is available for your next party! How do I reser ve the meeting room? Check the community website calendar for availability (subject to change) and make your reservation online. Once your reservation is reviewed and approved; you will receive an e-mail notification with instructions on how to proceed. Can I reserve the swimming pool for my party? The pool is not available for reservations without board approval. You must submit your request at least 30 days in advance of your event date to Southwest Management Services. The amenities in Vista Oaks are for the use and enjoyment of the residents and organized activities at the amenity center must follow the above procedures. Sounds Like a Good Idea

Noise is a concern for every resident and because you live in a community, it’s important to understand that some degree of noise is to be expected. At the same time, residents need to consider the consequences of their noisy behavior. To keep everyone happy and maintain civility among neighbors, the association asks that you take a few steps to reduce or eliminate annoying noise. Be kind and respectful. A little common courtesy makes a big difference. Keep your music at reasonable levels. When hosting a gathering that may cause disruption to your neighbors consider contacting your neighbors in advance. Let them know the date and time of your event and what time you plan on turning down the noise level. Keep a log. If you’re disturbed by a noise problem, note the times and the nature of the noise. This will help when reporting it to the manager or Sheriff ’s department. Visit your neighbor. If your neighbor is the source of the noise, try a friendly chat. Sometimes people just don’t realize how noise is affecting others. People are usually considerate once they realize they’re disturbing others. And, if your neighbor knocks on your door, listen politely and be willing to make changes to reduce your own noise. Contact the manager. If a polite request doesn’t change your neighbor’s noisiness, it may be time to ask the manager for help. Have your noise log ready, including attempts to solve the problem yourself. Reducing noise sounds like a good idea. A quiet, peaceful community, relatively speaking, is a happy community

It’s the best time of year for planting! • Rake leaves If you are looking for something to add to your landscape that will have the biggest impact on weed control, moisture retention and aesthetic looks, then Mulch is the answer. Vista Oaks Williamson County Animal Control The following information highlights a few of the major responsibilities of pet owners in Williamson County. These rules apply to residents in Williamson County who are not within any city limits. The main concern and function of the Williamson County Animal Control is human safety and rabies prevention. For full details, please see the official County Regulations on the Williamson County website. Leash Law: The regulations state that all dogs must be ‘physically restrained’ at all times. Examples of physical restraint include fences, chains, and leashes (as controlled by a human). An owner can be cited for not keeping the dog physically restrained. Licensing & Vaccinations: Dogs & cats over 4 months of age must

have a current rabies vaccination. They must be licensed by Williamson County and were their license & rabies tags at all times when in a public place. New residents have 30 days to comply. Citations may be issued for non-compliance. Stray Animals: A stray animal is considered “any animal running free with no physical restraint on or off the premises of the owner or keeper”. Stray animals are considered a public nuisance and may be detained or impounded. Assistance in picking up strays is limited by budget and at the sole discretion of officials. Rabies: Call the Sheriff ’s Office at (512) 943-1300 to report an animal bite, scratch or suspicion that an animal is rabid. Bats, skunks, raccoons, coyotes, and foxes are at highest risk for rabies.

Some may be old enough to remember the rock band from the 1970s called Three Dog Night. There is an interesting story behind their name. Australian aborigines domesticated and kept wild dogs (dingos). On cold nights they would customarily sleep with their dogs to keep warm. On colder nights they would sleep with two dogs, and if a night was especially cold, it was a “three dog night”. The relationship between man and dog goes back a long way. They brighten lives in ways humans can’t. They’re so forgiving and compliant. For many, they are the ideal companion. But for homeowner associations, dogs do present challenges. Barking dogs can be a very contentious issue in an HOA. Many dog owners think that while other dogs may bark, theirs certainly doesn’t. Let’s come clean on this one. When left alone, all dogs bark. Some howl. It’s their nature. They are social animals and when deprived of company, barking is a way of attracting it. But in the confines of a common wall community, barking generally attracts only the unwelcome attention of the neighbors. Modern technology provides answers to the barking issue by surgical and non-surgical means. Surgery is considered in extreme cases when behavior modification can’t be accomplished. Some of the bark control gizmos include: • Bark Control Collar (Shock). Automatically emits a battery powered electric shock when triggered by barking. • Bark Control Collar (Spray). Automatically emits a citronella (lemon) spray when triggered by barking. • Bark Control Collar (Ultrasonic). Automatically emits a high pitched sound. • Stationary Ultrasonic Unit. Automatically emits a high pitched sound without collar. • Portable Ultrasonic Unit. Emits a high pitched sound when triggered by a trainer. Reports on effectiveness of these devices vary. They are battery controlled so making sure the batteries are working is essential. Whether shock, spray or ultrasound is more effective is subject to trial and error. But according to industry reports, over 2/3 of those that reported using the devices for more than 90 days said behavior improved. There is a belief that shock collars are the dog equivalent of Tasers (stun guns). But according to the industry, the level and duration of a collar shock is a tiny fraction of what a Taser does. If a dog barks in the woods and there is no one there to hear it, is he still a bad dog? Since barking is bound to cause complaints in a homeowner association, be prepared to offer effective alternates to the owners of the offenders. Good boy. -By Richard Thompson
