Estate taxes threaten family farms By John Schlageck, Kansas Farm Bureau

By Frank J. Buchman The Christmas spirit expands even more than imaginable with nearly 150 unique trees of the season being exhibited. “We’re really proud of the large display of beautiful Christmas trees at the Territorial Capital Museum in Lecompton,” exclaimed Paul Bahnmaier, president of the Lecompton Historical Society. “It’s the most unique Christmas tree presentation in the Midwest and provides an opportunity for visitors to relive the past,” Bahnmaier insisted. The trees are decorated with Victorian, antique, collectible and themed ornaments and the 100-year-old feather trees are a special highlight. Trees will be on display in the museum at 640 E. Woodson Avenue in Lecompton until January 2. For the special holiday tree display, the museum is open Monday through Saturday from 10 to 4, and Sunday 1 to 5. A few decorated trees have traditionally been displayed at the museum (Continued on page 12)

This Holiday Season

Smart, hard work combined with good planning increases the likelihood of a bright and prosperous future. This is considered the American way – the American dream. Part of this same American dream is the expectation that future generations will experience a better life than that of their parents. It’s always been that way – parents want their children to have more opportunities than they did. The fondest wish of Kansas farmers, ranchers and small business owners is to pass these family ventures on to their children and grandchildren. They work years to leave a legacy of land or a business. Unfortunately, that shared dream is threatened by an estate tax that has hung above the heads of farmers and ranchers for far too long. If farmers cannot pass on their land from one generation to the next, it threatens the future of our farms and forces farmers and ranchers to find alternatives to keep the family business alive. For the first time in more than 30 years, Congress is looking at major tax reform. The transfer of land used in farming and ranching must be part of this discussion. This remains a huge task and with the right provisions, and an updated federal tax code, it could yield economic growth across Kansas and rural America. Land remains our paramount asset. Still it can also be the most difficult to come by as property values increase. Younger farm and ranch generations remain burdened by the challenge of holding onto family property if they cannot pay the estate tax. If this occurs, they may not return to the family farm or ranch. When Uncle Sam comes to pay his respects, surviving family members, (Continued on page 15)

The Covered Dish: Artichoke Bruschetta fun! Yesterday we received one of the most fabulous gifts! One of my regular guests owns a fish farm outside Little Rock, Arkansas. I received a text telling me they were in town and they had ten pounds of catfish for us! To say we were elated is an understatement. My assistant, Bonnie and I each took home five pounds of catfish filets. We’ll have wonderful meals this winter from this beautiful gift. I’ve received gifts of fresh fish in years past, but nothing like this. During the exchange I also learned how they contain the fish for a couple of weeks before they’re dressed. They have tanks where they transition the catfish gradually to clean well water. This basically cleans the fish out, along with the removal of the bottom feeder ‘taste.’ As dad always says, “When the snow

It has been an intriguing week at the Uhrig home. That old saying about, ‘Don’t let any grass grow under your feet,’ has totally been the story at our home these past few days. After hosting the family Thanksgiving we’ve continued our focus on winter preparations. Completing dangling projects, stocking the shelves and preparing for winter, it’s actually a good feeling. This week I decided to share not one, but two recipes for the holidays or winter season. Probably one of my favorite appetizers or sides is bruschetta. Bruschetta’s offer unique ways to enjoy small amounts of ‘leftovers’. A little of this and a little of that and a bruschetta is born. My family enjoys them the most when served as a side to a soup or stew. I have to admit, it certainly makes soup night a great deal more

Franching: New baby By Tammie Hoeme My poor lilacs, they have put out green leaves. Who can blame them, what a treat it would be if they bloomed. However, Jack Frost, and Old Man Winter will soon have other plans. This weekend we went to a live nativity display and the weather was most enjoyable. Have you ever been to Pratt, KS to see the Lemon Park Lights? If not, you are missing out. The display started out small and has since grown. If you are passing through Pratt this Christmas

season, make your way south down Main Street and follow the signs to the park. There is a grove of lighted trees, a section of snowmen, a sea dragon and wild west show just to name a few. Enjoy a no admission fee and cars can make as many trips around the park as desired. Perhaps a drive is not good enough, park your car and take the walking trail through the park and enjoy the lights up close. Our family enjoyed a stroll through the park, and I am ready to walk through it again next week. One field of cotton

has been stripped, however we won’t know the results of the yield until later. We have one more field that needs picked. This was an exciting week for us. Behold for unto us a cousin is born, lying in a pack-nplay near Moundridge we found the babe swaddled in his mother’s arms. Kalib Calvin joined our family last Tuesday. His mother went to the doctor and was asked, “Well are you ready to have this baby today?” So, she quickly rounded up her things, and made it back to the hospital. The baby came the next day. He was welcomed by his big brother Lane. Addie had a basketball

