A little History

Galveston Island has been occupied for thousands of years, serving as a home to Akokisa Indians, the Karankawa Indians and the infamous pirate Jean Lafitte. Once known as “Ellis Island of the West” and “the Wall Street of the Southwest,” the once richest city in Texas later became the site of the worst natural disaster in U.S. history. Galveston was named for Bernardo de Gálvez, a Spanish colonial governor and general. Galvez sent Jose de Evia to chart the Gulf of Mexico from the Texas coast to New Orleans, and on July 23, 1786, de Evia charted an area near the mouth of a river and named it Galveston Bay. Later, the island and city took the same name. Bernardo de Gálvez died the same year, never setting foot on his namesake island. In 1528, when the first Europeans landed, Galveston Island was home to Akokisa and Karankawa Indians who camped, fished and hunted the swampy land and buried their dead here. The Spanish explorer Cabeza de Vaca was shipwrecked on the Island and lived among the Karankawa for several years as a medicine man and slave. In the late 1600’s, French explorer Robert Cavelier La Salle claimed this area for King Louis and named it St. Louis. The pirate Jean Lafitte arrived on the Island in 1817, making it his base of operations and naming it Campeche. The little village contained huts for the pirates, a large slave market, boarding houses for visiting buyers, a shipyard, saloons, pool halls, gambling houses and Lafitte’s own house, the “Maison Rouge.” At one point, Campeche was home to about 1,000 people. General James Long attempted to recruit Lafitte to help make Texas independent from (Continued on Page 3)

Did You Know Did you know that • Pointe San Luis is the only subdivision on the island with angled lots to the beach • The pool code is available on our web site to registered users only • The bylaws require a majority of a quorum members present or by proxy to elect board members • A quorum is 10% of all members or 26 • A member has one vote per property • Officers are selected from volunteers by the board members • An annual election is held each year or when members decide to meet • Pointe San Luis includes the property to the mean high tide line on the beach which includes the dunes • The bylaws and covenants and restrictions are available on the web site www.pslpoa.org • The pool is available for all PSL residents and their guests. A Little History- (Continued from Cover Page) Spain and Mexico, but Lafitte remained neutral. In 1820, Mexico won independence from Spain, but Lafitte stayed on the Island. In May 1821, after Lafitte’s attack on an American ship, he was forced to abandon his operations in Galveston. Before leaving, he hosted a huge party for his pirates with wine and whiskey and burned his settlement. It is believed that he had buried treasure on the Island, but it has never been found. In 1821, Jane Long, while waiting in vain for the return of her husband General James Long, who had been killed in Mexico, became “The Mother of Texas” giving birth to the first Anglo-Saxon native Texan, Mary Jane Long on Bolivar Peninsula. In 1836, four ships of the Texas Navy made headquarters on the Island and protected the Texas coast from harassment by the Mexican Navy. These ships prevented supplies and men from reaching Santa Anna, ensuring a victory for Sam Houston’s army at San Jacinto, 22 miles northwest of Galveston. Around the Island • Mardi Gras! Galveston 2007 begins February 9th and continues thru Fat Tuesday February 20th, and is projected to be one of the biggest Mardi Gras celebrations the Island has ever seen. For complete highlights, count on Galveston.com! More than 250,000 people attend Mardi Gras! Galveston every year, and this year's celebration is projected to be even bigger and better with more parades, more entertainment, more beads, and of course, more excitement! The Park Board of Trustees and Mardi Gras! Galveston Committee are still in the early planning stages for the 23rd anniversary of Mardi Gras! Galveston, but are very excited about the many things in store, including the addition of a new krewe, called Krewe du Vroom. According to the Mardi Gras! Committee Chairman, Michael Hightower: " Krewe du Vroom is the first and only motorcycle krewe in the nation so we are very excited about adding this to the parade line-up, but we are also very optimistic about the overall success of Mardi Gras! Galveston 2007 and are planning on hosting one of the best celebrations this island has seen. • UTMB has begun operating a telemedicine clinic from 10 a.m. to 2 p.m. every weekend at the Jamaica Beach City Hall Public Services Building, 16628 San Luis Pass Road. This clinic is intended for minor medical needs. Continue to call 911 for emergencies. • Texas Beach Watch Program: The Galveston County Health District tests the bacteria levels of the West End beaches. The test areas are San Luis Pass Toll Bridge, West Beach, Bay Harbor, Sea Isle South, 16 Mile Road, Jamaica Beach South, Galveston Island State Park, Pirates Beach, 8 Mile Road and 7 Mile Road. Please check the health districts web site for your area’s bacteria levels at: www.GCHD.org • Want to know about Property in Galveston County. You can contact the Galveston Central Appraisal District at www. galvestoncad.org. They are sporting a new web site with lots of maps and detail information about all the properties in Galveston County. It was recommended that the owners call the police and report that a dog is out and is a threat to life. Also call Animal Control, Bubba Jennings. • Questions concerning Golf Cart rules? Call Officer Butch Stroud at 409-765-3600. An Officers main concern is that no one without a license is allowed to drive a golf cart. • The police have a Crime Mapping Program – Police can pin point where crime is, someday this will be online. If this information is wanted go to the police station the third Thursday of each month and you can go to records and ask for a crime report.

