TERMS OF REFERENCE FRANKSTON STATION PRECINCT TASKFORCE

Purpose 1. The Frankston Station Precinct Taskforce (the ‘Taskforce’) is a representative group of key stakeholders who will work together in an objective, balanced and public – minded manner to achieve consensus on where Government can best prioritise its expenditure of $50 million to transform the Frankston Station Precinct. This will complement existing funding and investment in Chisholm TAFE as part of an overall State Government investment of $110 million to revitalise Frankston. 2. The Taskforce will provide recommendations to the Minister for Public Transport, on options, via conceptual master plan(s), that assist in transforming the Frankston Station Precinct into a ‘safe, modern and thriving place of business’ and ‘clean up Young Street’ leading to more jobs, increased productivity and sustainable growth. Outcomes 3. The Taskforce must produce a written report for the Minister for Public Transport outlining its recommendations. The report must also include: prioritised initiatives for short and long term implementation the basis of the prioritisation, covering the problem being addressed and the implications if implementation was delayed regard to strategic transport requirements (for all modes) to ensure future integration and corridor protection actions that will leverage private sector investment within the precinct the outcomes of community engagement (refer Section 4) how the recommendations align with the 2012 Masterplan, 2014 concept plan and Chisholm TAFE’s Stage 1 redevelopment. 4. The Taskforce will report the outcomes of community engagement, including: the community engagement undertaken the outcomes of the community engagement and how this has informed its recommendations an assessment of submissions to the Taskforce and how this has informed its recommendations any other relevant matters raised in the course of the Taskforce a list of persons who were consulted by and made submissions to the Taskforce. 5. Attachment 1 – Method – provides more detail on how the Taskforce will achieve these outcomes. 6. Initiatives identified by the Taskforce may be considered as part of the 2016-17 State budget cycle. Any budget submissions will be prepared by the Department.

The nominated members/organisations for the Taskforce are : Mr Paul Edbrooke, Member for Frankston (Chair) Mayor, Frankston City Council Superintendent (or nominee) Victoria Police, Frankston Station Chief Executive Officer, Chisholm TAFE Senior Representative, Frankston Business Network (formerly known as the Chamber of Commerce) to represent local businesses and traders Senior Representative, Public Transport Victoria Senior Representative – Urban Design, Department of Environment, Land, Water & Planning (DELWP) Senior Representative, Department of Economic Development, Jobs, Transport and Resources (the ‘Department’). 8. Taskforce members are to represent their respective communities / organisations and build on previous public engagement, as the basis of decisions made as a Taskforce member 9. Two Working Groups will support and provide input into the Taskforce. Attachment 3 outlines proposed membership details and governance structure 10. A Technical & Economic Development Working Group, including local representatives from Frankston City Council, State Government (Transport, PTV, VicRoads, DELWP Urban Design), Transport operators (Metro Trains Melbourne, Bus industry, Taxi industry) and a private sector development specialist 11. A Community Working Group, including local representatives from Frankston City Council, businesses, service providers, community members and commuters, supported by State Government officers Timing 12. The Taskforce is required to submit its report to the Minister for Public Transport within six months, by the end of August 2015. 13. Frequency and duration of meetings are to be decided by the Taskforce. Project Support 14. The Taskforce will be supported by the Department (including data provision and secretariat support). Where funding is required (i.e. use of consultants) this will be subject to the approval processes and procurement obligations within the Department. No fee will be payable to members of the Taskforce. 15. Frankston Station Precinct Taskforce – Terms of Reference Attachment 1 Method 1. The nominated members for the Taskforce are to be invited by the Chair. 2. The Minister for Public Transport will formally announce the establishment of the Taskforce and the proposed community engagement process. 3. Community engagement by the Taskforce, will be undertaken within a Public Engagement and Communication Framework to be provided by the Department and via the Community Working Group. 4. The Taskforce may inform itself in anyway it sees fit, but must consider: the latest Concept Plan for the $13.8 million Frankston Station Precinct Improvement Project, developed in 2014 in collaboration with Frankston City Council and key stakeholders, such as Public Transport Victoria, including the findings of the community engagement undertaken in April-May 2014 the long term 30 year master plan prepared in 2012, that identified short and long term initiatives for the precinct the ongoing operational costs associated with establishing a permanent police beat as part of the $50 million budget commitment the additional ongoing operating costs associated with potential relocation of the bus interchange as part of the $50 million budget commitment opportunities for private sector funding contributions and investment in the Precinct the ownership of land parcels in and adjacent to the Precinct and the timing of their availability long term strategic transport service and infrastructure requirements within the Precinct project interdependencies within and around the Precinct a. Public Transport Victoria’s Bayside Rail Improvement Project (BRIP) b. Metro Trains Melbourne’s potential mechanical signalling improvement project and potential changes required at the Beach Street pedestrian atgrade rail crossing c. Council’s Wells Street Streetscape Upgrade d. Future development options for the station precinct (Council, VicTrack, Metropolitan Planning Authority and the Department) the draft status of Council’s Structure Plan which initiatives best deliver Government’s commitment for a state-of-the-art transport hub and a state-of-the-art hub for local businesses and entrepreneurs, developed in partnership with Chisholm TAFE.’ 5. Upon submission of the report by the Taskforce to the Minister for Public Transport, the Taskforce will conclude. The Government will continue to engage with members as key stakeholders during design development and implementation of initiatives.