I remember: How life continues after Dec. 7, 1941

By Doris Schroeder I Remember It is now 76 years later from the time I heard our president Franklin Delano Roosevelt announce on our floor radio “We are at war!” I had just got ready to go to Sunday school in a little church about three blocks from our home in McFarland, California. All morning I had wondered what that really meant and on the way home I envisioned planes flying over and bombing our homes. As I absently kicked a pebble along the way, I heard the drone of one of the little planes from Bakersfield and my mind pictured what war really meant and I trembled. I knew it wasn’t good and I admit, I was afraid! Although war never did come directly to the United States mainland, we did feel some of the things that come along with black outs, rationing and the drafting of the young men. My dad took a job in a defense plant in Pittsburgh, California and we lived in a little trailer house near the highway. I saw buses go by with people of other nationalities wearing black and white stripes and was told they were the people from the countries we were at war with. I felt so sad for them.’ When we moved back to our Grandfather’s Kansas farm, the war was more distant. We had no black outs, we just used kerosene lamps anyways, because the REA still hadn’t come to the country. I had a bedroom upstairs with four vacant bedrooms on the same floor. In the evening I would light a kerosene lamp and take it up the winding stairs to my room, put the lamp on the double school desk that was there and write make believe stories in pencil on my Big Chief Tablet. If Ruth, the other girl in my class at school or some of my cousins came over, we would wind the old victrola by hand and play the one record that

was on it.*Blest Be the tie that binds.” Still, we worked hard, I helped my dad with the fieldwork and greatly enjoyed the learning I got in Sunrise, the country school I attended and could listen in on all eight grades. The country schoolteacher always taught us a love for America and we always felt grateful for our country. Once, some kids came to our school for a short time but would not do the flag salute or bow their heads when we prayed. I felt so sorry for them but didn’t have the nerve to ask them why. We learned 500 Bible verses if we wanted to

and I worked hard at it because I wanted to become a part of God’s family. I finally understood it. It was so simple… and I knelt down and simply asked him into my heart. It felt like a load had been lifted, as I was now part of God’s family. I have not doubted it ever since. Now I not only had a country I loved, but a loving God as well. I knew God would show me what I was to do with my life if I let Him lead. And He did…although my family moved back to Hutch when my grandparents sold the farm; I had a persistent desire to attend Buhler

High School. I stayed with my Grandmother Lange on Buhler Main Street my freshman year, took the school bus from Hutch my sophomore year and rented a room from Lizzie Ediger across from the high school, my Junior and Senior year. I also worked in the Buhler Nyal Store, which was a sort of drug store without the drugs since they didn’t do prescriptions. On Sunday night when I walked home from church, I began to see a fleetline, 2-tone Chevy come driving by with a guy named Johnny and stop and ask if I would like a ride home.

This gradually became a habit and so 68 years ago on Christmas we got engaged. During the almost 67 years of marriage, has the world become better? No, not really. Of course we do enjoy more inventions and so forth, but really, if you ask us, we enjoy the simple things more. As to “wars and rumors of war?” They are phrases we hear every day on the news. Where is the “peace on earth, good will to men? Certainly not the world over if the news is any indication. However, in a town called Hutchinson close to the center of the United States of Amer-

Workers who love their jobs. writers who understand the good part of life. Enablers who will/go the second mile, believe the Word of God because they have studied it, prayed and personally accepted God as their own. They even attend churches that preach from the Bible. Winter Brings Increased, But Treatable Arthritis Pain in Horses Winter brings difficulties to horse owners, but it also brings its own set of challenges to horses with osteoarthritis, veterinarians have informed. Colloquially known as “bone spavin,” or “OA,” degenerative joint disease or osteoarthritis is a common cause of lameness or poor performance in horses from all disciplines, they said. “Plunging temperatures, deep snow and freezing rain are difficult enough for humans and horses to deal with, but did you know that even a change in barometric pressure may trigger joint discomfort? “When a horse suffers from OA, the cartilage, bone and soft tissues in the joint deteriorate. These changes cause pain, deformity, loss of motion and decreased function,” according to Dr. Hoy Cheramie, veterinarian for Boehringer Ingelheim Animal Health. Clinical signs include decreased activity or mobility, stiffness or decreased movement of joints, heat, swelling, pain and lameness There is no cure for OA, but it is possible to manage signs. “Our aim is to control the progression of the disease by focusing on alleviating joint pain and inflammation, which allows the horse to maintain or increase mobility,” Cheramie explained. With that in mind, he urged owners to

continue exercising their horses during winter. By continuing with a training routine, it allows the joints to stay supple and moving. “The more horses have a chance to stay fit, the better it is for their overall joint health,” Cheramie said. “However, it is especially important for OA sufferers to have a warm-up and cooldown regimen before and after work, and that the work is not excessive,” he emphasized. Slow, easy stretching movements were recommended before training to help loosen muscles and get the circulation going in stiff joints. “Also, allow time afterwards for winding-down so the horse can relax and not lose too much body heat all at once. This also helps keep muscles loose,” Cheramie said. Horse owners should consider the following cold weather management tips: Caution needs to be taken when riding in deep, heavy or wet snow as this may be associated with tendon injuries. If horses are exercised enough to generate sweat, clipping is advised to help them cool down faster. Horses that are clipped or don’t have a thick hair coat need to be blanketed. If riding is not possible, make an effort to turn horses out as often

as possible. If horses are stabled, be sure to provide ample bedding for warmth and to cushion elbows, hocks and other sensitive areas when lying down. When OA associated pain and inflammation flare-ups do occur, a veterinarian should be discussed to discuss a management plan. “One option owners may want to discuss

with their veterinarian is administering a non-steroidal anti-inflammatory drug (NSAID) to relieve pain,” Cheramie said. “There are many to choose from, but doing a little research into active ingredients, use in competitive situations and convenience in dosing can help make the choice easier,” he added. One commercial

name product, Equioxx inhibits inflammation-producing enzymes while safeguarding a number of normal body functions, including stomach protection. One daily dose fits into feeding. Another pain management option veterinarians may consider is Surpass, a topical treatment that provides pain relief directly at the site of inflammation. “To that end, work

with your veterinarian to develop a treatment plan that will help your horse feel his best in any type of weather,” Cheramie said.

