Transportation Analysis Planning (TAP) Price Agreement – Professional Services and Related Services Oregon Department of Transportation The ODOT Procurement Office is conducting market research from interested proposers on how to develop the scoring methodology for the seven categories listed below. We also would like your comments on the terms and conditions (see Sample PA) and any risks associated with this project. The Oregon Department of Transportation (“ODOT” or “Agency”) is seeking Proposals from Professional Services and Related Services Consultants to provide Transportation Analysis Planning Services with supporting analyses through WOCs issued under PA with the Consultant(s) for those Services. Proposers responding to the RFP do so solely at their expense, and Agency is not responsible for any Proposer expenses associated with the RFP. Table 1: The Subject Areas for Professional and Related Services for this RFP are as follows:  Transportation Planning, Policy and Analysis  Transportation Engineering & Design  Transportation and Land Use  Transportation Process and Facilitation  Environmental Analysis  Transportation Data/Mapping/GIS  Economic and Financial Analysis Including Tolling SCOPE OF SERVICES General Background Information: Consultant shall provide Professional and Related Services, as assigned in a Work Order Contract (“WOC”), within the scope of work identified in this Price Agreement (“PA”) or associated solicitation. Projects may be located throughout the state on the state highway system, a multimodal transportation system, or on local public agency (“LPA”) transportation system. Consultant is not required to propose on all mini-solicitations for project assignments. Tasks and deliverables that may be assigned via WOCs under this PA may include but are not limited to those listed in the section below. The tasks and deliverables identified in this exhibit are examples and are not exhaustive. Individual WOC assignments may include any task, reasonably within the scope of work included in this solicitation or the associated PA, as determined necessary to complete an assigned project.

Transportation Analysis Planning (TAP) Price Agreement – Professional Services and Related Services Oregon Department of Transportation Consultant shall assist Agency in all Regions and statewide, as required, to conduct its Transportation Planning by providing professional services in support of projects that furthers a wide range of transportation analysis planning decisions. The State of Oregon supports, through the 19 Statewide Planning Goals, a strong linkage between transportation planning and land use, natural resources, economic development, and other public interests. Projects will provide longterm direction for the planning and management of an integrated transportation system through consideration of how transportation systems move people and goods as well as how they affect community character, the natural and human environment, and economic development patterns. Under these PAs the project purpose and the level and type of related analyses will vary but projects will always be in support of a transportation planning decision. The goals of Environmental Justice will be considered throughout these transportation analysis planning projects. These Agency projects may be conducted in cooperation with various Counties, Cities, or other public agencies in the state. Consultant participation may involve comprehensive project management or provision of specific services to support one or more task activities associated with projects that are principally managed and staffed by Agency. The level of environmental services will vary by project. ODOT and FHWA together support a strong linkage between transportation analysis planning activities and environmental compliance. While many transportation analysis planning activities will require some level of environmental analysis and documentation, not all will require the level necessary to prepare formal NEPA compliance documents such as CEs, EA/FONSIs, EISs/RODs. However, for some activities this level of environmental work may be required. Performance of Services will require expertise in any number of disciplines, and Contractor may be asked to address disciplines appropriate to a given project, including, but not limited to, the following: Transportation Planning, Policy and Analysis Facilitate the development of transportation systems adequate to serve statewide and local needs. Must be able to develop plans for all modes, Highway, Bike, Pedestrian, Transit, Rail, Marine Ports, Freight, etc. This includes the following:  Statewide Policy Review/Analysis/Development  Statewide Mode/Topic Policy Plan Development  Transportation System Planning  Transportation Facility Planning  Transportation Studies  Transportation Facility Refinement Planning

Transportation/Traffic Analysis for all Modes of Travel Transportation Demand Model Development Micro-Simulation Modeling of Transportation Operations Collection and Analysis of Data for all Modes. Additionally, analysis of public facilities and services such as water, sewer, parks, schools, police and fire to support transportation planning decisions may also be included in this discipline area and may include the following activities:  Provision and location  Physical conditions  Operating conditions  Capacity  Safety

Transportation Engineering & Design Develop conceptual engineering layouts, develop cost estimates, and assess engineering feasibility of potential solutions to support transportation planning decisions. The level of engineering design will be variable based upon the type of planning project; however, the intent of this PA is not to cover design levels consistent with project delivery activities such as Design Acceptance Package (DAP) or final plans. This includes the following:  Analysis of ROW impacts, potential costs for acquisition, relocation, etc Transportation and Land Use Develop analysis and recommendations for land uses that support transportation planning decisions and that are consistent with and further the 19 Statewide Planning Goals. This includes the following:  Analysis of any conditions, such as location, physical condition, ownership, tenancy, and regulatory framework, of land uses, buildings, parking, and other man-made features which affect the ability to develop lands knowledgeable with Oregon’s Land Use systems, laws and regulations. Craft legal findings for Land Use exceptions/other state/local land use actions. Transportation Process and Facilitation Insure the opportunity for citizens, stakeholders, and interested parties to be involved in all phases of the planning process. This includes the following:  Plan, organize, document and facilitate Public Involvement processes

Conduct Public Involvement consistent with ensuring Federal/State/Local Public Involvement requirements are met (Title VI, state policy, state laws, local ordinances, etc.) Provide visualization tools, techniques, and services as needed to help communicate effects and impacts of proposed actions, may include but not limited to – graphics, simulated photos, video production, simulated video production.

Environmental Analysis Demonstrate compliance with National Environmental Policy Act (NEPA) or other federal and state environmental laws to support transportation planning decisions. This includes the following:  Apply environmental regulations, laws, standards, etc. that affect transportation infrastructure design and construction during the development of system plans, facility plans, refinement plans and as part of project development and preliminary design.  Conduct environmental research from field data sources as well as published and unpublished data sources, and use the data to support potential planning recommendations and NEPA compliance where appropriate  Assess potential environmental impacts of alternative infrastructure implementation  Prepare NEPA documentation for Documented CEs, EA/FONSIs and (rarely) full EISs. Prepare detailed environmental studies and reports to support NEPA compliance  General Environmental Project Management  Wetlands Transportation Data/Mapping/GIS Collect transportation data in the field and from published and unpublished data sources. Analyze and document transportation data for all modes in transportation planning and project development processes, including spatial data analysis. Prepare maps, tables, graphics, etc, to convey transportation data into information for regulators, stakeholders and decision makers. Use existing and prepare new GIS files and develop applications to analyze and convey information. Services and associated deliverables that may be assigned under WOCs are further described in Exhibit A, Scope of Services of the sample PA (RFP Attachment C). Economic and Financial Analysis Including Tolling Prepare economic and financial analyses to support transportation planning decisions. This includes the following:  Benefit cost analysis or return on investment types of analysis of transportation infrastructure, programs and policies.

Assess potential economic implications from potential transportation actions, policies, or alternatives. Highway Fund revenue forecasts, economic and feasibility studies, cash flow forecasting, revenue impact analysis, and DMV transaction forecasting and Analyze and understand potential effects of tolling/pricing to determine if and how tolling could be applied to Oregon.
