TOP CHEF Eighth annual event seeks to raise funds for MCCD causes

Culinary artists from Elkhart Lake will compete for top honors at the 8th Annual Top Chef Elkhart Lake on Sunday, March 12 at the Osthoff Resort. The best part is that you get to enjoy their creations by taking part in the Top Chef event. The public is invited to join in a great afternoon with their friends and neighbors to enjoy sampling an elegant tasting menu of gourmet food crafted by the area’s finest chefs. Top Chef is approved and endorsed by WisconsinTravel.com. The fun event features a live cooking competition among chefs from six noted restaurants in Elkhart Lake. The chefs will prepare their entrees (each chef using a selection of ingredients determined at a drawing) and then present their culinary creations to assembled guests and a panel of judges. The real winners of the event will be the special needs children in and around Sheboygan County. With funds raised through Top Chef Elkhart Lake, the Midwest Council for Children with Disabilities (MCCD), a registered not-for-profit charity and 501 (c)(3) organization, assists local children with therapy, medical treatment, equipment and supplies that are unaffordable and not covered by health insurance. The seven prior Top Chef Elkhart Lake events have raised more than $450,000 for MCCD and its goal of helping area children in need. Embraced by the Elkhart Lake community, the event has been close to a sellout in each of its seven years and advanced tickets are moving fast for the 2017 event. This year’s event will be held from 3-7 p.m. in the Grand Libelle Ballroom at the Osthoff, 101 Osthoff Avenue, Elkhart Lake. Chefs competing in the event will hail from Brown Baer, Lake Street Cafe, Lincoln Street Sports Bar & Grill, Lola’s Turn to

Shopping more than past time Shopping is much more than merely a national pastime.’ It’s a life experience that can be all consuming and something that dominates our lives. Just think of it, when aren’t you buying something? Buying can be compulsive—the uncontrollable desire to purchase things we don’t need and might never use. You’ve probably seen some of the “Hoarder” shows on TV. It might just be a routine task of getting groceries for the week’s food needs. It can also have a serious effect on our future lives—like a mortgage on a house where payments might seem like they’re going on forever. If you ever watch the home shopping channels you can’t help but be persuaded to buy from the attractive, slick, smooth talking persons who come off as your greatest friends. It’s staggering to think that they sell, sell, sell 24 hours a day, seven days a week and they have been doing this for years and years. And it’s all of us who are buying those thousands of items. Retail stores are constantly repositioning themselves and minutely analyzing their markets to determine how they can sell more and keep customers coming back for even more. Finally, I admit—I hate shopping! By contrast, my husband, Richard, loves shopping. I can remember when I was in the midst of my career and time was always short, he would go to the store and sift through the dress selection. Then he would earmark a few that he thought I would like and look good in and were appropriate for the occasion for which I needed a new dress. Then he would take me to the store and review his suggested selections. Now that’s how I like to shop. I will admit that in our 58 years of marriage he didn’t do all the shopping. We did share the adventure of choosing furniture, drapes and curtains, and a

number of other household items. That was an adventure that was both fun and enjoyable. It brings back a lot of memories now when I look over the purchases we made some 30 or 40 years ago. We almost always chose wisely and every day when I look around I’m reassured that for the most part we did in fact make good choices. We like the things we bought then just as much as when we purchased them. So shopping really is what you make it. For Richard and me it holds a lifetime of memories.

Firefighters aim to serve community By Mike Mathes

for the Depot Dispatch For the past 120 years, the Elkhart Lake Fire Department has personified the term “community service.” Focused on service, brotherhood and legacy, the Elkhart Fire Department boasts not only a proud tradition, but a bright future. The organization is a proud collection of individual volunteers that functions as a team to preserve and protect the wider Elkhart Lake Community. The ELFD prides itself in being bigger and more powerful than the sum of its parts. Fire Chief Pat Zorn said the department likes to think of serving as an opportunity for individuals being part of something greater than themselves. “Each individual adds unique resources, expertise, time and effort to create a powerful community force,” he said. The Elkhart Lake Fire Department provides direct firefighting and emergency response services for the Village of Elkhart Lake and the Town of Rhine. The department also stands ready to assist other departments through mutual aid pacts. “We serve a village with a population of about 965 people and a township that encompasses 36 square miles,” Zorn said. “And of course our population grows considerably during the summer months.” The budget for the Fire Department is supported equally by the village and the Town of Rhine. It’s a 50/50 split on everything including all trucks and equipment. Likewise, the village and township shares the cost of the fire station, along with the building of the firehouse in 2008-2009. Serving many ways

