Operation Dark Star II 2013 Sussex District Fall Camporee Forestburg Scout Reservation, 1945 Route 42, Forestburgh, NY 12777 Friday, October 4th to Sunday October 6th

THE MISSION Patrols will be given secret orders that will direct them to their first night mission (event). They will be directed to a total of 8 Night Missions that must be completed in a pre-determined rotation. The patrol leader will have this rotation as part of his mission guide on Saturday night. Once a patrol has completed their night mission they are to continue to the next station. If time allows and when the patrol’s missions are completed, they are to visit Operation Star Burst (OS). The first mission will start at 7:30 pm and the last mission will start at 11:00 pm. Friday night at 9:30 pm, SPLs and SMs will be given a camporee briefing. The patrols will meet at the campfire area at 7:00 pm Saturday night for an overall mission briefing. Each patrol will be given their first mission assignment location and a scorecard. The scorecard is to tally the patrol points at the station. The patrol leader will carry the scorecard during the DARK STAR missions. Each station will also keep a master score sheet which will be turned into headquarters at the end of the evening's missions. The patrol leaders will also be instructed to turn in their scorecards at the end of the event and to account for all of their patrol members. Each troop is instructed to have their patrols complete the Advance Mission prior to DARK STAR. The Advance Mission was the logistical preparation to secure patrol equipment, material for a patrol flag and patrol snack. In the advance mission there are key items (compass, first aid supplies and tarp) that a patrol must have with them. The patrol may be penalized for lack of preparation.

Manning of Stations: Unit leadership will be asked to man each activity and will be given the activity requirements ahead of time with their location. Please note: Be sure to remove any trash, etc. from your area before departing.

Camping:       

Camp Site assigned at check-in. Your unit MUST check in at the Camporee HQ - before setting up camp. Each camping area will be managed by the Camporee staff. The unit should properly mark their site with their unit’s flag. Be sure to follow the rules in The Guide to Safe Scouting. Follow the “Leave No Trace” philosophy while camping. Respect other units around you.

It is suggested that each unit provide their own water to start off. No restrictions on cooking or campfires unless directed by Camp Ranger.  Be sure to have in public view a first aid kit and fire extinguisher in your site.  Scouts and Scouters should show respect in using latrines. Please do not throw trash in the latrines.  NO trailers or vehicles will be allowed to park at the camp site unless noted. See following parking rules.

Grey Water and Trash: 

Garbage – follow the “bring in – take out” philosophy and not left in your camping area. Be sure to LEAVE NO TRACE.



All “grey water” should be disposed of properly.

Meals: 

All units will be responsible for their own meals for this event.

Religious Service:

 We will be conducting a short Scouts Own Service at the Sunday closing ceremony.  Scout uniforms should be worn at the closing ceremony and Scouts Own Service.  Chaplain's Aides – We will need four to six Scouts to help plan and present the non-denominational Scouts Own Service.

Health, Safety, and Identification:  

Follow the buddy system! A Health and Safety officer will be on staff to make sure all health regulations are followed. Camp sites will be inspected.  All injuries should be reported to staff. Scoutmasters are to fill out incident reports and submit them to council. The closest hospital is Bon Secours Community Hospital, (845) 888-1347 - 160 E Main St, Port Jervis, NY In case of inclement weather, please follow the direction of the staff. Lighting storms – units should seek protection in dining hall or under pavilions.  Lost Scouts! Upon notification of a lost Scout, an alert will be sent to all staff members.  Lost and found will be at the Camporee Headquarters.  We will follow the Guide to Safe Scouting: http://www.scouting.org/HealthandSafety/GSS/toc.aspx

Awards: All units will receive a Camporee participation ribbon and each Scout will receive a patch.

Marking and Stations: The camporee locations will be well marked with signage to ensure that our Scouts can find the different events. Staff Preparation 1. Adequate staffing to manage patrols 2. Parking & Traffic: 1. All vehicles will park in the camp’s parking lot. 2. Each vehicle will post the owner’s contact information on the dash. Please follow all parking rules. 3. Carpooling is imperative. Please limit the number of vehicles parking at the event as much as possible.

Unit Permission Slips: To attend this event, be sure you have the Scout’s parent(s) or guardian’s permission. For us to properly advertise this camporee and all future events, we are asking that each unit provide the photo release indicated on the last page on your unit’s permission slips.

Rosters and Tour Plan: To check in, each unit is required to submit 2 copies of their roster and an approved copy of the tour plan. No exceptions.

Special Troop Equipment Notes: Please remember that this is only a weekend event. What you bring is what you will have to carry in to your site. GROUND fires will be allowed unless noted by the Camp Ranger.

Uniforms: Scouts should be in Class "A" uniforms at Scouts’ Own and the closing ceremony. Class “B” for all other times.

Campfire: The campfire will be introducing the night’s game. The patrol leaders will need to bring a notepad and pencil to take notes.

Rules: The Scout Law, Promise, and Oath are the rules that we follow.

Leader Notes: We are visitors at Forestburg SR, so let’s respect the camp like our own. We are also going to be sharing camp sites. We ask that in your troop meetings prior to this event to cover safety, the buddy system, and also explain that there may be areas that they visiting that may have a lack of light. It is important that all Scouts and Scouters carry flashlights at all times.