You Be The Judge I have mixed emotions about the show ring and where it fits in with today’s data-driven cattle business. I grew up showing cattle and being on judging teams and I think I learned more in those activities than I ever did in school. Participating in cattle shows builds character and a good work ethic in kids and many use the proceeds from their animals to help finance a college education. Big cattle shows like Denver, Houston, Fort Worth, Kansas City, Louisville and San Antonio, help educate the general public and they are a great place for cattlemen to meet and exchange ideas. A lot of business gets done and they bring in lots of tourist dollars. And there still isn’t a better way to evaluate an animal’s structural correctness than to look at it. I sat on the auction block as an announcer for a major video company for 20 years and got to see a lot of cattle and I’ll tell you this, the buyers

Riding Hard By Lee Pitts wouldn’t start bidding until they saw the pictures. And I don’t care what you say, a rancher still likes to look at good cattle. I believe it was the Greek scholar Anonymous who said, “The eye of the master still fattens his or her cattle.” On the other hand, I am reminded of another old saying also credited to Anonymous: “They stopped judging chickens when they learned how to count eggs.” There are so many other tools we have to evaluate cattle today that are much more accurate and consistent and I worry that EPD’s and DNA data have almost turned cattle shows into their dog show equivalent. I also know from having been a judge

that judges who pass down their decisions with God-like superiority and impartiality would admit that when it comes to appraising cattle by their phenotype, your guess is often as good as theirs. I also wonder if judges can’t be influenced in subliminal ways. I love the old Jerry Palen cartoon of Elmo with a baseball bat in his back pocket and when the judge passes within ear shot he says, “I sure hope the judge likes my kid’s project.” I have a friend who is one of the best showmen in the business and he told me that one year he had two heifers that showed in the same class. Usually the herdsman will show the best one and the judges know this, but in this case the inferior heifer was a little hard to handle so my friend showed it. “And you wouldn’t believe,” he said, “how many times the judges picked the inferior heifer just because I was showing it.” My judging team coach, Bill Jacobs, was a popular and proficient judge 30 years ago and I always playfully accused him of reading all the breed journals to see which animals had

been winning before he judged a major show. He insisted that he never looked at them and I’ll admit in all the years of our friendship I never caught him reading one. There was one time though I think he was tempted. Bill was asked to judge the Brangus at a major show but unbeknownst to those who hired him, he’d never judged eared cattle on a big stage before.

Naturally Bill was a little nervous and it didn’t help that we ate dinner together the night before the show. I told him that the next day he was going to judge the winningest Brangus bull in history and he’d better name him Grand Champion or he’d never judge another show. The next day after every bull class Bill looked at me for a response and I always just shook my head in disgust as if he’d really blown it. At this point he was sweating bullets. In the final class, the two year old bulls,

much to my surprise the best bull I think I’d ever seen in my life, WSR Rocky Joe 650, walked into the ring and Jacobs got a huge smile on his face. A blind man who knew nothing about cattle could have found him. Bill died a few years back and I’ve always regretted that I never got the chance to tell him that I’d made my whole story up just to make sure he didn’t sleep a wink before the big show. wwwLeePittsbooks. com

Plenty Of Jobs Available “Many people really just don’t want to work.” Unemployment figures are tabulated regularly, often reporting decline in people with jobs. Of course, with exceptions, most people do work. Yet, they too expect some time off, for relaxation and then are ready to get back to useful employment. Truth is there are bunches of occupations available. Just look at any newspaper want ads, help needed categories on the computer. Admittedly majority of the tasks require certain skills that are not readily available. Always there are jobs requiring minimal abilities be able to walk, lift, talk, show up and that’s about it. Oh, there’s a drug test requirement nowadays putting handicap on a certain number too. So getting work may

not be as easy as it seems. Some folks can’t walk, more others can’t lift, increasing number can’t speak so we understand. And, there’s that illegal medication dilemma. Still, the biggest problem, according to many employers talked to, workers showing up. New personnel come the first day, maybe even regularly for a couple of weeks. Then the worker doesn’t come in or even report in. Sometimes they’ll come in the next day and expect to work, and get fired. Others are forgiven again and again but keep testing the employer until they’re forced to be let go too. Even those who are dedicated employees, good workers, seem to have incomprehensible number of conflicts. They have a snotty nose,

their children are sick, there’s a ballgame to see, parents are incapacitated, something else. Soon all vacation time and sick-leave are used up. The employee still expects time off. And usually gets it, or quits the job. Now let it be known, construction workers are appreciated. Especially the highway builders, repairmen, ditch diggers, all who are essential to modern convenient transportation, luxury society. Still, that’s what brought the subject up. Count the workers required to fix a pavement pothole. There are truck and tractor operators, two shovel handlers, an overseer and three flagmen. Multiply that multiples with a major project. Most people could hold up a shovel or flag as easy as being unemployed. Or as holding out a give-me bucket at the corner of First and Main. Reminded of Proverbs 12:11: “The one who stays on the job has food on the table; the witless chase whims and fancies.”

“Then, three years ago, the historical society decided to make the trees the focus of the museum during the holidays,” Bahnmaier reflected. About 25 volunteers helped put up the trees on display. “I think it’s the best display of antique Victorian decorations and collectible ornaments anywhere,” Bahnmaier said. “There’s a lot of history in those trees especially the 100-year-old feather trees,” Bahnmaier said. “They were made of goose feathers. Some of the feathers have deteriorated over the years, but you can still see goose feathers dyed green.” The family of A.K. Winter donated one of the feather trees when he died in 2014 at 90 years of age. “He brought it over from Germany, but he didn’t know how old it was,” Bahnmaier said.

