KICK START YOUR RESOLUTION

Board Meeting Minutes - 11/19/09 The VOOA board meeting was called to order at 6:33 PM by President, Doug Mink. A quorum was confirmed. Deirdre Goggins, Suman Barrett, Walter Sotillo were present. Denise Gehrmann-Jimenez and Carrie Guipe from Southwest Management were also present and Carrie took the minutes. Minutes Walter Sotillo made a motion to approve the October 22, 2009 minutes as written. Suman Khisty seconded and all approved. Committee Reports Deirdre Goggins reported that she met with DK&G Management regarding the tile work, maintenance and lifeguard proposals. Deirdre was impressed with their knowledge of state regulations and presentation. Deirdre made a motion to approve the DK&G proposed tile work in order to comply with state regulations. Walter Sotillo seconded and all approved. The board discussed the maintenance and chemical proposals that were submitted. Deirdre Goggins made a motion to approve the DK&G proposal for maintenance and chemicals. Suman Khisty seconded and all approved. The board reviewed the Lifeguard proposals that were submitted and discussed the pros and cons to having a different service provider for guard services and maintenance. The board has asked that DK&G work on reducing their price to accommodate the budget and attend the next board meeting to answer questions. The board reviewed the Grounds Control landscape report and discussed a proposal to remove dead grass along the common area to promote new growth. Suman Khisty made a motion to approve the work to be completed in spring 2010. Deirdre Goggins seconded and all approved. The board reviewed a proposal submitted by Prairiewood Landscaping for the installation of 22 plants on the west side of Sam Bass entrance. Deirdre Goggins made a motion to approve the proposal. Suman Khisty seconded and all approved. The board reviewed a proposal submitted by H&H Plumbing for the installation of an anti-scale water treatment system on the fountain. The board asked to obtain

Board Meeting Minutes - (Continued from Cover Page) a price to install a drain to the fountain. Walter Sotillo made a motion to approve the proposal with the additional drain for a price not to exceed $2000. Deirdre Goggins seconded the motion. All approved. The board reviewed a proposal to remove dead trees along 1431 frontage area. Walter Sotillo made a motion to approve the proposal as submitted. Denise informed the board that there may be fewer trees thus reducing the total price. Suman Khisty seconded the motion. All approved. Management Report The board reviewed the violation report and aged account balances. The board reviewed the projected year-end expenses and discussed the projected reserve requirements. There are funds available in 2009 to make some improvements/repairs after all expenses and reserve transfers are made. The board discussed potential 2009 improvements to include the installation of security cameras and remodeling of bathrooms. 2010 improvements include repairs to the well pump houses, new pool chairs and drinking fountains. New Business The board reviewed a proposal for the purchase & installation of three trash containers at the amenity center. Deirdre Goggins made a motion to approve both proposals. Doug Mink seconded the motion. All approved. The board discussed a proposal submitted to renovate the bathroom. Denise will contact other vendors for competitive pricing. Deirdre Goggins made a motion to approve the work for a price not to exceed $4800 (vendor TBD). Suman Khisty seconded the motion. All approved. (Continued on Page 3)

NEW AND UPCOMING IN VISTA OAKS By Doug Mink

These are some of the new and planned improvements that your Board has made in Vista Oaks: 

• Some relatively minor repair of the swimming pools will occur in the near future, primarily to the expansion joints, drains, and depth markers.

• Attractive and secure metal trash cans were installed around the Recreation Center and near the picnic table on Vista Isle.

• We're in the process of rebidding the contract for landscape and irrigation maintenance and hope to achieve both cost savings and service improvement.

• The entry to the Recreation Center was re-tiled. The old tile was deteriorating because it (and the in-ground drains) were installed incorrectly 20 years ago. • We'll be installing a xeriscape landscape design on the island in front of the mailboxes on Vista Hills Blvd. The area was originally constructed without irrigation so turf has never grown there.  • Complete renovation of the bathrooms at the Rec Center will begin this month. Most everything except the tile floors will be replaced but even those will be cleaned and sealed. • The Board hired a new pool cleaning and lifeguard contractor. The most recent contractor helped us achieve noticeable improvements over the past few years and we believe our new contractor will enable additional improvements.

