Bids shall be submitted on the attached bid form . All conventional paper bids shall be either hand delivered or sent by registered or certified mail with a return receipt requested to the St. Tammany Parish School Board Office, 321 N. Theard Street, Covington, Louisiana 70433, in a sealed envelope clearly marked on the outside "BID ON NETWORK WIRING AT FLORIDA AVENUE ELEMENTARY SCHOOLJuly 13, 2015 ." All bids arriving after this date and hour will be returned unopened to the bidders . No bid may be withdrawn for at least thirty (30) days after the scheduled closing time for receipt of bids.

Bids shall include all delivery and installation charges to Florida Avenue Elementary School , 342 Florida Avenue, Slidell, Louisiana 70458. Sales tax IS NOT to be included in bid prices.

A mandatory walk through is scheduled to start promptly at 2:00 pm on July 6, 2015 at Florida Avenue Elementary School, 342 Florida Avenue, Slidell, Louisiana 70458. It will be mandatory for each vendor to sign in and leave a business card or have identification we can copy.

ALL BIDS SHALL BE ACCOMPANIED BY A BID BOND, CERTIFIED CHECK, CASHIER'S CHECK, OR MONEY ORDER IN THE AMOUNT OF FIVE PERCENT (5 %) OF THE TOTAL AMOUNT OF THE BID. BIDS WILL NOT BE CONSIDERED UNLESS THE REQUIRED CHECK OR BID BOND IS ATTACHED.

If submitting bid electronically, bid security must be in the form of a bid bond only. A copy of the bid bond must be included in your bid documents and the original bid bond must be received by the St. Tammany Parish School Board Office within 48 hours of the bid opening. No cashier's check, certified check or money order will be accepted for an electronic bid. Failure to comply will cause your bid to be non-responsive.

A Performance Bond in the total amount of the project must be provided by the successful bidder within two (2) weeks after bid award.

Successful bidder must furnish a Certificate of Insurance within fifteen (15) calendar days after bid award but prior to start of work. Certificate should provide for: a. General Liability insurance with a minimum of $300,000 combined single limit and $50,000 property damage. b. Comprehensive General Automobile Liability insurance with minimum limits of $100,000/$300,000 bodily injury and $50,000 property damage. c. Workers' Compensation with $100,000 employer liability coverage.

9.

If bidding equipment other than that specified, bidder shall include catalog cuts, descriptive literature, brand name and number of item being bid.

10. Cash discounts, if offered, will be taken into consideration in determining the low bidder. DISCOUNTS LESS THAN THIRTY (30) DAYS WILL NOT BE CONSIDERED IN MAKING AN AWARD . Beginning date for discount period shall be determined by date of invoice or date of delivery of merchandise, whichever occurs last. 11. In accordance with LA Revised Statute 38:2252, "Preference is hereby given to materials, supplies and provisions, produced, manufactured or grown in Louisiana, quality being equal to articles offered by competitors outside of the state." As a bidder you must indicate on your bid response that you are claiming a preference. 12. It is the intent of the specifications to invite bids on high quality merchandise. Mentioning a brand, manufacturer, and number is done only to establish the standard of quality desired. It is not the intent to eliminate brands of equal quality but instead to set forth and convey to prospective bidders the general style, type, character, and quality of the product desired . 13. The School Board reserves the right to select a higher priced item where, in the judgment of the School Board, such item is of superior quality or design or would be more suitable for the purpose intended. TAMMANY PARISH SCHOOL BOARD COVINGTON, LOUISIANA BID REQUEST FOR NETWORK WIRING OBJECTIVE St. Tammany Parish Public Schools is seeking to upgrade the network infrastructure and add additional network lines to the entire campus of Florida Avenue Elementary. The objectives include, but are not limited to: •

Connecting the Main Distribution Fame (MDF) to the Intermediate Distribution Frame (IDF) via single mode 9/125 duplex 051 fiber or CAT6a UTP cable.