There’s even a barbed wire tree. “We really don’t know where it came from,” Bahnmaier said, “but barbed wire is certainly something you could use if you were someplace without many trees.” The collection of antique ornaments started through donations from historical society members. It has continued to grow as more visitors view the annual display. “We get them from people who come through and say they would like to donate their decorations or ornaments,” Bahnmaier said. “It’s a good way to preserve the ornaments forever.” “We have people who return every year to see what’s new and bring their friends,” he said. A candy cane tree is particularly popular with children on school tours who receive a piece of the candy. There are trees decorated in the style of Germany, the Netherlands,

Japan and other nations. A University of Kansas tree with Jayhawk ornaments is beside a Kansas State University tree with Wildcats hanging from its branches. Yet another tree is adorned with owl ornaments, the mascot of the now-closed Lecompton High School. “It’s Christmas from all over the world and Christmas back 100 years,” Bahnmaier welcomed. “It’s just captivating and it’s absolutely beautiful. You really do have to come to see it to enjoy it.” Information is available by calling the Territorial Capital Museum 785-887-6148, on Facebook and at www.lecomptonkansas.

Plan Ahead For Field Care Of Deer Meat PRATT – Deer hunters have been anxiously awaiting the Kansas firearm deer season, Nov. 29-Dec. 10, 2017, making travel plans, organizing gear, scouting hunting areas and sighting in their rifles. While success is never guaranteed, you should also make plans for field care of your deer to ensure you and your family enjoy healthy and delicious venison long after the hunt. Field dressing your deer as soon as possible is the first and most important step to cooling the meat. Next, date and sign the carcass tag that came with your permit and attach it to the hock of the rear leg. If you printed your permit and car-

cass tag from a desktop computer, you’ll want to enclose the tag in a sealable plastic bag to protect it and use a zip-tie to affix it to the leg. Regulation requires validating and attaching your carcass tag before moving the deer from the kill site, and deer taken with an antlerless-only permit must be transported with the head attached to the carcass to verify antlerless status. However, when temperatures are warm or if you will be transporting your deer a considerable distance, you may opt to bone the meat out in the field and transport it on ice in coolers. To do this with a deer taken with an antlerless-only

permit, you will need to register the deer electronically. The Kansas Department of Wildlife, Parks and Tourism’s (KDWPT) electronic registration process is voluntary and only necessary to bone out an antlerless deer. Hunters can use their smartphones to access the electronic deer check-in system at www.ksoutdoors. com and click “Deer Check-in.” The electronic registration process requires hunters to email two photographs — one close-up clearly showing the completed tag attached to the deer and a second showing the entire body of the deer with the head still

attached. The process also requires the hunter’s KDWPT permit number, time and date of kill, and county where the deer was taken. Once registration is complete, a confirmation number will be issued by email. This confirmation number must be retained while transporting the meat. If Internet access is unavailable at the kill site, hunters can retain

the photographs while in transit and a registration number can be obtained later. This system can be especially convenient for nonresident hunters who will take deer meat across state lines. Because chronic wasting disease (CWD) has been detected in Kansas deer, some states may have special regulations limiting the parts of the deer that may be brought

in. Boning a deer out in the field is the best way to prevent spreading diseases such as CWD. For more information on Kansas’ big game regulations, consult the 2017 Kansas Hunting and Furharvesting Regulations Summary, or visit ksoutdoors.com and click “Hunting,” then “Hunting Regulations.”

Survey Shows Massive Opioid Impact in Farm Country; Farm Groups Call for Dialogue, Action WASHINGTON – The opioid crisis has struck farm and ranch families much harder than the rest of rural America, a Morning Consult survey shows. While just under half of rural Americans say they have been directly impacted by opioid abuse, 74 percent of farmers and farm workers say they have. Three in four farmers say it would be easy for someone in their community to access opioids illegally, and just under half of rural adults – 46 percent – say the same. The poll, sponsored by the American Farm Bureau Federation and National Farmers Union, is a first step in the groups’ collaboration on this issue. “We’ve known for some time that opioid addiction was a serious problem in farm country, but numbers like these are heartbreaking,” AFBF President Zippy Duvall said. “Opioids have been too easy to come by and too easy to become addicted to. That’s why we are urging everyone we know to talk to their friends, family, co-workers – anyone at all they know or suspect needs help. And because opioid addition is a disease, it’s up to all of us to help people who suffer from it and help them find the treatment they need. Government cannot and will not fix this on its own. Rural communities

are strong. The strengths of our towns can overcome this crisis.” “The opioid crisis is not just some talking point or abstract issue—it is an enormous challenge for both rural and urban America, and we as a country need to come to grips with it,” said NFU President Roger Johnson. “These responses demonstrate the reach of the unrelenting and deadly crisis that is gripping farm families across the country. Farm and rural communities currently face major challenges in the fight against addiction, like access to services, treatment and support. Time and time again, farmers and ranchers have come together to help their families and their neighbors through challenging situations. That same resolve and compassion will help us break the grips of opioid addiction in rural America.” More highlights from the survey: Half of farmers and farm workers (50%) say addiction to opioids is a disease, rather than due to a lack of willpower. Three in four farmers (77%), as well as those who work in agriculture generally (76%), say it would be easy for someone in their community to access a large amount of prescription opioids or painkillers