As part of its election platform, the Government committed to forming a Frankston Station Precinct Taskforce within its first 100 days in office and $50 million to transform the Frankston Station Precinct and clean up Young Street. 2. This funding is in addition to the $13 million ($13.8 million less $800,000 expended to date) already allocated in the 2014/15 Budget for the Frankston Station Precinct Improvement Project. This funding is also in addition to the State’s contribution of $46.9 million towards Stage 1 of the redevelopment of Chisholm TAFE Frankston. This brings current State Government investment in Frankston to $110 million. 3. Government’s commitment is to deliver a ‘safer, more modern and thriving place of business and activity. It will do this by building a ‘state-of-the-art transport hub, a home for new employers and to bring Chisholm TAFE closer to the community’ and ‘clean up Young Street’.

4. Government’s commitment is for the Taskforce to ‘commence work on a fast-tracked master plan for the Frankston Station Precinct, in consultation with the community’. ‘Labor’s master plan will explore: a state-of-the-art transport hub including moving the bus interchange to the eastern side of the station a permanent police beat a new retail and café strip and multi-level car park a state-of-the-art hub for local businesses and entrepreneurs, developed in partnership with Chisholm TAFE.’ ‘incorporate features of the current proposal for the precinct’, 5. Substantial planning and community engagement for the Station Precinct has progressed over the last four years. In 2012, the preparation of a master plan for the Precinct was commissioned by the then Department of Planning and Community Development, in conjunction with Frankston City Council. It provided a long term vision for the Precinct and identified short term initiatives for implementation. 6. In May 2013, $13.8 million was provided for the Frankston Station Precinct Improvement Project. The focus of the $13.8 million project was to: make Young Street a cleaner, safer and greener precinct reduce the physical presence of the buses make the gateway to Frankston from its transport hub more dignified and a place to be proud of. 7. The project focussed primarily on improving the public realm within Young Street and its integration with the transport hub to support Frankston’s broader revitalisation goals and integrate successfully with long term major transport investments (such as electrifying the rail line to Baxter). 8. In early 2014, the initiatives for the $13.8 million project were developed into a Concept Plan in collaboration with Frankston City Council and key stakeholders, including Public Transport Victoria. Over six weeks in April-May 2014, public engagement was carried out on the Concept Plan. General support was provided back from the public for it to be implemented. Capire Consulting provided a Public Engagement Summary Report, which is yet to be released to the community. — Page 4 of 6 —