•

For each classroom (unless otherwise indicated in Exhibit A and Maps) to have four lines in a quad plate with one plate per wall totaling, 16 lines per classroom, 810 new network lines.

CABLE REQUIREMENTS •

Network cable should be CAT6 or higher, preferably run inside ofthe wall, if not internal then it is necessary to be enclosed in Conduit or Panduit anywhere they are exposed to children.

•

Network cable should be bound together in the ceiling in a cable tray or J-hooks and where exiting the ceiling in conduit to the IDF locations. At the IDF locations, the cable should extend to the floor.

•

Each cable should terminate in the classroom in a box with a female RJ45, minimum of 4 cables per box. In the MDF/IDF rooms there should be a pigtail with a male RJ45.

CABLE TESTING •

All testing of communications wiring shall be done during the time of installation. Hard copies of test results must be provided upon completion of job.

•

Category 6 and 6a UTP cable, both horizontal and backbone shall be tested in accordance with ANSI/TIA/EIA TSB-67. A basic link test shall be run, which includes all Level III testing, including sweeping to 250 MHz.

•

All fiber optic link segments shall be tested in one direction at 1310 nanometers and optionally at 1550 nanometers for single mode.

GENERAL INFORMATION The floor plans that are provided are not to scale and cannot be used to determine exact measurements/placement of hubs and fiber components. Vendors are responsible for all measurements. The classrooms are approximately 3~' x 3~'. The contractor must follow the technical criteria found in the General Network Performance Specs. Vendors/contractors are to indicate how they propose to accomplish the project with time lines. Classes are in session August - May, arrangements must be made with Jessica Johnson 985-898-6410. GENERAL CONTRACT REQUIREMENTS 1. All bids, contracts and related documents submitted to St. Tammany Parish School board by the vendor are governed under the laws of the State of Louisiana. 2.

It is understood that the vendor and their representatives shall follow all applicable school district regulations.

All work on St. Tammany School Board property must adhere to all applicable city, parish and state codes.

4.

Damage to any facility or equipment, resulting from the fault or negligence of the contractor, must be repaired by the contractor at no cost to the St. Tammany Parish School Board.

FINANCING The vendor will provide a contract, which includes this bid and vendor response, to St. Tammany Parish School Board. STPSB reserves the right to terminate the contract at any time if dissatisfied with the product or services. The contract must include complete pricing. If for any reason STPSB should lose funding from any source, including approval of the funding budget by the STPSB, the STPSB is only responsible for the work provided up until funding loss. VENDOR EXPENSE The St. Tammany Parish School Board will not be responsible for any expenses incurred by any vendor in the development of a response to this request including any onsite (or otherwise) interviews and/or presentations, and/or supplemental information provided , submitted, or given to the School Board or its representatives. Further, the School Board reserves the right to cancel the work described herein prior to issuance and acceptance of any contractual agreement/purchase order by the recommended vendor even if the School Board has formally accepted a recommendation. General Network Performance Specs Revised 10/24/14 This document is used by the St. Tammany Parish School Board as a general network specification guide. Network equipment is always housed in a secure, climate controlled environment such as a closet or cabinet in an air-conditioned room. The main distribution frames (MDF) are typically stored in a network rack in the school's office area. The intermediate distribution frames (lDF) are usually stored in a room with a cabinet in each wing at the school. The two types of cable media used are CAT 6 UTP (or higher) and fiber optics. This is a comprehensive document and any changes or questions should be directed to Louis Boullion, Senior Supervisor Information Technology. This document is intended to provide information on our current data, wireless and camera configurations.