without a prescription. Rural adults overwhelmingly recognize that opioid abuse can begin accidentally with the use of what are deemed safe painkillers, or opioids (75%). Rural adults are largely unaware that rural communities are impacted the most by the opioid crisis (31%). And, they say opioid abuse is a major problem in urban communities more so than in rural communities by a 10-point margin (57% vs. 47%). One in three rural adults (34%) say it would be easy to access treatment for addiction to prescription drugs or heroin in their local community. But, less than half (38%) are confident they could seek care that is either effective, covered by insurance, convenient or affordable. One in three rural adults say there is a great deal of stigma associated with opioid abuse in their local community (31%), and that the stigma of abuse and addiction contributes a great deal to the opioid crisis (32%). A strong majority of rural Americans believe increasing public education surrounding resources (68%) and reducing the shame or stigma around opioid addiction (57%) are effective means for solving the opioid crisis.

Wildfire potential, December through March On December 1 the Predictive Services section at the National Interagency Fire Center issued their Wildland Fire Potential Outlook for December 2017 through March 2018. The data represents the cumulative forecasts of the ten Geographic Area Predictive Services

Units and the National Predictive Services Unit. If the prediction is accurate, Southern California and Southern Kansas should see higher than normal wildfire activity, with increasing potential in New Mexico, Texas, and Oklahoma in the latter part of the period. “Warm and dry

conditions continued across Southern California and the Southwest in November. The wind events observed across Southern California in October ended in early November. Periodic wind episodes in midto-late November led to slight increases in fire activity in New Mexico. In the Southeast, the autumn fire season was held in check by the passage of occasional, precipitation-bearing frontal systems that kept fire danger indices from reaching levels similar to what was observed in November 2016. Across the remainder of the country, regions were generally out of fire season as fire activity remained low. “Temperatures across the Southwest and California were generally above average in November as high pressure off the coast of Baja California dominated. New England also experienced above average temperatures. Alaska experienced temperatures that were well above average for the first half of the month but saw a pattern shift during the middle

Farm Machinery

portion of the month that allowed for below average temperatures to develop. The remainder of the country experienced near average temperatures through the month. Precipitation deficits mounted across the Southwest and Southern California as the weak La Nina-like conditions persisted. The overall dry, westerly flow across the Great Plains also allowed for pockets of drought conditions to emerge. Wetter-than-average precipitation continued across the northwestern portion of the country and across the Great Lakes region. In Alaska, precipitation was near average. “Latest data shows that the patterns observed in November persisting through the winter months across

the nation. Mountain snowpack should be at least near average except across the Southwest where below average snowpack is expected. The potential for above normal snowpack exists from the northern Sierras north to the Canadian border. An elevated potential for significant snowfall also exists across the Great Lakes region. Temperature departures should be stratified with the northern tier of the country experiencing overall colder-than-average temperatures and the southern tier of the country experiencing warmer-than-average temperatures.” http://wildfiretoday. com/2017/12/02/wildfire-potential-december-through-march-3/

Limit your home fire risk during the holidays (Family Features) It may be the most wonderful time of year, but it can also be one of the most dangerous. Along with the cooking and decorations that make the season magical, the holidays present risks for home fires and burns. An independent survey conducted by Shriners Hospitals for Children® found that many Americans do not follow key fire and burn safety tips despite being aware of dangerous risks. For example, 25 percent of respondents reported leaving lit candles unattended, and 27 percent said they have left them in reach

of children. “Some of these findings seem alarming, but each year our burn hospitals see the unfortunate results – children who have been injured in cooking related accidents or in fires associated with holiday decorations or candles,” said Kenneth Guidera, M.D., chief medical officer for Shriners Hospitals for Children. “These injuries can mean years of ongoing treatments and extensive rehabilitation for a child. That’s why we encourage families to learn about fire safety and prevention before a tragedy occurs.” Fire and burn hazards

are prevalent in many homes throughout the holidays, and Shriners Hospitals for Children offers these tips to remind families how to stay safe: Never leave lit candles unattended. If you must use flame-burning candles, make sure to extinguish them when you leave the room. When cooking, turn pot handles toward the back of the stove, out of the reach of children. Never leave a hot stove or oven unattended. While cooking, keep a lid or cookie sheet nearby to cover a pan if its contents catch fire.

If you decorate using a live, fresh-cut Christmas tree, water it daily. Keep trees and other flammable decor at least 3 feet away from heaters and flames. Discard decorative lights with bare wires, frays or kinks. Make sure your home is equipped with working smoke alarms and fire extinguishers. Have an escape plan in case of a fire and practice it with your family members so they know how to react if a fire does occur. Know the burn care resources in your community. The Shriners Hospitals locations that

