Overview The State of Illinois has approximately 8.5 million motor vehicles subject to mandatory insurance laws. Under the Illinois Vehicle Code, the Office of the Illinois Secretary of State (ILSOS) mails random questionnaires requiring the registered owner of a vehicle to confirm that a valid, minimum liability insurance policy was in place on a specified date. The registered owner has 30 days after the ILSOS mails a request to provide the requisite insurance information and that information is affirmed by the owner’s signature. If a response is received from an owner, then the ILSOS may conduct a verification of the response by contacting the insurance company indicated on the returned response card. An insurance company, within 45 days, shall confirm to the ILSOS whether or not the insurance policy information provided to the ILSOS was valid on the date in question. In 2014, Public Act 98-787 was signed into law creating the Uninsured Motorist Verification Advisory Committee (Committee). The Committee was tasked with assisting in the design and implementation of a program for the electronic verification of motor vehicle liability insurance policies for vehicles registered in Illinois. After presentations from Alabama, Nevada, and New York on each of the respective state’s electronic verification programs, the Committee recommended to the General Assembly in February of 2015 that the ILSOS engage the services of a third-party vendor to develop and operate the insurance verification system, and that the ILSOS issue a Request for Information (RFI) from interested parties on an electronic verification system for Illinois.

Purpose The purpose of this RFI is to provide an opportunity for vendors with existing or emerging technologies for Electronic Mandatory Insurance Verification Systems to demonstrate the solutions that can assist the Illinois Secretary of State in the administration of verifying mandatory insurance policies for motor vehicles. This is a preliminary fact-finding process for the purpose of obtaining information of new and innovative services and/or products. This RFI is not a solicitation for proposals or for cost. ILSOS has the following objectives for a vendor to act as an intermediary between insurance companies and the ILSOS for the purpose of creating and maintaining an electronic mandatory insurance verification system. Entities responding to the RFI are asked to address the following issues: 

Method by which insurance companies would verify to the vendor/ILSOS that a policy is in effect for a particular vehicle identification number (VIN) (e.g., web based or portal, frequency of updates from insurance companies, number of data points required to verify policy, etc);



Method of verifying insurance policies in effect at the time of initial titling and registration of vehicle;



Method for ongoing verification of insurance, which may include either constant monitoring from insurance companies reporting new/existing/cancelled policies or reporting on policies and periodically verifying policy/VIN match throughout a calendar year; if the latter, the frequency of a periodic verification in a calendar year;



Capability for one-to-one look up and/or batch verification process;

Resolution of errors and the method for handling a VIN that is initially returned as un-verified;



Detailed enforcement procedures when information indicates insurance is not in effect, including, but not limited to: written inquiry sent to owner, estimated postage and materials cost of written inquires, and return rate;



How to identify and exempt from verification commercial vehicles and certain religious organizations;



Ability for a 3rd party (law enforcement, court system, constituents) to access verification information and the reliability of the information with particular regard to “real time” vs. “accurate and up to date (hour/minute)”;



Procedures for handling the sale/transfer of either a vehicle from one constituent to another or an insurance policy from one insurer to another;



Detail what data and reports can be generated from an operable system and who can access such data;



Data security and confidentiality of information protocols;



Detail description of what types of interfaces would be used (web based, mobile application, etc);



Detail description of how communication with the IL Secretary of State’s Office system’s would be accomplished (web service, MQ series, VPN);



Technology support for maintaining and operating a verification program, along with technical support for insurers, ILSOS, and constituents;



The pricing structure and basis for services offered by the vendor (e.g., price per transaction, per month, per number of vehicles registered in state?) [Note – this is a request for the manner of calculating the price of services rendered, this is not a request for a price quote];



Recommendations or comments on using the Model User Guide for Implementing Online Insurance Verification issued by the Insurance Industry Committee on Motor Vehicle Administration; and



Recommendations for additional features.

Supplement Information ILSOS prefers a vendor with previous experience implementing and maintaining an electronic mandatory insurance verification system with another state. Please provide information on any other states in which the vendor provides services of this nature. RFI Submission Content Each respondent is asked to submit a sufficiently comprehensive response to this RFI so that the ILSOS will be able to assess the efficiencies and efficacies of proposed solutions. Based on review of responses, on-site presentations may be requested. The response content must also include a primary contact for questions or further information. If possible, contact information for other State DMVs that have used the recommended solution would be appreciated.

RFI Schedule RFI release – May 5, 2015 RFI questions deadline – May 19, 2015 Response deadline – June 9, 2015 at 2:00PM CT Review of responses – June 23, 2015 Registration for demonstrations – June 26, 2015 Demonstrations – July 6-10, 2015 Vendor Presentations Vendor presentations will be held in Springfield, Illinois. Registration is required. ILSOS will review the submitted information and will contact those vendors who are selected for presentations. The vendor presentations are anticipated to last 1 – 2 hours, but more time may be requested at the time of registration. Submission of Questions Any questions that are submitted for this RFI are to be of a generic nature regarding the process and components listed. Questions of a detailed and technical nature are not part of this RFI. In order to assure complete and equitable review of all submissions, respondents/vendors and their agents are asked to not disclose any information related to their submission to any Illinois Secretary of State employee without prior written approval of the SOS Purchasing Manager. Questions must be submitted no later than May 19, 2015. Submissions Liabilities All submitted supporting documentation will become the property of the Purchasing Division of the Illinois Office of the Secretary of State unless otherwise requested by the Vendor, and will be kept confidential upon request to the extent allowed by law. Portions of submissions for which confidentiality is requested must be explicitly identified. This RFI does not require submission of any proprietary or trade secret information. The ILSOS will not enter into non-disclosure agreements. The Purchasing Division of the Office of the Illinois Secretary of State reserves the right to reject, return and not review any submissions under this RFI regardless of if they do or do not meet the provisions in this RFI. This RFI does not create any obligation on the part of the Purchasing Division of the Office of the Illinois Secretary of State to respond to or review submissions, issue any procurement documents or contracts, or undertake any other obligation. The ILSOS will not produce or distribute a final report or evaluation of systems as a result of this RFI. The respondent will absorb any and all costs related to responding to this RFI. Cost and responsibility for return shipping of hardware, software, or any other sample items provided by the Vendor to the ILSOS shall be the responsibility of the Vendor, not the State of Illinois, or more specifically, not the Office of the Illinois Secretary of State. Vendors who do not participate in this RFI will not be prohibited from responding to future related procurement opportunities, should that occur.