The ELFD serves its communities in many ways, including the following— ■ Firefighting—through rapid communications networks, the ELFD is able to quickly get its modern equipment and trained personnel to a fire scene. ■ Search and rescue—the job of the ELFD First Responders is to locate, assess, stabilize, immobilize and transport the injured. This is done on both land and water, in all sorts of weather conditions. ■ Auto accidents—The ELFD is routinely called to accident scens to assist with preventing or extinguishing fires. The department also employs Jaws of Life rescue equipment. ■ Weather related disasters—The ELFD is called upon to help during severe weather, all the way from tornadoes to blizzards and flooding. ■ Chemical spills—The ELFD is equipped to assist with hazardous situ-

ations helping to contain spills and preventing fires. Volunteer members

At this time, the ELFD has a total of 31 members, including one female firefighter. The department can accept up to 55 members. Zorn, in his seventh year as chief, is joined in departmental leadership by Robert Schmidt, first assistant chief, and Andy Martin second assistant chief. Troy Conrad, Brian Feldmann and Keith Fischer are department captains. Lynn Bub has the longest tenure of current ELFD volunteer firefighters with 40 years of service. The department has a total of eight rigs, housed at its showcase firehouse on the south end of the village on Highway 67. They stand at the ready to respond. Beyond the traditional water tenders, pumper trucks and aerial ladder truck, the department also has a 4-wheel drive pickup, a response van for personnel and equipment, a Polaris ATV for grass fires and rescue, a small boat for water rescues and eight water rescue suits.

One is the annual Fireman’s Picnic, held on the weekend that includes the first Sunday in July. “It’s a big event and it’s our major fundraiser of the year,” Chief Zorn said. “We would never be able to do it without a lot of help. It takes 25 people alone just to run the brat stand on the Sunday of the picnic.” The Elkhart Lake Fire Department actually owns fireman’s park—leasing it out to a vendor who runs the park during the warmer seasons of the year. The park operations also bring another source of funding for the department. Matt Cain, a member of the department, is the current operator of the park. Fireman’s Park was purchased by the department for a mere $5,000 back in 1931. Additionally, the department holds an annual Breakfast at the Firehouse event

Zorn said volunteer help is always welcome by the Elkhart Lake Fire Department. Obviously, those seeking the opportunity to become members are encourage to place their names in consideration. But volunteerism to support the fire department can take other forms. Community members can join the Auxiliary or other groups and committees that plan and manage fundraisers. Volunteers are always welcome to lend their talents to help with planning and running the Fireman’s Picnic. People who would like to commit to maintaining the beauty and quality of Fireman’s Park are also encouraged to step up to volunteer

Frank Lloyd Wright’s birthday observed In 2017, Wade House Historic Site will celebrate the 150th birthday of famed architect Frank Lloyd Wright with seasonlong exhibits, lectures, and educational activities focusing on Wright’s life and work in Wisconsin and his relationship with Sheboygan carriage collector and restoration expert Wesley W. Jung. Highlights of Wade House’s celebration of the 150th birthday of Frank Lloyd Wright will include: • The Wright Carriage Exhibit. A display of horse-drawn carriages owned and used by Mr. Wright from the Site’s Wesley W. Jung Carriage Museum collection including Mr. Wright’s 1890 roof-seat omnibus. The Wright Carriage Exhibit will open on the evening of Thursday, June 8. • A Taliesin Album. An exhibit featuring rare photographs from 1911-12 of the construction of Taliesin, prior to its substantial destruction by fire in 1914. “A Taliesin Album” will open on the evening of Thursday, June 8. • Future Genius Station. Architectural toys, books and activities for children located in the Museum including sets of Mr. Wright’s beloved “Froebel” blocks which first captured the famed architect’s imagination as a child and influenced his future work. • Monthly speaker Series. Free admission to monthly speakers on subjects as diverse as the archives of interior designer George Mann Niedecken who worked with Wright, the tragic story of Martha “Mamah” Borthwick, and Wright’s famed Schwartz House in Two Rivers. The monthly speaker series will begin in March and run through November. Wade House’s celebration of Frank Lloyd Wright’s 150th birthday will begin on Saturday, March 4 with the first lecture of our “Frank Lloyd Wright: A Wis-