specialize in burn care provide critical, surgical and rehabilitative care to children with varying degrees of new and healed burns. Their state-of-the-art burn facilities are staffed and equipped to provide reconstructive and restorative surgery for healed burns, as well as treatments for various other skin conditions. With 22 locations in the U.S., Canada and Mexico, the health care system provides advanced care for children regardless of the families’ ability to pay. season. You can find activity books, tip cards and a five-minute online quiz to help identify and eliminate potential risks. Candle Safety for the Holidays Candles are one of the most common sources of holiday fires. Never leave lit candles unattended and take these additional precautions to have a safe and fun holiday season: When candles are lit, make sure they are in stable holders and placed where they cannot be easily knocked over. Keep candles, matches and lighters out of reach of children. Be conscious of nearby surroundings. Never place a candle near drapery, decorations or other flammable items that may easily catch fire. Also avoid drafty areas or fans, which can accelerate flames or accidentally blow a flammable item onto a candle. Know that the safest way to extinguish a candle is with a snuffer. Consider using wickless or flameless candles. There are numerous options that cast a warm glow so you can enjoy the ambiance of a candle without the risk. Kids and Candles Don’t Mix Julianna and her mother, Tracy, know firsthand how dangerous the holiday season can be. While at a family Christmas party, Julianna, just 20 months old, snuck away from the activities and was in the bathroom playing in front of the mirror. A lit tea light candle on the corner of the sink ignited her clothes. Tracy heard Julianna’s screams from down the hall, ran to the bathroom and saw her daughter’s dress on fire. She patted out the flames and family members called an ambulance. Julianna spent three weeks at Shriners Hospitals for Children — Cincinnati to treat the third-degree burns that covered the left side of her body. Julianna, now 8-years-old, is doing well but faces ongoing treatment as she grows. “We are very lucky,” Tracy said. “Julianna will be fine thanks to the care she received. We all get busy during this time of year, but it is so important for parents to make sure they are following basic safety tips to keep their kids safe.”

tive approach to deer hunting. I’ve never cared to hunt from a tree blind because a deer will walk over you in a ground blind if the wind favors your location. I used to get up early in the predawn to freeze my butt off hunting deer and then try again in the evening. It didn’t take too many years of hunting frosty mornings for me to see the error of my ways and switch to hunting almost exclusively in the evenings. In spite of my nonchalant deer hunting attitude, as best I can recall I’ve harvested 16 deer in my life — 13 with my trusty Savage 25-06, one with a Hawken muzzleloader, and two with my wellworn 20-gauge Savage shotgun. Fifteen of the deer were whitetails and only one a muley. Ironically, I harvested my first whitetail not in Kansas, but near the Snake River close to Pullman, Wash. During my two years of working in Washington state, I harvested one more whitetail and my only mule deer buck. Getting that muley story told would take an entire column of its own, but suffice it to say, a friend and I killed it in the breaks of the Snake River about 1 p.m. and it wuz midnight before the carcass wuz cooling in my barn. After we moved back to southeast Kansas near Parsons, if my memory serves me right, I harvested six more whitetails. Then

we moved to Iowa and I only killed one doe with my muzzleloader during the 13 years I lived near Boone. Then we moved here to Damphewmore Acres in the Flint Hills 13 years ago, and I count six more whitetails harvested while I’ve lived here, including the two with my shotgun. Four of them were actually harvested at Damphewmore Acres. So, if I’m lucky, for being lazy in my old age, perhaps some fat Flint Hills deer is wearing my lucky 17 number this season. *** This funny ain’t rural, but I’ve got to use it. Late one night a mugger in Washington, D. C., wearing a ski mask jumped into a path of a well-dressed man and stuck a gun in his ribs. “Give me your money,” he demanded. Indignant, the affluent man replied, “You can’t do this! I am a United States congressman!” “In that case,” replied the mugger, “give me MY money.” *** A middle-aged farm couple finally learned how to send and receive texts on their cell phones. The farm wife, being a romantic at heart, decided one day that she’d send her husband a text while she was waiting at the

parts counter of the local machinery dealer. She texted to hubby at home: “If you are sleeping, send me your dreams. If you are laughing, send me your smile. If you are eating, send me a bite. If you are drinking, send me a sip. If you have dust in your eyes, send me your tears. I love you.” Her husband, being a no-nonsense, pragmatic sort of guy, texted back: “I’m on the toilet. Please advise.” *** With all the hot news about “groping and fondling” by movie moguls, movie and tv stars, and Congressmen, I won’t be surprised when dairy cows launch a class action “groping and fondling” lawsuit naming dairymen as defendants. On the same subject, did you hear that Caitlin Jenner is suing her

December 6, 2017 former-self, Bruce, for fondling her for more than 50 years? *** And, lastly for this week, I’m surprised the lame stream media still allows Black Friday shopping the day after Thanksgiving. Everyone knows its a benign theme, but it certainly sounds racist and I’m not sure it should be allowed. Get your Christmas shopping done early for a change instead of at the last minute like I do. Oh, and, have a good ‘un!

ROGER'S VIEW FROM THE HILLS: SURPRISED? NOPE! “WE HAVE NOW SUNK TO A DEPTH AT WHICH RESTATEMENT OF THE OBVIOUS IS THE FIRST DUTY OF INTELLIGENT MEN.” George Orwell Now sit down and hold on I am about to go on a rant. If you get mad, well just tough. This is a deadly serious subject and I am not only sick but also angry. Mankind seems to be able to sink to levels that are absolutely base and evil. I don’t think that we even need Satan to tempt anyone anymore. It seems that the ME has taken over in a large segment of the population. That is leaving those who believe in right and wrong no alternative than to depend totally on prayers. And yet how is it that so many have just lost any concept of good and evil? We know that Washington is not setting good examples. We know that the mainstream news and entertainment industry goes out of its way to ridicule anyone who makes any effort to be honest. Those who have bloated the government up to the point where they believe that your money is theirs and they can do anything they want. Principles of freedom have been attacked. How did children grow up to be oriented to any number of lies and hatred? How is it that one person accused can be locked up for months and others get away scott free? No morality