TYPICAL SCHOOL LAYOUT Every school has a data, wireless and camera network. The MDF closet should be a minimum of 8' x 10' in size. There also must be a minimum of one IDF per (l0) classrooms or offices at each school. These IDFs should be purposefully located to economize cable length 1 runs between IDF and classrooms. During new construction or renovations supplementary CAT6 UTP (or higher) lines must be run for added cameras or wireless access points. Offices and Classrooms Each office or classroom should have a female CAT 6 UTP (or higher) standard eight point eight contact (8P8C) quad outlet on each wall. In the case where an 8P8C outlet cannot be placed on a wall due to an obstruction, it should be placed on the adjacent wall no more than 5 feet away. There should always be at least one AC quad outlet within 3 feet of any 8P8C quad outlet. One AC duplex outlet is necessary in the ceiling, positioned in the center of the classroom for projectors. Vendors should keep in mind that various types of electronic equipment are used in classrooms and throughout the schools. A 2-inch conduit must be stubbed into the ceiling from the teacher station to the equipment, to help facilitate the connections.

GENERAL • •

Minimum cable guarantee will be five years for parts and labor. All state and local codes and guidelines must be followed depending on the particular type of installation.

All specifications must be met to insure that the guarantee provided by the cable or connector manufacture is insured. Understand that this is a comprehensive list of specifications.

TESTING • •

Fiber optic cable shall be tested as follows: o All fiber optic link segments shall be tested in one direction at 850 nanometers and optionally at 1300 nanometers for multimode. o All fiber optic link segments shall be tested in one direction at 1310 nanometers and optionally at 1550 nanometers for singlemode.

CLOSETS - MDF AND IDF MDF - MAIN DISTRIBUTION FRAME Typically the MDF closet is located in the office area of the school and is shared with telephone equipment. Access to this room/closet must be from the interior of the building. Each one of our IDF's are wired back to this closet as it houses our switches, servers and other equipment. We require air conditioning be present in the MDF closet. A temperature of 69.8 degrees is recommended and that the A/C unit is separate from our Novar system. No power transformers, water pipes, sinks or sprinkler systems can be housed in any MDF location. There should also be at least one 30amp 125V twist lock receptacle, two dedicated quad receptacles, and the AC outlet must be non-switched. A backboard with a #6 ground wire installed and available is required at all MDF locations. Backboards should be %", void free plywood that is fire rated, and attached to framing studs, with a minimum available space of 4' x 8'. St. Tammany currently uses Dell 4210 full size 42U rolling cabinet/rack enclosures that can hold up to 2000 pounds of industry standard 19" wide rack mountable servers and peripherals. The cabinet/rack is accessible from all sides with removable sides and outward opening doors front and back. Cabinet includes vertical cable management. The cabinet measures Height 79", Width 24", Depth 40", and weighs 307 pounds. (The Dell 4210 has been replaced by the Dell Netshelter SX 42U Rack.) The door to the wiring closet should be 3' wide, when opened the door should swing out. The door must be able to be locked from the outside, and be able to be opened from the inside.

IDF - INTERMEDIATE DISTRIBUTION FRAME Presently St. Tammany uses Chatsworth model 15320724 wall mounted racks, that can hold 350 pounds of industry standard 19" wide, 24" deep, rack mountable switches and peripherals, not to be mounted more than 8'from the floor. IDF locations require a backboard that should be %", void free plywood and fire rated with a minimum size of 4' x 4' free for network equipment and mounted to the framing studs. IDF room locations must be wired to the MDF using less than 300' of CAT6A UTP or fiber optic cable. The IDF's should be mounted purposely to economize the use of cable. We recommend air temperature of 69.8 degrees and that the unit is separate from our Novar system. Also, no water pipes, sinks or sprinkler system can be housed at any IDF location. There should also be at least one 30amp 125V twist lock receptacle, two dedicated quad receptacles, and the AC outlet must be non-switched.

