Terms of Reference for Third Party Indonesian National Action Plan for SDGs, P.OJK No.51/POJK.03/2017 and PROPER mapping - Consultant Overview Governments cannot achieve the ambitious Agenda 2030 alone; business, capital markets and other nonstate actors’ engagement is crucial. Through its disclosure platform, CDP is uniquely positioned to drive corporate stakeholder engagement and action in achieving the SDGs as well as enhance policy on corporate environmental related disclosure. To ensure the achievement of SDGs, The Government of Indonesia has developed SDGs indicators that can guide private sector to support the implementation of SDGs. Recognizing critical role of financial institution roles to support the achievement, Financial Service Authority (OJK) issued regulation on sustainable finance through P.OJK No.51/POJK.03/2017. To encourage better environment management within companies, the Ministry of Environment and Forestry published PROPER. To ensure that CDP’s contribution to the Sustainable Development Goals (SDGs) agenda is driven by sound evidence and that it makes the most of CDP’s data, it is crucial to understand the interlinkages between CDP’s questionnaires and the insights it generates with the Indonesian National Action Plan for SDGs. A mapping of CDP’s questionnaires against the Indonesian National Action Plan for SDGs for private sector, P.OJK No.51/POJK.03/2017 and PROPER is needed to allow for improved datadriven policy engagement. In parallel a mapping of CDP’s questionnaires against SDGs, targets and indicators also performed in global level.

Objective Mapping of CDP’s 2020 questionnaires (climate, forests, and water) against the Indonesian National Action Plan for SDGs for private sector, P.OJK No.51/POJK.03/2017 and PROPER.

Outputs The mapping will be carried out over a period of six weeks (between 18 January to 28 February 2020. The consultant will be responsible for the development of the following outputs and deliverables: Task/output 1 – Map CDP’s 3 questionnaires against the Indonesian National Action Plan for SDGs for private sector, P.OJK No.51/POJK.03/2017 and PROPER.  Activity 1.1– Design mapping methodology in consultation with the disclosure, policy and thematic teams.  Activity 1.2 - Confirm/develop a relevancy rating, to provide a more detailed understanding of how each question (and its data points) is relevant to the Indonesian National Action Plan SDGs for private sector, P.OJK No.51/POJK.03/2017 and PROPER  Activity 1.3– Create a CDP Indonesian National Action Plan for SDGs for private sector, P.OJK No.51 and PROPER linkage table for each questionnaire, which assesses linkages down to the SDG, P.OJK No.51 and PROPER indicator level. Task/output 2 – Develop high-level policy brief outlining CDP's alignment with the Indonesian National Action Plan for SDGs for private sector, P.OJK No.51/POJK.03/2017 and PROPER  Activity 2.1– Develop mapping methodology, 2 Indonesian corporate case studies focused on forest-risk commodities, and policy recommendations.  Activity .2.2 – Select key insights to use for infographics.  Activity 2.3 – Author brief (no longer than 5 pages, excluding annexes) to share with key policy stakeholders to be published Q1 2021. Consultant will be responsible for all proof reading and translation. Task/output 3 – Dissemination of the policy brief to the relevant regulators  Activity 3 – Dissemination of the policy brief to National Planning Agency (Bappenas), Financial Service Authority (OJK) and Ministry of Environment and Forestry (MoEF) Required qualifications The research can be led by any supplier who can demonstrate the following:  Experience in Sustainable Development, Sustainable Management, Sustainable Finance, International Relations or related is preferred;  At least 5 years of proven engagement or communication experience in related field;  Good relationship with the Indonesian regulators;  Knowledge of Indonesia SDGs, P.OJK No.51/POJK.03/2017 and PROPER are a must;  Knowledge of CDP questionnaires are highly desirable;  Excellent level of verbal and written English and Bahasa Indonesia highly desirable The engagement will be coordinated by the Forests Policy Team of CDP. Deadline for submission: 4 January 2021 Timeframes: January 2021-February 2021  Appointment of consultant – 8 January 2021  Contract begins – 18 January 2021  Final report delivered to CDP – 1 March 2021 Payments to the consultant will be performed as follows:  20% of the fee upon commencement of the contract  40% of the fee following approval of (Output 1)  40% of the fee after approval of the final brief (Output 2)