Roger's View From The Hills and no moral compass. I am saddened and sickened at almost everyday a child is killed or is missing. The abuse and total indifference to a child is beyond comprehension. What is the one common factor in the majority of these murders and abuse cases? The mother is living with a boyfriend. If this makes you mad then you may have to look at what kind of a set of principles you live by. Statistic after statistic shows that a majority of children live in single parent homes. This is directly traceable to the inner city neighborhoods but it is not exclusive. There are plenty of rural people that have thrown any concept of right and wrong out the window, and they raise their children this way. I have been called out many times when I criticize the way some treat and raise their young. And also how those kids turn out who have no discipline and run the family life. Go ahead I can take it. Yes I have never raised a child. I am one of those rare people who actually are single. Not acting single, not divorced,

never married. Yes a bachelor. This does not make me blind to the fact that 95% of the kids who are abused and killed are by the ‘boyfriend’ living in the home. Do not believe for a minute that I consider myself to be above the fray. I do not have to go into long explanations as to my marital status. Frankly it is none of anyone’s business. I did not intend to live this way but you play the hand you get dealt. We have become a nation of people who ignore the rules and want to do whatever we want. There is a day of reckoning. You have to answer for yourself. No one is perfect and no one gets out of this world alive. I have been given a privilege to be able to share my thoughts with all of my readers. I am thankful for this and it is a burden to try and give my opinion looking at the whole picture. I am not overly intelligent. You can get a lot of Amen’s to that. I have said before that life would be a lot simpler if those 10 rules were followed. I hope that as the

THE MOST POSITIVE HUMAN FORCE THE WORLD HAS EVER EXPERIENCED The most positive human force the world has ever experienced is “Western Christian Civilization” as Winston Churchill coined it. Its foundation began in the Holy Bible, became prominent in a declining Roman Empire, preserved Europe through the Dark Ages from Muslim’s marauders, and then began to blossom with the invention of the printing press from an old wine press five hundred years ago, so that humans everywhere could read the bible, develop their own belief in God, thus they, and others, thereby establishing the basis of THE INTRINSIC VALUE OF EACH HUMAN LIFE AS CREATED IN GOD’S IMAGE, from Whom our common standard of truth, freedom, kindness and human dignity derives. The United States of America in its 240 years has become the world’s flagship of this most positive force known to Man. Yet despite that flagship’s independence, like all ships, it must repair to its Harbor, God our Creator and Jesus, His Son our Savior. This, our Highest Priority in our founding Declaration, “LIFE” and as extended in our constitution to “our Posterity,” the UNBORN, this Priority in our founding law and classical medical ethics must be restored as it was, when God graced US to land on the moon. this is exactly how we will restore America’s greatness again, by returning to God’s words and our founding father’s words which have proven their overwhelming benefit to US above all other nations. laws, starting with voter registration, repave the old roads to intolerance. In Washington, the Supreme Court put its blessing on private businesses that deny women employees access to certain types of health care, namely contraceptive benefits in their health insurance. Religion was the reason. Internationally, religion as governing resurfaced in Iran in the late 1970s with the regime of Ayatollah Ruholla Khomeini. This was a dramatic reminder of why we wanted God out of politics in the first place. Religious bigotry is nearly as old as man. The evidence is endless but in recent years, for example, it has demanded the slaughter of Bosnian Muslims in Slovenia and Croatia and war over the former Yugoslavia; this year we note the Myanmar persecution and murder of Rohingya because of their faith and last week, the slaughter of hundreds at a Mosque in Bir al-Abed northeast of Cairo. * When a religious zealot gains political power, loyalties and commitments clash and bloody violence is usually the result. God is perfect, but the state is imperfect; when someone tries to put politics on the level of divine perfection, thousands of people are bound to be clobbered, literally or otherwise. God’s laws are eternal and unchanging, but we live by change and so do our political structures. If we try to stop change, as Kho-

meini and others have tried, or want only one brand of change, as Slobodan Milosevic demanded, we bring repression of men and women, and a stagnation of society. God gives absolute truth, but in politics there is no absolute truth – not in democratic politics, at least, where we have been taught to respect the faith and opinions of others. Our individual faith may be absolute but our political faith is relative. The most promising move toward peace in the Middle East came nearly 40 years ago: the historic Camp David Accords, achieved by a Baptist, a Jew, and a Muslim. The men involved – Jimmy Carter, Menachem Begin and Anwar Sadat – all said they felt a spiritual surge in their efforts. Seen another way, the teachings of Christ, Moses and Muhammad bent to the universal good. Here the differences in religious faith were weaker than the need for a common ground. It’s a long stretch from Geneva or the Golan Heights to Washington or Topeka. But religion’s steamrolling of politics frequently begins with a local intrusion, with little steps, a patronizing sigh of benevolence, always “for our own good.”Accord in governing can’t be done with heavenly edicts. Divine peace can’t be ordered by brandishing a sword, and public good can’t be ordered through unyielding, religiously-based statutes. We can’t write into law the faith by which everyone in the world, or the state, must live.