Mission Management Once the patrol arrives to start the mission, an Intelligence Officer is assigned to the patrol to provide the Mission Training, Patrol Leader Briefing and to score the patrol on the Mission Assignment. Mission Training-This is a brief overview (5 minutes) conducted by the Intelligence Officer to refresh the patrol's skill knowledge. Patrol Leader Briefing- Once the Mission Training is completed the Intelligence Officer will then brief only the patrol leader on his mission assignment. assignment will commence. Be sure to review your actual mission assignment and scoring to determine how this occurs as each mission is different. Mission Assignment - Once the patrol is engaged, the Intelligence Officer monitors and evaluates the patrol to complete the scoring. Once the scoring is completed, explain to the patrol what they did well and what needed improvement. At the conclusion of the DARK STAR missions turn in the Master Score Sheet to the headquarters building. Be sure to remove any materials, station markings, boundaries etc. from your station before departure to headquarters.

Jaws of the Spy During the DARKSTAR missions (7:30 pm -11:30 pm) the patrols may finish early at a particular station. At the patrol's discretion they can eat their patrol snack at this time.

Operation Starburst Operation Starburst is viewing the night sky with a telescope and learning some celestial terminology.

Planned Weekend Program

Advance Mission (Mission #1): Patrol Leaders, Operation DARK STAR is based upon secret agents and covert operations under the darkness of night. Each mission is designed to challenge the patrol leader to develop a strategy with his patrol before starting each mission. Upon execution of your mission, your patrol will receive a maximum score of 20 points. Scoring for each mission will be based on teamwork, spirit, leadership and Scout skills. The missions are based on the following challenges: Infiltration and Escape Classified Document Recovery Stealth Hike Brief Encounter Death Watch Concealment Jaws of Death Retrieval Laser Wall Your first mission is to secure the necessary resources to successfully engage your patrol to complete Operation DARK STAR. Carry these resources along with you to complete your missions.

Individual Equipment Flashlights and extra batteries Day pack Water Bottle Watch Infiltration and Escape: Your squad has arrived at Area 51. This is a top secret and aggressively guarded enemy territory. While traveling through this area one of your agents has accidentally lost the guidance chips that are used for a stealth airplane you will be using to leave the area. These guidance chips are hard to find but emit a glow from a variety of light sources (moonlight and flashlights). Also lost is a computer disk with valuable code names. The computer disk is much harder to find in the dark. Your mission is to find the three guidance chips and the computer disk and return back here as soon as you can. Keep in mind that you are in a remote area. Wireless communication is not effective in this remote area. Classified Document Recovery: Your mission is to recover a stolen document containing a classified list of Federal agents' real names and code names. This list is called the NOC-list. There is a copy of it in a vault located inside area 21 of the enemy's headquarters. The vault requires the person entering to pass through a series of security checks. Because we do not have the correct access codes and clearance items, you must proceed in through another way. The only other option is to enter through a ventilation shaft in the ceiling. This vent is guarded by a laser unit and will lock behind you. Military intelligence says that the vault is locked. You will need to get that key from a security guard. To get to the guard you will need to proceed through a minefield. Once you get the documents you must go out of the premises by leaving through a secured hallway. Inside this hall there are four systems operating whenever a technician is out of the hall. The first is sound sensitive; any sound at all sets it off. The second is another laser unit. The third system is that the entrance, where you intend to escape, has mines arranged in a fashion that would be impossible to step around. The fourth system is on the floor and is pressure sensitive. The slightest increase in weight will trigger the alarm. Also running down the center of the hall are sensitive information cables. These cannot be touched. Also they are mighty proud of their flag. You must also remember to change all five flags with the ones provided. Also, be careful not to stand around too long in one spot or a sniper might get you. Remember to take your equipment with you. Good luck. Stealth Hike: The patrol must carefully navigate, using map and compass, a predetermined route to safety. Finding the correct control points (landmarks) is vital to your success. Brief Encounter: The setting is in London on a foggy day in 1909. The occurrences in this observation will be almost random, so be sure to note small and large details. Spy Watch: While your patrol is moving your way through the woods, strong winds cause a tree to fall down. One of your patrol members is struck by a branch and is lying on the ground. He is still alive, but not breathing. His lower leg is badly deformed and disjointed. He has a puncture wound on his abdomen from a tree limb. The tree limb is not in the victim but you can see the large puncture wound in his abdomen. There may be additional risk of more trees to fall as the winds continue to howl. Your mission is to successfully evacuate your injured patrol member from the scene without further injury to your patient or any other members of your team. If your patrol hears another branch snap, the Medical Officer of this station will tell you did something wrong and you have been penalized one point. Concealment: Your patrol has encountered some severe weather that will jeopardize your safety and vital electronic equipment you have in your possession. One of your agents has in his possession an electronic guidance microchip and a handheld communication device that must be protected. The last storm warning indicates strong winds from the northwest and torrential rain. Your mission is to construct a shelter to protect your squad and equipment from the storm as quickly as possible. Retrieval: You and your DARK STAR agents have entered an abandoned warehouse to search for a computer disk with valuable code. Upon entering the first level of the building you encounter a toxic chemical spill. You and your agents need to cross this spill to continue your search. Your mission is to devise a method to retrieve the computer disk. You cannot come in direct contact with the chemical spill. If an agent falls off you will have two points deducted and must go back and try again. Laser Wall: While traveling into uncharted and mountainous country you and your agents have stumbled into an enemy encampment. You have tripped off their electronic sensing equipment, which has set off a laser barricade that you must quickly climb over. Anyone that physically touches the barricade will be immediately neutralized (in other words, dead). Your mission is to quickly get your team over the barricade without having anyone or any object come in contact with it. Star Burst: Star watching if they have extra time. Also Help Wanted of Scouts!

When an individual or group makes a reservation for an activity or program, these items are included in ordering of materials and staffing for that event. Refunds: Individuals or groups that cancel a program reservation 30 days prior to the date of the event will receive a refund of fees paid, less a 15% administrative charge.
