1. Introduction ISAV DESIGN has been advised by North Shore Sikh Society, New Zealand to provide consultancy services in relation to support their resource consent application to designate land for establishing Sikh Temple at # 128 Sunnybrae Rd, Hillcrest. This report has been prepared by ISAV DESIGN to inform relative the Traffic Impact Assessment to accompany the resource consent application for the land designated at the above address. This report is structured, as follows: * Section 2 – Review the traffic environment including the existing site and site access, the surrounding existing and future impact. * Section 3 Describes the assessment of the transport effects of proposal designation as per AUP; * Section 4 Describes the mitigation measures; and * The summary and conclusion of the report are provided in Section 5.

2. Transport Environment 2.1 Site Location

The site subject of this proposed designation is located near the corner of Archers Rd, in suburb of Hillcrest, Auckland. As illustrated ion Figure 2.1. The site has frontage from arterial road (Sunnybrae Rd), with northwest part of road at higher elevation than northeast portion of Sunnybrae Rd. The immediate section along the subject site falls into the 50 km/h speed limit zone and there is an existing signalised Tintersection just 55 metres Northeast Bound with Road width of 12.2m. Sunnybrae Rd has ADT of 15823 (est) 20/04/2018 3% heavy, and is termed as Level 2LS road. At present the site is surrounded by several Commercial Businesses, and falls under Business Light Industry Zone. The site includes the following activities: Action Panel Beater, Jenkin Piano Services, Alltech Diesel & Turbo Charger, Northshore Auto Repairs, Tyre City and Direct Kitchen. 2.2 Site Access 2.2.1 Pedestrian Access Footpaths are provided on both sides of adjacent section of Sunnybrae Road outside the subject site with approximately 1.5m wide. This provision extends on both directions to the full length of Sunnybrae Rd with various widths at different places. There are no specific cycling facilities along this section of Sunnybrae Rd. There are currently several bus routes serving the patrons past the subject site with a bus stop within a walkable distance on either side of the road and on Archers Rd.

2.2.2 Existing Parking Facilities Currently there are 10 car parking spaces for the existing development on the rear half, which is accessed via the driveway of 128 Sunnybrae Road. Additional 8+8+20 car parks are available and are formally approved by Neighbours.

2.2.3 Existing Traffic Conditions A traffic survey was undertaken on Sunnybrae Rd in July 2013 at the section of between RAEBEN AVENUE and PORANA ROAD. The daily average traffic is 17762 vehicles, in particular with the Saturday and Sunday volume to be 15350 and 12530 vehicles, respectively. The AM peak hourly traffic is 1253 vehicles and PM peak has 1704 vehicles while the inter-peak indicates 1517 vehicles. Due to its proximity to the subject site, it is considered appropriate to estimate the traffic volume past the subject site to be in the range of 15823 vehicles per day and 1500 vehicles during peak hours, respectively.

2.2.4 Crash Record Investigation A search has been undertaken from the database of Crash Analysis System provided by New Zealand Transport Agency. The study area is the road frontage section of the subject site between including a radius of 10m at intersections on both ends (Archers Rd and Porana Rd). There were more that 10 non-injury crashes between 2010-2018 with 1 minor injury crash in 2010/2011. A site visit was also made on 05.06.2018 to examine the sight distances from the proposed vehicle crossing of the subject site to both directions on Sunnybrae Road. The measurement of sight distances has followed the RTS 6 – Guidelines for visibility at Driveways. Figure 2.2 has annotated the demonstration of relevant elements.

The data summary is shown in Table 1 below including the Minimum Stopping Sight Distances (MSSD) and Desirable Stopping Sight Distances (DSSD) required in the relevant Austroads guideline – Guide to Road Design-Part 3: Geometric Design

It can be seen that the available sight distances satisfy all requirements. In addition, the traffic signal operations at the intersection of Archer Rd and Sunnybrae Rd allows at least 6 seconds of inter-green timing or even over 20 seconds if the pedestrian phase was demanded. This provides sufficient gaps to enable vehicles to get in and out of the subject site. The only obstruction to vision is the Jenkin Piano’s Sign placed on berm which can be managed by providing a volunteer spotter for vehicle exiting the site. Overall, the crash record does not indicate any significant traffic safety problems along this length of Sunnybrae Rd and the proposed redevelopment would have less than minor impacts on traffic safety.