• The well house on Artesia Bend and Flora Vista, which is basically dilapidated, will be torn down and replaced with an attractive structure. We've engaged the efforts of a landscape architect for planning purposes. • On January 1, Williamson County MUD 9 assumed the full cost of paying for the extra security patrol by the Williamson County Sheriffs Dept. • We're investigating the possibility of a mass planting of trees along the walls bordering FM 1431. The purpose is to add sound and visual screening for the neighborhood's benefit.

Wonderful Neighbors By Patricia Darlin

The better part of last year was quite a challenging time in my life; however I am so very thankful for the wonderful neighbors that I have. Marguerite and Tom Hudson and their children, Nancy and Eric Phillips and their children, and Terri and Kevin Morrison all took such good care of my cat, my home, and did all of my yard work when I was unable to. They also were concerned regarding my situation and continued to offer assistance in every way they could.  I am extremely grateful for their genuine kindness, support, and sincere understanding. I can only wish that everyone has such generous neighbors to assist them in a time of need.  I am truly blessed to have such caring and compassionate neighbors.  Thank you for all that you did for me during the past year.

Recipe of the Month Broccoli Casserole

Ingredients • 1 package frozen broccoli • 1 cup cooked rice • ½ cup chopped celery • ½ cup chopped onion • 1 small jar Cheese Whiz • 1 can cream of chicken soup • 1 can cream of mushroom soup

Round Rock Circle of Friends invites the community to help ensure good health for the children of Central Texas at the 11th Annual Toast to the Rock event, benefiting Dell Children’s Medical Center of Central Texas. The event will be held on April 18 from 3pm-6pm at the Fern Bluff Community Center, 7320 Wyoming Springs Drive, in Round Rock. Dell Children's is a tremendous asset to our community. The state-of-the-art facility provides exceptional care, close to home, to thousands of children and their families. (We support a 46 county area throughout Central Texas) It continues the legacy of outstanding service of Children's Hospital of Austin (closed on July 1, 2007) with new space, new technology, new programs – and more hearts and hands to make it all happen. Together, we are creating a new standard in pediatric care. We are growing a world-class medical center dedicated to the care of children and adolescents, regardless of their families' ability to pay. We offer help, hope, and healing to our children for generations to come. Toast to the Rock is a fabulous afternoon of wine-tasting, food sampling, silent auction and musical entertainment. Vista Oaks Reflections:

New Work from Sergio Rodriguez The Mexican American Cultural Center (MACC) will be hosting Reflections, an exhibit of large scale oil paintings by Sergio Rodriguez. There will be an opening reception Saturday, January 30th at 6pm in the main gallery, and the exhibit will be open to the public from January 30th to March 27th. There will also be a gallery talk about Rodriguez’s work given by the artist February 6th at 2pm. Reflections is a personal exploration of Rodriguez’s experience growing up in the border town of Eagle Pass. Not having visited his place of birth in 22 years, Rodriguez made a special trip back to Eagle Pass, re-immersing himself in the U.S.-Mexico border culture in order to inspire the work for this particular show. Further explaining the concept for Reflections, Rodriguez says, “such were the dreams that being reared along the border fostered; such were the conditions, history, and influences that permeated me, molded me, filled me, and thus sprung veins through which I think, feel and see … I yield what I am, and my roots never abandon me.” Through unique and striking pieces, Rodriguez visually elaborates on the elements of a complicated identity and allows the viewer to engage in his intimate experience. For more information call Herlinda Zamora at 478-6222. About The Artist: Sergio Rodriguez has exhibited work in Philadelphia, Mexico D.F. and all over Texas. His work is part of public and corporate collections in New York, Mexico and Puerto Rico, as well as Texas. After not being personally fulfilled with pursuit of a degree in business at Southwest Texas State University in San Marcos, Rodriguez stumbled upon the art of drawing, where he found his niche. He went on to receive his BFA in painting from Southwest Texas State University and then his MFA in painting from the Tyler School of Art in Philadelphia. He lives and works out of Austin, Texas.
