IVITATION FOR BIDS OPEN SOLICITATION Date Advertised: September 11, 2011 Through Date Closed: September 27, 2011 NOTICE IS HEREBY GIVEN by the Tohono O’odham Ki: Ki Association (TOKA) is soliciting for sealed bids for Project 710B: Renovation/Rehabilitation of 15 single family housing units located throughout the Tohono O’odham Nation in the districts of Sells, San Xavier, Pisinemo, Hickiwan, Gu Achi & Baboquivari. This Invitation for Bid (IFB) is open to all firms (Native and non-native), however award preference shall be made under unrestricted solicitation to the lowest response bid from a (1) qualified Indian owned economic enterprise or (2) organization (Indian Preference) both using the “X” Factor in the bid review or (3) Non-native organizations. The “X” Factor is determined as outlined in the bid documents. The Tribal Employment Rights Office Ordinance No. 01-85 requires all contractors to provide Indian Preference in contracting. All contractors must contact the Tribal Employment Rights Office in Sells at (520) 383-3304 to obtain a Contractors Manual and seek advice on how to comply. This project includes the renovation and rehabilitation of 15 single family housing units. Contractors shall furnish all labor, tools, equipment, and incidentals required for completion of the project. The 710B project is to include verification that the contractor did contact the Tohono O’odham Nation’s Tribal Employment Rights Office at (520) 383-3304 for information on obtaining the contractors manual and compliance plan. All Indian Owned firms wishing to apply Indian Preference must contact the TERO as soon as possible. Project manuals and bid documents will be available for bidders on September 27, 2011. A MANDATORY Pre-Bid meeting will be held at the TOKA Office in Sells on Tuesday, September 27, 2011 at 10:00am. Please contact the number listed below for directions to the TOKA Office prior to the pre-bid meeting. Request for Information Deadline will be on October 5, 2011.
Bids are due on October 18, 2011 at the TOKA Finance Department Officer by 3:00pm at 51 Baboquvari Circle, Sells, AZ 85634, (520) 383-2202, Attention to Kenny Hall. Bid proposals at that time will be opened and publicly read aloud. TOKA reserves the right to reject any or all of the bids and to waive any informalities or irregularities in awarding a bid. All bids must be sealed and addressed to TOKA and plainly marked with the Bidder’s name and the Project name. Bids shall be on Lump Sum basis per the Bid Form located in the Project Manual; segregated bids will not be accepted. Each bid must be accompanied by a bid security payable to TOKA in an amount not less than five (5%) of the total maximum bid price as a guarantee that the bidder will enter into a Contract pursuant to his/her bid within thirty (30) days after the Notice of Award is given. Bid security may be in the form of a Bond, certified check, or Bank draft payable to TOKA, irrevocable letter of credit, or U. S. Government bonds. The Project Manual and bid documents are made a part of this Invitation for Bids. Arrangements to obtain a copy of the Project Manual and bid documents may be made through TOKA Finance Department.