3. The Proposal and Assessments of Effects

3.1 Descriptions The proposed development involves the establishment of Sikh Temple (Place of worship/community facility). A total of 10 car parking spaces will be available after the establishment of Sikh Temple. The application seeks consent for a maximum approximately 100 people in the weekend and 5-10 people during the weekdays with general trip generation of more than 100. Number of parking and loading spaces As per the Auckland Unitary Plan Operative Chapter E27.6.2; parking space required for Community Building and Facilities under Business – Light Industry Zone – 0.2 per person the facilities are designed to accommodate. Therefore, as per the requirement 20 car park is required to accommodate 100 people over on the weekend.

Overall, the parking provision of the proposed establishment is considered acceptable as total number of car park space available onsite (10) and offsite (8+8+20) exceeds the minimum requirement.

Figure 3.1 3.2 Traffic Generation/Trip Generation According to the New Zealand Transport Agency Research Report 453, the average trip generation for Church/Temple is 1.1/ congregation for peak hours. For this proposed establishment of expectation to accommodate 100 people, the expected peak hourly daily trip generation would be 110 vehicle movements that is spread during Saturday between 1900-2200 and on Sundays between 1000 -1300. According to Standard E27.6.1(1) in AUP, new threshold for development does not apply for location where proposal is located in Business Zones. From the existing traffic conditions identified in the previous section, it is considered that the less than 1% of the daily traffic increase would not create significant impact on the current road network, but the potential delay and queuing effects during peak times, in with right turn movements from Sunnybrae Rd Eastbound traffic, should be addressed. There is no flush median, so any cars waiting to turn right into the subject site would likely block the through traffic which is just 55m from intersection of Archers Rd. This would become worse if there were cars inside the subject site to come out. Overall, it is considered that the traffic generation from the proposed development has less than minor effects but considerations need to be given to right turn movements.

3.3 Access to Subject Site A set back of more than 10m is made available to provide room for vehicles prior to getting through the driveway. As per AUP Chapter E27.6.4 the Defined Road Boundary and the subject site falls within this area. This has been noted and considered during the preceding and subsequent assessments. The site is located at about 55m from the intersection and access to the site meets with all the requirement as per the threshold defined in table E27.6.4.3.2.

In particular, the sufficient sight distances and the proposed restriction of right turn out of this proposed access are two key demonstrations of addressing this issue. Overall, the proposed vehicle access is considered acceptable and associated impacts will be sufficiently addressed by relevant design features and proposed mitigations.

3.4 Design of parking and loading spaces Where a parking space gains access from a district arterial, sufficient space shall be provided on the site so that no reverse manoeuvring on or off the road is necessary by the vehicles using the parking space accommodating the 85 percentile car tracking curves as per Figure E27.6.3.3.1 and E27.6.3.3.2.

As per AUP Section E27.6.3.2.- dimensions of the parking spaces available at subject site complies with all the requirements. Overall, the vehicle manoeuvre within the proposed development is considered safe and efficient and therefore the associated impact is negligible.

4. Mitigation of Adverse Impact 4.1 Differentiation of parking spaces It has been demonstrated that the parking provision of the proposed redevelopment is acceptable. However, it will be effective to manage the parking spaces with clearly sign posted allocation.

4.2 Restrict Right Turn Movement from The Proposed Vehicle Crossing It has been identified in previous sections that there could be potential delay concerns due to insufficient road width, with the right turn movements from Sunnybrae Rd. In addition, the proposed vehicle crossing falls within the defined road boundary so efficient movements need to be implemented. It is preferred that enter and exiting the site should only allow left in and left out. This restriction should be included into the property management rules. Overall, it is considered that after the above mitigations in place, the concerns identified in the earlier sections would be sufficiently mitigated and therefore the impacts from the proposed establishment would be less.

5. Conclusion The report has assessed the proposed establishment of Sikh Temple at 128 Sunnybrae Road (as detailed in the attached plans). The report has been prepared to provide an assessment of the potential transport engineering impacts for the subject site, particularly with respect to the following; Traffic Impact Assessment Report 1 Parking Requirements 2 Traffic Generation/Trip Generation 3 Access to subject site 4 Design of parking and loading space

The transport assessment concludes that traffic engineering impacts from the proposed development would be less than minor after the successful implementation of proposed mitigation measures.

A summary of recommendations has been shown below. 1. Install signs to clearly differentiate parking spaces for allocated car space. 2. Volunteer Spotter to assist the vehicles to turn left from site to Sunnybrae Rd, due to obstruction created by Sign. Alternately the free-standing sign can be moved within the boundary to improve sight distance, 3. Restrict right turn movement from the vehicle crossing and Sunnybrae Rd into the site.

Therefore, the development proposal is supported from a traffic engineering perspective, and there is no traffic-related reason why a resource consent should not be grated subject to the suggested mitigation measures in place as mentioned above.