CABLE MEDIA COPPER All copper cable must be 4 pair UTP rated as Category 6 or better, both ends must be terminated using the TIA/EIA-568-B.1-2000 cabling standard. In general our data cables have a color code of green for cameras, yellow for wireless access points, blue or gray for network data cables, and blue/grey or orange (fiber) for IDF to IDF or IDF to MDF connections. Copper must be terminated at a MDF/IDF backboard with a CAT6 or better rated patch panel using the TIA/EIA-568-B.1-2000 straight through cabling standard to a female CA T6 rated connector enclosed in the appropriate faceplate. A 1meter patch cored must be supplied for each wired patch panel port. The use of plenum cable should be determined by building codes. As to ensure the safety of our children, all cables that are exposed must be enclosed in conduit or installed within a wall. Where conduit is exposed on walls and terminated to an outlet, the conduit and outlet must be securely attached to one another. CA T6 lines enclosed in ceilings do not need conduit but must be run in cable trays through the buildings structure. Conduit must be used to make the transition from attic/ceiling to MDF/IDF backboard. All POE cables, (Wireless & Camera) must be run and supported in a separate cable tray. Category 6 specifications do not allow data cables to be run parallel to power cables, nor enclosed in or strapped to the same metal conduit. All cable runs must be labeled on both ends and copper cables must not exceed 300'

Notes Regarding Making Category 6 UTP (or higher) Patch Cable 1) The RJ-45 plugs are normally made for eith er solid conductors or stranded conductors. It is very imp ortant to be su re that the plug that you use matches the conductor type , It is extremely difficult to tell th e difference between the two by looking at them . When you buy t hese plugs, be sure to categ ori ze, and store them carefully , Using the wrong t y pe can cause intermittent problems, 2) Ordinarily , it w ould be taboo t o untwist th e pairs of an y category 6 a cable , The one exception to thi s rule is when crimping on RJ-4S plugs. It w ould be impossible to insert the wires into the channels without first untwisting and straightening them . Be sure not to extend the un-twisting, pa st the skin point . If you do it properly, you w ill wind up with no more than 1/2" of untwisted cond uctors ( up t o 1/ 2" of untwis t meets the cat 6a specification) .

FIBER All fiber will need to make the transition from indoors to outdoors without patches or splices and a minimum of 6 pair per cable run. All fiber must meet OM3 minimum specifications for multimode and OS 1 for single mode. Currently we only use single mode 91125 duplex single mode OS 1 specifications, colored yellow terminated with LC connectors in a light interface unit (LIU) CORE/CLADDING

All fibers must be terminated on a MDF/IDF backboard with a wall or rack mounted enclosure, LIU-Light Interface Unit, terminating fiber with LC connectors. Fiber must be enclosed in inter-duct within ceilings, enclosed in EMT conduit outside or under walkways and must include a pull cord available after fiber installation. Inside horizontal cable runs in attics must be supported on J -hooks every 4' and incased in orange plastic inter-duct. One three-meter patch cord must be supplied for each fiber pair using the current connector configuration. All fiber patch cords must be supplied by the project vendor. All cables must have corresponding labels on both ends. Singlemode is used at all STPSB locations unless specifically specified. If multimode is specified then the contractor will need to work with STPSB to determine which type is needed based on above chart.

Aerial Attachments Aerial attachments require a 5/8" eyebolt and guide wire that can support a "slack span tension" of300 lbs. The eyebolt must be within 24 inches of the required 3" weather head usually placed above the required weather head. All conduits should be 2' EMT using sweeping 90' s or lS"x IS"x6" J boxes in the turns. Pull cords are required in all weather heads and conduits. Conduit and underground Boring Borings should be filled with at least 2" roll pipe terminated on both ends with an 18"x IS"x IS" or larger handhold. Pull cords and tracer wire are required to be left in all underground conduits. Vertical transitions should use sweeping 90s. Entrances into exterior walls should have a weather proof IS"x lS"x6" J box. 90 degree elbows may not be used anywhere. Every 150" of inside conduit requires a pull box, this box should be lS"x IS"x6" and the entry and exit points must be directly oppose from each other. Pull cords are required to be left in all conduits. All fiber installations must have at least a three year warranty and meet manufacturer's requirements for that warranty.