Galveston Association of Rental Managers (GARM) GARM is an association of over 20 of the top Rental managers on Galveston Island. The intent is to ensure that renters do not abuse property or disturb the neighboring community. All of the rental managers who are part of GARM have agreed to enforce the following rules for everyones benefit. Renters must sign an agreement with items listed below. If you see a renter in violation of these rules you can call the GARM security number at 409-682-3603. For nonemergency police assistance call the Galveston Police at 409-7662100 I agree that I and all of my guests understand and will abide by these subdivision, city and state laws: • House occupancy will not be exceeded. • Loud music and noise is prohibited. • All cars & guests will be registered with the rental office at checkin, and all cars will be parked in the driveway. When parking cars on the street, vehicular traffic will not be impeded. • Posted street signage (speed limits, parking) will be obeyed. • Cars will not be parked on lawns or in a neighbor’s driveway. Vehicles will not be driven or parked anywhere where not allowed. • Motor homes, campers and tents are prohibited and may not be parked or hooked up at rental homes. • Only people with a valid driver’s license may operate a golf cart. Police will issue tickets. • Non street-licensed vehicles (such as 4 wheelers, go carts, dirt bikes, scooters, ATVs, etc.) are not permitted anywhere on Galveston Island. • Barbeque grilling on decks is strictly prohibited; it is a fire hazard. • Only registered pets are allowed in SOME rental homes for a fee. Leash laws must be obeyed at all times. • While boating, “No Wake” rules in the canals will be obeyed. • At canal homes, fishing lights will be turned off when not in use. • The house is NON-SMOKING. Smokers will smoke outside and dispose of butts properly. • Fish will be cleaned where caught. The remains will be carefully wrapped in plastic bags and placed in outdoor trash cans. • Help keep West Galveston clean! Garbage will be put in securely tied plastic bags and placed in the trash bins provided. • In the case of a mandatory evacuation, Guests agree to evacuate homes as per City of Galveston orders. • In the case of evacuation, the decision to re-enter the house is solely that of the Property Mgt. Company.

THE BEACHES • The dunes are off-limits at all times! Walking, digging, standing or driving on dunes is never allowed. Dune crossovers or beach access points will be used to get to the beach. Fines range up to $10,000! • Open fires & fireworks are prohibited everywhere on Galveston Island, including the beaches. • Driving is allowed on the beach in Bay Harbor, Miramar, Stavenger and Point San Luis only. The speed limit is 15 mph. All other state highway rules apply. • Horses cannot be brought to any rental home. • Glass containers are not allowed on Galveston beaches. • All trash must be removed from the beach. Rental properties are patrolled regularly by off-duty peace officers. Violation of any of these policies will result eviction and forfeiture of all monies paid! Also, many of the items are legally enforceable and subject to criminal prosecution.