consin Original” monthly speaker series. Ryan Hewson, Manager of Collections for the Frank Lloyd Wright Foundation, will present a lecture titled “Taliesin and Horsepower” at 1 p.m. The lecture will be preceded by a beer and light hors d’oeuvres reception, which will begin at 12:30 p.m. Mr. Hewson’s presentation will highlight how horses were part of Wright’s plans for Taliesin and a life-long hobby for the famed architect. The talk will begin with a brief history of the development of Taliesin and the buildings that comprise the Taliesin Estate, starting with the arrival of Wright’s ancestors to the Wyoming Valley of Wisconsin, where Taliesin is located and concluding with Wright’s death in 1959. Hewson will outline how horsepower shaped Taliesin and describe the various carriages that Wright owned. The presentation will conclude with an update on current preservation projects in progress at Taliesin as well as a brief question and answer session. Wade House’s second “Frank Lloyd Wright: A Wisconsin Original” lecture will take place on Saturday, April 15 at 1 p.m. Michael Ditmer, co-owner and manager of Still Bend, a 1940 Frank Lloyd Wright designed house in Two Rivers, Wisconsin. Through photos, Ditmer will describe the Bernard Schwartz House, Wright’s built version of his Life Magazine “Dream House” design from 1938. The “Frank Lloyd Wright: A Wisconsin Original” monthly speaker series will take place at the Wade House Visitor Center located at W7965 Hwy. 23 in Greenbush, WI, halfway between Sheboygan and Fond du Lac. Spring Break Days at Camp Y-Koda With spring in the air and summer on its way, Camp Y-Koda is ready to provide your children with opportunities to enjoy the outdoors. Send your kids to Camp YKoda for Spring Break Camp where they will get to enjoy a taste of Summer Camp a few months early. You can sign your child up for just one day or a whole week of fun from March 27-31. Camp runs from 8:30 a.m.-4 p.m. each day for kids ages 4-12, with extended care and busing available for your convenience. Each day of Spring Break Day Camp will be packed full of traditional camp activities like archery, BB gun, survival skills, nature hikes, Ga Ga Ball, Capture the Flag, arts and crafts and more. Camp also includes educational programs, including learning about local animals like birds, mammals, frogs and snakes, and each day campers participate in Camp Readers to strengthen their reading skills. If weather allows, we will even open up the boathouse and take the kayaks, canoes and rowboats out on the pond for the first time of the year. Among four nominees, Linda Wieck, of Plymouth was honored as the first community hero by Four Seasons Comfort/ Bryant. PAC hosts classes with Mulholland Kathleen Mulholland will share her life-long experience to every person that participates in the classes she’ll be offering this spring at the Plymouth Arts Center. Kathleen received her BFA in art from the University of Florida, and MA in art and art education from the University of Central Florida. She has spent a lifetime teaching at all grade levels and painting in many medians. Her batik and dyed scarves are featured in the gift shop, along with a sampling of her images on cards. She has received awards from coast to coast, and has now settled back in the area where she was raised. “Shapes, forms, and colors, from nature ground the viewer with substance, then encourage a drifting off into a mysterious imaginative worth. One cannot view Kathleen Mulholland’s watercolors without feeling a sense of much more than what first appears on paper,” one reviewer said. Study Club hosts fund raiser for community The Elkhart Lake Women’s Study Club will hold a“SPRING INTO STYLE” luncheon and fashion show Saturday, April 29 from 11:00 a.m. - 2:30 p.m. at 3 Guys and a Grill Banquet Hall, Cty. J, Elkhart Lake. Fashions will be offered by TLC Casuals of Sheboygan. Theme decorated tables will offer a “Spring through the Seasons” theme. Tax districts pay dividends Tax Incremental Districts

Last month I promised some information on our Tax Increment Districts (TID). TIDs are a vehicle used under Wisconsin State Statute to promote growth in a Village or City. The test for qualifying a project for a TID is if the project would not happen without it. Elkhart Lake has created four TIDs. The development that has occurred would not have happened without creating the TIDs. Basically, when a TID is created, all of the tax dollars paid by that new project goes into a TID fund. These are tax dollars collected from the village, school district, county, state and LTC. The taxes paid are used to pay debt associated with the project. It is our hope that at the end of the TID that there is additional dollars to fix and replace infrastructure. After the TID is closed the taxes go back to the other taxing jurisdictions and our general fund. Generally the TID closing results in a windfall and a lower tax rate. TID #1 involved the original Osthoff Resort project and was successful as was designed. It paid for a great deal of infrastructure that saved the taxpayer from assuming the burden. TID #2: Accomplishments to date - Sargento & Victory

This TID assisted with the expansion of Sargento. It will add to the Village tax base, more than double jobs at this location, and add to general economic activity in the Village. It has already helped pay for improvements to several streets (Lake, Garfield, Osthoff ) as well as some utility costs. The overall benefit is that those projects don’t need to be levied (which keeps taxes lower) or impact the budgets of the utilities. This TID also helped initiate the development of the Victory South area, including Throttlestop and Compassionate Care Animal Clinic. It also helped finance the cost of Victory Lane, new water, sewer, storm water lines in the Victory South area. Financially the projections for this TID appear strong. Assuming a total valuation of $6,500,000 from Sargento and $2,750,000 from Victory South the

TID will have approximately $360,000 in positive increment available by the end of the TID’s life. Additional development will increase that amount. Victory North could provide up to $19,000,000 in assessed value to this TID.