year ago, I got some instruction shooting at 200 yards, and in fact harvested my antelope at that distance with a well-placed shot. So as the pair eased up out of the waterway and onto the stubble field, I grunted loudly at them to get their attention. They stopped and looked around, but 2 seconds later were on the move again. This scene repeated itself several times until both bucks were beyond what I considered a comfortable range for me. They weren’t really spooked but they weren’t really comfortable either, so their pace was rather brisk. If the distance had been one hundred yards or less, I could have been steady enough to shoot in the short time they were stopped, but at 200 yards there’s much less room for error. Add to that a mild case of “buck fever” which made me shake a little more than I already did, and a rushed shot could have been the recipe for a wounded buck that I couldn’t find. Hunting the first weekend of deer firearms season is a mixed bag of pros and cons. There are many more hunters out meaning many more deer will be harvested, leaving fewer opportunities for unsuccessful hunters; that’s a downside. All those hunters however will also mean deer will be moving during the day more than usual, offering opportunities to harvest deer we otherwise might not see; that’s an upside. But those deer that are moving will quite possibly be a little spooky, having been pushed from their lairs; that’s

another downside. Even though my argument here doesn’t show it, I’ve always felt opening Saturday was a good day to hunt. I helped a friend load and haul a dandy older 12 point buck he and his son harvested Friday night at dusk, so my exuberance has jumped a few points on my excite-o-meter. I’m sorry I wasn’t given an acceptable shot at that buck Saturday morning, but I’m not sorry I didn’t take what I had. Saturday Dec 11 and Sunday the 12th are the final 2 days of Kansas deer firearms season for 2017 and both days look busy with family stuff for me, so the next five weekdays may be my last chance to harvest a deer this year with a rifle. Even though we are meat hunters, and are quite happy to harvest a nice plump doe, I kinda’ hope the big fella’ is still there and God sees fit to give me another chance to put him into my freezer. Kansas Exercises Animal Disease Response Preparedness MANHATTAN, Kan. — The Kansas Department of Agriculture held a tabletop exercise on Tuesday, Nov. 28, as the first stage of the state’s annual emergency preparedness exercise. This year’s exercise, named Phoenix, will continue Dec. 18–20, 2017, as the agency simulates a foreign animal disease event to practice the state’s agriculture emergency response plan. The three-day functional exercise in December will be based out of KDA headquarters in Manhattan, but will also involve multiple counties across the state in the simulation. It will enable KDA and its partners in other state agencies, federal and local government, university, agriculture industry, and several other states to practice the state’s foreign animal disease response plan. More than 100 individuals attended the November tabletop event, and more than 200 individuals plan to participate in the multiday Phoenix exercise in December, which will be based on the confirmation of foot-and-mouth disease (FMD) in the United States. Kansas leads the nation in foreign animal disease planning, training, and exercising, which benefits all partners across the state in understanding roles and responsibilities in a response. Responding to a foreign animal disease like FMD will require cooperation among state, local and federal government, private industry, educational institutions and others to stop the spread of the disease and enable the industry to get back to business as quickly as possible. “Agriculture is the largest industry and economic driver in Kansas, and an outbreak of a highly contagious animal disease would be a high consequence event for the Kansas economy and could have a devastating effect on Kansas farmers and ranchers,” said Kansas Secretary of Agriculture Jackie McClaskey. “We are grateful to have so many partners join us for this exercise in our effort to serve and protect Kansas agriculture.” The KDA Division of Animal Health has worked on a long-term strategic plan to improve its ability to respond to animal disease emergencies, including complex, interactive exercises involving a wide range of partners throughout the state. Each exercise builds upon plans and procedures that have been developed based on past exercises and actual emergency events. In addition to KDA, which will operate as the Incident Command Post for the exercise, several counties will activate emergency operations centers as part of the Phoenix exercise, and several private facilities will participate to practice their own biosecurity plans. Foot-and-mouth disease was last identified in the United States in 1929. FMD is a highly contagious disease of cattle, sheep, swine, goats, deer and other cloven-hooved animals. It is not a human food safety concern nor a public health threat. It is a primary concern for animal health officials because it could have potentially devastating economic consequences due to disrupted trade and lost investor confidence. The exercise has been funded with a grant provided by the U.S. Department of Homeland Security.

USDA Helps Rural Communities Restore Water Systems Damaged by Disasters WASHINGTON, Nov. 29, 2017 – Agriculture Secretary Sonny Perdue today announced the award of two grants to help rural water and sewer utilities recover from recent and future natural disasters. “USDA is a strong partner in the longterm recovery of rural communities after a season of devastating hurricanes,” Perdue said. “These grants will provide resources rural communities need to assess damage, develop rebuilding plans and get access to technical assistance and clean water. the National Rural Water Association (NRWA) and the Rural Communities Assistance Partnership (RCAP) each a $500,000 grant. The funding is being provided through the Water and Waste Disposal Technical Assistance and Training Grantprogram in USDA Rural Development’s Water and Environmental Programs (WEP). NRWA and RCAP will use the grants to provide training and technical assistance, onsite repairs, and utility management advice for rural water and sewer utilities impacted by disasters. These utilities serve communities that have 10,000 people or less. Many of them have very limited capacity af-

ter a catastrophic event to access immediate assistance for assessment and restoration. USDA’s assistance helps these small utilities recover faster and enables first responders, rural citizens and businesses to have access to clean water. The grants also will be used to help rural utilities apply for Federal Emergency Management Administration (FEMA) disaster programs, file insurance recovery claims, and strengthen operations and continuity of service plans in times of emergencies. Technical assistance will include assisting new and returning Rural Development WEP funding recipients to prepare

applications for water and waste disposal loans and grants and other financing options to supplement their needs. USDA Rural Development provides loans and grants to help expand economic opportunities and create jobs in rural areas. This

assistance supports infrastructure improvements; business development; housing; community services such as schools, public safety and health care; and high-speed internet access in rural areas. For more information, visit www.rd.usda.gov.
