WEBS Announcement for Request for Proposal for Foreign Employee Data Management Solution. RFP# UW-14-0040 RKH The purpose of this announcement is to inform the registered vendors on the Washington Electronic Business Solutions of an upcoming RFP opportunity from the University of Washington for the below solution. This announcement DOES NOT contain the actual RFP document – vendors interested in participating in this solicitation must follow the instructions as outlined herein to notify the RFP Coordinator (Ray Hsu, [email protected]) and obtain access to the UW Ariba Sourcing module and the RFP document.

RFP Overview University of Washington is seeking offer from qualified bidders to furnish and implement a software/service solution to manage its foreign national employee data. The scope of work includes but is not limited to:



The solution is to provide self-service functionality to allow foreign employee to enter in the data through a web-based user interface



The solution should have the functionality to evaluate income tax treaty articles for possible exemptions



The solution should perform “Substantial Presence Test” based on the foreign national employee’s data



The solution should be able to file forms 1042 and 1042-S with the IRS



The solution must be able to integration with the Workday Human Capital Management Software as a Service solution

A full detailed list of the requirements and scope of work is included in the RFP document available from the UW Ariba Sourcing module. The projected due date for the RFP will be May 29, 2014 at 4 PM PDT; once Bidders who has followed the below instructions and are invited into the Ariba Sourcing Event for this RFP, they will be able to download a copy of the RFP document and see the closing date for the Sourcing Event (RFP Due Date), the RFP Due Date will be no earlier than May 29, 2014 in order to give all Bidders adequate time to respond.

IMPORTANT NOTICE: This RFP is being conducted electronically through the University’s Ariba Sourcing Event website. Suppliers interested in submitting a proposal are required to submit their RFP response via the UW Ariba Sourcing Event website.

To view and respond to a UW RFP, please determine your supplier type and follow the instructions below.  Suppliers NEW to Ariba: 1. Register on the UW Ariba Sourcing Event website using this link: http://uw.supplier.ariba.com/ 2. After registering, email the RFP Coordinator, Ray Hsu ([email protected]) that you would like to respond to this RFP. Be sure to include the RFP number in your email – the RFP Coordinator will then send you an invitation to join the RFP. IMPORTANT: Please include in your email to notify the RFP Coordinator your Ariba Network Identification Number (ANID) the exact name of your business that you registered under, and the contact person specified under your registration If you do not notify the RFP Coordinator following the above directions, you may not be invited to the event.  Suppliers ALREADY REGISTERED with Ariba but have never participated in a UW Sourcing Event: What is your Ariba Network Identification Number (ANID)? Email the RFP Coordinator your ANID number and notify them that you would like to respond to this RFP. Be sure to include the RFP number in your email.  Suppliers Who Have Previously Participated in a UW Sourcing Event: Notify the UW RFP Coordinator that you have previously participated in an event and would like to respond to this RFP. Be sure to include the RFP number in your email. Once you have emailed the UW RFP Coordinator: 1. The RFP Coordinator will email you an invitation to join the RFP 2.