This TID assisted with the expansion of Osthoff Resort by allowing for additional and larger conferences (tax base, jobs, tourism, and general economic activity to the Village). This TID has helped pay for improvements to several streets (Lake and Osthoff ). Again, the overall benefit is that these street projects do not need to be levied which keeps taxes lower. Financially this TID is also in a strong position. Assuming no increases or decreases in valuation, this TID will have approximately $270K in positive increment available by the end of the TID’s life. TID 4: Accomplishment to date Wolf Motorsports & Villas

This TID assisted with the creation of the Wolf Motorsports Villas and Shop. This project has increased the Village’s tax base, increased tourism, and provided general economic activity to the Village. This TID has helped to pay for improvements to serve that development, including the water and sewer. Financially this TID may be in the strongest position. Assuming no increase or decrease in valuation and a final buildout value of $10,000,000, this TID will have approximately $2,000,000 in positive increment available by the end of the TID’s life. Conservatively speaking, these three TIDs will produce $2,630,000 in excess increment to use on village projects. Possible TID Projects

Some possible projects that are being contemplated through the TIDs are: • Bury power lines along Pine Street. • Update and fix the Depot. • Build path from Wolf Motorsports (Badger Rd) to the village. • Extend sidewalk on Hickory Lane to

As a reminder, Advanced Disposal had requested that the Village move the garbage pickup day to Mondays. They indicated that they are reorganizing their pickup schedule in Sheboygan County. The Village Board agreed to move the date to Monday. This started in January, 2017. As a reminder, garbage collection occurs every Monday except when it is moved due to holidays falling on the Monday. such removal and storage shall be at the expense of the owner of said vehicle. Vehicles violating this ordinance will be ticketed. Snow Removal

Ordinance 10.03 Removing Snow from Sidewalks: residents must clean snow and ice from sidewalks within 14 hours of any snowfall in a 24-hour period. Snow cannot be blown or plowed onto Village Streets. Residents must also shovel out any hydrants near their home. As in past years, you will not be notified that snow needs to be removed. If you have not shoveled in the prescribed time, the village will shovel your walk and bill the property owner. Also, the entire sidewalk must be shoveled. A path is not sufficient and you will be in violation.

The Village is experiencing an increase in new construction. It is a reminder that residents and businesses need to have building and shoreland permits for any work they may do. This includes any tree trimming or removal on any properties bordering the lake. It is always best to contact the Village at 876-2122 before starting any project to see if it requires a Village permit.

Auto Pay Your Water Bill The Village of Elkhart Lake accepts Automatic Clearing House (ACH) payments for your water/sewer bills. If you are interested in having your water/sewer bill automatically debited from your bank account, please contact the Village at 920876-2122 or email clerk@elkhartlakewi. gov and we will work to set you up on the program.

Road America promotes leaders to vice president Road America today announced it has promoted two leaders to Vice President, in recognition of their various achievements and roles in key business units. The promotions include: Michael Kertscher, Director of Business Services and Greg Wieser, Director of Operations. “We have developed a very strong leadership team that has provided expertise and exponential results during a period of unique challenges and opportunities for our facility,” said George Bruggenthies, Road America’s president and general manager. “Both of these individuals have demonstrated success in driving key areas of Road America’s business and now become part of an overall leadership team that has us well positioned for the future.” Michael Kertscher, Vice President, Business Development—Joining Road America in 2007, Kertscher began as Programs Manager overseeing the development of its group adventure programs, plus many

successful motorcycle and driving school programs. Kertscher was promoted to Director of Business Development in 2014 and took on added responsibility by overseeing track rentals and hospitality functions while driving partnership development to support Road America’s core event management initiatives. Greg Wieser Vice President, Operations—After beginning his career at Road America on its maintenance team in ‘98, Wieser joined Road America full-time in 2000. Since then he has taken on greater roles in operations and facility management, which led to being promoted to Director of Operations in 2012. Wieser has coordinated operations at Road America in every level of racing and oversees the deployment of maintenance, emergency and security resources to support various event initiatives while managing various capital improvement projects at the facility.

But for senior, Andrew Sitko, it’s Systems Engineering. Andrew chose a rather challenging path for his high school education. In preparation to being accepted at the Naval Academy, he elected to take college-level courses at EL-G including Physics, Calculus, AP Biology, and Psychology. Andrew also kept himself busy playing four high school sports, performing in school productions, and belonging to a variety of different clubs. And, at EL-G, he found the teachers and coaches who provided guidance and support to help him succeed both in and out of school—even assisting him with a school-based project to earn his Eagle Scout Award. All of our students at EL-G are exposed to personalized opportunities to maximize their learning and development.
