Website Focus Groups & Usability Testing Summary Introduction The City of West Linn (“The City”) is seeking proposals and cost estimates for website focus group and usability testing services. Requested services include, but are not limited to: determine query topics and process; work with City staff to set up multiple dates and times for focus groups; invite community members and volunteers using city communications channels and collect RSVPs; host focus groups; host usability forums; summarize findings and determine list of potential fixes; work with City staff on a work plan to implement findings. These services are requested in direct response to the following City Council goal for 2015: 

Work with consultant to conduct focus groups and communications outreach to determine needed website (WestLinnOregon.gov) upgrades; upgrade the website based on the feedback received.

Scope of Work The scope of work to be performed by the Consultant will include, but is not limited to, the following: 

Work with staff and a City Council liaison to design and prepare the focus group process.



Collect data by conducting focus groups.



Perform an independent analysis of the obtained data.



Provide a written report of the findings of the survey. The report should include: an executive summary; a detailed discussion of the findings; and recommended best practices/next steps.



Provide an oral report and presentation to a meeting of the City Council summarizing the focus groups findings, tentatively scheduled for Summer 2015.

Consultant Responsibilities The Consultant shall be responsible for securing any and all information, facilities, and other materials necessary for completing this project. A City staff person will be available at all times for Consultant’s questions and information requests.

Proposal Contents Each proposal shall contain the following information: 1. A general description of the Consultant’s approach to this project, including an explanation of the approach and methodology used to perform the scope of work outlined above 2. A not-to-exceed figure to perform the scope of services listed above. Include, if applicable, hourly rates to perform work and a fee schedule for reimbursable expenses. 3. Specific information about your experience with local government websites using a Drupal content management system. 4. Any other information about the Consultant that you believe would be applicable to this project.

Schedule & Due Date

It is anticipated that focus group process development will occur in the April and May 2015 timeframe. Invitations and recruitment should occur during June 2015. Focus groups should be conducted in July 2015, if possible, with the written report of survey findings due by August 31, 2015, at the latest.

The Consultant shall submit email copies of the proposal no later than 4:00 p.m. on Thursday, April 9, 2015. No hardcopy or faxed materials will be accepted. Please submit proposals to: Kirsten Wyatt, Assistant City Manager: [email protected].

Selection of Qualified Consultant The City shall select a consultant for this project based on a combination of factors, such as: 

Responsiveness and comprehensiveness of the proposal with respect to this RFP;



Approach to this particular project; and



Consultant’s proposed cost to perform the scope of services.

The City reserves the right to reject any proposal and may elect to make a decision without further discussion or negotiation. This solicitation is not to be construed as a contract of any kind. The City is not liable for any costs or expenses incurred in the preparation of responses to this RFP, and may withdraw or modify this request at any time. The consultant selected for this project will be required to enter into a Professional Services Letter of Agreement with the City of West Linn.
