List in conjunction with and meeting the specifications outlined in the National Highway Traffic Safety Administration. The device shall be capable of being mounted either internally or externally with the emergency vehicle packages utilized by the Pennsylvania State Police.



The device shall be capable of operating at the K-band frequency in a stationary and/or mobile mode.



The device shall have the ability to track target vehicles in same and discriminant direction modes with fastest target acquisition.



The device shall come equipped with the necessary external tuning fork test wands, remote controls, all necessary connection cables for power, connection cables for each separate antenna head and development of the appropriate internal or external mounting hardware.



Each device shall be delivered in a durable hard cover carrying case able to accommodate the necessary equipment and accessories.



The device must be programmed with a searchable menu select to efficiently toggle between operating modes and advanced feature capabilities, to include but not be limited to, an internal and external (tuning fork) testing mode, selection of forward, or rear antenna for approaching and receding lane modes.



The device must be constructed to protect against radio or electric frequency interference.



The listed requirements shall not alleviate the vendor from including or excluding specific operational capabilities or accessories of the device merely by design not being included by the Pennsylvania State Police.

Training 

The vendor shall arrange with the Pennsylvania State Police for training of operation instructors and the minor maintenance officers as specified. The Pennsylvania State Police will provide the training facility. Any films, videos, handouts, necessary equipment or special training aids not available at our training facilities shall be provided by the vendor. Additionally, the vendor agrees to provide a training manual and/or assist in the development of a training manual, including model policy regarding operation of the dual antenna radar speed measuring device provided.



The vendor shall provide expert technical/operational training to a select number of specifically chosen personnel of the Pennsylvania State Police conducted at the five (5) State Police Academy facilities located throughout the State. Such training shall include, but not be limited to, the complete theory of police radar, calibration procedures, and operational capabilities of the device to be provided. Proof of training shall be issued to each individual successfully completing the training. Training shall be accomplished by factory employees, knowledgeable in the technical aspects of the instrument to be provided. Such training shall be at no expense to the Commonwealth of Pennsylvania.



The vendor shall provide sufficient training to a select number of specifically chosen personnel of the Pennsylvania State Police for the purpose of properly qualifying such personnel as instructors certified to perform operator update training and minor maintenance of the instrumentation to be provided. Proof of such training shall be issued to each individual successfully completing this training.



The vendor shall be required to submit a lesson plan describing the various training as required. The lesson plan shall be reviewed and approved by the Pennsylvania State Police prior to any training taking place. Additionally, the vendor shall be required, 2

upon request; to furnish the academic qualifications and experience of the instructors proposed to perform the required training. Warranty and Maintenance: The warranty language in this specification supersedes Section V.9 CONTRACT-008.1a Warranty (Oct 2006) of the Terms and Conditions. 

The vendor shall be responsible for immediately notifying the Pennsylvania State Police of any updated modification, parts, or programs associated with the equipment purchased during the said time that the equipment is owned and utilized by the Pennsylvania State Police. This shall include an explanation of added benefit, the necessity for the change and cost of upgrading the current instrument with these changes.



The vendor shall warrant all equipment provided under this specification to be free of defect for a minimum period of three (3) years from the time the device is delivered, placed in service and is shown to be operating properly.



Such warranties shall be at the total expense of the contractor and shall include, but not be limited to, service, repair, installation and parts. All maintenance and repairs during the warranty period shall be performed by a factory certified technician at a factory authorized service center.



Pennsylvania State Police shall not accrue charges for warranty service, including labor, travel, shipping or mailing, cost of parts or any other assessment related to such service after the unit has been delivered to the authorized service center by the Pennsylvania State Police.



All repairs to be performed at a factory approved authorized service center. The authorized service center shall be equipped with all necessary equipment and inventory to perform maintenance and repair of the instrumentation. The vendor shall make available to the authorized service center(s), replacement and repair parts, for a minimum of ten (10) years from the date of acceptance of all equipment by the Pennsylvania State Police.



All repairs, adjustments, modifications, part replacement, associated labor, calibrations, travel, shipping or mailing costs or any other assessment related to such service, arising due to a malfunction of any parts covered by these warranty provisions shall be at no expense to the Pennsylvania State Police.



All maintenance and repairs shall be reported to a designee of the Pennsylvania State Police, describing the problem, and corrective actions taken by serial number and location of each unit found defective.



Any instrument which fails three or more times within the warranty period shall be replaced with a new, unused instrument and the same shall be reported to the Pennsylvania State Police. The vendor shall warrant the replacement instrument to be free of defect for a period of three (3) years from the time the new instrument is placed in service. For purposes of this section, a failure shall be defined as anytime a unit requires service at the authorized service center or any time an authorized technician must perform repairs.



In the event of device failure, the device must be serviced and returned to the Pennsylvania State Police within twenty (20) working days, of which two (2) working days is shipping time. Special shipping containers, in conformance to UPS standards, shall be provided for each instrument. 3

Miscellaneous Provisions

The Vendor shall make available an expert to be qualified to offer testimony upon request when the validity of the Vendor provided dual antenna radar speed measuring device, or accessories are at issue. An expert must be made available to testify provided a thirty (30) day notice is given. Whenever a thirty (30) day notice is not provided, the Vendor shall make all efforts to accommodate the request. In the event of expert testimony being needed more than ten (10) separate occasions, the Vendor will be reimbursed for incurred costs for each instance more than the ten (10) provided. Reasonable appearances in support of the product shall also be provided at no charge to the Pennsylvania State Police. This will be required throughout the use of the instrument by the purchasers.



The Pennsylvania State Police reserves the right to inspect the facilities of the Vendor and/or manufacturer any time during normal business hours.



The vendor shall provide to the Contracting Officer, within five (5) days of notification of award a list of authorized service center(s) and the names and qualifications of all factory authorized technician(s) conducting maintenance in conjunction with this Purchase Order/Contract.

VI.

POST-SUBMISSION DESCRIPTIVE LITERATURE The Department of General Services may, during its evaluation of the bids, require any bidder to submit cuts, illustrations, drawings, prints, test data sheets, specification sheets and brochures which detail construction features, design, components, materials used, applicable dimensions and any other pertinent information which the Department of General Services may require in order to evaluate the product(s) offered. The required information must be submitted within two (2) business days after notification from the Department of General Services. Failure to submit the required information prior to the expiration of the second business day after notification shall result in the rejection of the bid as non-responsive.
